Can You Weld After Using Brake Cleaner? The Hidden Danger

Some chlorinated brake cleaners can form dangerous gases around welding heat or ultraviolet radiation. Check the exact product label and SDS, and follow the hot-work rules that apply to your workplace.

Do not weld over brake-cleaner residue or vapors until you have identified the exact product, checked its current label and safety data sheet (SDS), and followed your workplace’s hot-work procedure. Some chlorinated brake cleaners can form toxic gases when exposed to welding heat or ultraviolet radiation. That warning does not apply automatically to every product sold as brake cleaner: formulations differ.

Why some brake cleaners are dangerous around welding

The concern is not the name “brake cleaner” by itself. It is the presence of certain chlorinated solvents, or their remaining vapors and residue, near an exposed welding arc or hot metal. Heat and ultraviolet radiation can break down chlorinated hydrocarbons into hazardous products, including phosgene and hydrogen chloride. OSHA’s welding chemicals guidance identifies these as possible decomposition products of chlorinated-hydrocarbon degreasing residues; ATSDR also identifies welding metal cleaned with chlorinated solvents as a possible phosgene exposure route.

One product-specific example illustrates why checking the formulation matters: CRC’s SDS for Brakleen cleaner with trigger, item 05089T, lists tetrachloroethylene and warns that extreme heat or hot surfaces may produce harmful or fatal corrosive gases, including hydrogen chloride and possibly phosgene. That SDS was revised September 15, 2020, so consult the current documentation for the product in hand rather than assuming this example describes every cleaner. CRC Brakleen SDS, item 05089T.

What the rules say about chlorinated cleaners and hot work

Requirements depend on the workplace and the applicable regulation. The maritime hot-work provisions and the general-industry welding provisions address the hazard differently; neither should be turned into a universal distance rule for every job.

Rule What it requires Scope and practical meaning
OSHA 29 CFR 1917.152 Surfaces prepared with chlorinated solvents must be thoroughly dry before welding. For inert-gas metal-arc welding, chlorinated solvents may not be used within 200 feet of the exposed arc. Maritime employment hot work. Apply the provisions relevant to the work and workplace; the 200-foot condition is specifically stated for inert-gas metal-arc welding.
OSHA 29 CFR 1910.252 Chlorinated-hydrocarbon degreasing and cleaning operations must be located so vapors do not reach the atmosphere around welding operations. General-industry welding requirements. The rule focuses on preventing cleaning vapors from reaching the welding atmosphere, rather than imposing the maritime rule’s distance.

Follow the standard that applies to your workplace, along with your employer’s hot-work controls. A surface that looks dry is not, by itself, proof that a product’s vapors or residue are no longer a hazard.

How to decide whether a particular cleaner can be used

  1. Identify the exact product. Use the container label and product identity to locate the matching, current SDS. Do not rely on a generic “brake cleaner” description or an old SDS for a different formulation.
  2. Check whether it is chlorinated. Review the SDS ingredients and hazard information. If the formulation is unclear, do not treat the product as safe for welding; ask the supplier or your workplace safety lead.
  3. Read the label and SDS warnings. Check for restrictions involving heat, hot surfaces, flames, welding, or decomposition products. Follow the applicable hot-work procedure and any required surface-preparation controls.
  4. Do not infer welding compatibility from “non-chlorinated.” That label alone does not establish that a product is safe around an arc or hot metal. CRC’s non-chlorinated brake parts cleaner SDS page, for example, warns against spraying on flames or incandescent material. Check the exact current product label and SDS and follow workplace controls. CRC non-chlorinated Brakleen SDS page.

What phosgene exposure can do

Phosgene can seriously injure the lungs. ATSDR lists eye or throat irritation, coughing, and wheezing among possible effects at lower exposures; higher exposures can cause lung swelling and difficulty breathing. Serious lung effects may not become apparent until the next day, so feeling well at first does not rule out a dangerous exposure. ATSDR’s Phosgene ToxFAQs describes these health effects.

How to interpret phosgene exposure figures

ATSDR reports OSHA’s phosgene permissible exposure limit as 0.1 parts per million (ppm) over an eight-hour work shift. NIOSH lists 2 ppm as the immediately dangerous to life or health (IDLH) value. These are occupational reference values, not permission to create, tolerate, or work in a phosgene atmosphere. ATSDR and NIOSH.
