For most fleets that need to cut petroleum use soon, renewable diesel is the easier and lower-risk choice. It can generally use existing diesel tractors, tanks, workshops and distribution arrangements, subject to engine approval, fuel specification, cold-weather performance, supply and price. Hydrogen fuel-cell trucks are the more capable long-term option when a fleet has dependable 700-bar fueling, genuinely low-carbon hydrogen, high annual mileage and a requirement for zero tailpipe emissions.
The trade-off is significant: current U.S. modeling puts hydrogen fuel-cell trucks well above diesel on total cost of ownership, while their climate advantage depends on how the hydrogen is made and delivered. The right answer is therefore route-specific, not a simple technology ranking.

What the two truck types actually are
Hydrogen fuel-cell trucks
A fuel-cell truck stores compressed hydrogen, usually for heavy-duty use at 700 bar. The fuel cell converts hydrogen into electricity, which drives an electric drivetrain. Water is the only direct exhaust product, so the vehicle has no tailpipe combustion of diesel or gasoline. That does not make the entire energy chain emissions-free: hydrogen production, compression, liquefaction where applicable and delivery determine its upstream climate impact.

Hydrogen can suit routes with very high utilization, rapid turnaround requirements and little tolerance for long charging dwell. Those advantages exist only if the route has reliable stations, sufficient daily range, acceptable payload performance and dependable operation in its weather conditions.

Renewable-diesel trucks
Renewable diesel is a hydrocarbon fuel made from renewable feedstocks and commonly marketed as HVO, RD99 or RD100. It is burned in a conventional diesel engine, preserving the familiar tractor, tank, workshop and fueling model. The fuel can reduce petroleum use and often has a lower lifecycle carbon intensity than fossil diesel, but it remains an internal-combustion pathway with combustion exhaust and ordinary diesel-system maintenance.
The practical attraction is speed of deployment. U.S. Department of Energy fleet guidance describes substituting petroleum diesel with renewable diesel as an effective petroleum-reduction strategy at most locations that already have diesel vehicles. That guidance does not remove the need to verify vehicle approval, fuel quality, winter behavior, contracted supply and delivered cost.
Hydrogen versus renewable diesel at a glance
| Decision factor | Hydrogen fuel-cell truck | Renewable-diesel truck |
|---|---|---|
| Tailpipe output | Water rather than combustion exhaust; upstream emissions vary by hydrogen pathway. | Combustion exhaust remains; lifecycle petroleum use and carbon intensity can be lower than fossil diesel. |
| Vehicle platform | Fuel cell, electric drivetrain, compressed-hydrogen storage and high-voltage systems. | Conventional diesel engine and after-treatment system using renewable hydrocarbon fuel. |
| Refueling model | Requires dependable high-flow stations, typically 700-bar for heavy-duty applications, or a dedicated depot installation. | Uses existing diesel-style depots and distribution where the fuel is available and approved. |
| Near-term fleet disruption | High: new tractors, station or corridor commitments, specialist training and new parts flows. | Lower: vehicles and depot processes can remain largely familiar, subject to approval and fuel checks. |
| Published U.S. TCO evidence | ICCT model-year-2022 scenarios found hydrogen fuel-cell and hydrogen-ICE trucks 68%–81% more expensive than diesel, varying by state. | Comparable conventional-diesel vehicle costs are the baseline in that ICCT comparison; delivered renewable-diesel pricing must be modeled locally. |
| Comparison with battery-electric trucks | Those ICCT scenarios were 34%–59% more expensive than battery-electric trucks. | Not stated in the cited comparison; the result depends on fuel price, incentives and vehicle use. |
| Best regulatory fit | Zero-emission requirements and customer mandates, if fueling is available. | Rapid petroleum reduction and compliance with rules that allow combustion vehicles; some California off-road fleets must use R99/R100 renewable diesel. |
Which option costs less?
Hydrogen’s current cost problem
The International Council on Clean Transportation’s 2023 analysis modeled model-year-2022 trucks in U.S. state scenarios. It found hydrogen fuel-cell and hydrogen-internal-combustion trucks had total costs of ownership 68%–81% higher than diesel, with the exact premium varying by state. Hydrogen trucks were also 34%–59% more expensive than battery-electric trucks in the modeled long-haul cases.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThat total includes more than the tractor sticker price. A fleet must account for vehicle capital, station construction or access fees, hydrogen production and delivery, maintenance, financing, incentives and residual value. Hydrogen fuel-cell economics improve with high annual mileage and rapid refueling, but only when the station is close to the route and available when the truck arrives. A cheap nominal kilogram price is not useful if a queue, outage or detour adds lost hours and miles.
ICCT concludes that parity requires materially lower prices for clean hydrogen. Until that occurs, fleets should treat hydrogen as a targeted deployment rather than assume scale alone will erase the premium. Obtain a firm delivered price, minimum-volume terms, escalation formula and station-uptime commitment before placing a multi-year order.

Renewable diesel’s cost profile
Renewable diesel avoids most new-vehicle and station capital expenditure, which is why it is usually the lower-risk transition for an existing diesel fleet. Its economic result is dominated by the delivered fuel price, tax treatment, regional supply, contractual volume and any incentives or credits available to the operator. A fleet should compare the complete delivered cost with ordinary diesel, not a posted terminal price.
There can still be costs: fuel procurement may require a new supplier, storage may need cleaning or segregation, and some engines or warranties may have specific approval conditions. Renewable diesel also leaves the fleet exposed to combustion-related service, exhaust after-treatment and emissions compliance. It is a bridge that reduces petroleum dependence, not a zero-emission conversion.

Route distance, dwell and utilization
Start with each lane’s daily miles, turnaround schedule, payload, grades, traffic pattern, weather and tolerance for a refueling queue. Hydrogen is most plausible where trucks run long hours, return predictably to a station or corridor and cannot afford a long energy stop. The route must also have enough station capacity for simultaneous fleet demand. A single demonstration dispenser is not equivalent to a network that can support a commercial fleet at peak periods.
Renewable diesel is operationally simpler when tractors already return to diesel-equipped depots or use established public fueling. Drivers do not need a new refueling procedure, but the fleet still needs a documented fuel specification and a plan for periods when renewable diesel is unavailable. A truck that can technically run on the fuel is not useful if the route cannot be supplied consistently.
Hydrogen station and vehicle requirements
Heavy-duty hydrogen stations dispense compressed gas at high pressure. California’s 2025 NorCAL ZERO project established an Oakland station dispensing at 700 bar alongside a supporting fuel-cell maintenance facility. That is evidence that heavy-duty infrastructure exists, not evidence that every major freight corridor has adequate coverage.

Before committing, require evidence for:
- Station location, opening hours, daily throughput and redundancy.
- Historical and guaranteed uptime, outage response and backup fueling.
- Delivered hydrogen price, pressure, purity and escalation terms.
- Truck range at the planned payload, grades and winter temperatures.
- Depot layout, setback, permitting, fire protection and emergency procedures.

Renewable-diesel requirements
Ask the truck manufacturer or engine supplier for written approval for the exact model and emissions configuration. Confirm the fuel specification accepted by the vehicle, storage and dispensing compatibility, cold-flow behavior for the coldest operating region, supplier quality controls and delivered availability. DOE fleet guidance supports the substitution strategy at many existing diesel locations, but it does not constitute approval for every engine or guarantee supply in every region.
Climate and air-quality performance
Hydrogen is not automatically zero-carbon
A National Laboratory of the Rockies/NREL lifecycle study reports a 20%–45% well-to-wheel greenhouse-gas reduction for gaseous-hydrogen fuel-cell trucks versus diesel. The range varies by weight class, truck type and operating assumptions. Hydrogen made with high-emission electricity or fossil energy, then compressed and transported long distances, can deliver a much smaller benefit than hydrogen made with genuinely low-carbon energy.
For procurement, request the hydrogen pathway and carbon-intensity accounting in the contract. Check whether the figure includes production, compression, delivery, electricity inputs and any leakage assumptions. Do not label a truck zero-carbon solely because its tailpipe emits water.
Renewable diesel depends on feedstock and processing
Renewable diesel’s lifecycle result depends on its feedstock, land-use assumptions, processing energy and certification. The U.S. Environmental Protection Agency’s Phase 3 response record states that lifecycle emissions depend on the individual production pathways for electricity, hydrogen and renewable diesel. Two fuels sold under the same broad label can therefore have different climate results.

Renewable diesel still emits combustion pollutants at the tailpipe. Fuel-cell trucks eliminate tailpipe combustion pollutants, while renewable diesel can reduce lifecycle petroleum use and, depending on its pathway, carbon intensity. Fleets with local air-quality obligations should separate those two questions: lifecycle greenhouse gases and pollutants emitted where the truck operates.
Regulatory exposure in the United States
Federal rules
EPA’s Phase 3 greenhouse-gas rule, issued March 29, 2024, covers tractors and vocational vehicles beginning with model year 2027. It is technology-neutral and performance-based. That means it sets emissions performance rather than requiring a particular fuel or drivetrain, so it does not by itself force a fleet to buy hydrogen trucks.
Model the rule’s effect on the vehicles you plan to order, the compliance strategy of the manufacturer and the resale value of combustion equipment. A technology-neutral rule can still change which products are available, how they are priced and how customers value them.
California rules
California is more prescriptive. The California Air Resources Board’s Omnibus standard for 2024–2026 model-year engines lowers the 2010 nitrogen-oxide limit from 0.20 to 0.050 grams per brake horsepower-hour, a 75% reduction. Renewable diesel does not exempt an internal-combustion truck from applicable engine and emissions requirements.
California has also set a path toward phasing out sales of new medium- and heavy-duty combustion trucks by 2036 and reaching zero-emission technology across the sector by 2045. The state’s 2023 announcement notes that trucks are about 6% of vehicles but produce roughly one-quarter of on-road greenhouse-gas emissions. Fleets operating in California, or buying equipment likely to work there for many years, should model compliance dates, ordering windows, residual value and customer requirements together.

Some California off-road fleets must use R99/R100 renewable diesel under the applicable rule. That is a specific regulatory use case, not a blanket statement that renewable diesel satisfies every on-road zero-emission requirement. A combustion truck may remain useful as a bridge while its future eligibility and resale market become less certain.

| What rules and customers apply? | EPA model-year requirements, California Omnibus and Advanced Clean Fleets obligations, procurement standards and contract dates. | Hydrogen where zero-emission operation is mandatory; renewable diesel where combustion remains permitted. |
| Can the organization support the technology? | Technician training, high-voltage and fuel-cell safety, parts, towing, emergency response and driver instruction. | Renewable diesel for continuity; hydrogen where service capability is funded before delivery. |
How to compare the two choices before signing a contract
- Build a route baseline. Use actual telematics for miles, idle time, payload, stops, grades, weather and annual utilization. Separate lanes that return to a depot from those that cross several states.
- Price delivered energy. Obtain renewable-diesel bids by location and season. For hydrogen, obtain the delivered price, pressure, minimum volume, taxes or credits, station fees, uptime guarantee and outage remedy.
- Include all capital and downtime. Add tractors, tanks, dispensers, station work, permitting, safety systems, technician training, parts inventory, financing, insurance and expected lost hours during fueling or repairs.
- Run a residual-value case. Test what happens if combustion-truck demand declines faster than expected under California or customer policies. Also test the risk that hydrogen equipment has a thin resale market if corridor development stalls.
- Validate the carbon accounting. Require pathway-specific lifecycle data rather than a generic label such as clean hydrogen or renewable. Keep greenhouse-gas accounting separate from local tailpipe pollutant requirements.
- Map every rule to every vehicle. Identify the state, route, model year, vehicle class, on-road or off-road status and customer contract for each tractor. Do not assume a rule for one category applies to another.
- Stage the deployment. Use a limited hydrogen pilot only after station and service commitments are documented. Use renewable diesel first where it meets the fleet’s technical and regulatory requirements, then revisit hydrogen as corridor coverage, fuel price and compliance needs change.
Common mistakes and how to avoid them
Calling hydrogen zero-emission without checking production
The vehicle has no combustion tailpipe, but the 20%–45% well-to-wheel reduction range demonstrates why production and delivery matter. Put the carbon-intensity method and data source in the fuel contract.
Buying hydrogen trucks before securing fueling
A truck order without a reliable station plan creates a stranded asset. Require an operating station, capacity reservation, uptime terms, backup procedure and maintenance support before accepting vehicles.
Assuming renewable diesel is universally drop-in
Confirm written approval for the exact engine and after-treatment package. Check cold-weather behavior, storage, contamination controls, supply continuity and warranty terms before changing every depot.
Using statewide averages for a route-level decision
Hydrogen prices, renewable-diesel availability, taxes, incentives and station reliability vary by location. Build the model from the lanes and depots where the trucks will actually operate.
Ignoring payload and winter conditions
Range and productivity can change with payload, hills, wind, temperature and reserve requirements. Evaluate both technologies against the worst commercially normal day, not an ideal laboratory cycle.
Confusing lifecycle carbon with local air quality
A low-carbon renewable fuel can still have combustion emissions at the road. A fuel-cell truck can have zero tailpipe combustion pollutants while using hydrogen with a weak lifecycle profile. Track both metrics.
Which fleets should choose which pathway?
Choose renewable diesel as the bridge when
- The priority is immediate deployment across an existing diesel fleet.
- Trucks use established depots and public diesel fueling.
- The operating region has no near-term zero-emission sales or customer requirement.
- The fleet needs to reduce petroleum use without replacing tractors or building hydrogen stations.
- Management wants to preserve diesel-service continuity while monitoring future rules and technology.
Pilot hydrogen fuel-cell trucks when
- Zero-tailpipe-emission operation is required by regulation, a shipper or a procurement contract.
- Vehicles have high daily utilization and a route-compatible 700-bar station.
- Low-carbon hydrogen is available under a firm, transparent supply agreement.
- The operator can fund technician training, high-voltage and fuel-cell safety, parts and emergency response.
- The business case still works after adding station downtime, payload constraints, financing and residual-value risk.
For a near-term fleet transition, renewable diesel normally wins on deployment simplicity and transition risk. Hydrogen becomes the stronger strategic choice when zero-emission compliance and route utilization outweigh its present cost premium, and when fueling is dependable rather than speculative.
