Hydrogen Fuel Cells vs. Hydrogen-Combustion Engines for Ships

Fuel cells offer higher indicative conversion efficiency, while hydrogen engines use more familiar machinery. Storage, safety, route and vessel design determine which pathway fits a ship.

Short answer: Fuel cells are generally the more efficient hydrogen energy converter, while hydrogen-combustion engines offer a more familiar mechanical architecture. Neither is a universal winner. Hydrogen storage, tank space, power-system mass, safety engineering, bunkering, route length, vessel type and the hydrogen production pathway can outweigh the converter-efficiency difference. A fuel-cell ferry, an inland workboat and a deep-sea bulk carrier may reach different conclusions.

What is the difference between a hydrogen fuel cell and a hydrogen engine?

Fuel cells convert hydrogen into electricity

A marine fuel-cell system feeds hydrogen to an electrochemical stack. The stack produces electricity, which normally drives electric motors or supplies the vessel’s electrical distribution system. There is no combustion chamber in the energy-conversion step. The installation still needs hydrogen tanks, piping, pressure regulation, ventilation, detection, controls, cooling and protective systems.

Fuel cells are modular. Additional stacks can be installed to raise total output, but every module adds its own balance-of-plant equipment, foundations, cabling, cooling and safety interfaces. The German Environment Agency’s technical review identifies relatively low output per module as a system-scale problem: stacking enough modules for high-power ships can increase space and weight. Its conclusion that fuel cells were not then competitive with marine internal-combustion engines for deep-sea shipping is a dated finding from that review, not a rule for every vessel or future design. See the German Environment Agency technical review (published June 2024; the document is marked “As of: 20 January 2023”).

Hydrogen-combustion engines burn the fuel

A hydrogen-combustion engine burns hydrogen in cylinders and converts the resulting combustion energy into shaft power or electricity through a generator. The phrase “hydrogen engine” covers more than one design, but the comparison reviewed here concerns marine engines, including expected future dual-fuel internal-combustion engines. Existing engine-room practices, rotating machinery and maintenance skills can be relevant advantages.

“Familiar engine machinery” does not mean a drop-in conversion. Hydrogen requires purpose-designed fuel delivery, controls, injectors or other combustion hardware, ventilation, detection, shutdown logic and approved arrangements. The engine route also retains the tank, piping and bunkering challenges common to every hydrogen-fuelled ship.

Are hydrogen fuel cells more efficient than hydrogen engines on ships?

In the literature values cited by the German Environment Agency, yes, at the converter level. The review uses approximately 55% conversion efficiency for fuel cells and approximately 40–45% as the expected conversion efficiency of future dual-fuel internal-combustion engines. These are indicative figures drawn from cited literature, not results from a matched ship-to-ship trial, a common duty cycle or a complete voyage-energy model. The relevant references and boundary are documented in the Agency’s review.

Comparison point Fuel cells Hydrogen-combustion engines How to interpret it
Indicative conversion efficiency About 55% About 40–45% expected for future dual-fuel ICEs Literature-based converter estimates, not matched ship-level measurements.
What the number excludes Tank losses, fuel conditioning, auxiliaries, propulsion-transmission losses, hotel loads, route profile and reserve requirements are not represented by a single converter percentage. Define the system boundary before comparing designs.
Effect on hydrogen demand Higher conversion efficiency can reduce hydrogen needed for a given delivered energy output. Lower conversion efficiency can require more hydrogen for the same delivered output. Tank volume and storage mass can still dominate the design, especially on long routes.

Efficiency matters because every kilogram of hydrogen carried has consequences for tank size, structural support, usable cargo volume and bunkering frequency. It does not settle the purchase or design decision. A fuel-cell plant that needs many heavy modules, power electronics and cooling systems may erase part of its fuel saving. Conversely, an engine’s familiar machinery does not make the hydrogen storage system smaller.

How much space do hydrogen tanks take on a ship?

Storage is a major constraint for both technologies. The German Environment Agency review says hydrogen fuel tanks can be more than seven times the size of MGO tanks in the comparison it cites. That is not a universal tank-volume ratio: the result changes with the ship, range assumption, containment technology, installation location, usable fill limits and the amount of reserve fuel required. It is best treated as a warning about volumetric energy density, not a design rule.

Compressed gaseous hydrogen

The review’s storage table includes gaseous hydrogen at 700 bar. High-pressure tanks require pressure-rated vessels, protective separation, relief devices, compatible valves and carefully controlled bunkering. Cylindrical or modular tank arrangements can consume valuable deck or machinery-space volume and may affect stability and structural reinforcement.

Liquid hydrogen

The same table lists liquid hydrogen at approximately −253°C. Cryogenic tanks need insulation, boil-off management and protection against cold-related material and operational hazards. Vacuum-insulation failure is among the hazards discussed in the European Maritime Safety Agency’s final study. Liquid storage can improve volumetric use compared with compressed gas, but it does not remove the need for specialized tanks, transfer equipment or procedures.

Why tank space changes the business case

  • Range: A longer route generally requires more onboard hydrogen or more frequent bunkering.
  • Cargo: Tanks and their protective spaces can displace cargo, passenger areas or revenue-generating equipment.
  • Mass: Tank structures, insulation, pressure equipment and supports add weight before the converter is installed.
  • Location: Tank placement affects stability, fire boundaries, collision protection, access and ventilation.
  • Bunkering: A route with dependable hydrogen supply may tolerate smaller tanks than an identical vessel on an isolated route.

The Agency also cites a large bulk-carrier case study in which cargo-capacity loss was slightly higher for fuel-cell than for ICE use of hydrogen or methanol. That is a result for that case study, not a rule for all bulk carriers or all ship types.

How do power output and integration differ?

Fuel-cell integration

A fuel-cell ship is an electric power plant. Stacks, converters, motors, switchboards, batteries or other buffers, cooling circuits and control systems must be coordinated. The modular layout can help distribute power and create redundancy, but the designer must account for stack replacement, degradation, maintenance access and the mass of multiple balance-of-plant systems.

Low output per module becomes more consequential as propulsion power rises. A coastal passenger vessel with moderate, predictable loads may be able to package the modules and cooling equipment. A high-power deep-sea vessel may need so many stacks that machinery-space volume, weight and capital cost become decisive.

Engine integration

An engine-driven arrangement can connect directly to a propeller shaft or drive a generator. That can simplify the mechanical power path where the vessel already uses conventional shaftline equipment. It does not eliminate electrical systems: controls, pumps, monitoring, navigation loads and possibly hybrid batteries remain part of the ship.

Hydrogen combustion introduces its own engineering work. Fuel injection and ignition behavior, abnormal combustion control, ventilation, leak detection, shutdowns and emissions treatment must be designed and approved for the selected engine. A model’s marine certification and operating envelope must be verified rather than inferred from a land-based or demonstration engine.

What emissions should operators compare?

Tank-to-wake is not the whole climate account

Hydrogen contains no carbon, so neither a fuel cell nor a hydrogen engine receives carbon from hydrogen itself at the point of use. That statement is only a tank-to-wake observation. The German Environment Agency emphasizes that well-to-wake emissions determine the real climate impact of a future fuel. Production method, electricity or feedstock, processing, compression or liquefaction, transport and leakage all belong in that boundary. The review does not establish a universal lifecycle-emissions winner between hydrogen fuel cells and hydrogen-combustion engines.

Do not treat the hydrogen pathway as interchangeable

Hydrogen supplied from different production routes can have materially different upstream emissions. A ship specification should therefore state the assumed supply pathway, delivery point, electricity or feedstock assumptions and accounting boundary. “Hydrogen-powered” alone is not enough to substantiate a climate claim.

Combustion pollutants need vessel-specific analysis

The reviewed material does not provide a matched, ship-scale emissions result for both powertrains. Combustion equipment can have a different pollutant profile from an electrochemical system, and the result depends on engine design, operating load and controls. Obtain the selected engine’s certified emissions data and compare it with the fuel-cell plant’s full auxiliary and upstream inventory rather than assigning a universal winner.

Are hydrogen fuel-cell ships safer than hydrogen-engine ships?

Fuel cells do not make the hydrogen hazard disappear. Both architectures require hydrogen tanks, transfer lines, valves, pressure or cryogenic equipment, ventilation, detection, isolation and emergency procedures. The converter changes, but the fuel-handling risk remains.

Hazards identified for hydrogen ships

EMSA’s 2025 final study, prepared by DNV, identifies hydrogen’s wide flammability range, low ignition energy and high burning velocity compared with natural gas. It also addresses cryogenic hazards, vacuum-insulation failure, hydrogen embrittlement, leak-prone components and reliability concerns. The study concludes that existing natural-gas provisions in the IGF Code are insufficient for hydrogen and that additional measures are needed. Read the EMSA study for the technical assessment and advisory guidance.

Design barriers and crew controls

In its 12 March 2026 summary of the EMSA work, DNV reports a recommendation for secondary enclosures around hydrogen-carrying components, including components on an open deck. These enclosures provide a technical barrier against uncontrolled leak spread. The same summary calls for hydrogen-specific crew training, operating procedures and safety-management systems. DNV’s stated principle is that containment, secondary enclosures and automated protection systems should form the first line of defense.

Safety therefore depends on the complete arrangement: tank location, ventilation paths, gas detection, electrical-area classification, relief discharge, isolation valves, fire protection, emergency shutdowns, access, maintenance and human factors. A fuel-cell label is not a safety certification, and an engine-room layout that is acceptable for conventional fuel cannot simply be assumed suitable for hydrogen.

Which rules apply to hydrogen-fuelled ships?

There is not one single, fully settled international hydrogen code that answers every design question. The IMO’s safety-guideline index lists separate interim instruments for ships using hydrogen as fuel, MSC.1/Circ.1701, and for fuel-cell power installations, MSC.1/Circ.1647. Consult the current text, the vessel’s flag administration, the classification society and the authorities at each operating port before freezing the design. The current index is available from the IMO alternative-fuel safety-guidelines page.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

National guidance can be narrower. Japan’s Ministry of Land, Infrastructure, Transport and Tourism says its safety guideline for small hydrogen fuel-cell ships was revised in March 2026 to reflect new knowledge and developments. That is useful context for small vessels in that jurisdiction; it should not be generalized to large international ships. See the MLIT guideline page.

Because the EMSA guidance is advisory and non-mandatory, an owner should require a documented approval path: concept approval, hazard identification, risk assessment, class review, flag acceptance, port and bunkering compatibility, crew competence and commissioning tests. The applicable requirements can change with vessel size, fuel condition, route, flag, class and whether the installation is newbuild or retrofit.

Which technology fits which vessel?

Short-sea ferries and inland vessels

Short routes can make scheduled bunkering feasible and reduce the hydrogen inventory needed for each voyage. Predictable duty cycles and frequent port calls may favor a fuel-cell electric plant where its efficiency, quiet operation and modular load sharing fit the vessel. An engine may be attractive where high transient power, existing mechanical systems or local maintenance capability dominate. The answer still depends on tank placement and the authority approving the route.

Workboats and harbor craft

Harbor tugs, pilot boats and service vessels often have unusual load profiles: long idle periods, short high-power bursts or frequent maneuvering. A fuel-cell system may need a battery or another buffer to handle peaks; an engine may provide the required bursts more directly. Compare complete installed systems, not the stack or engine alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Large cargo ships

Deep-sea cargo ships expose both technologies to the hardest constraints: large continuous power, long range, limited bunkering options and the high opportunity cost of tank volume. The German Environment Agency review found fuel cells not currently competitive with marine ICE for deep-sea shipping at the time of its assessment, largely because module output, system size and storage penalties matter at scale. That finding should not be extended automatically to short-sea shipping, auxiliary power or future systems.

Retrofits versus newbuilds

A retrofit must find room for tanks, fuel preparation, ventilation, detection, protective boundaries, converter equipment and access without compromising stability or cargo. A newbuild can reserve tank trunks, machinery spaces, escape routes and structural supports from the concept stage. Neither route avoids a formal safety case. A familiar engine may ease mechanical integration in a retrofit, while a newbuild may make a distributed fuel-cell architecture easier to accommodate.

How to choose between the two for a real ship

  1. Define the mission. Record route length, speed, hotel load, maneuvering profile, operating days, weather margin, reserve policy and port schedule.
  2. Set the hydrogen specification. State compressed or liquid storage, delivery pressure or temperature, purity, bunkering rate, boil-off assumptions and the production pathway used for lifecycle accounting.
  3. Calculate delivered energy. Compare fuel-cell and engine conversion using the same duty cycle and system boundary. Include auxiliaries, cooling, pumps, power electronics, shaftline losses and electrical loads.
  4. Lay out the tanks first. Check volume, mass, structural reinforcement, stability, collision protection, ventilation, hazardous zones, access and cargo or passenger displacement.
  5. Scale the power plant. For fuel cells, count modules, redundancy, stack replacement space and peak-power buffering. For engines, verify the selected hydrogen-capable model, transient response, controls, emissions equipment and certification.
  6. Run the hazard study. Address leakage, ignition, dispersion, pressure relief, cryogenic exposure where relevant, embrittlement, fire, emergency shutdown, loss of ventilation and failures in detection or isolation.
  7. Confirm approval and operations. Obtain class and flag feedback against MSC.1/Circ.1701 or MSC.1/Circ.1647 as applicable, then check port, bunkering, crew-training and emergency-response requirements.
  8. Compare lifecycle and commercial outcomes. Use well-to-wake emissions, fuel availability, bunkering reliability, maintenance, replacement intervals, cargo impact and downtime. Do not name a cost winner without a defined vessel, route, fuel supply, system boundary and current project data.

Fuel cells versus hydrogen engines: decision table

Decision axis Fuel-cell pathway Hydrogen-combustion pathway Key qualification
Energy conversion About 55% in the cited literature estimate. About 40–45% expected for future dual-fuel ICEs in the cited estimate. Not a matched ship trial; use a common system boundary.
Power scaling Requires multiple stacks as output rises; module output and total system mass matter. Uses an engine-based power train with familiar mechanical concepts. Hydrogen-specific machinery is still an engineered and approved system, not automatically drop-in.
Hydrogen storage Same compressed or liquid hydrogen constraints. Same compressed or liquid hydrogen constraints, with potentially greater fuel demand for equal output at lower efficiency. The review cites tanks more than seven times MGO size in its comparison; vessel design changes the result.
Point-of-use carbon No carbon in hydrogen at the point of use. No carbon in hydrogen at the point of use. Well-to-wake emissions depend on production and supply; no universal lifecycle winner is established.
Safety Hydrogen storage and delivery hazards remain; fuel-cell equipment adds its own controls and cooling. Hydrogen storage and delivery hazards remain; combustion controls and engine-specific risks are added. Natural-gas IGF provisions alone are insufficient according to EMSA’s study.
Maturity by mission Potentially attractive for suitable lower-power or scheduled routes; deep-sea competitiveness was negative in the dated Agency review. Mechanical familiarity may help some installations, but hydrogen engine approvals and supply must be checked. Demonstration success does not prove fleet readiness for every class or route.

Common mistakes to avoid

  • Calling either option “zero-emission” without a boundary. State tank-to-wake or well-to-wake and identify the hydrogen pathway.
  • Presenting 55% versus 40–45% as a ship comparison. Those are indicative literature conversion estimates, not matched voyage results.
  • Ignoring the tank before selecting the converter. A theoretically efficient power plant cannot recover cargo or stability lost to an unsuitable storage arrangement.
  • Assuming fuel cells remove hydrogen risk. Tanks, piping, leaks, ventilation, detection and emergency response are common concerns.
  • Applying natural-gas rules unchanged. EMSA identifies hydrogen-specific gaps and the IMO lists separate interim guidance.
  • Generalizing a deep-sea conclusion. Ferries, inland vessels, harbor craft, auxiliary generators and cargo ships have different power and bunkering needs.
  • Using a demonstration vessel as a cost benchmark. Costs vary with route, fuel supply, vessel size, storage condition, approval work and project date.

Bottom line for shipowners and designers

Choose fuel cells when the vessel’s route, power level, tank arrangement and hydrogen supply allow the higher converter efficiency and electric architecture to repay their module, cooling and integration penalties. Choose hydrogen combustion when an engine-based arrangement better matches the vessel’s power profile, maintenance capability and space plan, while recognizing that hydrogen fuel systems and safety barriers remain substantial.

The defensible decision is a vessel-specific comparison of delivered energy, tank volume, cargo impact, well-to-wake emissions, bunkering, safety case, regulatory approval and lifecycle cost. Until those quantities are defined for the actual ship, “fuel cell versus hydrogen engine” is a technology question, not a complete design answer.
