It restricts specified imports and sales involving passenger connected vehicles and covered vehicle-connectivity or automated-driving technology when the technology or manufacturer has a defined China or Russia connection. The key dates are Model Year 2027 for covered software and certain manufacturer-related restrictions, and Model Year 2030 for covered vehicle-connectivity hardware imports—or January 1, 2029, for hardware components without a model year.
What the rule does—and what it does not do
The U.S. Department of Commerce’s Bureau of Industry and Security (BIS) issued its connected-vehicle final rule on January 14, 2025, under its authority over information and communications technology and services. The rule took effect March 17, 2025. It restricts defined transactions involving covered vehicle-connectivity systems and automated-driving systems when the specified China or Russia nexus applies.

That distinction matters: the rule does not treat a vehicle’s final assembly location as the sole test. A vehicle assembled in China is not automatically prohibited on that fact alone, and assembly in the United States or another country does not by itself establish that a vehicle is outside the rule. The technology, the companies and people involved in it, the transaction, and the applicable date all matter.

It applies to technology that meets specific definitions, and a particular part’s status depends on those definitions and its supply-chain relationships. “Made with Chinese technology” is therefore not enough information to determine whether a vehicle or component is covered.

Which vehicles are in scope?
BIS says the rule applies to connected passenger vehicles weighing less than 10,001 pounds. Its small-entity guide describes a connected vehicle as a mechanically powered vehicle manufactured primarily for use on public streets, roads, and highways. Commercial vehicles, including trucks and buses, were outside the passenger-vehicle rule when BIS issued it; the agency contemplated separate rulemaking for commercial vehicles.
The weight and vehicle-class thresholds help establish whether the rule’s passenger-vehicle framework applies, but they do not settle the technology or transaction questions. A vehicle within the weight limit still needs to be assessed for covered VCS or ADS technology and for the relevant corporate nexus.
What counts as covered technology?
Vehicle connectivity systems (VCS)
VCS are systems that allow a vehicle to communicate externally. BIS’s small-entity guide describes covered VCS components as items that directly enable radio-frequency communication over 450 MHz. Examples include cellular, Wi-Fi, Bluetooth, and satellite systems, as well as telematics units, modems, modules, antennas, and processing hardware.

The word “directly” is important. The rule is not a general prohibition on every electronic component, screen, or infotainment feature in a car. A component’s function and whether it falls within the regulatory definition must be examined; a label such as “electronics” or “connected feature” is not enough to classify it.

Automated driving systems (ADS)
ADS refers to hardware and software that together can perform the entire driving task when activated. The BIS small-entity guide states that autonomy below SAE Level 1 and Level 2 is outside the rule’s ADS scope. Software that directly enables ADS functions can be covered, as can software directly enabling VCS functions.
This is a scope distinction, not a claim that every driver-assistance feature is an ADS under the rule. For a specific system, the relevant question is whether it meets BIS’s definition and capability threshold—not simply whether a manufacturer describes it as advanced, automated, or driver assistance.
How the China or Russia connection is determined
The relevant nexus concerns who designed, developed, manufactured, or supplied the covered technology. The restriction can apply when a person or entity involved is owned by, controlled by, or subject to the jurisdiction or direction of China or Russia. BIS gives direct government ownership and a company headquartered in China or Russia as examples of relevant connections.

For a particular vehicle, the answer can depend on supply-chain details not visible to a consumer, such as the identity of the company that developed a software module or supplied a covered component. BIS guidance provides the framework, but classifying a specific vehicle or supplier may require a fact-specific legal analysis.
Key dates and which restrictions start when
| Timing | What changes | Practical significance |
|---|---|---|
| March 17, 2025 | The final rule became effective. | The rule is in force, with its substantive prohibitions phased in by model year and component date. |
| Model Year 2027 | Prohibitions begin for connected vehicles containing covered VCS or ADS software from Chinese or Russian companies. A connected-vehicle manufacturer with the specified China or Russia relationship is also prohibited from selling covered connected vehicles in the United States, even if those vehicles are assembled in the United States. | Software origin and the manufacturer’s own relationship to China or Russia can matter independently of final assembly. |
| January 1, 2029 | Covered VCS hardware components without a model year become subject to the import restriction. | This date applies to components for which a model year is not available. |
| Model Year 2030 | Import of covered VCS hardware from companies with the specified China or Russia nexus is prohibited. | The hardware restriction starts later than the Model Year 2027 software and manufacturer-related restrictions. |
The dates are not interchangeable. A business should identify whether it is dealing with covered software, VCS hardware, or a manufacturer-related vehicle sale before applying a phase-in date. “Model Year 2027” is not a universal start date for every covered part: the hardware import restriction has its own later start, including the separate calendar date for components without a model year.
What “ban” means for cars, software, parts, and sales
Are Chinese cars banned in the U.S.?
Not as a class under this rule. The rule is not a blanket ban based on the country where a finished car was built. A specific connected passenger vehicle may be affected if the covered technology and China or Russia nexus tests apply and the relevant transaction is prohibited at the applicable phase-in date. The vehicle’s assembly country alone does not decide the result.

Starting with Model Year 2027, BIS prohibits imports or sales of connected vehicles containing covered VCS or ADS software from Chinese or Russian companies. This does not mean every software feature developed by a Chinese company is automatically covered: the software must directly enable VCS or ADS functions within the rule’s definitions, and the company relationship must meet the applicable nexus test.

Does the rule cover Chinese car parts?
Some covered VCS hardware is subject to a later import restriction: Model Year 2030, or January 1, 2029, for components without a model year. It is not a prohibition on all parts from China. The component must fall within the covered VCS hardware definition, and the specified company nexus and import conditions must apply. Other parts are not brought into scope merely because they are electronic or Chinese-origin.
Can U.S. assembly avoid the rule?
Not necessarily. BIS’s Model Year 2027 restrictions include a prohibition on sales by connected-vehicle manufacturers with the specified China or Russia relationship, even when the covered vehicle is assembled in the United States. Conversely, assembly outside China does not itself prove that all covered technology or corporate relationships are clear. Assembly is one supply-chain fact, not a substitute for the rule’s tests.
How manufacturers and importers should assess a vehicle or component
The following sequence organizes the questions raised by the rule. It is a reporting framework based on BIS’s categories, not a legal determination for an individual vehicle or business.

Pick the symptom - the matching free tool is one click away.
- Confirm vehicle class and weight. Determine whether the product is a mechanically powered vehicle manufactured primarily for public streets, roads, and highways, and whether it is a passenger vehicle below 10,001 pounds. Do not assume the passenger-vehicle rule applies to commercial trucks or buses; they were outside the rule at issuance.
- Classify the technology. Establish whether the item is VCS hardware, software directly enabling VCS, software directly enabling ADS, or outside these definitions. For hardware, assess its actual communications function, including whether it directly enables radio-frequency communication over 450 MHz.
- Map the relevant companies and roles. Identify who designed, developed, manufactured, or supplied the covered technology, and who manufactures the connected vehicle. Examine ownership, control, headquarters, jurisdiction, and direction rather than relying only on a part’s country-of-origin label.
- Identify the transaction. Determine whether the activity is an import, a U.S. sale, or a manufacturer activity governed by the relevant provision. The rule does not use one identical prohibition for every party or transaction.
- Apply the correct timing. Record the vehicle model year or, for a hardware component without a model year, whether the January 1, 2029 date applies. Distinguish the Model Year 2027 software and manufacturer-related restrictions from the later hardware import restriction.
- Check exclusions and authorizations. Determine whether a documented exclusion or applicable authorization covers the particular facts. An authorization is conditional; it should not be treated as a general exception without checking its current terms.
- Keep the supporting diligence and compliance record. Covered manufacturers and VCS hardware importers generally face annual Declaration of Conformity and supply-chain diligence obligations, subject to limited exemptions. The documentation should support the classifications and relationships used in the assessment.
Declarations, diligence, and conditional authorizations
BIS states that covered connected-vehicle manufacturers and VCS hardware importers generally must file annual Declarations of Conformity and conduct supply-chain diligence, with limited exemptions. These are business compliance obligations; they do not mean every consumer must file a declaration when buying or owning a car.

BIS also provides general and specific authorizations and advisory opinions. The agency’s general-authorizations page lists amended General Authorization 1 for limited use cases, dated June 18, 2026; amended General Authorization 2 for temporary importation, dated November 19, 2025; and General Authorization 3 for the Approved Supplier Registry, dated June 18, 2026. These are defined pathways with conditions, not broad waivers for Chinese technology or vehicles. A regulated business needs to check the current terms, the facts of the transaction, and whether the authorization actually applies.
Why BIS adopted the restrictions
BIS says it views specified China- or Russia-linked vehicle technologies as a national-security risk because access to vehicle supply chains could expose sensitive information about drivers or owners or enable remote manipulation of vehicles. That is the agency’s stated rationale; it is not evidence that every vehicle containing covered technology has been compromised.
In its January 14, 2025 announcement, BIS quoted OICTS Executive Director Elizabeth Cannon as saying, “This final rule reflects significant stakeholder feedback and protects our national security while reducing unintended impacts.” The statement describes the agency’s objective, not a finding about the security of any particular make, model, or supplier.
What consumers can—and cannot—tell from public labels
A consumer generally cannot determine a vehicle’s status from “made in China,” a brand’s home country, or a list of visible features alone. The rule turns on defined technology and corporate relationships, some of which may be buried in supplier and software chains. A vehicle’s final assembly location is therefore an incomplete proxy.
For a purchase decision, the most reliable public information is a manufacturer’s specific statement about the relevant model year and compliance status, if available. A general claim that a car is “connected,” “Chinese-made,” or assembled in the United States does not resolve whether the vehicle includes covered software, who supplied it, or whether an authorization or exclusion applies. Consumers should avoid treating a generic country-of-origin label as a legal classification.
What to verify as the rule evolves
BIS guidance and authorizations can change. Businesses making sourcing, import, or sales decisions should consult the current BIS rule materials and authorization terms, rather than relying on an older summary or assuming that the dates and conditions remain unchanged. The official rule and guidance are the primary references for definitions, duties, and exceptions; a transaction-specific legal determination may require advice from trade counsel.
The practical test remains specific: establish that the vehicle and technology are within scope, determine whether the required China or Russia relationship exists, identify the regulated transaction, apply the phase-in date, and confirm whether a documented exclusion or authorization is available. Without those facts, neither a blanket “banned” nor a blanket “allowed” conclusion is reliable.
