How to Verify a Small Automaker’s Production and Delivery Claims

Learn how to test a small automaker’s production and delivery numbers by matching definitions, jurisdictions, VIN evidence, certification records and market data.

By CarCody Team

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To verify a small automaker’s production or delivery claim, first define exactly what is being counted, then compare company records with regulator filings, identifiable vehicle evidence and market data for the same country, period and models. A VIN, certification record or plant disclosure can show that particular vehicles exist; none of those items alone proves an automaker-wide total or customer handovers.

The framework below is designed for journalists, buyers, investors and owners investigating a named company. It uses United States, Mexico and European Union sources as examples, but the controlling agency and available records depend on where the vehicles were built, sold or registered.

Define what the claim actually counts

Words such as production and deliveries are often used as if they were interchangeable. They describe different events in a vehicle’s life. Before checking a number, copy the company’s exact wording and identify the unit basis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Term What it normally means What it does not prove
Produced or built A vehicle was assembled or completed during a stated period. That it passed compliance checks, left the factory or reached a customer.
Wholesale shipment Vehicles were transferred to a distributor, dealer or logistics provider. Retail sale, registration or customer acceptance.
Retail sale A dealer or manufacturer recorded a sale to a buyer. That the vehicle was registered, delivered or retained by the buyer.
Export Vehicles crossed a customs border under the reporting system used by that country. Final delivery to a named customer or even arrival at the intended dealer.
Registration A transport authority recorded the vehicle for road use. The date of physical handover; registrations can lag sales or include vehicles not yet delivered by the company claiming the total.
Customer handover or delivery The buyer took possession under the company’s stated definition. A universally comparable figure: jurisdictions do not maintain one public, all-purpose handover database.
Reservations, orders or target Prospective demand or a planned output level. Any completed vehicle or fulfilled sale.
Cumulative total An amount accumulated over a stated starting date. A period total; the start date and treatment of returns, replacements and duplicate VINs matter.

Write down the period, cutoff date, market, models, model years and whether the figure is an actual count, estimate, forecast or target. A number cannot be compared responsibly until those fields match.

Why small automaker claims require several checks

Small manufacturers may fall under reporting rules that are less comprehensive than those applied to high-volume manufacturers. NHTSA’s December 3, 2003 interpretation of Early Warning Reporting rules describes a 500-vehicle annual threshold in specified categories: manufacturers at or above the threshold are subject to comprehensive reporting, while those below it have limited reporting. The interpretation also says that production-to-date reports ordinarily use actual numbers, even though future production may be estimated when deciding whether a manufacturer is likely to cross the threshold.

The 500-vehicle figure is not a universal definition of a small automaker and should not be applied without checking the current regulation and the vehicle category. It explains why the absence of a particular filing may be a reporting-scope issue rather than proof that no vehicles were built.

“While we require estimation of future production for purposes of determining whether the manufacturer is likely to be at or above the 500 vehicle threshold, ordinarily reports of production-to-date will be actual numbers.”

Jacqueline Glassman, NHTSA Chief Counsel, interpretation dated December 3, 2003.

Regulatory databases also have different purposes. A certification application demonstrates an approval process; a VIN decoder describes manufacturer-submitted vehicle data; a registration file records vehicles accepted by a transport authority. Treating any one of them as a complete delivery census creates false certainty.

Step 1: freeze the claim before looking for evidence

  1. Save the original statement. Keep the press release, investor presentation, social post or interview, including its publication date and any footnotes.
  2. Copy the precise verb. Mark whether the company said built, produced, shipped, sold, exported, registered, delivered, reserved or planned.
  3. Record the time window. Note a calendar year, quarter, month, launch-to-date period and the exact cutoff date.
  4. Record the geography. Separate factory location, destination market, export country and registration jurisdiction.
  5. List the products included. Identify make, model, body style, powertrain, model year, prototypes and pre-production units.
  6. Write the unit rule. Ask whether the count includes test vehicles, engineering cars, demonstrators, kits, incomplete chassis, returned vehicles or replacement units.
  7. Classify the status. Label the number as audited actual, agency-reported, company estimate, forecast, reservation count or target.

Keep the original wording in your notes. If the company later changes from “delivered” to “shipped,” that change is material evidence, not a stylistic edit.

Step 2: identify the correct jurisdiction and regulatory footprint

Use the authority that records the event you are testing. A vehicle built in one country and sold in another can appear in several systems, each with a different date and definition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

United States: NHTSA vPIC

NHTSA’s Vehicle Product Information Catalog (vPIC) uses manufacturer-reported information. Its current coverage is intended for model years 1981 and later and for vehicles intended for sale or importation in the United States. It can expose manufacturer information and decode a VIN, but NHTSA states that state titling and registration are outside its responsibility.

Those limits matter. A vehicle built for another market may not appear, an older vehicle may fall outside the model-year scope, and a successful decode does not indicate how many vehicles the company produced. Treat vPIC as an identity and configuration check, not a production ledger.

United States: production reporting and the 500-vehicle threshold

Use the applicable NHTSA reporting rule for the vehicle category and reporting year. The 2003 interpretation is useful context for limited reporting by small manufacturers, but it is not a substitute for checking the current rule. Where a production-to-date figure is filed, the interpretation says it ordinarily represents an actual number; a projection used to assess the threshold is a different type of figure.

United States: EPA certification records

EPA’s vehicle certification document search includes certification applications, Certificates of Conformity and summary information reports. These records can establish that a manufacturer sought certification or that a specified configuration received a certificate. They do not constitute a complete census of vehicles assembled, exported or handed to customers. Look at the covered model, model year, production period and applicant name before drawing a conclusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

United States: labels and final-assembly disclosures

NHTSA’s certification information describes the required vehicle label. The label identifies the actual assembler and the month and year of manufacture, and it carries the manufacturer’s compliance statement: “This vehicle conforms to all applicable Federal motor vehicle safety standards (FMVSS) in effect on the date of manufacture shown above.” A label can corroborate an individual vehicle’s assembler and build date; it is not a delivery receipt and cannot establish an automaker-wide total.

The U.S. Department of Energy’s electric-vehicle final-assembly list draws on EPA labeling data and NHTSA Part 583 reports. NHTSA says VIN decoding can be used to check whether a model’s general build location applies to an individual VIN. That is stronger than relying on a marketing statement about a plant, but it still verifies vehicle identity and location rather than total output or customer handovers.

Mexico: INEGI RAIAVL

Mexico’s National Institute of Statistics and Geography (INEGI) publishes the Registro Administrativo de la Industria Automotriz de Vehículos Ligeros (RAIAVL), with production, sales and export data by make and model supplied by companies. Initial production and export figures are preliminary and may change status in later reports. Record whether the release is preliminary or revised, and use the make, model and month fields that match the company’s claim. Do not present a preliminary agency count as a final audited delivery total.

European Union: monitoring and small-series fields

EU monitoring data under Regulation (EU) 2019/631 includes vehicle registration information and fields for small-series approvals. Those fields help identify regulatory treatment and registered vehicles, but a registration is not automatically a customer handover. The available EU framework does not create one public, all-purpose delivery database for every small automaker.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 3: verify individual vehicles with VINs and labels

Individual-vehicle evidence is valuable because it can expose a mismatch between a claimed model, plant or date and what was actually built. It must still be kept separate from a volume claim.

  1. Collect the VINs. Use VINs published by the company, shown in official documents or observed on vehicles. Preserve the source, date and any redaction.
  2. Decode each VIN in the relevant regulator’s system. For U.S.-intended model years 1981 and later, compare the vPIC result with the claimed manufacturer, model, model year and available plant information.
  3. Photograph the physical certification label. Check the actual assembler and month and year of manufacture against the decoded record and the company’s statement.
  4. Compare configuration details. Note body type, propulsion system, weight or other fields returned by the regulator. Differences can indicate a variant, a data error or a vehicle outside the claimed scope.
  5. Check duplicates and sequence claims. A list of VINs may contain repeats, reserved numbers or vehicles that were never completed. A sequential VIN range is not proof that every number in the range represents a finished vehicle.
  6. Document the result per vehicle. Mark each record as matched, partially matched, contradictory or unavailable, and keep the evidence used for that judgment.

A set of matching VINs establishes that those vehicles are identifiable and consistent with the stated configuration. It does not establish that the company built every vehicle it claims, because the sample may be selective and the databases do not necessarily contain every market.

Step 4: inspect certification and assembly evidence

Certification records answer a narrower question: was a particular manufacturer, model or configuration represented in an official compliance process?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: reconcile counts with market data

Build a comparison table before deciding whether numbers agree. Use one row per source and preserve the source’s own status.

Source or record Event it can support Typical scope Key limitation
Company statement Management’s claimed production, sales or deliveries. Whatever models, markets and definitions the company specifies. May be a target, estimate, unaudited actual or cumulative figure; wording can change.
NHTSA vPIC Manufacturer identity, VIN decoding and reported configuration. U.S.-intended vehicles, generally model years 1981 onward. Not a production or customer-delivery census; state registration is outside NHTSA’s responsibility.
NHTSA reporting Reports covered by the applicable Early Warning Reporting rules. Depends on category, threshold and reporting status. Small manufacturers may have limited reporting; verify the current rule.
EPA certification files Applications, certificates and technical summaries. Certified vehicle families and model years. Certification is not proof of completed volume or delivery.
DOE/NHTSA assembly information General final-assembly location and related disclosures for covered U.S. vehicles. Vehicles and reports within the program’s scope. Does not by itself establish output or handovers.
INEGI RAIAVL Company-provided Mexico production, sales and export data by make and model. Mexican automotive-industry reporting periods. Initial production and export figures can be preliminary and later revised.
EU monitoring data Registrations and small-series approval fields. Vehicles reported under the EU monitoring framework. Registration and approval are distinct from customer handover.
State or national registration authority Vehicles registered for road use. The authority’s jurisdiction and reporting rules. Registration date may differ from sale or delivery; coverage and public access vary.

When two figures differ, do not average them. First test whether they count the same event, geography, period, model scope and status. A higher export count than registration count may reflect vehicles still in transit or registered elsewhere; a higher production count than sales count may reflect inventory. Those are hypotheses to test, not automatic explanations.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Step 6: seek direct evidence of customer handovers

No source described here establishes a universal public record of customer handovers across jurisdictions. To support a delivery claim for a named company and market, look for several of the following:

  • Audited financial statements that define vehicle revenue and units sold.
  • Dealer or distributor delivery reports that state the period and unit definition.
  • Official registration data matching the make, model and period.
  • Signed delivery documentation, warranty activation records or service-system entries, with personal information removed.
  • Company disclosures that reconcile produced, shipped, sold and delivered units without changing definitions between releases.

Registration is a useful cross-check, but do not relabel registrations, exports or shipments as deliveries unless the source explicitly supports that interpretation. If a company supplies only photographs, reservations or VINs, describe those as evidence of identified vehicles or demand, not proof of completed handovers.

  1. Unit definition: produced, shipped, sold, exported, registered or handed over.
  2. Geography: factory, destination market, export country or registration jurisdiction.
  3. Period and cutoff: calendar year, quarter, month, launch-to-date and publication date.
  4. Model coverage: exact model, model family, model year and treatment of prototypes or kits.
  5. Data owner: company, regulator, statistical agency, dealer or independent auditor.
  6. Status: preliminary, revised, final, audited, estimated or forecast.
  7. Counting method: unique VINs, invoices, customs records, registrations or management calculation.

Present the disagreement in a table that preserves these qualifications. For an unknown cell, write “not stated” and identify the source; do not fill the gap with an assumption.

Red flags that warrant deeper checking

  • The headline says “delivered” while the body discusses reservations, production targets or shipments.
  • A cumulative number has no starting date or includes several model generations without a breakdown.
  • The claimed market is not identified, even though the cited regulator covers only one country.
  • VINs decode to a different manufacturer, model year or assembler than the announcement describes.
  • A certification application is presented as evidence that a quantity was built.
  • A plant opening, type approval or production permit is treated as proof of completed vehicles.
  • Preliminary agency figures are quoted without their preliminary status or later revisions.
  • The company changes the verb from produced to shipped or delivered between releases without explaining the difference.
  • Only selected VINs are shown, with no statement about the sampling method or excluded vehicles.
  • Registration, export and retail-sales totals are added together even though they may describe overlapping vehicles.

A red flag is a reason to narrow the claim and request records, not proof of deception.

Build an evidence file that another person can audit

For each claim, maintain one worksheet with these fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Field What to record
Claim text Exact quotation, document title and publication date.
Counting event Produced, shipped, sold, exported, registered or handed over.
Period Start date, end date and cutoff time zone where relevant.
Geography Assembly country, destination market and registration jurisdiction.
Models Make, model, variant, powertrain and model-year scope.
Source record Agency, filing type, release date and whether the figure is preliminary, revised or final.
Vehicle checks VIN, vPIC result, physical label, assembler and manufacture month/year.
Reconciliation Which figures match, which do not and the reason each difference remains unresolved.
Confidence statement What is established, what is supported only for individual vehicles and what remains unverified.

Keep copies of downloaded records and note access dates. Agencies can revise datasets, and a later version may not reproduce an earlier preliminary number.

Report the conclusion without overstating it

Use a conclusion that matches the strongest evidence. For example:

  • Individual-vehicle confirmation: “The VINs reviewed decode consistently with the stated model and the physical labels identify the claimed assembler and manufacture period.”
  • Production support: “The company’s production figure is consistent with the identified regulatory and statistical records for the stated market and period, but the public records do not establish a complete audited census.”
  • Delivery support: “Registration or dealer data corroborates vehicles entering the market; the available evidence does not establish the number handed directly to customers.”
  • Unresolved: “Public records confirm official activity and some identifiable vehicles, but they do not verify the full quantity claimed.”

Do not convert a confidence judgment into a binary accusation. The most defensible result may be that a company built some vehicles, while the advertised total or delivery count remains unproven.
