Use the final GST tax invoice as your control document. Confirm the car’s legal classification and the GST rate effective on the invoice date, recalculate tax from the recorded taxable value, and reconcile that figure with the dealer’s CGST/SGST or IGST, cess and total. Check registration, insurance, accessories, handling and other charges separately. If the arithmetic does not reconcile, request a written explanation and a corrected invoice or credit note, then preserve the evidence for an anti-profiteering complaint if the dealer will not resolve the discrepancy.
What establishes whether the GST saving reached you
A verbal promise, a showroom poster or an unchanged “on-road” quote cannot prove that a tax reduction was passed through. The evidence is the final tax invoice issued for your supply, read together with the applicable rate notification and the written offer you accepted.

- Invoice date: identify the date printed on the final tax invoice and the delivery date. The rate must be the one effective for the supply shown on that invoice.
- Classification: use the model description, engine capacity, vehicle length, ground clearance and HSN or accounting code shown on the invoice or supporting records.
- Taxable value: start with the ex-discount value actually recorded on the invoice, not an advertised ex-showroom figure.
- Tax lines: verify the GST rate, CGST and SGST split for an intra-State supply, or IGST for an inter-State supply. Check any applicable cess as a separate line.
- Other charges: keep registration/RTO amounts, insurance, accessories, handling and similar items separate from the vehicle’s taxable value and GST calculation.
The GST Council’s consumer guidance describes the obligation as passing on “any reduction in the rate of tax or the benefit of input tax credit to consumers by way of commensurate reduction in prices.” That does not mean every rupee of an on-road quote must fall by the same amount: a dealer can alter a discount, accessory price, insurance premium or another commercial line. Your test is whether the documented taxable base and tax are correct and whether other line changes explain the final price.
Freeze the complete transaction record
Save every version of the deal before asking the dealer to change anything. A later invoice or message can otherwise make it difficult to show what was originally offered.
#1 Best Overall
- Keep the written quotation or price sheet, booking form and any offer mentioning the GST change.
- Save payment receipts, bank or card confirmations, the pro-forma invoice, delivery note and final tax invoice.
- Keep the insurance schedule, registration or RTO receipts, accessory list and separate invoices.
- Export dealer messages and emails, including promised discounts, explanations of the rate and any revised on-road total.
- Record the invoice date, delivery date, State from which the supply was made and State shown for the recipient.
Do not discard a pro-forma invoice because the final invoice is the primary audit document. The earlier offer is what lets you identify an offsetting change in discount or an add-on charge.
Identify the car’s GST classification and effective rate
Never infer the rate from a sales slogan such as “small car,” a newspaper table or a salesperson’s description. Match the vehicle’s measured specifications and HSN or description to the official notification in force on the invoice date.
| Category stated in the September 2025 GST Council FAQ | Conditions to check | GST rate stated |
|---|---|---|
| Small cars | Petrol, LPG or CNG engine up to 1,200 cc and length up to 4,000 mm; or diesel engine up to 1,500 cc and length up to 4,000 mm | 18% GST, reduced from 28% under the 2025 reform |
| Cars exceeding the small-car limits | Engine capacity over 1,500 cc or length over 4,000 mm | 40% GST, without cess, as stated in the FAQ |
| Qualifying utility vehicles | Engine capacity over 1,500 cc, length over 4,000 mm and ground clearance of at least 170 mm | 40% GST, without cess, as stated in the FAQ |
The small-car change is commonly summarized as “28% to 18% GST.” That comparison describes the pre-reform and September 2025 rates cited by the GST Council and Press Information Bureau; it is not a substitute for checking the notification applicable to your invoice date. If your model sits near a capacity, length or ground-clearance threshold, ask the dealer to identify the exact HSN/classification used rather than relying on a brochure label.

Read the final invoice for the legally important fields
CBIC invoice rules require the supplier’s GSTIN, a unique serial number, issue date, recipient details where applicable, HSN or accounting code, description, quantity, taxable value and tax particulars. Section 31 of the CGST Act requires a registered supplier of taxable goods to issue the tax invoice before or at removal or delivery and to show the description, quantity, value and tax charged.
- Supplier identity: confirm the dealer’s legal name and GSTIN. A booking receipt from a different entity is not a substitute for the selling supplier’s tax invoice.
- Serial number and date: ensure the invoice has a unique serial number and a clear issue date.
- Vehicle description: check make, model, variant and any identifying details against the car delivered. Confirm that the HSN or accounting code is present where required.
- Value and quantity: verify the vehicle quantity, taxable value and each discount shown on the invoice.
- Tax particulars: check the rate and amounts for CGST plus SGST, or IGST, and any separately stated cess.
An invoice that omits a material field or uses a description that cannot be matched to the vehicle is a reason to pause payment reconciliation and request clarification in writing. It does not, by itself, prove that the dealer retained a GST reduction.

Recalculate the GST from the documented taxable value
1. Establish the taxable base
Use the invoice’s taxable value after a discount that is actually recorded on that invoice. Do not subtract a discount mentioned only in a chat or an earlier quote unless the final document records it. If accessories or other goods are listed, identify whether they have their own taxable values and rates rather than folding them into the car line.
2. Apply the rate effective on the invoice date
The arithmetic test is:
Expected GST = taxable value × applicable GST rate
For example, if a hypothetical invoice records a taxable car value of ₹800,000 and the verified rate is 18%, expected GST is ₹144,000 and the vehicle line total is ₹944,000 before separately documented non-GST charges. This is an illustration of the method, not a statement about any particular model or dealer.
3. Check the tax split
- For an intra-State supply, add the CGST and SGST amounts and verify that their combined rate equals the applicable GST rate.
- For an inter-State supply, verify the IGST amount against the same taxable value and rate.
- Where the applicable notification requires cess, calculate and reconcile it separately; do not assume that a GST rate change automatically eliminates or includes cess.
4. Reconcile the total
Expected line total equals taxable value plus expected GST, plus only those separately documented non-GST charges that belong in the amount you paid. Compare this result with the invoice’s line totals and grand total. A mismatch can be a rate error, a taxable-value error, a missing discount, a rounding issue or an additional charge; identify which line causes it before alleging profiteering.
Compare the old offer and final invoice line by line
A lower GST rate can coincide with a changed commercial discount or a newly added service. Compare the pre-change written offer with the final invoice using the same categories.

| Comparison item | What to record | Why it matters |
|---|---|---|
| Invoice date and notification | Date on each document and the rate effective then | A rate cannot be selected from an earlier or later period without checking the effective notification. |
| Model, variant and HSN/classification | Exact description, engine capacity, length and ground clearance where relevant | Classification determines which rate category applies. |
| Taxable ex-discount value | Vehicle value after discounts recorded on the invoice | The GST calculation starts here. |
| GST lines | Rate, CGST/SGST or IGST, and cess | Shows whether the tax arithmetic is correct. |
| Dealer or OEM discount | Amount and location on the quotation and final invoice | A changed discount can offset part of the tax saving. |
| Accessories | Item, taxable value and tax treatment | New or repriced accessories can raise the total without changing car GST. |
| Insurance | Premium, insurer and whether billed by the dealer | Insurance is a separate cost from the vehicle tax line. |
| Handling or other fees | Every charge and its description | Undocumented additions need an explanation. |
| Registration/RTO | Government receipt or other supporting record | Registration amounts are not the same as GST on the car’s taxable value. |
| Final amount paid | Invoice total matched to receipts | Confirms what you actually funded. |
A smaller saving than you expected is not conclusive evidence of non-compliance if the dealer documents a changed discount, accessory price, insurance premium or other line. The supported question is whether the tax reduction and any input-tax-credit benefit were reflected through a commensurate price reduction after those documented changes.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Ask for a written correction or credit note
Contact the dealer’s accounts or compliance contact rather than relying only on a salesperson. Attach the invoice and your calculation, and request a factual response.
- State the invoice number, date, vehicle description and the rate you believe applies.
- Show the taxable value, expected GST, expected CGST/SGST or IGST split and the difference from the invoice.
- Ask the dealer to identify the HSN/classification and the rate notification relied upon.
- Ask for a line-by-line explanation of any changed discount, accessory, insurance, handling or other charge.
- Request a corrected tax invoice or credit note for a supported shortfall, and ask how and when the adjustment will be settled.
- Keep the sent email, attachments and the dealer’s response with the rest of your transaction record.
Use “please reconcile the taxable value and tax” rather than asserting an amount before checking classification, cess and the final recorded discount. A written correction is more useful than an informal promise because it identifies the document that changes the tax record.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Escalate an unresolved, documented discrepancy
If the dealer does not correct a supported mismatch, preserve the quotation, final invoice, receipts, calculation, correspondence and delivery records. GST Council guidance directs all-India anti-profiteering matters to the Standing Committee on Anti-profiteering and local matters to State Screening Committees. Confirm the currently accepted filing channel before submitting, because administrative arrangements can change.
Your complaint should explain the classification, invoice date, applicable rate, taxable value, tax charged, amount you calculate as due and the dealer’s written response. Attach documents in chronological order and redact unrelated personal information where possible. The anti-profiteering route is for a documented failure to pass on a rate reduction or input-tax-credit benefit; it is not a substitute for disputing an unrelated registration fee or an insurance premium.

Common traps and how to resolve them
The salesperson quotes an “on-road” saving
On-road totals combine tax, insurance, registration and dealer-selected items. Ask for the tax invoice and split the total into vehicle taxable value, GST, cess, insurance, registration/RTO, accessories and other fees.
The model name sounds like a small car
Apply the stated engine-capacity and length limits, and the utility-vehicle ground-clearance test where relevant. Ask for the HSN/classification in writing.
The invoice shows one tax number but no split
Determine whether the supply is intra-State or inter-State and request the CGST/SGST or IGST particulars required for reconciliation.
The final price did not fall by the headline percentage
Compare discounts and every add-on with the earlier written offer. A dealer may have changed another commercial line; document whether that change explains the difference.
The dealer says the pro-forma invoice is enough
Use the final tax invoice for the tax test. Keep the pro-forma because it establishes what was offered before delivery.
The dealer refuses to explain the arithmetic
Send the calculation in writing, request the classification and notification relied upon, and preserve the refusal or silence before using the designated anti-profiteering channel.
Printable verification checklist
- Final invoice saved with serial number, date, dealer GSTIN and vehicle description.
- Model, engine capacity, length, ground clearance and HSN/classification checked.
- Rate effective on the invoice date identified from the applicable notification.
- Taxable value after recorded discount copied into your calculation.
- CGST plus SGST, or IGST, recalculated; cess checked separately where applicable.
- Accessories, insurance, handling and registration/RTO separated from the car tax line.
- Quotation, booking form, receipts, delivery note and messages retained.
- Any changed discount or added charge explained in writing.
- Correction or credit note requested for a supported discrepancy.
- Evidence organized before an anti-profiteering filing if the dealer does not resolve it.
What a properly reconciled result looks like
You have a defensible result when the vehicle’s classification matches the effective notification, the invoice records the required particulars, GST calculated from the documented taxable value equals the tax charged, the CGST/SGST or IGST split is correct, cess is treated separately where required, and every difference between the old offer and final amount is tied to a documented discount or charge. If one of those links is missing, obtain the explanation or corrected document before treating the transaction as settled.
