Verify the car in layers: record the VIN from the vehicle, decode its manufacturer-reported identity, compare the title and every document, check NMVTIS and NICB records, reconcile mileage and service chronology, review recalls, request any factory records, and make an independent inspection a condition of purchase. Each source answers a different question and each has coverage limits.
What “build history” and “provenance” actually mean
Build history is evidence of how and where a vehicle was manufactured, including its model identity, production plant and country, and—when the manufacturer retains it—factory-installed equipment. Provenance is the documented story after production: titles, brands, ownership-related records, theft or insurance events, mileage, repairs, maintenance and current condition.

No public database guarantees a complete story. A VIN decoder can confirm identity details without providing a full option sheet. A title database can reveal salvage branding without listing mechanical defects. A service invoice can support a repair date without proving the car was never damaged earlier. Treat the process as reconciliation: the VIN, paperwork, databases, seller’s statements and physical vehicle should agree.

Capture the number yourself
Write or photograph the 17-character VIN from the vehicle, normally visible through the windshield and on the driver-door label. Compare it character by character with the title, registration, seller paperwork, listing and every report. A report for a mistyped VIN is evidence about a different vehicle.

- Check that the VIN is complete and legible, with no unexplained alteration, missing label or mismatched font.
- Ask why any VIN location is inaccessible or inconsistent; do not proceed until the state motor-vehicle agency or manufacturer resolves a discrepancy.
- Confirm that the decoded make, model year and body information are plausible for the vehicle in front of you.
Decode manufacturer-reported identity
Enter the VIN in the NHTSA vPIC VIN decoder. NHTSA says the displayed data are reported by manufacturers and can include the manufacturing plant and country. The service is intended primarily for model years 1981 and later, when standardized VINs became widespread. Older, imported, specialty or heavily modified vehicles may require state, manufacturer or marque-specific records.
Use vPIC to test identity—not to claim that you have a universal build sheet. NHTSA’s vPIC information page and decoder do not promise a complete original option list for every make and year. Contact the manufacturer’s customer-service or archival department with the VIN and ask what production, equipment or archival documentation exists. Access, fees, terminology and retention vary by make and model year; describe unavailable records as unavailable rather than inferring that an option was or was not fitted.
Use each record for the question it can answer
| Evidence source | What it can establish | Important limit |
|---|---|---|
| NHTSA vPIC | Manufacturer-reported VIN identity, including plant and country in returned data | Not a guaranteed complete factory build sheet; 1981-and-later focus |
| NMVTIS consumer report | Current title state and last title date, brand history, latest reported odometer, theft information, and junk, salvage or insurance data | Designed around key title, fraud and theft indicators, not complete maintenance or repair history |
| NICB VINCheck | Participating-insurer reports of theft not recovered and salvage or flood events | Does not query every insurer or law-enforcement system; not a comprehensive history report |
| Other history reports | May add accident, auction, DMV, service or repair entries, depending on provider and source | Coverage differs; an absent entry does not prove an event never occurred |
| Service invoices and inspection records | Dated work, mileage and observed condition | Seller-created summaries are weaker than original invoices; records can have gaps |
| Independent inspection | Present mechanical, structural and safety condition | Does not authenticate factory configuration or title provenance |
Check title status and brand history through NMVTIS
What to request
Obtain a consumer report from an approved NMVTIS provider, using the official DOJ NMVTIS overview to understand the program. The report focuses on five practical indicators: current title state and last title date, brand history, the most recent odometer reading, theft information, and junk, salvage or insurance data.

Pick the symptom - the matching free tool is one click away.
Compare the report with the physical title and the seller’s account. State-applied brands may include salvage, junk and flood. A currently clean title does not erase an earlier brand, especially when a vehicle has moved between states. If the title state, dates, brands or owner story conflict, pause the transaction and ask the relevant state motor-vehicle agency for clarification.

Interpret “clean” correctly
“Clean title” describes the title record at a particular time; it is not a guarantee that the car has never been wrecked, flooded, stolen or rebuilt. A vehicle can have unreported damage, a repair below an insurer’s reporting threshold, or an event that never entered a participating database. Require consistency across title, reports, invoices and inspection instead of treating a single label as a verdict.
Run the separate NICB theft and salvage check
Use the free NICB VINCheck lookup as an additional screen. NICB reports that its participating-member data represent 92.49% of earned U.S. insurance premium; that is an insurer-participation measure, not the percentage of all vehicle incidents captured.
NICB’s result is limited to participating insurer records and does not query law-enforcement systems or nonparticipating insurers. NICB explicitly says VINCheck is useful but not a comprehensive vehicle-history report and should not be relied on alone. A clean result therefore means only that no matching event was found in that dataset.

The FTC explains in its used-car history guide that NMVTIS-approved providers report title, insurance-loss and salvage information, while other providers may add accident or repair data. The FTC does not endorse a particular provider. NICB notes that paid reports can draw from wider sources such as DMV title records, auction data and service history, but the combination varies.

If you purchase more than one report, compare what each actually covers, the report date and the VIN identity. A missing accident, auction or service entry means “not documented in that source,” not “did not happen.” Look for chronology and contradictions rather than a reassuring score.
Reconcile mileage, maintenance and wear
Build a dated mileage timeline
Place the odometer reading from every available record in date order:
- Read the current odometer and photograph it with the VIN or vehicle identification visible when practical.
- Compare it with title mileage, inspection and emissions records, service invoices, auction or history-report entries and registration documents.
- Mark gaps, duplicate dates, implausible jumps and any reading lower than an earlier one.
- Compare the claimed mileage with wear on the steering wheel, pedals, seat bolsters, switches, tires and suspension components.
NHTSA’s odometer-fraud guidance recommends checking records and physical wear for consistency. Federal law requires a mileage statement on the title. If mileage appears altered or fraudulent, preserve the documents and contact the state enforcement agency rather than relying on the seller’s explanation.
Prefer primary service evidence
Request dated invoices showing the VIN or license plate, mileage, shop identity, work performed and parts where available. Call the issuing shop using independently verified contact details if an invoice is material to the purchase. A seller’s spreadsheet or verbal maintenance summary can help locate questions but does not substitute for source documents.

Check recalls and claimed repairs
Run the VIN through NHTSA’s recall lookup and ask for documentation that listed campaigns were completed. A recall result answers whether an open safety recall is recorded; it does not establish general service history or mechanical condition. The FTC recommends checking recalls and reviewing repair records in its used-car dealer guidance.
For a claimed collision repair, request the repair order, insurer estimate, parts list and alignment or calibration records where relevant. A completed recall campaign is not proof that unrelated accident damage was repaired correctly.
Request factory records when original configuration matters
If the purchase depends on a specific engine, transmission, trim, color, package or limited-production specification, ask the manufacturer whether VIN-specific production records, a certificate or an archival build document exists. Provide the exact VIN and model year. Some manufacturers retain detailed records; others provide only identity information or no consumer-accessible build sheet.
Use the manufacturer record to compare the car’s present equipment. An aftermarket part, swapped drivetrain, replacement body panel or later conversion may explain a difference without proving fraud, but it should be disclosed and valued as a modification. Do not describe a vehicle as factory-original unless the available records and inspection support that claim.

Make an independent inspection a purchase condition
The FTC states: “A vehicle history report is not a substitute for an independent vehicle inspection.” A report may show an accident or flood event yet omit current mechanical problems. Choose the mechanic yourself, even if a dealer says the car is certified or has been inspected.
What to request from the inspector
- A written report identifying the make, model and VIN.
- Cold-start behavior, diagnostic trouble codes, fluid condition, leaks, brakes, tires, suspension and steering.
- Evidence of structural repair, corrosion, flood exposure, mismatched panels, overspray and inconsistent fasteners.
- Road-test findings and repair estimates prioritized by safety and urgency.
- Confirmation of whether the observed equipment matches the claimed trim or configuration, without treating the inspection as factory authentication.
Pay for the inspection yourself and control where it occurs. If a seller refuses a reasonable independent inspection, the FTC suggests considering another seller.
Read the dealer’s Buyers Guide and put promises in writing
For a dealer sale, inspect the FTC Buyers Guide before signing. It states whether the vehicle is sold “as is” or with a warranty and identifies warranty terms. Read the actual warranty and contract, not just an advertisement. Have promises about mileage, title status, equipment, repairs or return rights written into the paperwork. A dealer’s inspection claim is not independent evidence.

Use a repeatable verification sequence
- Record the actual VIN. Photograph and transcribe it; compare every character with all documents.
- Decode it. Use NHTSA vPIC and check that the returned identity is plausible.
- Ask the manufacturer. Request any available VIN-specific build or production documentation.
- Obtain NMVTIS data. Review title state, dates, brands, odometer, theft and junk, salvage or insurance indicators.
- Run NICB VINCheck. Treat a clean result as limited participating-insurer evidence.
- Review additional reports. Note the provider’s sources, report date and coverage; compare entries rather than assuming completeness.
- Construct the mileage and service timeline. Demand invoices and explain every gap or backward reading.
- Check recalls. Match open campaigns with documented completion.
- Inspect independently. Obtain a written mechanical and structural assessment with estimates.
- Reconcile and decide. Resolve contradictions with the state agency, manufacturer or seller before signing; price documented repairs and modifications, and walk away when material questions remain unanswered.
How to compare two candidate cars
| Comparison category | Questions to ask | What a strong file looks like |
|---|---|---|
| VIN identity | Do the vehicle, title, reports and decoder return the same identity? | All characters and basic identity details agree |
| Factory configuration | What source supports the claimed trim, engine, options and originality? | Manufacturer record or clearly qualified documentation, with modifications disclosed |
| Title and brands | What is the current state, last title date and historical brand sequence? | Title and NMVTIS account match, with no unexplained state transfer |
| Mileage | Do title, service, inspection and physical wear form a forward-moving sequence? | Dated primary records and wear consistent with the reading |
| Repairs and maintenance | Are major work and intervals supported by invoices? | Original shop records, clear dates and documented parts or procedures |
| Recalls | Are open campaigns identified and completed work documented? | Recall status checked and repair orders available |
| Current condition | What did an independent mechanic find, and what will it cost? | Written inspection with prioritized estimates |
Weight the categories according to your use. A collectible purchase may require unusually strong factory-configuration evidence; a commuter may place more weight on structural condition and near-term repair cost. No universal score is established by these records, so keep the underlying documents rather than reducing the decision to a single number.
Red flags that should stop the transaction
- The VIN on the car differs from the title, report or listing, or a label appears altered.
- The decoder returns an implausible make, year, plant or body identity.
- NMVTIS shows a brand or title state that the seller cannot explain.
- Any mileage entry moves backward, or wear is inconsistent with the claimed reading.
- The seller will not provide the title, service records or a written promise they made verbally.
- The seller blocks an independent inspection or insists on using only a mechanic they selected.
- A supposedly original vehicle has undocumented replacement panels, drivetrain changes or other material modifications.
- A “clean” NICB or commercial-report result is being presented as proof that no damage or theft ever occurred.
For a discrepancy that might involve title fraud, counterfeit paperwork or odometer fraud, stop negotiating until the state motor-vehicle agency or manufacturer provides a documented resolution. Do not let a deposit or time pressure replace verification.
Quick Recap
What the evidence can—and cannot—prove
- NHTSA vPIC can provide manufacturer-reported identity details, including plant and country in returned data; it is not a guaranteed universal build-sheet service.
- NMVTIS is valuable for title and brand history but is not a complete maintenance or repair log.
- NICB VINCheck is limited to participating insurer records; a clean result is not a guarantee.
- Commercial reports vary in source coverage, and an absent entry does not prove that an event did not occur.
- A history report cannot replace a mechanical inspection.
- Manufacturer access to original build documentation varies by make and model year.
