How to Transfer Ownership and Update RC and Insurance When Buying a Used EV in Karnataka

Transfer a used EV in Karnataka on two tracks: complete Form 29/Form 30 through VAHAN for the RC, then obtain a separate insurer endorsement. This guide covers the 14-day deadlines, motor-number checks, documents, NCB and troubleshooting.

Buying a used electric vehicle already registered in Karnataka requires two separate updates: transfer the vehicle record with the Regional Transport Office (RTO) through VAHAN, and have the insurer endorse the policy in your name. The seller reports the sale in Form 29; the buyer applies in Form 30. Completing one track does not update the other.

For a same-state sale, submit the ownership-transfer application within the statutory 14-day window. Ask the insurer to record the policy transfer within its 14-day window as well, because IRDAI says a comprehensive or package policy that is not endorsed in time will not pay own-damage claims. Use the current VAHAN checklist and your jurisdictional Karnataka RTO to confirm documents and charges before submitting.

As an Amazon Associate I earn from qualifying purchases.

Use the date on which ownership or possession is transferred consistently in the sale agreement, Forms 29 and 30, the VAHAN request and the insurer’s notice. Keep the acknowledgement from each system; a signed sale agreement alone does not prove that either record has been changed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The two records you must change

An EV sale changes two independent records. VAHAN/RTO changes the registered owner shown on the Registration Certificate (RC). The insurer changes the insured person and policy record. A signed sale agreement, delivery of the vehicle or payment of the price does not complete either administrative change.

Record What changes Main action Who acts Deadline or qualification
VAHAN/RTO ownership record Registered owner on the RC Seller submits Form 29 notice; buyer submits Form 30 transfer application Seller starts the online transfer-of-ownership request; buyer continues and submits the application For a vehicle already registered in Karnataka and transferred within the state, the buyer’s Form 30 application is due within 14 days of transfer
Motor-insurance policy Policyholder and insured address Seller notifies the insurer; buyer submits a fresh proposal and obtains an endorsement or revised policy record Seller gives written notice; buyer completes the insurer’s transfer formalities IRDAI’s 14-day rule for comprehensive/package policies applies to preserving own-damage claim eligibility

The two deadlines run on separate systems. Keep the VAHAN acknowledgement and the insurer’s endorsement or written confirmation with the sale documents. If a portal shows a pending status, do not treat that status as approval; check the RTO or insurer instruction attached to the application.

Before handing over money or the EV

Do the checks below while the seller is still available. They prevent a mismatch between the vehicle, the RC, the insurance record and the forms. Write down the transfer date agreed by both parties before signing, because that date drives the 14-day periods.

Confirm the seller and vehicle details

  • Compare the seller’s identity and address with the current RC. If the person offering the EV is not the registered owner, stop and resolve the chain of ownership before paying.
  • Match the registration number, make, model, variant, colour and registration details on the RC to the vehicle.
  • Locate the motor-number marking or plate and compare it with the RC and other records. For a battery-operated vehicle, Form 29 specifically uses the wording “Engine number or motor number.” Enter the motor number where the form requests the EV identifier.
  • Check that the insurance certificate is current and identifies the same vehicle. Note the policy number, insurer, policy type, expiry date and any restrictions or endorsements.
  • Check the current PUC certificate and retain a copy. An EV may have no tailpipe-emissions test in the conventional sense, but the registration-transfer checklist can still ask for the current PUC record shown in the vehicle file.
  • Ask whether any loan, hypothecation, challan, tax issue or pending RTO transaction could block the transfer. Obtain written clearance or the financier’s release where applicable before completing the sale.
  • Check that the buyer’s name and address are spelled exactly the same way in the identity proof, address proof, Form 30 and proposed insurance endorsement. Small differences can trigger a deficiency request.

Records to collect at handover

  • Original or digitally verifiable RC.
  • Current insurance certificate or policy schedule.
  • Current PUC certificate.
  • Signed Form 29 from the seller and signed Form 30 for the buyer’s application.
  • Sale agreement, delivery note and payment record showing the transfer date. These are useful evidence if an insurer or RTO asks when possession changed.
  • Copies of the seller’s identification and the buyer’s address proof in the format accepted by the application.
  • The vehicle’s motor-number photograph and scans of every submitted form, so a later correction can be compared with the original.

Parivahan’s published checklist also lists PAN or Form 60, a chassis/engine-number pencil print, purchaser undertaking, photograph and tax-clearance documentation. Several of those entries are marked as potentially applicable by state or case. Treat them as conditional, not as a universal Karnataka requirement; the live VAHAN application and the jurisdictional RTO control the current list.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Forms 29 and 30: who signs what

Form 29 is the seller’s notice

Form 29 tells the registering authority that the seller has transferred the vehicle. The seller should complete the vehicle particulars carefully, including the battery-operated vehicle’s motor number, sign the form and provide it with the buyer’s transfer file. Retain a scanned copy and the submission acknowledgement. If there is more than one copy or signature field in the form, complete every field requested rather than leaving a section blank.

Form 30 is the buyer’s application

Form 30 is the buyer’s application to have the RC changed into the buyer’s name. The buyer enters the new address and vehicle details, signs the application and supplies the supporting records requested by the current application. A Form 30 submission is not a substitute for the insurer’s policy endorsement.

Before final submission, compare the registration number, motor number, transfer date and buyer address on Form 30 with the VAHAN preview. Save a PDF or screenshot of the completed form and acknowledgement. If the buyer has moved or uses a correspondence address, use the address accepted by the live application and be prepared to show the relevant proof.

VAHAN/RTO ownership-transfer procedure in Karnataka

VAHAN’s current instructions put the seller first in the online transfer-of-ownership (TO) workflow. Labels can change as the portal is updated, and an application can still require an RTO visit or additional verification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Seller opens the service. On the VAHAN vehicle-related services page, select Transfer of Ownership (TO), enter the registration details and authenticate as prompted.
  2. Seller enters transfer details. Provide the buyer’s particulars, transfer date and other fields shown by the portal. Review the spelling of the buyer’s name and address against the buyer’s proof before submitting.
  3. Seller submits the notice. Complete the seller-side Form 29 information and save the generated application or acknowledgement number. Share that number with the buyer.
  4. Buyer continues the request. Use the continuation option provided by VAHAN, enter or verify the buyer’s details and complete the Form 30 portion. The buyer should check every vehicle identifier, especially the motor number.
  5. Upload the documents requested. Add the RC, insurance, PUC, address proof and any other documents displayed for that application. Do not assume a document marked optional in a general list is optional in your specific transaction.
  6. Pay the displayed fee or tax. The amount depends on the live application and jurisdiction. Save the payment receipt; do not rely on an old fee quoted by a third party.
  7. Follow the RTO instruction. If VAHAN generates an appointment, physical verification request or document-scrutiny instruction, attend the specified office with originals and the acknowledgement. A successful online submission is not a guarantee that no in-person step will be required.
  8. Track the status. Use the application number on VAHAN and respond promptly to any objection or request for a clearer document. Once approved, download or obtain the updated RC record and check the name, address and vehicle details.

The seller’s first step matters even when the buyer is handling most of the paperwork. A buyer-only application can fail to match the seller-side notice. If the seller cannot initiate the request because the registration details do not validate, resolve that discrepancy with the RTO before handing over the vehicle.

Documents: core file versus conditional items

Document or detail Why it is used How to handle it
Form 29 Seller’s report of the sale Complete and sign with the seller’s correct details; retain proof of submission
Form 30 Buyer’s ownership-transfer application Buyer signs and submits within the applicable same-state deadline
RC Existing registration record Provide the original or accepted digital record and verify all identifiers
Insurance certificate Evidence of current cover and vehicle-policy match Give it to the buyer and separately request the insurer’s endorsement
PUC certificate Record listed in the transfer checklist Provide the current certificate shown in the vehicle file
Buyer address proof Establishes the new registered address Use a document accepted by the live application or RTO
PAN/Form 60, pencil print, photograph, undertaking, tax clearance Additional items listed by Parivahan in some cases Supply only when the live checklist or RTO requires them; requirements can be state- or case-dependent

Scan documents so that names, dates and numbers remain readable at normal size. If a document is rejected as unclear, upload a sharper copy rather than changing the underlying information. Keep the original RC and certificates available if the RTO asks for physical inspection.

Update the insurance policy separately

Seller’s notification and buyer’s proposal

The seller should notify the insurer in writing that the vehicle has been sold and provide the transfer date and buyer details. The buyer should then complete the insurer’s fresh proposal or transfer form and submit identity, address, RC and sale documents requested by that insurer. Ask for an endorsement, revised schedule or other written policy record naming the buyer.

IRDAI’s guidance says the registration and insurance should be in the same name and address. If the RC is changed but the policy still shows the seller, contact the insurer immediately rather than assuming the VAHAN update has changed the policy automatically. Request a reference number for the insurer request and retain emails, receipts or acknowledgements.

Why the 14-day insurance window matters

For a comprehensive or package policy, IRDAI states: “It may be noted that transfer of ownership in comprehensive/package policies has to be recorded within 14 days from date of transfer failing which no claim will be payable for own damages to the vehicle.” This is a policy-record requirement, not an extension of the RC process. Third-party cover and own-damage cover can have different policy rules, so obtain the insurer’s written position for the policy actually issued.

Do not wait for the next renewal to request the change. Send the seller’s notice and buyer’s proposal as soon as the sale is completed, then verify that the endorsement date and vehicle details are correct. If the insurer asks for a revised premium, pay it through the insurer’s stated channel and keep the receipt with the policy schedule.

No-Claim Bonus does not follow the EV

The No Claim Bonus (NCB) belongs to the insured person, not to the vehicle. The seller’s NCB therefore does not simply pass to the buyer with the EV. IRDAI guidance allows pro-rata recovery of an NCB difference for the remaining policy period where the transferred policy’s discount no longer applies. Ask the insurer for the revised premium calculation and pay any additional amount shown on the endorsement.

Make the NCB adjustment part of the sale discussion, but do not describe the seller’s discount as a vehicle entitlement. The buyer should rely only on the premium and coverage shown in the insurer’s revised record.

Deadlines, interstate cases and what is not fixed

Same-state Karnataka transfer

For an EV already registered in Karnataka and sold to a buyer whose transfer remains within Karnataka, the buyer’s Form 30 application must be made within 14 days of the transfer. Keep the sale or delivery date consistent across Form 29, Form 30, the VAHAN entry and the insurer notification. Count the deadline from the actual transfer date recorded in the documents, not from the day the buyer eventually receives a portal message.

Vehicle coming from another state

An interstate transfer is a different case. Parivahan guidance refers to additional no-objection-certificate-related paperwork and a 45-day Form 30 timeline for that route. Do not use the same-state checklist for an out-of-state EV; confirm the NOC, tax and re-registration requirements with the destination RTO before purchase.

Fees and processing time

The reviewed official guidance does not establish one universal current Karnataka transfer fee or a guaranteed processing duration. VAHAN displays the amount for the transaction, while the jurisdictional RTO can confirm local document handling and any in-person requirement. Save every receipt and acknowledgement because neither an advertised fee nor an informal completion estimate is a substitute for the live application record.

Common failure points and fixes

The seller has not started the VAHAN request

VAHAN’s workflow begins with the seller. Ask the seller to initiate the TO service and give you the acknowledgement number. If the seller cannot access the account or the vehicle details do not validate, stop the handover and contact the relevant RTO rather than submitting a mismatched buyer-only application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Motor number does not match

Do not replace the motor number with a chassis number or leave the EV field copied from an internal-combustion vehicle form. Recheck the marking on the vehicle and the RC, photograph the identifier for your records and ask the RTO how to correct an existing registration error.

Portal accepts documents but the RTO raises an objection

Download the objection or deficiency note, then submit the exact missing or corrected document through the channel specified. Common causes include an unreadable scan, an address mismatch, an unsigned form or a vehicle detail entered differently from the RC. Carry originals if the office calls you in.

Insurer says the policy cannot be transferred as submitted

Request the reason in writing. Correct the buyer’s name or address to match the RC, complete the fresh proposal and provide the sale date and policy schedule. Do not drive on the assumption that a pending request is an endorsement; keep the insurer’s confirmation.

Seller’s NCB was included in the quoted price

NCB is a personal insurance benefit. Have the insurer recalculate the buyer’s premium without relying on the seller’s discount, and obtain the revised amount before treating the policy as complete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The RC is updated but the policy still names the seller

Send the updated RC or VAHAN approval record to the insurer and ask for a written correction. VAHAN and the insurer maintain separate records, so neither system should be expected to update the other automatically.

Frequently Asked Questions

How do I transfer ownership of a used EV already registered in Karnataka?

Use the two-part VAHAN process. The seller initiates Transfer of Ownership and submits the Form 29 information. The buyer continues the request, completes Form 30, uploads the documents shown for that application, pays the displayed amount and follows any RTO appointment or verification instruction. The buyer’s same-state Form 30 application is due within 14 days of transfer.

Is changing the RC enough to transfer the insurance?

No. VAHAN/RTO and the insurer maintain separate records. The seller must notify the insurer, and the buyer must complete the insurer’s proposal or transfer formalities and obtain an endorsement or revised policy record in the buyer’s name and address.

What documents are normally needed for a Karnataka used-EV transfer?

The core file is Form 29, Form 30, the RC, current insurance certificate, PUC certificate and buyer address proof. Parivahan also lists PAN or Form 60, a chassis or engine-number pencil print, purchaser undertaking, photograph and tax-clearance documentation in some cases. Use the live VAHAN checklist and the jurisdictional RTO to determine which conditional items apply.

What is the 14-day insurance rule?

IRDAI says transfer of ownership in a comprehensive or package policy must be recorded within 14 days of transfer; otherwise, no claim will be payable for own damage to the vehicle. Contact the insurer promptly and keep written proof of the endorsement request and final policy record.

Does the seller’s No-Claim Bonus transfer with the EV?

No. NCB belongs to the insured person, not the vehicle. The insurer may recover the pro-rata difference for the remaining policy period when the seller’s discount no longer applies. Ask for the revised premium calculation and endorsement.

What if the used EV came from another state?

Do not use the Karnataka same-state checklist. Parivahan guidance refers to additional NOC-related documents and a 45-day Form 30 timeline for an interstate route. Confirm NOC, tax and re-registration requirements with the destination RTO before buying.

Can I rely on a fixed fee or guaranteed processing time?

No universal current Karnataka fee or guaranteed completion time is established in the official guidance. VAHAN shows the amount for the live transaction, and the jurisdictional RTO can explain local document handling or an in-person requirement. Save the portal receipt and every acknowledgement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if the motor number on the form does not match the EV?

Stop and verify the motor-number marking against the RC and other records. Form 29 specifically refers to an engine number or motor number for a battery-operated vehicle. Do not substitute a chassis number; ask the RTO how to correct a registration or form mismatch before submitting.

The Bottom Line

Complete both tracks within their deadlines: the seller starts Form 29 and VAHAN, the buyer files Form 30 within 14 days for a same-state Karnataka transfer, and the buyer obtains a separate insurer endorsement within 14 days for a comprehensive or package policy. Verify the EV motor number, follow the live document checklist, retain acknowledgements and do not assume an RC update changes the insurance record.
