For a normally purchased, India-registered Renault Pulse, complete two linked jobs: transfer the registration certificate (RC) to the buyer through the registering authority, then have the motor policy endorsed in the same buyer’s name and address. The seller reports the sale in Form 29, the buyer applies in Form 30, and the buyer should not use the car on public roads without valid third-party insurance, RC and PUC documents.
What the buyer must complete
A private sale is not complete when money and keys change hands. The government registration record and the insurance contract must both identify the new owner. The normal sequence is:
As an Amazon Associate I earn from qualifying purchases.
- Collect the original vehicle and identity records from the seller.
- Have the seller report the transfer in Form 29.
- Submit the buyer’s Form 30 application to the appropriate registering authority.
- Pay the applicable Rule 81 fee or tax and retain the acknowledgement.
- Confirm that the RC or VAHAN record shows the buyer as registered owner.
- Ask the insurer to transfer or endorse the policy immediately, using the buyer’s matching name and address.
Parivahan Sewa describes the seller’s obligation this way: “Where the ownership of a motor vehicle is transferred, the transferor shall report the fact of transfer in Form 29 to the registering authorities concerned.” Local RTO checklists, payment methods and portal screens can change, so confirm the current requirements with the registering authority and the insurer handling the Pulse.

Compare every number before signing. A mismatch in the RC, chassis stamp, engine number, insurance schedule or sale paperwork can lead to a query at inspection or a request for corrected documents.
Form 29, Form 30 and the filing deadlines
| Item | Who handles it | Purpose | Timing or qualification |
|---|---|---|---|
| Form 29 | Seller (transferor) | Reports that ownership has been transferred | Submit to the registering authorities concerned as part of the normal sale process. |
| Form 30 | Buyer (transferee) | Applies for entry of the buyer as the registered owner | For a vehicle registered and transferred within the same state, Parivahan states the application is due within 14 days of transfer. |
| Interstate transfer evidence | Buyer, with seller’s cooperation where needed | Supports registration in the new state | For a vehicle registered outside the state, Parivahan states a 45-day period and lists an NOC or specified alternative evidence among additional documents. |
| Rule 81 payment | Buyer or applicant | Government fee or tax applicable to the transaction | The amount depends on the applicable rules and authority; obtain the current figure before payment. |
Parivahan’s wording for a same-state transfer is “in the case of a vehicle registered within the same State, within fourteen days of the transfer.” Treat the handover date in your sale paperwork as the date from which the applicable period is measured. If the car is moving across a state boundary, plan for the longer process and obtain the required NOC or alternative evidence before assuming the new-state application is complete.
Step-by-step: transferring the Pulse at the RTO or through VAHAN
1. Identify the correct registering authority
Use the authority connected with the vehicle’s current registration and the buyer’s intended registration location. The official VAHAN/Parivahan vehicle-services route may show an online ownership-transfer option, but some cases still require document verification or a visit. A local RTO can tell you whether originals, photocopies, appointments, signatures or an inspection are required.
2. Complete the seller’s Form 29
Enter the registration number and vehicle particulars exactly as they appear on the RC. The seller signs as the transferor and reports the date of sale. Keep a copy signed by both parties. If the portal generates a receipt or acknowledgement, save the PDF and payment reference.
3. Complete the buyer’s Form 30
The buyer applies to record the transfer. Use the same spelling, address and identity details that will appear on the insurance proposal. Inconsistent initials, abbreviations or old addresses can force a correction before the RC is updated.
4. Upload or present the supporting records
Provide the RC, insurance certificate, PUC, identity and address evidence, PAN or Form 60, sale evidence and any chassis or engine pencil prints requested by the authority. An interstate file may also require an NOC or the specific alternative evidence listed for that case.
5. Pay the applicable fee or tax
Use the payment method shown by the authority or VAHAN. Do not rely on an old fee quoted by a seller or agent; Rule 81 charges and local levies can change. Download the receipt and note the application number.

6. Attend verification if instructed
Some applications are completed electronically, while others require the vehicle, originals or signatures at the RTO. Take the Pulse if an inspection is scheduled. Ensure the chassis and engine numbers are clean and accessible for verification, and bring copies in case the counter retains them.
7. Track the application and verify the result
Use the acknowledgement or application number to check status through the official vehicle-services channel or the RTO. The process is not finished merely because a form was submitted. Confirm that the RC record identifies the buyer as registered owner and that the recorded address is correct. Download or collect the updated RC evidence for the insurer.
When the Renault Pulse is moving to another state
An interstate move creates a second layer of paperwork. Parivahan states a 45-day period for a vehicle registered outside the state and lists an NOC or specified alternative evidence among the additional documents. Ask both the original and destination registering authorities exactly which NOC route applies. Requirements can depend on whether the vehicle is financed, whether tax is due in the destination state and whether the original registration authority must confirm its records.
Do not cancel the existing registration or surrender the original RC until the authorities tell you to do so. Keep the original insurance and PUC documents while the transfer is pending, and give the insurer the destination-state details so its endorsement matches the final registration record.
Documents checklist for the ownership application
| Document | Why it matters | Practical check |
|---|---|---|
| Original RC | Establishes the vehicle and current registered owner | Check registration, chassis and engine numbers against the car. |
| Form 29 | Seller’s statutory report of sale | Seller signs and retains a copy or acknowledgement. |
| Form 30 | Buyer’s transfer application | Buyer’s name and address should match the proposed insurance record. |
| Insurance certificate or policy schedule | Shows that the vehicle has current cover | Check expiry and whether the policy is third-party or package/comprehensive. |
| PUC certificate | Required road document and commonly requested in transfer files | Make sure it is valid on the date of submission and driving. |
| Identity and address evidence | Verifies buyer and seller details | Use documents accepted by the relevant authority and keep copies. |
| PAN or Form 60 | Tax-identity information requested in applicable transactions | Provide the form the checklist specifies. |
| Chassis and engine pencil prints | May support physical verification | Confirm with the RTO whether they are required. |
| NOC or specified alternative evidence | Supports an interstate transfer | Obtain the exact document list from the original and destination authorities. |
How to transfer the insurance policy
Registration transfer and insurance transfer are separate actions. After submitting the RC application, write to the insurer and request an ownership-transfer endorsement. Insurers commonly ask the buyer to complete a fresh proposal or endorsement form and provide updated ownership evidence. The exact form, inspection requirement and electronic-VAHAN process are insurer-specific, so follow the current policy instructions rather than assuming the old certificate is enough.
Information to send the insurer
- Buyer’s full legal name and address, exactly as intended for the RC.
- Vehicle registration number, make and model, chassis number and engine number.
- Copy of the sale evidence and the submitted or updated Form 30/RC evidence requested by the insurer.
- Current policy certificate or schedule and policy number.
- Valid PUC and buyer identity or address documents if requested.
- Details of any existing loan, hypothecation or financier endorsement that remains on the RC.
Ask for written confirmation of the effective date of the endorsement and the revised policy schedule. Keep the insurer’s acknowledgement with the RTO receipt. If the insurer will not complete the change until the VAHAN record is updated, ask what temporary evidence it accepts and how the cover is treated during that interval.
Why the name and address must match
IRDAI’s consumer guidance states: “Registration and insurance of the vehicle should always be in the same name with same address.” Leaving the policy in the seller’s name after buying the Pulse creates a mismatch between the insurance contract and the registered owner. IRDAI guidance warns that a claim is not payable when the registration and insurance do not carry the same name and address. Do not wait for the annual renewal date; request the endorsement as soon as the sale is completed.

The 14-day rule for package or comprehensive cover
For comprehensive or package insurance, IRDAI guidance says the ownership change must be recorded within 14 days of transfer. If it is not recorded within that period, own-damage claims will not be payable under the guidance. This is separate from the government’s RC process: submit the insurance request promptly even if the updated RC card has not yet arrived, and give the insurer the transfer acknowledgement it asks for.
No-claim bonus does not follow the car
The seller’s no-claim bonus (NCB) belongs to the seller and does not transfer to the buyer with the Renault Pulse. The buyer’s premium and any NCB entitlement are assessed under the buyer’s own insurance history and the insurer’s current rules. Ask the insurer how it will treat any proof of the buyer’s prior claim-free record instead of asking to carry over the seller’s discount.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing the right cover after transfer
Third-party liability insurance is mandatory for a vehicle used on Indian public roads. Package or comprehensive cover adds protection for damage to the Pulse itself, subject to the policy’s exclusions, deductibles, insured value and add-ons. Compare policies using the same vehicle and owner details; a lower quote can reflect a higher deductible, fewer add-ons or different own-damage terms.
| Decision point | Third-party liability | Comprehensive or package cover |
|---|---|---|
| Legal requirement | Mandatory for road use | Includes the mandatory liability component when issued as a package policy. |
| Damage to your Pulse | Not the purpose of third-party cover | Own-damage protection is available subject to policy terms. |
| Ownership endorsement | Still needs the policy record aligned to the buyer | Must be endorsed promptly; IRDAI guidance sets a 14-day window for own-damage claim protection. |
| NCB | Seller’s NCB does not transfer | Seller’s NCB does not transfer; buyer eligibility is assessed separately. |
| What to verify with the insurer | Effective date, owner name and address | Insured value, deductibles, inspection, add-ons, exclusions and claim process. |
For an older used car, ask specifically whether the insurer requires a pre-insurance inspection, accepts the updated VAHAN record electronically and offers the add-ons that still make sense for the vehicle’s age. The available cover, premium and taxes are determined by the insurer’s current underwriting; do not assume that every insurer accepts the same documents or offers the same options.
Driving the car while paperwork is pending
Keep the insurance certificate, RC evidence and valid PUC available whenever you drive. The driver must hold a valid driving licence. Third-party insurance must be active before using the car on public roads. Carry the sale receipt and RTO acknowledgement during the transition so you can show the transaction trail if a traffic officer, insurer or authority asks why the buyer’s name is not yet printed on the RC.

An acknowledgement is not a substitute for an expired policy. Check the policy end date and arrange renewal or a new policy without a gap. If the insurer rejects or delays the endorsement, obtain its written reason and ask whether it requires the updated RC, a physical inspection or a corrected proposal.
Common problems and practical fixes
The seller will not sign Form 29
Do not rely on an informal receipt alone. Ask the seller to complete the statutory notice and provide a signed copy before finalising the handover. If the seller has already left, contact the registering authority about its accepted procedure and preserve all sale, payment and communication records.

The RC address differs from the buyer’s current address
Use the address that will be legally recorded and accepted by the authority, then give the insurer the identical address. Ask whether a separate address-change application is required rather than trying to conceal the difference in the insurance proposal.
The portal shows an error or payment succeeds without an acknowledgement
Save the transaction reference, date, screenshots and bank statement entry. Do not make repeated payments until the authority confirms whether the first transaction is pending, failed or refundable. Take the reference to the RTO or use the official support channel.
The insurer asks for the updated RC before endorsing the policy
Send the Form 30 submission receipt and ask whether temporary transfer evidence is accepted. Escalate through the insurer’s grievance channel if the request is not resolved, and do not assume the seller’s policy protects the buyer’s own-damage claim.
The vehicle is financed or has hypothecation
Check the financier entry on the RC before sale. The lender may need to consent to the transfer or provide a no-objection document. Include the financier’s instructions in both the RTO and insurance files; a change of owner does not automatically remove a hypothecation entry.
The car is registered in another state
Start the NOC and destination-state enquiries early. Use the 45-day interstate timeline stated by Parivahan and obtain the exact additional evidence requested by the authorities. Keep the original-state documents until the destination authority confirms acceptance.
Costs and details you should verify locally
The applicable Rule 81 fee or tax is not a single Renault Pulse price. It depends on the transaction and authority, and an interstate move can involve additional state requirements. The available insurance premium likewise depends on the buyer, vehicle details, cover, insured value, deductibles, taxes and underwriting. The official material does not establish a Renault Pulse-specific transfer fee, current production status, parts availability or an insurer-specific acceptance list. Ask the RTO for its current fee schedule and the chosen insurer for a written quote and document list before paying.
