The buyer’s deadline is 14 days when the car is registered in the same state, or 45 days when it is registered outside the state. You will need the registration certificate, insurance, pollution-under-control certificate, identity and address evidence, and any additional documents required by the relevant registering authority.
What changes when you buy a used car
Buying the car does not by itself change the registered owner in government records. The registering authority must update the vehicle’s registration certificate (RC) so that you become the recorded owner. The normal sale procedure is based on Section 50 of the Motor Vehicles Act, 1988, and Rules 55–57 of the Central Motor Vehicles Rules, 1989.

There are two core filings:
- Form 29: the seller (transferor) gives notice that the vehicle has been transferred.
- Form 30: the buyer (transferee) applies for intimation and transfer of ownership.
This article covers an ordinary sale between a seller and buyer. Inherited vehicles and vehicles acquired through a public auction use different procedures and forms.
The transfer is an administrative record change, not merely a private sale agreement. Keep the signed sale or delivery paperwork as evidence of the transaction, but do not assume that agreement, payment receipt or possession replaces the RC transfer. The authority’s record remains important for future registration work, notices and other vehicle-related correspondence.

Same-state and outside-state transfers
The registration state determines the buyer’s statutory filing window and whether an interstate NOC branch is involved.
| Situation | Buyer’s Form 30 deadline | Additional issue |
|---|---|---|
| Vehicle registered in the same state as the buyer’s registering authority | Within 14 days of the transfer | Follow the local registering authority’s document and appointment process. |
| Vehicle registered outside the state | Within 45 days of the transfer | National guidance includes an NOC-related document branch and the destination authority may require reassignment, re-registration or tax formalities. |
The 45-day period applies to a vehicle registered outside the state; it does not extend the deadline for a same-state purchase. Count from the transfer date recorded for the sale, and keep evidence of when the parties completed the transaction. The seller’s Form 29 notification is a separate obligation and should be completed at the time of sale.
What to confirm before handing over money
Compare the seller’s identity and the vehicle against the RC before completing the transaction. Check the registration number, chassis number, engine number, fuel type, make and model, and the spelling of the registered owner’s name. If a number or name does not match, ask the registering authority how it must be corrected rather than relying on an informal declaration.
Look for a hire-purchase, lease or hypothecation entry on the RC. If one appears, make the lender part of the transaction plan before paying the balance. Also confirm that the insurance and PUC records identify the same vehicle. A mismatch can delay verification even when the car itself is correctly identified.
Agree in writing on the transfer date, who will file each form, who will pay the fee and any tax, and who will handle an interstate NOC or lender clearance. Give each party a copy of the signed handover record and keep the originals available for filing.
Documents to collect before filing
Prepare a complete file before starting the online or in-person application. Parivahan’s national checklist identifies the following core records:
- Original registration certificate (RC).
- Valid motor-insurance certificate.
- Pollution Under Control (PUC) certificate.
- Buyer’s PAN card or Form 60, as applicable.
- Buyer’s address proof.
- Buyer’s date-of-birth proof.
- Completed Forms 29 and 30.
The national list also marks some items as potentially required by individual states. Depending on the registering authority, you may be asked for:
- Chassis and engine pencil print.
- Purchaser’s undertaking.
- Recent photograph.
- Tax-clearance certificate.
An asterisked item on the national list means that it can be required in some states; it is not a promise that every RTO will request it. Check the current checklist published or displayed by the authority that will process your application. Scan or photograph every document clearly, and keep the originals available if an inspection or appointment is required.
Make sure the names and addresses are consistent across forms and identity documents. If the buyer uses Form 60 instead of PAN, confirm that the authority accepts it for this transaction. A clear scan is useful for an online application, but the authority can still ask to see an original or a readable copy at an appointment.
Check the RC before you pay the seller
Confirm that the seller’s name and vehicle details match the RC, including the registration number, chassis number, engine number, fuel type and make or model. Resolve spelling differences or a missing transfer before treating the sale as complete. Also inspect the RC for a hire-purchase, lease or hypothecation entry. A finance record can require lender action before the ownership record can be cleanly updated.

Step 1: Complete Form 29 and Form 30 at the sale
The seller completes Form 29
Form 29 is the transferor’s notice to the registering authority. The seller should enter the vehicle and party details exactly as they appear on the RC and sign the prescribed copies. Give the buyer a signed copy and retain evidence of the submission or acknowledgment where the local process provides one.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Review the form together before signing. The seller should not leave blank vehicle-identification fields for the buyer to complete later, because an incorrect or incomplete notice can create a mismatch with Form 30. Keep a copy of the signed notice, the sale or delivery record and any portal acknowledgment.
The buyer completes Form 30
Form 30 is the buyer’s application for intimation and transfer. Enter the same registration, chassis, engine and party information used in Form 29. Check every digit before signing: an incorrect chassis number or registration number can result in a rejected or delayed application.
Do not leave the forms for an unspecified future date. The buyer’s 14-day or 45-day period runs from the transfer, and the seller’s notice is a separate part of the transaction record. If the parties sign on different dates, preserve the dates shown on the forms and transaction documents so the authority can understand the sequence.
Step 2: Submit the application through the available route
VAHAN’s service workflow describes an online route that can include submitting the application, downloading the generated forms, uploading supporting documents, booking an appointment and paying the displayed fees. The exact screens and available services depend on the vehicle’s registering authority and the current portal configuration.

One-click scans. No signup required.
- Open the VAHAN vehicle-related service flow available for the vehicle’s registering authority.
- Enter the registration number and requested vehicle or applicant details.
- Select the ownership-transfer service and complete the online application.
- Download or print the system-generated forms and check them against the signed documents.
- Upload the required scans where the service supports electronic submission.
- Book an appointment if the portal requires document verification or an in-person visit.
- Pay the fee and tax amount shown for that vehicle and authority.
- Save the application number, payment receipt, uploaded files and appointment confirmation.
An in-person route may also be specified by the local registering authority. Do not assume that every RTO offers identical online services or that a portal submission removes the need for an appointment. Follow the instructions shown for the vehicle’s authority and confirm local requirements before travelling.
After submission, check the status using the application or transaction number if that facility is provided. A returned application normally identifies a missing document, unreadable scan or inconsistent detail. Correct the stated issue through the instructed channel instead of opening several duplicate applications.
Step 3: Pay the correct fee and tax
Parivahan refers to the appropriate fee and tax under Rule 81 of the Central Motor Vehicles Rules. There is no single current total that applies to every car and state. The amount can depend on the registering authority, vehicle details and whether interstate reassignment or tax work is involved.
Use the fee details displayed in the VAHAN transaction, or confirm the amount directly with the registering authority. Keep the payment receipt with your application record. Avoid relying on an old fee screenshot or an amount quoted for a different state. If the authority identifies a separate tax or reassignment payment for an interstate vehicle, ask for the applicable calculation and receipt before assuming the transfer is complete.
Interstate purchases: the NOC branch
A car registered in another state can require more than the ordinary Forms 29 and 30. The national guidance calls for Form II with the no-objection certificate (NOC) from the registering authority, and describes alternatives when the NOC or an order has not yet been received. Those alternatives can include the transferor’s declaration and proof that an NOC application was made or acknowledged.

Ask the original and destination authorities whether the NOC must be issued before the transfer application, attached to it, or recorded through the portal. Keep the application receipt, dispatch proof or acknowledgment if the NOC is still pending. Do not assume that an informal letter from the seller is an acceptable substitute; use the alternative documents only in the manner the authority specifies.
Form 28 and the NOC application
Form 28 is the application for an NOC. The original registering authority may need to issue the NOC before the destination authority completes the transfer. Ask both authorities which documents must be filed first, whether the seller must initiate the request, and how the NOC will be delivered or recorded.
Possible reassignment and tax work
Moving a vehicle to a new state can trigger reassignment or re-registration and state motor-vehicle-tax requirements in addition to ownership transfer. These steps are authority-specific. A destination-state transport office may require an inspection, proof of address, tax payment or other records not listed in the national baseline checklist.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteDo not treat one state’s checklist as a national rule. For example, a state transport department’s NOC instructions can illustrate local practice but cannot establish what every other state will require. Obtain the current list from the destination authority and retain proof of every submission to the original authority.
Cars with an active loan or hypothecation
If the RC records a hire-purchase, lease or hypothecation agreement, contact the financier before filing the transfer. The official forms index lists Form 35 for termination of a hire-purchase, lease or hypothecation agreement.
The available guidance does not establish one universal sequence for every financed-car transfer. In practice, the lender may require clearance, settlement evidence, consent or its own documents, and the registering authority may reject an application that does not address the RC entry. Ask the financier what it will issue, then confirm with the RTO whether Form 35 and the lender’s documents must be filed before or together with Form 30.
Do not rely on a seller’s assurance that a loan has been repaid unless the lender’s record and the RC entry are addressed. Save the lender’s clearance or consent, the completed Form 35 material and any instruction from the registering authority with the rest of the transfer file.

The insurance certificate is one of the documents used in the registration-transfer file, but changing the registered owner and updating the insurance policy are related, distinct actions. Contact the insurer promptly for its policy-endorsement or transfer procedure. The RC transfer alone should not be treated as proof that the insurer’s records have been updated.
Keep the insurer’s endorsement, confirmation or request number if one is issued. If the insurer asks for the new RC or the transfer acknowledgment, provide the document through its stated process and retain a copy. The transport authority’s ownership record and the insurer’s policy record should be tracked separately.

If the portal shows a pending, failed or returned application, read the stated reason rather than submitting duplicate applications immediately. Correct the specific mismatch, replace an unreadable scan or provide the missing local document, then follow the authority’s resubmission instructions. Keep the return message and new acknowledgment together so you can demonstrate that the application was corrected within the applicable period.
Common mistakes and how to avoid them
Using the wrong deadline
Applying within 45 days is not sufficient for a same-state vehicle. Confirm the registration state first, then count 14 or 45 days from the transfer date.
Submitting mismatched vehicle details
A single incorrect digit in the registration, chassis or engine number can stop verification. Compare Forms 29 and 30 with the RC and the vehicle before signing.
Assuming the national checklist is exhaustive
Some documents are marked as state-dependent. Check the current requirements of the processing authority, especially for photographs, pencil prints, undertakings and tax-clearance records.
Ignoring the NOC for an interstate car
Start the NOC conversation with the original and destination authorities early. Keep the Form 28 filing proof and any transferor declaration if the NOC is pending.

Overlooking hypothecation
An active lender entry is not merely a private contract issue; it appears on the RC record. Obtain the financier’s instructions and establish the RTO’s required Form 35 sequence before submitting the transfer.
Assuming insurance follows automatically
Ask the insurer to update its policy record separately and retain the endorsement or confirmation.
Travelling to the RTO without checking the route
Some authorities use VAHAN for part of the process while still requiring an appointment or original-document verification. Check the current instructions for the vehicle’s registering authority before travelling, and carry the acknowledgment and originals requested.
Special cases that use different forms
This procedure is for a normal sale. Parivahan identifies separate forms for other ownership events:

What a completed transfer should give you
The objective is an ownership record updated by the registering authority, supported by the buyer’s Form 30 application and the seller’s Form 29 notice, with all required fees, taxes, NOC material and lender formalities addressed. Until the authority confirms the change, retain the complete transaction file and respond to any document or verification request through the channel specified for that vehicle.
Frequently Asked Questions
What is the main form the buyer files when purchasing a used car?
For a normal sale, the buyer files Form 30 to give intimation and apply for transfer of ownership. The seller separately submits Form 29 as the notice of transfer. Both forms should carry matching vehicle and party details.
How many days do I have to transfer a used car?
The buyer should apply within 14 days when the vehicle is registered in the same state and within 45 days when it is registered outside the state. The 45-day period does not apply to a same-state registration.
Free tools Windows power users keep installed
One-click scans. No signup required.
Is an RC, insurance and PUC certificate enough?
They are core records, but the national checklist also includes Forms 29 and 30, PAN or Form 60, address proof and date-of-birth proof. Some states may additionally ask for a pencil print, undertaking, photograph or tax-clearance certificate.
Do I need an NOC when the car comes from another state?
An interstate case can require Form II with an NOC from the original registering authority. Form 28 is the NOC application. If the NOC is pending, the authority may specify a transferor declaration and proof that the NOC application was made or acknowledged.
What if the RC still shows a loan or hypothecation?
Contact the financier before filing. Form 35 is listed for termination of a hire-purchase, lease or hypothecation agreement, but the lender and RTO may require a particular sequence or additional clearance documents.
Does transferring the RC automatically transfer the insurance policy?
No. The insurance certificate is used in the registration file, but the insurer’s policy record is a separate matter. Contact the insurer for its endorsement or transfer process and retain its confirmation.
Can every ownership transfer be completed online through VAHAN?
VAHAN describes an online workflow that may include application submission, document upload, appointment booking and payment, but available services vary by registering authority. Follow the current instructions for the specific vehicle and be prepared for an in-person verification if required.
What forms apply after the owner dies or after an auction purchase?
Those are not ordinary sale transfers. Parivahan identifies Form 31 for transfer after the registered owner’s death and Form 32 for a vehicle purchased or acquired at public auction. Ask the registering authority for the relevant evidence and local process.
The Bottom Line
For an ordinary used-car sale, complete the seller’s Form 29 and buyer’s Form 30, file within 14 days for a same-state vehicle or 45 days for an outside-state registration, and keep the RC, insurance, PUC and buyer-identity records together. Check local additions, handle an interstate NOC and tax branch where applicable, resolve any hypothecation with the lender, and update the insurance policy separately.
