How to Spot an Unmarked Police Car—and Verify a Traffic Stop Safely

There’s no reliable visual checklist for undercover officers or unmarked police cars. If you’re unsure about a stop, keep driving safely and verify it through official dispatch.

You generally cannot reliably spot an undercover officer or an unmarked police car by appearance alone. If a vehicle tries to stop you and you are unsure it is a legitimate police stop, keep driving safely, signal that you have seen it, and contact 911 or an official agency dispatch channel to verify. Don’t speed away, drive erratically, or confront the person.

Why a visual checklist won’t reliably identify an unmarked car

Unmarked police vehicles can look like ordinary cars, vans, trucks, or utility vehicles, and local fleets and practices differ. A particular make or model, dark windows, antenna, wheels, or plate style is not a dependable test. Even emergency equipment and government plates are not universal clues.

For example, the Metropolitan Nashville Police Department says its unmarked vehicles may have standard or government plates and may be cars, vans, trucks, or utility vehicles. What “unmarked,” “plainclothes,” and “undercover” mean

  • Unmarked vehicle: A law-enforcement vehicle without conventional agency markings. The precise legal definition varies; Pennsylvania’s regulation, for example, defines the term for its own requirements by the absence of a roof-mounted light-bar assembly.
  • Plainclothes or non-uniformed officer: An officer performing duties in civilian clothing. Department policy may specify when the officer must identify themselves and how stops are handled.
  • Undercover officer: An officer whose assignment involves concealing their law-enforcement identity. Operational policies may make exceptions to ordinary identification or equipment requirements.

These terms are not interchangeable, and there is no universal rule requiring every officer in every assignment to disclose an identity at all times. San Francisco Police Department General Order 5.08, for instance, addresses plainclothes, non-uniformed, and undercover members separately; its requirements apply to that department. What to do if an unmarked car tries to pull you over

  1. Stay in control of the vehicle. Don’t speed up, make sudden maneuvers, drive erratically, or try to evade the vehicle. Follow emergency instructions and local law.
  2. Signal that you noticed. If you are uncertain, use your hazard lights to show you have seen the vehicle. Continue driving safely toward a well-lit public place or police station if needed; do not make a dangerous detour or stop in an unsafe location.
  3. Call for verification. Call 911 if you feel in immediate danger or need urgent help. Otherwise, contact the agency’s official non-emergency number or dispatch channel. Give your location and vehicle details, and ask whether an officer is conducting the stop. Use a number obtained independently, not one supplied by the person stopping you.
  4. Ask for identification when it is safe and reasonable. Ask which agency the person represents and why they stopped you. You may ask to see official identification and a badge. Keep your doors locked and hands visible while you communicate from the vehicle.
  5. Request a marked unit if concern remains. Tell dispatch you are unsure and ask whether a marked unit can respond. Do not approach, follow, or attempt to investigate the vehicle or officer.

These are practical safety steps, not a statement of legal requirements for every jurisdiction. Nashville’s local guidance recommends signaling with hazards, proceeding to a well-lit public place, keeping doors locked and hands visible, and calling 911 to verify. The U.S. Marshals Service’s November 20, 2025 guidance likewise recommends calling 911 or the agency’s non-emergency line and asking for a marked unit if you feel unsafe: U.S. Marshals Service guidance on verifying officers.

How to verify authority without relying on one clue

Ask for the person’s agency and the reason for the stop, then confirm the contact through official dispatch or the agency. A badge, agency-issued ID, uniform, marked vehicle, or other uniformed officers may help, but none should be treated as conclusive on its own. An appearance can be ambiguous, and credentials can be misrepresented; independent confirmation is more useful than guessing from the car.

Policies and laws differ by place and assignment. Pennsylvania’s 37 Pa. Code § 42.21 says officers using unmarked vehicles must carry official identification unless doing so would jeopardize safety because of their work assignment. That is Pennsylvania-specific and includes an exception; it is not a nationwide rule. See 37 Pa. Code § 42.21.

Portland, Oregon’s Chapter 23.30, effective June 26, 2026, lists illustrative indicators of identity and authority, allows verification through an agency or dispatch center, and includes exceptions such as undercover duties. It is local code, not a national standard. See Portland City Code Chapter 23.30.

Warning signs in calls, messages, or alleged investigations

A suspicious demand is a reason to stop engaging and verify through an independently sourced official channel. Police.uk says officers will not ask for bank details or PINs, money transfers, cash or cards sent by courier, online payment of a fine, passwords, remote access to your computer, or credentials submitted through unsolicited links or attachments. Its advice is specific to the UK; when uncertain, it recommends calling 101. After a suspicious incoming call, hang up and wait five minutes before calling back to reduce the risk that the caller keeps the line open. Read Police.uk’s officer identity guidance.

The U.S. Marshals Service says an officer should identify their agency, explain the reason for a stop, and carry a badge and agency-issued identification. If the situation feels unsafe, verify through 911 or the agency’s official non-emergency channel rather than accepting a caller’s or stranger’s claims at face value.

Key point: verify the stop, don’t try to expose the officer

Trying to identify covert officers from vehicle features is unreliable and can create unnecessary danger. Keep driving safely, contact official dispatch, and ask for help or a marked unit when appropriate. If there is immediate danger, call 911.
