Do not judge an Indian motorcycle helmet by an ISI-shaped sticker alone. Find the BIS Standard Mark and its licence number, written as “CM/L” followed by digits, then verify that licence through the official BIS Care App or BIS portal. The record should identify the same manufacturer, show an active licence and include the type of helmet you are holding. If the number is missing, invalid, inactive, assigned to another manufacturer or outside the licence scope, treat the certification claim as unverified.
These checks establish whether the certification claim is supported by a BIS record. They do not prove that the individual helmet has never been damaged, altered or poorly stored, so a successful lookup is not a substitute for inspecting the helmet’s condition.

What the ISI mark means for motorcycle helmets in India
India’s cited legal requirement is specific: the Quality Control Order in force since 2021 requires two-wheeler-rider helmets to carry the ISI mark and be certified by the Bureau of Indian Standards (BIS) to IS 4151:2015, Protective Helmet for Two Wheeler Riders—Specification (4th revision). The Department of Consumer Affairs has stated that helmets manufactured or sold without certification under this standard violate the requirement. The Government’s 5 July 2025 notice tells consumers to use only BIS-certified helmets. IS 4151:2015 addresses material, construction, workmanship, finish, mass and performance evaluation. Those are requirements for a certified product, not visual clues that a consumer can prove from the shell alone. BIS’s explanatory publication identifies the standard and its scope in Standards India: Road Safety Marks of Trust. For technical test methods or any later revision, consult the current standard rather than assuming the 2015 explanatory description is unchanged.

This is India-specific guidance. An ISI/BIS check should not be presented as the legal test in another country, where a different national regulator or standard may apply. A foreign approval printed on a helmet does not replace the Indian certification requirement for a helmet manufactured or sold for Indian two-wheeler use.
Step 1: Locate the complete BIS marking on the helmet
Look for the Standard Mark and CM/L number together
A genuine certification marking is not just the familiar ISI symbol. BIS says its Standard Mark is accompanied by a licence number represented as CM/L followed by a number. That number identifies the manufacturing unit at a particular location. Record the complete number exactly as printed, including every digit and any punctuation.
Check the marking on the helmet itself, normally on a label, moulded area or other product marking specified by the manufacturer. A loose box label, seller photograph or advertising claim is not enough; the helmet you receive must carry the identifying mark and number. Photograph the mark in good light so that similar-looking digits, slashes or punctuation are not confused during the search.

Do not treat appearance as authentication
- A sticker that merely resembles the ISI design can be copied.
- “ISI certified” in a marketplace title or seller message is an assertion, not a licence record.
- Another symbol or certification label does not establish compliance with the Indian helmet requirement.
- A missing CM/L number leaves the mark unverified, even if the logo is sharply printed or professionally applied.
- A number printed only on a carton can belong to a different model or shipment and should not be treated as proof for the helmet in your hands.
Before using the verification service, photograph the mark and retain the packaging, invoice, seller details and purchase date. Those records make it easier to compare the product with the licence entry and to report suspected misuse. Keep the original packaging until the identity check is complete; returning it immediately can make a later complaint harder to document.
Step 2: Verify the licence in an official BIS channel
BIS provides two official routes: the BIS Care App’s Verify Licence Details feature and the BIS portal. The app is described by BIS as a way to check the authenticity of a marked product; the 2025 government release also says consumers can check whether a helmet manufacturer is licensed and lodge a complaint through the app. The verification service is free to use; it is not a paid certification or a replacement for buying a compliant helmet. Start from BIS’s official app information page at bis.gov.in/bis-apps, or use the BIS portal route identified by the government notice rather than an unofficial lookup site.

No official source cited here establishes that one route is faster or more reliable than the other. If the app is unavailable on your device, use the portal; if a portal page changes, start from the current BIS website rather than a copied link. Whichever route you use, save a screenshot or written note of the result, including the date you checked it. A result can change later if a licence expires, is suspended or is amended.

Compare the returned manufacturer
The licence record should identify the manufacturer that made the helmet. Compare the legal or trading name in the result with the name printed on the helmet, its label and the invoice. Small formatting differences may be harmless, but a completely different company, an unrelated importer or a licence belonging to another factory is a material mismatch. Pay attention to the manufacturing location when the record identifies one: a genuine licence for one plant does not automatically cover production at another site.

An inactive, expired, suspended or otherwise non-current record does not substantiate a current certification claim. The relevant question is whether the licence is valid for the product being offered at the time of your purchase. If the official result does not show an applicable active licence, stop treating the helmet as verified. Do not assume that a seller’s old screenshot proves the status today.
Check the licence scope
A manufacturer may hold a licence for a particular product, model, size range, manufacturing site or standard. Confirm that the scope covers the protective helmet in your hands, not merely a different product made by the same company. A valid number attached to another product category cannot certify a motorcycle helmet. Read the description carefully for the relevant helmet type and IS 4151:2015 reference where shown, and compare model or marking details with the physical product.
How to read a failed or ambiguous lookup
Use the following decision rule: if you cannot connect the physical helmet to an active BIS licence whose scope covers that helmet, the ISI claim remains unverified. A temporary website error is not the same as a licence denial, so retry through the official channel, check the digits and record what happened. Do not fill gaps with assumptions.
- No CM/L number: you have no licence identifier to check. Do not rely on the logo alone.
- No applicable result: the number may be mistyped, fabricated or not assigned to a helmet covered by the claim. Re-enter it carefully once, preserving all digits.
- Manufacturer mismatch: the licence record does not identify the company represented on the helmet or invoice.
- Inactive status: the record does not show a current licence for the purchase you are evaluating.
- Scope mismatch: the licence covers another product, standard or site rather than the helmet you bought.
- Seller-only assurance: a message saying “ISI” cannot override what the official record shows.
- Unreadable marking: if the number is smeared, partly removed or covered by a new label, ask the seller for a replacement or refund rather than guessing at the digits.
Do not infer a certification from a second sticker, a claimed foreign approval or a seller’s explanation when the BIS details fail to match. Set the helmet aside for road use until the discrepancy is resolved or you obtain a properly verifiable replacement. If the seller supplies a different number, verify that number against the helmet itself and preserve both versions as evidence.

What a successful BIS lookup can—and cannot—prove
What it can establish
A matching entry supports the narrower conclusion that BIS has a licence record for the named manufacturer and that the stated scope includes the relevant helmet. That is the documentary check a consumer can perform without laboratory equipment. It also lets you distinguish a real licence record from a purely decorative or copied ISI-style mark.

What it cannot establish
The lookup does not independently test your particular helmet. It cannot show whether the helmet was dropped, cracked, heat-damaged, modified, counterfeit despite a copied number, or replaced with a different item after certification. It also does not confirm the helmet’s storage history or whether an earlier impact compromised the liner.
Inspect the physical item for damage, missing or altered parts and signs that the shell, retention system or liner has been modified. If you have any doubt after a crash or visible damage, do not continue riding in it merely because the number appears in BIS records. Certification is tied to a compliant product design and manufacturing licence; it is not a lifetime safety guarantee for every individual unit. A successful lookup should therefore be treated as one layer of due diligence: verify the record, examine the helmet, and replace it when its condition is uncertain.
Buying a replacement after a helmet fails verification
The useful product description is an ISI-certified motorcycle helmet under BIS IS 4151:2015. Treat that wording as a starting point, not proof. Before paying:
- Ask for a clear photograph of the helmet’s own BIS mark and complete CM/L number.
- Check the number in the BIS Care App or BIS portal before relying on the seller’s claim.
- Match the returned manufacturer to the helmet, packaging and seller documentation.
- Confirm that the licence is active and that its scope covers the relevant protective helmet and manufacturing site.
- Compare the delivered helmet with the verified markings; do not assume a different colour, model or factory is covered.
- Keep the invoice, listing, packaging and verification result with your purchase records.
Marketplace listing text can be wrong or copied. The manufacturer’s licence and scope are the decisive checks, so perform them on the exact model and unit you intend to use. If a seller refuses to show the mark or gives only a stock image, choose another seller rather than paying for an uncheckable claim. The BIS Care App is a verification service, not a physical product and not a substitute for purchasing a compliant helmet.
Report suspected misuse and preserve evidence
BIS identifies imitation and spurious ISI markings as misuse of the Standard Mark. If a number is fabricated, belongs to another manufacturer, is inactive or does not cover the helmet, save the evidence before returning the product: photographs of every marking, the invoice, order page, seller communications, packaging and the result of your licence search. Note the date and exact wording of the listing, because online pages can be edited or removed.
Use the BIS Care App’s complaint function or the current BIS consumer-affairs contact route. BIS publishes enforcement information at bis.gov.in/other/enforcement.htm; check that page for current contact details rather than relying on an old phone number or forwarded message. A complaint does not make the helmet safe to use, so keep it out of service while the claim is unresolved. Follow the seller or marketplace’s return process as well, but do not discard the evidence before a refund or investigation is complete.

What recent enforcement figures tell you
Government figures show active enforcement, but they do not measure how common counterfeit helmets are. For financial year 2024–25, BIS reported testing more than 500 helmet samples and conducting more than 30 search-and-seizure operations for misuse of the Standard Mark. BIS reported 176 manufacturers holding valid protective-helmet licences as of June 2025. These figures, published in the 5 July 2025 government release, describe samples, operations and licence holders; they are not a counterfeit-rate estimate. A two-minute verification checklist
- Is the BIS Standard Mark printed or affixed to the helmet itself?
- Is a complete CM/L licence number present and legible?
- Does an official BIS channel return a record for that number?
- Does the listed manufacturer match the helmet and purchase documents?
- Is the licence status current?
- Does the licence scope cover the protective helmet you are holding?
- Does the manufacturing location or model information make sense for this product?
- Have you retained photographs, the invoice and the lookup result?
- Has the helmet been kept out of use if any answer is negative or unresolved?
If every documentary check matches, you have verified the certification record as far as a consumer lookup can. Continue to assess the helmet’s physical condition separately; the record alone cannot certify the history of that individual helmet.

Treat the helmet’s certification as unverified. A valid licence assigned to another manufacturer, importer or factory does not authenticate the helmet you bought. Save screenshots and purchase records, then seek a refund and report suspected misuse.

Does a foreign helmet approval replace ISI certification in India?
Not for the Indian requirement described here. The cited Quality Control Order requires BIS certification to IS 4151:2015 for the covered two-wheeler helmets. A different symbol does not establish compliance with that rule.
Does a successful licence lookup prove my helmet is safe?
No. It verifies a licence record and its stated scope. It cannot reveal crash damage, heat exposure, altered parts, storage history or whether the delivered item was swapped. Inspect the helmet and replace it after a serious impact or when its condition is uncertain.
What should I do if the BIS website or app cannot find the number?

No. Those documents can support a complaint but do not replace the helmet’s own mark and a matching BIS licence record. Verify the exact unit before riding.
