If an electric vehicle has failed brakes, will not select neutral, or has lost electrical power, do not improvise a rope tow or continue driving it. Move out of active traffic only if you can do so safely, switch on the hazard lights, call emergency services if anyone faces immediate danger, and arrange an authorized dealer or commercial recovery operator. Tell dispatch that the vehicle is electric, whether it has low-voltage power, whether the service and parking brakes work, whether neutral or a transport mode can be selected, and whether the vehicle has collision, wheel, tire, or suspension damage.
The exact make, model year, drivetrain, and market determine the approved recovery method. A flatbed is often the safest starting point, but it is not a universal rule unless the vehicle’s own manual supports it. Some EVs must have all four wheels off the ground; others permit a tightly limited axle-on-ground configuration. The instructions below use Tesla Model Y and Hyundai manuals as documented examples, not as a substitute for the manual for your vehicle.

What to do immediately when an EV loses braking or power
A brake failure is a traffic emergency, not a routine towing problem. Transport manuals explain how to load and secure a disabled vehicle; they do not provide a universal method for continuing to drive after the brakes fail. If the vehicle is moving, use only the control inputs and emergency procedures specified in its own manual and prioritize getting people away from traffic.
- Stop in the safest reachable location. If the vehicle can still roll safely, steer toward a shoulder, refuge area, or other place outside active lanes. Do not attempt a longer trip to a repair shop.
- Turn on hazard lights and make the scene visible. Use warning devices only when you can deploy them without entering danger.
- Call emergency services for immediate risk. Report injuries, a blocked lane, smoke, fire, a crash, or any suspected high-voltage damage.
- Do not crawl under the vehicle or touch damaged orange high-voltage wiring. A collision-damaged EV should be treated as energized until emergency-response professionals evaluate it.
- Call an authorized dealer or commercial tow service. Give the dispatcher the vehicle’s exact make, model, model year, drivetrain, location, and symptoms.
Tell the operator whether the car has low-voltage power, whether a key is detected, whether the touchscreen or instrument display works, whether the service brake and parking brake operate, whether neutral can be selected, and whether any wheel or suspension is damaged. Those answers determine whether the operator can use a transport mode, must use dollies or tire skates, or needs a different loading plan.

Why an EV cannot simply be pulled with its drive wheels rolling
Do not assume that an electric vehicle can be towed like a conventional front-wheel-drive car. When driven wheels spin while the vehicle is unpowered or improperly configured, the motor, inverter, reduction gear, or other drivetrain components can be damaged. Tesla’s Model Y transporter instructions warn that spinning wheels can cause significant damage and overheating; in rare cases, extreme overheating can ignite nearby components. The same manual says to keep all four tires off the ground during transport.
That warning is model-specific, but the underlying decision is universal: the recovery operator must follow the exact manual for the vehicle on the truck. Drivetrain layout alone is not enough. The approved method can also change with model year, market, wheel damage, suspension damage, parking-brake status, and whether the car can enter neutral or a transport mode.
Choose the recovery method from the vehicle manual
Flatbed transport
A flatbed keeps every wheel off the road and is a strong default when the vehicle manual recommends or permits it. It does not eliminate the need for correct loading. The operator still needs an approved attachment point for winching, equipment with adequate capacity, and the specified tire-restraint pattern.

A wheel lift raises one axle while dollies support the remaining wheels. This arrangement is acceptable only where the manual allows it and only within the stated distance and speed limits. If the car has a damaged wheel, tire, steering component, or suspension, the operator may need to keep that wheel completely off the ground rather than letting it roll on a dolly.
Vehicle wheel dollies or tire skates
Dollies or tire skates can provide an all-wheels-off-ground loading fallback when the vehicle cannot select neutral or transport mode. They must be rated for the vehicle’s weight, fit the tire and wheel dimensions, and be used exactly as directed by the equipment manufacturer. They are loading equipment, not permission to tow the vehicle indefinitely with an axle rolling.
Sling-type equipment
The Hyundai manuals reviewed expressly warn against sling-type equipment. Do not allow a recovery operator to substitute a sling merely because a flatbed is unavailable unless the exact vehicle manual specifically approves that equipment.

Model-specific instructions and limits
The following table shows why a generic “EV towing rule” is unsafe. These are instructions from the cited owner manuals and apply only to the named models and versions.

Do not transfer a procedure from one row to another. Even two vehicles from the same manufacturer can require different axle positions and different responses to an inoperable parking brake.
When Tesla Model Y power is available: using Tow Mode
Tesla’s Model Y Tow Mode disengages the parking brake so the car can be winched onto a flatbed. It is a loading and very short repositioning function, not a way to tow the vehicle on public roads.
Prerequisites
The transporter instructions require the vehicle to be unplugged from a charger, a detected key, low-voltage power, and use of the brake pedal and touchscreen. The parking brake must be engaged before entering Tow Mode. The operator should secure or chock the vehicle before selecting the mode so it cannot move unexpectedly.
Operating limit
After activation, Tesla limits rolling to under 5 mph (8 km/h) and less than 30 feet (10 m). Those limits cover the short movement needed to align the vehicle for loading or repositioning; they do not authorize a conventional tow with the wheels on the road.
Loading and tie-down
For winching, install the vehicle’s tow eye correctly and use the approved point. Do not pull on the chassis, frame, suspension, or body parts. Once on the flatbed, Tesla specifies an eight-point tire tie-down. Do not route straps over body panels or through the wheels. The operator must use restraints and equipment rated for the vehicle and follow the transporter instructions for the particular vehicle configuration.

When a Tesla Model Y has no low-voltage power
A high-voltage traction battery can still contain energy while the low-voltage system is unavailable. Without low-voltage power, the touchscreen and electronic controls needed for Tow Mode may not operate. Tesla’s Model Y manual describes restoring the low-voltage system so the touchscreen can be used, but that procedure is for a qualified operator following the manual; it is not a diagnosis or repair of failed brakes.
If the electrical system is not working and Tow Mode cannot be activated, Tesla directs transporters to use self-loading dollies or tire skates. That keeps the wheels from rolling while the vehicle is loaded onto the flatbed. The recovery operator should not drag the vehicle by its suspension or improvise a connection to a damaged structure.
Hyundai EV loading when neutral or the parking brake will not work
2025 Hyundai NE1a
The NE1a manual permits limited movement for loading or repositioning only when neutral is selected and the parking brake is released. The stated limit is 33 feet (10 m) at 3 mph (5 km/h) or less. For AWD, all wheels must be off the ground. If the reducer or parking brake cannot be operated, the manual says to move the vehicle with the rear wheel lifted. Wheel, suspension, and drivetrain damage can require a different method, so the commercial operator should verify the exact configuration before moving it.

The LX3 manual gives different drivetrain-specific instructions. AWD vehicles require all wheels off the ground. A 2WD vehicle may be towed with the rear wheels on the ground and the front wheels lifted, but only under the manual’s stated conditions. If the automatic transmission and parking brake cannot be operated, use dollies or tire skates with all wheels lifted. The manual also sets a 33-foot (10 m) and 3-mph (5-km/h) limit for short loading or repositioning, warns against sling-type equipment, and prohibits towing with the front wheels on the ground.
Brake failure changes the loading decision
“Brake failure” can mean loss of hydraulic service-brake pressure, an electronic brake-control fault, a disabled parking brake, or a collision that has damaged the brake hardware. The tow operator must not assume that one failure mode leaves the others usable.
- Service brakes work, parking brake does not: The vehicle may still require dollies or an all-wheels-off-ground method if the manual requires the parking brake to be released or cannot be operated.
- Parking brake works, service brakes do not: The vehicle must be secured against movement before loading. Do not rely on the parking brake as a substitute for wheel restraints on the transport vehicle.
- Neither brake system works: Use a flatbed with approved winching equipment, or dollies/tire skates where the manual specifies them. Chock or secure the vehicle before controls are operated.
- Wheel, tire, suspension, or collision damage is present: Keep the damaged area from bearing or rolling loads. Tell dispatch before the truck arrives so the operator can bring suitable equipment.
Do not attempt a roadside reset or low-voltage jump-start on the assumption that it will restore a failed brake system. It may restore electronic access for loading, but it does not prove that the vehicle is safe to drive.

High-voltage and collision safety during recovery
Orange cables, battery enclosures, inverters, and other high-voltage components can remain energized after a crash or power loss. Tesla instructs transporters to follow high-voltage safety precautions until emergency-response professionals evaluate the vehicle and confirm that the systems are no longer energized.
- Keep untrained people away from damaged electrical components and exposed wiring.
- Report smoke, heat, hissing, unusual odors, or a damaged battery enclosure to emergency services and the recovery dispatcher.
- Do not cut, disconnect, puncture, or probe high-voltage components.
- Do not store or load a collision-damaged EV in a way that exposes people or nearby property to avoidable fire risk.
The absence of visible smoke does not establish that a damaged high-voltage system is safe. The emergency-response authority or qualified EV technician must make that determination.

Accurate information helps the operator send a flatbed, wheel dollies, tire skates, or other suitable equipment on the first trip. Provide:
- Make, model, model year, market, and drivetrain: 2WD or AWD.
- Whether the vehicle has low-voltage power and whether the key, display, and touchscreen are available.
- Whether the vehicle can select neutral or the manufacturer’s transport/tow mode.
- Whether the service brake, parking brake, steering, and accelerator controls work.
- Which wheels, tires, suspension parts, or underbody areas are damaged.
- Whether the car is connected to a charger or has been involved in a collision.
- Whether smoke, heat, sparks, or other signs of high-voltage damage are present.
- The surface and access conditions: underground garage, narrow driveway, steep grade, blocked lane, or limited overhead clearance.
Ask the operator to confirm that the planned method keeps the wheels in the position required by the vehicle manual and that the winch, tow eye, dollies, skates, and tie-downs are rated for the vehicle.
Common unsafe shortcuts and the safer correction
“It is an EV, so every wheel must always be lifted.”
Not every manual uses the same rule. Some permit a limited 2WD configuration, while AWD commonly requires all wheels off the ground. Use the exact model-year manual rather than a generic EV assumption.

“The car is in neutral, so it can be towed normally.”
Neutral does not override drivetrain, distance, speed, or axle restrictions. Tesla’s Model Y Tow Mode is limited to under 5 mph and less than 30 feet, while the Hyundai examples limit short movement to 33 feet at 3 mph.

“A tow strap around the suspension is strong enough.”
Use only the manufacturer-approved tow eye or attachment point. Tesla specifically warns against pulling on the chassis, frame, or suspension and against routing tie-downs over body panels or through wheels.
“A jump-start fixes the problem.”
Restoring low-voltage power may make a touchscreen or transport mode available, but it does not repair failed service brakes, a disabled parking brake, damaged wiring, or a high-voltage fault.
“The closest tow truck can handle it.”
Tell dispatch that the vehicle is electric and describe the failure. A truck equipped only for sling towing may be unsuitable, and an operator without the correct dollies or restraints may damage the vehicle.

A practical decision sequence for the operator
- Identify the exact model, year, market, and drivetrain, then open that vehicle’s current owner or transporter manual.
- Determine whether the vehicle is safe to approach and whether high-voltage collision precautions are required.
- Confirm whether low-voltage power, the key, the display, neutral, transport mode, and both brake systems are available.
- Check all four wheels, tires, steering components, suspension, and underbody for damage before choosing where loads can be applied.
- Select the manual-approved method: normally a flatbed, or a permitted wheel-lift-and-dolly configuration.
- If controls cannot be operated, use the manual’s specified self-loading dollies or tire skates and keep the wheels off the ground as required.
- Install the approved tow eye if winching is authorized, keep people clear of the line, and use the specified tire tie-down pattern.
- Verify speed, distance, axle, and dolly-rating limits before any movement.
- After loading, recheck restraints and monitor the vehicle during transport for movement, heat, smoke, or other abnormal signs.
What the vehicle owner should do after recovery
Have the vehicle inspected by an authorized dealer or qualified EV technician before driving it again when the brakes, parking brake, power system, drivetrain, or high-voltage components were involved. Preserve the tow operator’s notes about the loading method, wheel position, visible damage, and any warning messages. If the vehicle was collision-damaged or exposed to heat or water, tell the technician exactly what happened; do not rely on a simple power cycle as proof that the vehicle is safe.
The safe outcome is not merely getting the car onto a truck. It is preventing additional drivetrain damage, avoiding uncontrolled movement during loading, and keeping people away from potentially energized high-voltage components. The vehicle’s exact manual and a properly equipped, qualified recovery operator are the deciding authorities.
