Report an immediate danger as an emergency; report a non-emergency through the agency that regulates the suspected source. In the United States, call 911 first for a release, fire, chemical spill, toxic fumes, or another event that may immediately threaten people or the environment, then notify the National Response Center at 1-800-424-8802. For a routine odor, smoke, dust, or emissions complaint, contact the relevant city, county, state, regional, tribal, territorial, or national environmental authority. Your report should stick to what you observed: when and where it happened, how long it lasted, what it looked or smelled like, weather conditions, and any effects on people or property.

Hotlines and agency responsibilities are local. A number that is correct in one region may be wrong elsewhere, and one authority may handle an industrial facility while another handles household burning. The workflow below helps you choose the right route without putting yourself in danger or overstating what you know.

1. Decide whether the situation is an emergency

Make the safety decision before opening a complaint form. A report form is for regulatory follow-up; it is not a substitute for firefighters, police, ambulance services, or hazardous-material response.

Call emergency services for an immediate threat

Move away from the plume or suspected source and call the local emergency number if you see or experience a sudden release, fire, strong toxic fumes, a chemical spill, an explosion, or an accident releasing pollutants. Do not approach to collect evidence, enter a restricted area, or confront a person you believe caused the release.

In the United States, the Environmental Protection Agency (EPA) directs people who witness an event that may pose an immediate threat to call 911. After making that emergency call, report the event to the National Response Center at 1-800-424-8802. That number is a U.S. federal contact listed by EPA guidance accessed in 2026; it is not a universal international hotline.

Outside the United States, use the emergency number for the country or territory where the event is occurring. For example, the New South Wales Environment Protection Authority (NSW EPA) identifies 000 as the emergency number for a major incident that immediately threatens health or property. Other jurisdictions use different numbers.

What to tell the dispatcher

  • Your exact location, nearest cross streets, building or facility name if safely visible, and the direction of the plume.
  • What is happening now: fire, smoke, odor, visible liquid release, dust cloud, or another observation.
  • Whether anyone is having trouble breathing, feeling faint, suffering burns, or needing medical attention.
  • Whether the release is spreading, recurring, or moving toward homes, schools, roads, or other occupied places.
  • Your callback number and any immediate hazards such as traffic, downed wires, or blocked access.

Describe the substance as unknown if you do not know it. “A sharp chemical odor and gray smoke” is safer and more useful than guessing a chemical name.

When a routine complaint is appropriate

Use a non-emergency channel for recurring smoke, dust, or odors; suspected emissions from a facility; household or commercial burning; or another concern that is not creating an immediate threat. If conditions worsen while you are preparing a complaint, stop using the form and call emergency services.

2. Identify the authority that regulates the suspected source

Start with the official environmental or air-quality agency for the place where the event occurred. EPA advises U.S. residents to contact state or local agencies with specific concerns. Its suspected environmental violation form can forward a report to EPA personnel or the appropriate regulatory authority, but the agency that investigates depends on the source and location.

Situation or source Likely first route Important qualification
U.S. non-emergency air-quality concern City, county, state, tribal, territorial, or regional air-quality agency; EPA’s suspected-violation channel is another entry point Responsibility is divided by jurisdiction and source. Ask for a referral if the first office is not responsible.
Sudden U.S. release or imminent threat 911, followed by the National Response Center at 1-800-424-8802 This sequence is for emergencies, not ordinary odor or smoke complaints.
Licensed premises in New South Wales NSW EPA NSW routes some other sources to local councils.
Unlicensed private industry or domestic wood or coal fire in New South Wales Relevant local council This is a NSW example; other jurisdictions may assign these sources differently.
Commercial or industrial smoke in Victoria, Australia Victoria EPA channel Confirm the current Victorian process before submitting.
Wood-heater or fireplace smoke in Victoria, Australia Local council Victoria separates this route from commercial and industrial smoke.
Concern within the South Coast Air Quality Management District South Coast AQMD complaint system The district’s response timing and service area apply only within its jurisdiction.
Concern in Illinois Illinois EPA complaint form or the responsible local authority Illinois EPA’s form accepts anonymous reports; providing contact information can permit updates or requests for more detail.

These examples show why searching for a generic “air pollution hotline” can misroute a complaint. Look for the official agency page serving your address and read its source-specific instructions. If an office says the matter is outside its jurisdiction, ask which agency handles the source and whether the complaint can be transferred. EPA guidance recognizes that some issues belong to other federal, tribal, state, or local agencies.

Classify the suspected source without asserting blame

Source categories can include a factory or other facility, construction or roadway dust, open burning, a wood or coal fire, vehicle emissions, agricultural activity, or an unknown source. Identify a facility, vehicle, or property only when it is reasonably apparent from a public place. Use words such as “suspected,” “appeared to come from,” or “wind carried the odor from the direction of” unless an authority has confirmed the source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Create an incident record before you submit

A precise contemporaneous record gives an agency something it can assess. You do not need specialized equipment or a consumer air-quality monitor. A phone, calendar, notes application, or ordinary notebook is enough.

Record time, duration, and recurrence

  • Write the date and local start time, end time, and approximate duration.
  • Note whether the event happened once, repeated at predictable times, or returned after a lull.
  • For recurring events, use one line per occurrence rather than combining several days into a single general statement.
  • Record when you first noticed the issue and when it stopped affecting your location, even if the source remained visible.

Pin down the location

  • Give the street address, nearest cross streets, apartment or unit if relevant, and the place where you experienced the pollution.
  • If the source is visible from a public area, note its name, address, stack, loading area, vehicle, or other identifier without trespassing.
  • State where the plume or odor traveled in relation to your position: for example, “odor moved east across the intersection.”

Describe the emission as an observation

Use plain sensory detail. Record whether you saw smoke, dust, ash, soot, mist, or particles; describe color, thickness, movement, and intensity. For odors, describe the character—burning plastic, solvent-like, sulfur-like, smoky, or simply unusual—without claiming a chemical identity. If you cannot see anything, say that the odor was noticeable indoors, outdoors, or both.

Note weather and surroundings

Write down wind direction if known, calm or gusty conditions, rain, temperature conditions you can reasonably observe, and whether doors or windows were open. NSW EPA and Illinois EPA guidance specifically treats weather and available photographs or logs as useful context. Do not delay an emergency call to obtain a weather reading.

Document effects factually

State what happened to people, animals, or property without diagnosing the cause. Examples include eye irritation, coughing, headache, nausea, difficulty breathing, inability to use a room, residue on outdoor surfaces, or a visible haze. If someone needs medical help, use emergency or medical services first. Explain whether symptoms began during the event and whether they eased after leaving, but do not present that timing as proof of a pollutant or legal violation.

Take photographs or video only from a safe, lawful place

Images can show the direction, color, duration, or scale of an emission. Keep the original files, note when they were taken, and avoid editing the scene in a way that removes context. Never trespass, stand in traffic, approach a spill, or remain downwind for the sake of a better picture. An incident diary can be valuable even when no image is possible. Victoria EPA notes that an odor diary may become evidence in an investigation.

4. Submit a clear non-emergency complaint

Once you have selected the responsible authority, use its official online form, hotline, or local contact method. The exact fields differ, but a complete submission usually follows this order.

  1. Identify yourself or choose anonymity. Enter a name and reliable contact method if you want the agency to ask follow-up questions. Illinois EPA’s form accepts anonymous reports; policies elsewhere vary. If you remain anonymous, understand that the agency may be unable to clarify dates, obtain original files, or tell you what happened.
  2. Enter the incident location. Provide the address or cross streets where you experienced the event, then identify a suspected source only as an observation or lead.
  3. Give the timeline. Include the first and last time, duration, recurrence pattern, and whether the event was still happening when you submitted the report.
  4. Describe what you saw or smelled. Use concrete terms for smoke, dust, particles, odor, color, intensity, and direction. Avoid declaring that a facility violated a law unless an authorized agency has made that determination.
  5. List effects and conditions. Add factual health, comfort, or property effects; weather and wind information; and whether windows, doors, or ventilation were involved.
  6. Attach available evidence. Upload photographs, video, an incident log, or other requested material. Keep a copy of every file and do not send originals you cannot replace unless the agency specifically requires them.
  7. Review and save the confirmation. Copy the complaint number, submission date, receiving office, and any instructions for adding information. Save a screenshot or confirmation email with your incident log.

A concise description template

You can organize the narrative as: “On [date] at [local time], at [location], I observed [smoke, dust, odor, or other emission] for approximately [duration]. It appeared to come from [suspected direction or source, if reasonably identifiable]. Conditions were [weather or wind]. The event [recurred or did not recur]. I observed [factual effects]. I have [photos, video, or log] taken from [safe public location].” Put variable details in the form’s own fields rather than leaving brackets in a submitted complaint.

5. Understand what happens after a report

A complaint is information for assessment, not a guaranteed inspection

Submitting a report does not guarantee an immediate site visit, a citation, an enforcement action, or a particular outcome. Agencies weigh severity, evidence, jurisdiction, staffing, and whether the event is still occurring. A report that ends before an inspector arrives can still help establish a pattern when it contains consistent dates, locations, and observations.

Response timing varies by agency and severity

South Coast AQMD says that, unless an incident appears to pose a particularly serious threat, a supervisor may not dispatch an inspector until the next business day. That is a possible process for that district, not a promise for every complaint or region. NSW EPA says investigations may take weeks, months, or longer depending on the evidence, severity, and other circumstances. Do not interpret silence after submission as a finding that the pollution did not occur.

Keep building the record without escalating the risk

If the problem recurs, add new entries with exact times and submit the additional information through the case number or agency instructions. Do not call repeatedly during a single stable event merely to increase priority. If conditions become an immediate threat, switch to emergency services even if a complaint is already open.

Follow up professionally

Use the confirmation number, state what new fact you are adding, and distinguish a new occurrence from a correction to the original report. Ask whether another agency has jurisdiction when referred. Avoid confronting a business, posting personal accusations, or entering private property; those actions can create safety, privacy, or defamation problems and do not replace official reporting.

6. Common reporting situations

Recurring odor at the same time each evening

Log each occurrence, including start and end times, wind direction, where the odor is strongest, and whether it enters a home or vehicle. Report the pattern to the local or regional authority serving the suspected source. A consistent diary is more useful than a single statement that an area “always smells.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Smoke or dust from a commercial facility

Photograph the visible emission from a lawful public location, note the facility and wind direction, and identify whether the activity is commercial or industrial. Use the agency route assigned to that facility type. In Victoria, commercial and industrial smoke is directed to the EPA rather than the local-council channel used for wood-heater and fireplace smoke.

Wood, coal, or fireplace smoke

Do not assume the same agency handles household burning everywhere. NSW routes some domestic wood or coal-fire matters to local councils, and Victoria directs wood-heater and fireplace smoke to local councils. Record the times, visible smoke, odor, wind, and effects, then check the current local instructions.

A sudden chemical smell or visible release

Leave the area and call emergency services. In the United States, call 911 and then the National Response Center at 1-800-424-8802. Do not wait to complete a routine complaint form, take close-up photographs, or identify the chemical.

Pollution noticed near a road or moving vehicle

Record the location, time, direction of travel, vehicle description only if safely observable, and the visible emission. Do not follow, stop, or approach the vehicle. Ask the local environmental or transportation authority which office accepts that source category; responsibility is location-specific.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Mistakes that weaken an otherwise valid report

  • Using a routine form during an emergency: call emergency services first.
  • Calling a familiar but unrelated agency: verify the source and jurisdiction; request a referral when necessary.
  • Guessing the pollutant: describe sensory observations instead of naming an unconfirmed chemical.
  • Leaving out time and place: an exact timeline and location let investigators compare the report with operations, weather, and other evidence.
  • Collecting evidence unsafely: never trespass, enter a plume, stand in traffic, or confront a suspected source.
  • Assuming an agency promised enforcement: a complaint begins an assessment and does not guarantee an inspection or penalty.
  • Discarding records: save the confirmation, original media, and updated log.

8. A printable pre-submission checklist

  • Is this an immediate threat? If yes, leave the area and call the local emergency number.
  • For a U.S. emergency, did you call 911 and then 1-800-424-8802?
  • Did you verify the agency for the source and location rather than assuming one office handles every emission?
  • Did you record the local date, start time, end time, duration, recurrence, address, and cross streets?
  • Did you describe smoke, dust, particles, or odor without guessing a chemical identity?
  • Did you include wind or weather information and factual effects on health, comfort, or property?
  • Are photographs or video taken from a safe, lawful location, with originals preserved?
  • Did you provide contact details if you want follow-up, or understand the limits of an anonymous report?
  • Did you save the confirmation number and continue the log only when new events occur?

The most effective report is prompt when danger is present, routed to the correct authority when it is not, and grounded in a dated record of firsthand observations. That approach gives emergency responders and regulators useful information without asking you to diagnose pollution or put yourself at risk.
