If a driver is creating an immediate or significant danger, call 911 or the highway patrol emergency channel that applies to the road. Stay well away from the vehicle, do not follow or confront the driver, and tell the dispatcher what you observed, where the vehicle is now, which way it is traveling, and the identifying details you can see safely.

Decide whether the danger is happening now

The reporting route depends on whether the unsafe driving is an active threat. A wrong-way vehicle, a driver who is repeatedly crossing lanes, a car that appears unable to maintain control, a crash, or another hazard that could injure people requires a prompt emergency report. Federal 911 guidance lists impaired or distracted driving, excessive speeding, wrong-way vehicles and crashes among highway situations reported to 911. 911.gov says the system handles more than 200 million calls each year; that figure is presented on its current site without a separate publication year.

Situation What to do Information to give
Danger is active or likely to cause harm Call 911 or the applicable state highway patrol emergency channel as soon as you can do so safely. Current location, direction of travel, vehicle description, plate if visible, observed behavior and any crash, injury or obstruction.
The incident has ended and no immediate hazard remains Check the responsible agency’s official non-emergency or online reporting process. Record the time, place, vehicle and behavior while the details are fresh. The exact process varies by agency.

There is no single nationwide non-emergency form or universal threshold for every post-event report. If you are uncertain whether the threat is still active, explain the circumstances to the emergency dispatcher rather than delaying to find a different number.

How to report an unsafe driver safely

1. Create distance

Stay far enough away that the other vehicle cannot easily collide with you. Do not speed up to read a plate, pass close to the vehicle, block it, signal aggressively or attempt to make the driver stop. Never follow the car after it leaves your route. California Highway Patrol’s reporting guidance starts with the same instruction: stay far enough away to avoid danger.

2. Choose the safest way to place the call

  1. If you have a passenger: Ask that person to call. You can continue driving defensively while the passenger gives the dispatcher updates.
  2. If you are alone and can safely leave traffic: Pull over in a safe location before calling. A shoulder is appropriate only when stopping there is lawful and genuinely safer than continuing to a nearby exit, parking area or other refuge.
  3. If stopping is not practical: Use a properly installed hands-free system and keep your attention on driving. If the danger is not immediate, continue to a safe place and call as soon as practical.

Do not type a message, hold a phone to read details, take photographs, adjust a camera or reach for a recording device while the vehicle is moving. Your purpose is to alert responders, not to collect proof at personal risk.

3. Call the correct channel

For an active, serious risk, use 911 or the emergency channel published by the state patrol or agency with jurisdiction. Utah Highway Patrol tells motorists, “If a driver presents a significant risk, call 911.” Nebraska State Patrol similarly says reckless or impaired-driver information requiring immediate response should be reported through conventional methods such as 911 or *55.

Star codes are state-specific, not a national standard. Nebraska and Missouri both publish *55 options, but that does not make *55 valid on every highway. Use your state’s official instructions for any dedicated highway number; when in doubt about an active threat, call 911.

What to tell the dispatcher

Give the dispatcher the facts that let responders find the vehicle and assess the risk. Start with your location and the vehicle’s direction, then describe the car and the behavior. You do not need to gather every detail before calling.

Your location

  • Road or highway name and route number.
  • Direction of travel, such as northbound or eastbound.
  • Nearest exit, cross street, mile marker or recognizable landmark.
  • Your current location if you are moving separately from the reported vehicle.
  • The location of any crash, stopped vehicle, debris or blocked lane.

Say the location out loud even when calling from a mobile phone. New Jersey’s 911 guidance warns that wireless calls do not reveal the caller’s location to operators. 911.gov explains that accurate location information supports call routing and response, but a dispatcher still needs you to state where you are.

Vehicle identification

  • Color.
  • Make, model or broad type, such as pickup, sedan, delivery van, motorcycle or tractor-trailer, if known.
  • License plate characters and state, only if you can see them without moving closer or driving unsafely.
  • Distinctive features such as a roof rack, unusual damage, company markings or a missing panel.

It is acceptable to say that a plate is unreadable or that you are unsure of the make. An incomplete but accurate description is more useful than a guessed plate or model.

Direction and position

  • Which way the vehicle is traveling.
  • Its lane or roadway position, if you can tell safely.
  • Whether it has entered a shoulder, median, ramp or opposing lanes.
  • Whether its direction has changed since you first saw it.

The behavior you actually observed

Describe actions rather than assigning a diagnosis. Useful descriptions include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Weaving across lane lines repeatedly.
  • Driving the wrong way.
  • Making repeated unsafe lane changes.
  • Nearly striking another vehicle, pedestrian, barrier or object.
  • Unable to maintain a lane or control speed.
  • Stopping unexpectedly in a travel lane.
  • Driving at a speed that appears excessive for the conditions.

If you suspect impairment, say that it is a suspicion and explain the conduct that led you to it: for example, “The car has crossed the center line three times and nearly hit the barrier.” Do not state that the driver is intoxicated or impaired as a confirmed fact unless you have information that establishes it. The dispatcher needs observable behavior, not a diagnosis.

Immediate consequences

Tell the dispatcher whether there has been a collision, injury, road obstruction, fire, hazardous-material spill or other immediate danger. If someone appears hurt, say where the person or vehicle is located. Do not stop in an unsafe position merely to investigate.

Your callback information

The dispatcher may ask for your name, phone number or other contact information. Florida Highway Patrol dispatch policy lists caller identity and contact information, a vehicle or suspect description, and information pertinent to the call. If you want to remain anonymous, say so. The same policy says a caller who wishes to remain anonymous should not be badgered for a name, although the dispatcher may still need a way to clarify information.

A concise call format

When the situation is stressful, use a simple sequence:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Where: “I am on westbound Interstate 80 near exit 14, just past the rest area.”
  2. Which way: “The vehicle is continuing westbound.”
  3. What vehicle: “It is a dark blue SUV; I can see a partial plate from this distance.”
  4. What behavior: “It has crossed two lanes without signaling several times and nearly struck a truck.”
  5. What hazard: “There has not been a crash, but traffic is braking behind it.”

Answer follow-up questions clearly. If the vehicle moves, give the newest location and direction. Do not delay the initial call while trying to obtain a complete plate number, exact speed or a recording.

Mobile-phone and location precautions

A mobile call may connect to a call center that is not immediately able to identify your precise position. State the highway, travel direction and nearest reference point at the start of the call. If you cross into another jurisdiction, tell the dispatcher; the call may need to be transferred to the agency that can respond.

Keep the phone on hands-free mode and avoid looking at a map while driving. If a dispatcher asks you to remain on the line, continue only if doing so is safe. If conditions make continued driving dangerous, pull over at the first safe opportunity and explain that you must end the call.

Do not pursue, confront or try to prove the violation

Following a suspected unsafe driver can turn a report into a second hazard. Do not tailgate, race, cut off, box in or intentionally provoke the vehicle. Do not confront the driver at a stoplight, parking area or fuel station. If the driver stops near you, keep your doors locked, create space and call 911 if you feel threatened.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not film while driving. A passenger may record only if doing so does not distract the driver and does not bring the vehicle closer to the danger; recording is optional and never a condition of making a report. Your safety and an accurate contemporaneous description are more important than video.

What if you already have dash-camera footage?

A dash camera is not required to report unsafe driving. If your vehicle already recorded the incident, preserve the original file without editing it. Note the date, approximate time and direction of travel, then ask the relevant agency how it accepts video. Arizona Department of Public Safety materials identify dash-camera and citizen recordings among video materials that may be associated with some incident and collision investigations on an interstate or state highway.

Do not handle the camera, remove a memory card or upload footage while driving. Do not assume that a recording guarantees enforcement or that an agency will accept every file type. Follow the submission instructions provided by the investigating agency.

Reporting channels by urgency and jurisdiction

Channel Use it when Important qualification
911 An unsafe driver presents an immediate or significant danger, or there is a crash, injury or active obstruction. State your location because wireless callers may not be automatically located by the operator.
State highway patrol emergency channel Your state publishes a dedicated highway number or star code for active incidents. Verify the number with the official state patrol; codes differ by state and road.
Agency non-emergency or online process The event is over and no immediate danger remains. There is no uniform national form. Follow the agency with jurisdiction over the road.

Utah directs motorists to 911 for a driver presenting significant risk and to the agency with jurisdiction. Nebraska lists 911, *55 and a toll-free highway helpline for applicable reports. Missouri also publishes state-specific choices for reckless or impaired drivers. These examples illustrate why a number that works in one state should not be presented as a nationwide solution.

How to record details after you are safe

If you had to end the call quickly or the incident was no longer active, write down the details at a safe location. Use a note app only after parking, or use paper carried in the vehicle. Record:

  • Date and approximate time.
  • Highway, route, direction, exit, mile marker or cross street.
  • Vehicle color, type, make or model if known, plate and state if visible.
  • Specific actions and how many times they occurred.
  • Weather, traffic or road conditions that help explain what you observed.
  • Whether a crash, injury, obstruction or near miss occurred.
  • When and through which channel you reported it.
  • Any incident or call reference number the dispatcher provides.

Keep the wording factual. “Moved from the right lane across two lanes without signaling” is stronger and safer than “driver was crazy.” If you are unsure of a detail, label it as uncertain instead of filling the gap with a guess.

Common mistakes and safer alternatives

Mistake Why it creates a problem Safer alternative
Waiting to obtain a perfect plate number The vehicle may leave the area while the danger continues. Call with the location, direction, vehicle description and behavior you already know.
Calling while holding the phone Manual use diverts attention and can create a separate traffic violation or crash risk. Have a passenger call, pull over, or use a hands-free system.
Following the vehicle You may be drawn into a collision or confrontation and make the location less clear. Maintain distance and report the last reliable location and direction.
Declaring the driver intoxicated An inference can be mistaken and may mislead the response. Describe weaving, wrong-way travel, near misses or other observed conduct and say impairment is only suspected.
Using a state star code everywhere Highway patrol systems and codes vary by state. Use 911 for an active threat or verify the local patrol’s official channel.
Stopping to investigate a crash or obstruction Secondary collisions and personal injury can result. Tell 911 what you can see from a safe distance and follow dispatcher instructions.

Examples of useful reports

Weaving on a multilane freeway

“I am eastbound on Route 6 near mile marker 42, approaching the next exit. A silver sedan has crossed from the left lane to the shoulder twice and then back across one lane. It is still eastbound. I cannot safely read the plate. Traffic behind it is braking.”

Possible wrong-way vehicle

“I am northbound on Highway 17 near the airport entrance. A red pickup is traveling south in the northbound lanes toward oncoming traffic. It just passed the median opening and is continuing northbound toward us.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Incident that has ended

“At about 6:20 p.m., I saw a white box truck make three abrupt lane changes on westbound Interstate 4 near exit 9. It exited toward the industrial park and is no longer visible. I am now parked safely and would like the agency’s non-emergency reporting instructions.”

These examples report location, direction, vehicle and conduct without claiming a medical or criminal diagnosis.

What happens after you report

The dispatcher may ask for updates, transfer the call to another agency or provide a reference number. Responders decide whether and how to intervene based on the information available, current location, jurisdiction and immediate priorities. A report is an alert, not a promise of a traffic stop, arrest or other specific outcome. If the driver disappears, tell the dispatcher the last location and direction rather than attempting to keep the vehicle in sight.

If you later receive a request for footage or a statement, use the agency’s instructions and provide only what you know. Preserve original recordings and notes, and do not post identifying information about uninvolved people.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Report an active dangerous driver through 911 or the proper state highway patrol emergency channel, keep your distance, and give the dispatcher your location, direction, vehicle description, plate if safely visible, and specific behavior observed. Your safest accurate report is more valuable than pursuit, confrontation or filming while driving.
