If a driver is creating an immediate danger, contact the emergency number or highway-patrol dispatch responsible for the road as soon as you can do so safely. Give the highway, your last known location, direction of travel, vehicle description and plate if safely visible, and the specific behavior you observed. Do not chase, confront, block or try to stop the driver.
If the incident is over, use the police agency’s non-emergency number, station or official online traffic-reporting route for the place where it occurred. Reporting numbers and procedures are local, so a number used in one state or country may not apply where you are.

First decide whether the danger is active
The correct reporting channel depends primarily on whether the dangerous driving is happening now and whether someone may be hurt. An active threat should be routed to emergency dispatch or the highway patrol service that covers the road. A completed incident generally belongs with the responsible police agency’s non-emergency process.

These are decision categories, not a universal list of phone numbers. For example, Virginia State Police uses #77 for state-police traffic reports, while Washington and North Carolina guidance directs witnesses to 911 for dangerous driving in progress. South Australia Police lists 000 for emergencies and 131 444 for non-urgent assistance. Those examples cannot be substituted for the procedure in another jurisdiction.

How to report a dangerous driver while the incident is happening
- Create distance. Slow down, change lanes or let the vehicle move away when traffic conditions permit. Do not race, retaliate, brake-check, block or follow it to obtain a better view.
- Decide who can safely make the call. If a passenger is present, have that person contact dispatch. If you are alone, use a hands-free method only where it is lawful and safe, or pull over at a safe location before calling. A Pennsylvania driver manual advises using a hands-free device if safe or having a passenger call. Some local police guidance specifically says to pull over first; treat that as local safety advice rather than a rule that applies everywhere.
- Tell the dispatcher this is an active dangerous-driving report. Start with the road and direction, then give the most useful location reference you have: a mile marker, exit, interchange, nearby town or landmark.
- Describe the vehicle and conduct. Give the make, model, color, body style, distinctive damage or markings and the plate if you observed it without taking risks. State exactly what the driver did, such as following within a few feet, crossing lanes repeatedly or passing on the shoulder.
- State where you last saw the vehicle. If you lose sight of it, say so and provide the last location, direction and likely route only if you actually know it. Washington State Patrol specifically asks for the last location, plate if known and direction of travel.
- Follow dispatch instructions and end the observation. Do not keep pace with the vehicle, maneuver alongside it or continue collecting details while driving. The goal is to give authorities a usable starting point without creating another hazard.
Information that makes a report actionable
Dispatchers and investigators need facts that help them locate a vehicle and understand the risk. A short, chronological description is more useful than a conclusion about the driver’s personality or motive.

Describe behavior, not guesses about motive
Words such as “aggressive” and “road rage” can mean different things in different places. The responsible agency applies its own legal definitions, so your account should focus on observable actions.
- Following another vehicle at an unsafe distance or repeatedly accelerating toward it.
- Changing lanes carelessly, cutting across traffic or forcing another driver onto a shoulder.
- Speeding substantially relative to surrounding traffic or racing another vehicle.
- Passing improperly, including on a shoulder or where visibility is limited.
- Running a red light, stop sign or other traffic control.
- Weaving or “snaking” across lanes, crossing lane lines or driving against traffic.
- Performing burnouts, donuts or other deliberate loss-of-control maneuvers.
- Using the vehicle to threaten, ram, sideswipe or pursue another road user.
For example, “a dark pickup moved from the right lane across two lanes, forced a sedan onto the shoulder and continued north past Exit 14” gives dispatch a sequence and location. “The driver was insane” does not.

Protect yourself while reporting
Do not engage or retaliate
Do not make eye contact, gesture, honk repeatedly, pursue the driver, close the gap to obtain a plate, or attempt to force a stop. A confrontation can turn a traffic violation into a collision or assault. North Carolina State Highway Patrol guidance emphasizes not engaging and not closing distance while reporting dangerous driving.
Use a safe stopping plan
If you must stop to call, choose a location away from moving traffic, such as a properly signed rest area or a safe public place. Activate hazard lights only as appropriate for the location and local rules. Do not stop on a narrow shoulder merely to watch the suspect vehicle.
If the driver follows you
Do not drive home, enter a private driveway or pull over somewhere isolated. Keep doors locked, avoid getting out and proceed to a police station, staffed service area, convenience store or another busy public location where witnesses and assistance are available. Contact police and explain that the other driver is following or targeting you. Virginia State Police and Pennsylvania guidance both recommend moving to a safe public place rather than confronting the follower.

Do not use a passenger as a spotter in a dangerous way
A passenger can note details, but no one should lean out of a window, use a phone camera while the vehicle is moving, or encourage the driver to remain beside the suspect. Safety takes priority over a complete description.

What to do when the incident is over
- Identify the agency responsible for the location. Check the official website of the city or county police, state or provincial police, highway patrol or equivalent agency that covers that road. Boundaries can change at municipal limits, and a local agency may redirect a report to another service.
- Use the agency’s non-emergency route. That may be a telephone line, a police station or an official online traffic-report form. South Australia Police, for example, accepts traffic reports by phone, at a station or through its Traffic Watch process.
- Prepare a factual account. Include the date, time, road, direction, last location, vehicle details, conduct and any witness contact information requested by the agency.
- Preserve lawful evidence. Keep an original dash-camera file or notes showing when and where it was recorded. Do not edit the file in a way that removes context, and do not publish another person’s personal information online.
- Ask what happens next. The agency may request a statement, video, contact information or testimony. Follow its instructions rather than sending material to unrelated departments.
Do not assume every jurisdiction accepts anonymous or online reports. The available procedures differ, and the local agency’s current instructions control.

What may happen after you report
Dispatch may send an officer, notify a patrol unit, record the information for later follow-up or determine that no unit is available at that moment. Response depends on current danger, location, available officers and the quality of the identifying information.
A report is not a promise of enforcement. Virginia State Police explains that when an officer did not witness the conduct, a witness may need to provide information and potentially testify. The agency decides whether the available evidence supports a warning, citation, investigation or another action under local law.
If an officer contacts you, give a clear timeline and distinguish what you personally saw from what another person told you. Correct an uncertain plate character rather than repeating it as fact. If you submitted video, retain the original until the agency confirms it no longer needs it.

Common mistakes that reduce safety or usefulness
- Calling the wrong channel for an active threat: A non-emergency form may not be monitored quickly enough when a crash or attack is unfolding.
- Calling while distracted: Holding a phone, typing or filming can create the collision you are trying to prevent and may violate local driving rules.
- Following the vehicle: Pursuit increases risk and can cause authorities to lose the distinction between witness and participant.
- Reporting a diagnosis or motive: Claims that a driver is drunk, mentally ill, angry or criminal are guesses unless you have direct, reliable evidence. Describe actions instead.
- Giving a plate without a location: A registration number alone may not tell dispatch where the vehicle is headed. Always give the last known place and direction when possible.
- Assuming one number works everywhere: Emergency and highway-patrol numbers differ by country, state, province and road authority.
- Posting first and reporting later: Social-media speculation can expose personal information, alert the driver or compromise useful evidence. Use the official agency route.
- Expecting guaranteed punishment: A report initiates information-gathering; it does not guarantee an immediate stop, ticket, arrest or prosecution.
A concise script for an emergency call
You can adapt this structure without reading a long story:
“I’m on [highway or road], traveling [direction], near [exit, mile marker or landmark]. A [vehicle description and plate if safely known] is [specific dangerous actions]. I last saw it at [location], continuing [direction]. [Anyone in immediate danger or injured]. I am [moving away, stopped safely or at a public location].”
Answer the dispatcher’s questions, keep the line open as directed and do not continue observing the suspect vehicle merely to provide updates.
A checklist for a later report
- Date and approximate time.
- Road, jurisdiction, direction and precise location or nearest landmark.
- Vehicle color, type, make or model if known, markings and plate details observed safely.
- Chronological description of each dangerous action.
- Traffic, weather or road conditions that help explain what you saw, without speculating about intent.
- Your contact information and any passenger or independent witness information requested by the agency.
- Availability of an original dash-camera file or other lawful recording.
Why precise language matters
“Aggressive driving” and “road rage” are everyday descriptions, not universal legal categories. Pennsylvania’s state announcement describes road rage as a criminal offense that can escalate to an assault involving a vehicle or other dangerous weapon, while Ohio State Highway Patrol says road rage is not a specific offense by that name under Ohio law. The same conduct may therefore be classified differently across jurisdictions. Reporting the actions, location and sequence lets the responsible agency apply the law that actually governs that road.
Robert Schaeffer, executive director of the Highway Safety Network, said in a Pennsylvania State Police announcement: “Aggressive driving can be triggered by heavy traffic and drivers in a rush. This type of driving plays a major role in crashes and fatal collisions.” Whatever label local law uses, creating distance and making a factual report is safer than trying to discipline the driver yourself.
