If a robotaxi is blocking a fire truck, ambulance, or another emergency response in an active incident, call the local emergency number first—911 in the United States. Tell the dispatcher the exact location, what access is blocked, and how the vehicle is interfering. Do not wait for a regulator or customer-support form, and do not approach the vehicle or put yourself in traffic to gather evidence.
After emergency help is moving or the incident has ended, preserve the facts and file a safety complaint with the appropriate regulator. In the United States, NHTSA accepts reports from witnesses of automated-vehicle safety problems. California and Texas provide additional state channels, and an operator may have its own reporting route. Those channels document and review a safety issue; they are not emergency dispatch services.

1. Get emergency help moving before you file anything
Call the emergency number for a live obstruction
When an ambulance, fire engine, rescue vehicle, or other emergency response is being delayed, use the local emergency number immediately. In the United States, that is normally 911. Give the dispatcher the street address or nearest intersection, the direction the emergency vehicle is traveling, and the way the robotaxi is blocking access. Explain whether the emergency vehicle is trying to reach a person, leave a scene, enter a driveway, or pass through an intersection.

Do not create a second hazard
- Do not step into the roadway, stand between the robotaxi and the emergency vehicle, or attempt to direct traffic unless you are an authorized responder.
- Do not use a phone while driving. Pull over legally or ask a passenger to make the call.
- Do not open, enter, move, disable, strike, or tow an autonomous vehicle. Its controls, sensors, and remote-support procedures are intended for trained responders.
- Do not delay emergency care while trying to obtain a license plate, photograph, or video.
If you are already at a safe location, tell the dispatcher what you personally observed and remain available for follow-up. If the obstruction clears before you connect, still report the location, the emergency vehicle’s route, and the apparent delay.
2. Record the event only when it is safe
Once immediate emergency communication is underway or complete, write down the details while they are fresh. A precise account is more useful than a dramatic description. Separate what you saw yourself from what another person told you.
Core facts to preserve
- The calendar date and local time, including the time zone if you were traveling.
- The exact address, intersection, highway entrance, driveway, or other access point.
- The robotaxi’s operator or visible brand, vehicle color and body style, roof equipment, fleet markings, and license plate if you could see it without approaching.
- The emergency vehicle involved: ambulance, fire engine, rescue unit, police vehicle, or another response vehicle.
- What was blocked: a lane, intersection, fire station entrance, hospital driveway, accident scene, or route around a hazard.
- The sequence of events: where the robotaxi stopped, what the emergency vehicle attempted, whether responders used lights or sirens, how the robotaxi moved or remained stopped, and how the obstruction ended.
- Any apparent delay, rerouting, backing maneuver, or need for responders to leave their normal path.
- Whether anyone appeared injured and whether you called emergency services.
Preserve original evidence
If you lawfully obtained a photograph, video, dash-camera file, or document without endangering yourself, keep the original file. Do not crop, enhance, overwrite, or rename it in a way that removes the original metadata before submitting it. A private regulator or operator channel is generally preferable to publicly posting faces, license plates, medical details, or the location of a vulnerable person. If a form accepts uploads, follow its file-size and format instructions and retain a copy of what you submitted.
3. Choose the reporting route
You can use more than one route when the circumstances justify it. The right choice depends on urgency, location, and whether you are reporting to a public agency or the company operating the vehicle.

4. File a federal safety complaint with NHTSA
Who may file
NHTSA says anyone who witnesses an automated-vehicle safety issue can report it online or call the Vehicle Safety Hotline at 888-327-4236. Hotline staff who speak English and Spanish are listed as available on weekdays from 8 a.m. to 8 p.m. Eastern Time. You do not need to be a passenger, the owner of a vehicle, or a person involved in a collision to report what you witnessed.

How to prepare the submission
- Gather the date, local time, and exact location.
- Identify the vehicle as accurately as you can, including the operator, visible fleet markings, vehicle description, and plate if safely observable.
- Describe the emergency vehicle and the access that was blocked.
- Write a chronological account using direct observations. For example, state that you saw the robotaxi stop across an intersection and saw an ambulance wait or reroute; do not state an unverified medical outcome as fact.
- Explain whether emergency services were called and whether the obstruction eventually cleared.
- Attach only evidence collected safely and lawfully, and keep your original files.
- Submit the complaint through NHTSA’s current online channel or call the hotline if a phone report is more practical.
NHTSA considers complaint information with other sources to identify possible safety issues and trends. Filing creates a record for the agency, but it does not guarantee that NHTSA will open an investigation, contact you, or resolve the individual event.
5. California: report an autonomous vehicle to the DMV
California DMV accepts incident reports and safety concerns involving autonomous vehicles operating on California public roads through its AV Incident Form. Use the current DMV form and follow its instructions for location, vehicle identification, narrative, and attachments. The DMV also directs people with federal automated-vehicle safety complaints to NHTSA’s Automated Vehicle Complaint Form, so a California witness may use both routes when the event has broader safety significance.
California’s Public Utilities Commission describes the DMV and CPUC as AV oversight agencies. It also describes enhanced operator reporting that includes trip-level incidents, non-collision incidents, and stoppage events. Those operator reporting obligations do not replace a witness complaint. If a robotaxi blocks an emergency vehicle without colliding with anything, describe it as a non-collision obstruction and explain the effect on emergency access.
Information that helps a California filing
- Name the city, street, and nearest cross street rather than relying only on a landmark.
- State whether the vehicle was on a public road, in a station area, at a curb, or at a private entrance.
- Identify the emergency vehicle and the lane, driveway, or route it could not use.
- Explain what you observed about the robotaxi’s stopping, movement, or eventual release of the route.
- Provide contact information only if you are comfortable being contacted for clarification.
6. Texas: use the TxDMV public complaint process
Texas has a public complaint process for serious public-safety concerns involving commercially operated automated vehicles. Confirm the current TxDMV form, scope, and submission requirements before filing. In the narrative, state why the incident presented a serious safety concern, identify the location and operator if known, and describe the effect on the emergency response without exaggerating what you could not see.
Do not confuse a complaint with a responder plan
Texas law requires applicable commercial driverless-vehicle operators to provide the Department of Public Safety with a first-responder interaction plan. Those plans cover communication with fleet support and procedures for safely removing or towing a vehicle. Texas DPS publishes responder plans as operational guidance; they are not public witness complaint forms.

The Texas Tesla Robotaxi plan, version 1.3, describes a trained first responder stopping the vehicle with emergency lights and sirens, waiting for the vehicle’s hazard signal, and contacting Tesla Robotaxi Support. That procedure is for responders who have the training and authority to use it. A bystander should not imitate it, attempt to stop the robotaxi, enter it, move it, or disable it. Call emergency services and let authorized responders handle the vehicle.

7. Notify the operator when its channel fits the incident
After the public-safety report, identify the operator from safe observations and look for its current official safety, incident, or support channel. Operator contacts vary by company and city. Use the channel that accepts third-party witness reports when one exists, and state clearly that this was an obstruction involving an emergency vehicle rather than a collision if nothing was struck.
Why an accident form may not be the right form
Tesla provides an accident report form for people involved in or witnessing an accident, along with separate first-responder resources. Its form demonstrates useful fields such as incident date, time, location, license plate, incident category, injury status, detailed description, evidence uploads, and contact information. Because that form is framed around an accident, do not assume it accepts every non-collision blockage. If no suitable operator form is available, submit the regulator complaint and retain your evidence rather than forcing the event into an inaccurate category.
What to tell the company
- Say that the report concerns emergency access and identify the fire truck, ambulance, or other responder.
- Give the location, time, direction of travel, and a concise chronology.
- Distinguish what you saw from statements made by responders or other witnesses.
- Ask for a confirmation number or receipt if the channel provides one.
- Avoid including unnecessary medical information or publishing sensitive files when a private submission option exists.
8. Write a clear incident narrative
A strong narrative lets an investigator understand the safety problem without guessing. Put the essential facts first, then add context.
- Open with the date, local time, and precise location.
- Identify the robotaxi and the emergency vehicle.
- Describe the blocked route or access point.
- Give the sequence in time order, including lights, sirens, attempted maneuvers, waiting, rerouting, or release of the path.
- State the outcome you observed and avoid claiming an injury, delay length, or cause that you did not personally establish.
- List the evidence attached and explain how it was collected safely.
For example, a useful account would say that you observed a marked autonomous vehicle stopped at a named intersection at a specific time, saw a fire engine approach with emergency lights, watched the engine wait or take another route, and saw the robotaxi clear the path later. It would not infer the fire engine’s destination or state that a person was harmed unless you actually knew that.

9. Common mistakes and how to avoid them
Waiting to file until after the emergency is over
Do not use a later complaint as a substitute for emergency dispatch. The first call is about getting responders through; the regulator and operator reports create a record for review afterward.
Approaching the vehicle for a better photograph
A plate or close-up image is not worth entering traffic or interfering with responders. Report that the plate was not safely visible instead of guessing.
Calling a responder plan yourself
First-responder plans are written for trained personnel and fleet-support coordination. They do not authorize a bystander to stop, enter, tow, or disable the robotaxi.
Reporting hearsay as fact
Use phrases such as “I saw,” “I heard from another witness,” and “I could not determine.” This distinction protects the accuracy of the complaint.

Assuming every operator uses the same form
Some companies separate collision reporting, rider support, law-enforcement contact, and first-responder resources. Check the current official channel and do not label a non-collision event as an accident merely to make a form accept it.

Posting sensitive evidence publicly
Public uploads can expose patients, bystanders, plates, and exact emergency locations. Submit originals privately when possible and redact or withhold sensitive material unless the receiving agency requests it.
10. What happens after you report
Emergency dispatch handles the immediate response under local procedures. NHTSA, a state agency, or an operator may review the information alongside other complaints, incident records, or required reports. An agency may contact you for clarification, but there is no guarantee of an individual response or investigation. Keep your submission confirmation, the original evidence, and a note of when and where you filed.
If you later remember a material fact, submit an update through the same case or complaint channel rather than creating contradictory accounts. If the event occurred in another state, use that state’s current automated-vehicle or motor-vehicle complaint route in addition to NHTSA when appropriate. California and Texas are examples of state systems, not a complete nationwide directory.

“An Automated Vehicle That Cannot Safely Interact With First Responders is a Danger to the General Public.”
NHTSA Administrator Jonathan Morrison used that sentence as the headline of the agency’s July 8, 2026 public call to action about reported interference with first responders. It is a statement about the safety significance of the reported problem, not a finding that every operator or every robotaxi incident has the same cause or outcome. Your report is most useful when it documents the specific vehicle behavior, emergency access problem, and conditions you actually observed.
