There is no single complaint form for every vehicle camera. First identify who operates it and what you believe happened: a driver’s dashcam, an automaker’s connected-car service, and a government license plate reader raise different issues and point to different reporting channels. For urgent danger, call 911 or local police.
Choose the reporting route that fits the camera
Separate the camera’s presence from the conduct you are concerned about. A camera recording may be lawful in one setting while a particular way of collecting, keeping, accessing, sharing, or using its data raises a separate issue. The appropriate channel depends on the operator, the alleged conduct, and where it happened.

These are starting points, not a guarantee that an office has jurisdiction over a particular complaint or will investigate it. State processes differ, and the examples below are US-specific.
Report a business or connected-car data concern
Keep the company name, the service or vehicle involved, the relevant privacy policy or enrollment screen, approximate dates, and any messages you exchanged with the company. Describe the specific practice you question—such as collection without meaningful notice or data sharing you believe was not disclosed—rather than assuming that the existence of a camera proves wrongdoing.

State privacy regulator or attorney general
If your state has a privacy agency or accepts privacy complaints through its attorney general, check that office’s complaint instructions. In California, the state directs people who believe their privacy rights were violated to the California Privacy Protection Agency’s complaint form. The agency says complaints may help it monitor compliance or inform enforcement; it does not represent individual consumers or act as their attorney.
Texas’s attorney general provides a privacy rights complaint process for alleged unlawful collection, sharing, or mishandling of personal information. Its guidance asks for a clear description, relevant dates, business details, prior communications, and supporting documents if available. Texas says complaints are public; do not include Social Security numbers, government-issued identification, birth dates, or financial account numbers. Other states may use different forms, laws, and standards.
Federal Trade Commission
Consider the FTC when the concern involves potentially unfair or deceptive business conduct—for example, a claim that a connected-car service’s enrollment or data disclosures were misleading. In January 2025, the FTC announced an action concerning GM and OnStar based on allegations that some users’ precise geolocation data was collected as often as every three seconds. That frequency and description concern the FTC’s allegations in that matter; they are not a finding about all vehicles or cameras. The announcement linked consumers to ReportFraud.ftc.gov for fraud, scams, and bad business practices. Check the FTC’s current information before describing the status or outcome of that matter.

Report a government license plate reader concern
Automated license plate readers capture plate images and can record when and where a vehicle is encountered. If you suspect a public agency’s system was used or shared improperly, identify the agency, the system if known, the location, and the specific use or sharing at issue. Raise the concern with the agency’s complaint or oversight contact and check whether your state attorney general has a relevant process. State law matters; a complaint about one state’s agency does not establish a nationwide rule.
For context, the California attorney general announced a lawsuit in October 2025 alleging that El Cajon shared ALPR data with federal and out-of-state agencies in violation of California law. The announcement described allegations and requested court relief, not a final ruling. Arizona’s attorney general announced a review of Flock and similar ALPR systems in August 2026; that is an announced review, not completed findings. These developments show state-level scrutiny, not a uniform rule for public camera systems across the United States.

If someone is in immediate danger, call 911 or local police. The FBI’s reporting guidance identifies the Internet Crime Complaint Center (IC3) for cyber-enabled fraud, scams, and threats or intrusions. An ordinary privacy concern about a camera may not fit those categories. IC3 complaints may be referred to other agencies, and follow-up is discretionary; it is not a general privacy regulator.

Prepare a clear, useful complaint
Before submitting a report, assemble facts that let the receiving office understand what happened without relying on assumptions.
- Who: The business, vehicle owner, automaker, service provider, or public agency you believe operates the system. Distinguish what you know from what you infer.
- What: The conduct at issue—such as collection, retention, access, disclosure, audio recording, or a particular use of footage or data.
- When and where: Approximate dates, times, and locations, plus the vehicle or agency identifiers you observed lawfully.
- Why you are concerned: The notice, policy, consent screen, communication, or firsthand observation that supports your concern.
- What you have already done: Any request or complaint to the company or agency, its response, and any existing case or complaint number.
- Supporting material: Keep copies of relevant public notices, app screens, privacy policies, correspondence, and other records. Submit only what the receiving office requests or needs.
Read the recipient’s privacy notice before filing: a complaint may be public or referred to another agency. Avoid unnecessary sensitive personal information. Do not trespass, interfere with equipment, or publish another person’s personal information to investigate the issue.

Check local law before claiming a violation
Audio recording, cabin recording, notice, and camera placement can raise different legal questions. Requirements vary by state and context, so avoid treating a rule that applies in one place or setting as universal. A 2022 Future of Privacy Forum resource for rideshare drivers discusses differing US requirements and recommends transparency and limiting review or sharing to incidents that require it; because it is dated guidance, it should not be treated as current legal advice. For advice about your circumstances, consult a qualified attorney in the relevant jurisdiction.
