Report the obstruction to the city or local authority that handles 311, sidewalks, public rights of way, or personal delivery devices. Include the exact location, time, how the robot affects passage, and a photo or visible device identifier when it is safe to collect them. If the city gives an operator contact as well, use that route as directed. Do not push, block, move, open, or otherwise tamper with the robot.
Start with the city or local authority
There is no universal phone number or website for a delivery robot blocking a pavement. Reporting rules are set locally, and the correct route may be a general 311 service, a blocked-sidewalk form, a right-of-way complaint, a personal-delivery-device page, or a contact for the permitted operator.

Use the city website for the place where the robot is located. Search for combinations such as delivery robot, personal delivery device, blocked sidewalk, sidewalk obstruction, right-of-way obstruction, and 311. If the city has a robot-specific form, use it. If not, choose the general service for an object blocking a pavement, sidewalk, public walkway, or curb ramp.

What to record before you submit a report
A report is most useful when an investigator can find the device and understand the effect on people using the route. Write down the details while they are fresh, but do not approach a moving, unstable, or otherwise hazardous robot.
- Exact place: Give the street address, nearest intersection, building entrance, side of the street, and any useful landmark. If the robot is near a crossing, bus stop, driveway, or curb ramp, say so.
- Time: Record when you saw the obstruction. If it remained in place, note the start and end times or say that it was still present when you reported it.
- What is blocked: Describe whether the robot occupies the pavement, narrows the clear path, blocks a curb ramp or access point, or forces people into a roadway or another unsafe route.
- Whether people can pass: State plainly whether someone on foot, using a wheelchair, pushing a stroller, or carrying a bicycle can get through without entering traffic or moving the robot.
- Device details: Add the operator name, color, markings, or serial number if it is plainly visible. Washington, DC specifically asks for the robot’s serial number when possible.
- Photo: Attach a photograph if the reporting system accepts one and you can take it from a safe position. A wide view showing the robot’s position and a closer view of its markings can help document the complaint.
Describe observable facts rather than guessing at a legal violation. “The robot is across the curb ramp at 14:20 and people using the pavement must enter the road” is more actionable than a conclusion about which regulation was broken.
Choose the right reporting route
| Situation | Usually appropriate route | Information to include |
|---|---|---|
| Routine obstruction with no immediate danger | City 311, blocked-sidewalk, public-space, or right-of-way service | Location, time, obstruction description, passability, photo, and identifier |
| City provides a personal-delivery-device or robot category | That dedicated municipal form or hotline | All requested fields, including any device or permit details |
| Local instructions list a permitted operator | Operator contact, either in addition to or instead of the city form as directed | Time, location, violation or safety concern, and serial number if visible |
| Sidewalk or pedestrian facility is inaccessible because of the device | General obstruction report and, where available, a separate accessibility-barrier process | Barrier location, how the clear route is narrowed or blocked, and accessibility impact |
| Someone is injured or there is immediate danger | Your area’s urgent-response or emergency procedure, not a routine queue | Immediate hazard, exact location, injuries, and any information requested by responders |
A routine 311 ticket and an operator message serve different purposes. The city can address a public-right-of-way obstruction or recurring pattern; the operator may be able to locate, disable, or recover a particular device. Use both only when the local instructions support doing so, and keep the confirmation number from each report.
Step-by-step reporting workflow
1. Move yourself to a safe position
Do not stand in traffic, step into a cycle lane, or reach around the robot to photograph it. If the pavement is blocked, choose a safe place from which to observe. Do not touch the device to read a label or make a path.
2. Identify the responsible jurisdiction
Look at the city, town, county, or transport authority website for the location. A boundary can change which 311 service or public-works department receives the complaint. Search the site for the terms listed above and read the current instructions rather than selecting a generic category at random.
3. Capture the essential facts
Note the address or nearest intersection, time, route affected, whether passage remains possible, and any visible operator or serial number. If the device moves before you submit the form, report where it was and when you saw it; do not chase it.

4. Photograph only when practical
Take a photo from a safe position that shows the obstruction in context. Avoid photographing people unnecessarily, and do not approach the robot solely to obtain a serial number. Portland’s right-of-way reporting process asks for photos when a sidewalk or public walkway is blocked or difficult to use; other systems may have different upload rules.

Choose the category that most closely describes a blocked sidewalk, public walkway, right-of-way, or personal delivery device. In the description, state the facts in order: where, when, what is blocked, how people are affected, and what identifying information is visible.
6. Contact the operator when local guidance says to
Some cities display the permitted company’s contact details on the device or on the agency page. Send the same factual report there when the city directs residents to do so. Do not use an unverified number found in an old post or third-party directory.
7. Save the case number
Keep the ticket, email, or confirmation number. It allows you to add information, check status, or report that the obstruction remains. If you submit a second report, identify the earlier case instead of creating duplicate descriptions of the same event.
8. Report a continuing or repeated problem accurately
If the robot is still blocking the route, provide the new observation time and say that it is a continuing obstruction. For repeated incidents at the same location, list the dates and times you personally observed rather than claiming a pattern you did not document.
City-specific examples in the United States
The following examples show why the correct route depends on the jurisdiction. They are not a complete directory, and pages, operators, and contact details can change.

Alexandria, Virginia
Alexandria routes reports about a malfunctioning or obstructive personal delivery device through Alex311. Use the keyword personal delivery device when submitting a comment or report. The city’s page, updated December 12, 2025, identifies Serve Robotics as an operator in Alexandria; verify the current page before relying on operator information.
Alexandria explicitly instructs residents not to push, block, or tamper with a personal delivery device. Describe the obstruction and location in Alex311 instead of trying to clear it yourself.
Washington, DC
Washington, DC distinguishes between operator and agency contacts. For illegal or dangerous operation, the District directs people to the permitted company’s contact details displayed on or listed for the device. The report should include the time, location, and type of violation or concern, with the serial number if it is visible.
The District Department of Transportation also lists [email protected] and 202-671-2700 for concerns. Check the current agency page because the list of permitted companies and instructions can change.
Los Angeles
Los Angeles’ public-right-of-way service-request system includes personal delivery device issues such as improper parking or inoperability. Select the closest current category and explain how the device affects the pedestrian route.
A person with a mobility disability, or someone representing that person, can also review the city’s separate Access Request process for a public pedestrian-facility barrier. That process asks for a description and location of the barrier and includes obstructions that narrow sidewalk width. It is a Los Angeles-specific accessibility option, not a nationwide form.

Portland, Oregon
Portland uses a general right-of-way obstruction report that routes information to the appropriate city entity. The form asks for photos when a sidewalk or public walkway is blocked or hard to use. It is general obstruction guidance rather than a robot-specific program, so describe the device and its effect on the walkway in the narrative.
New York City
NYC311 lists a “Blocked Sidewalk or Street” category for an object or activity. The directory does not specifically name delivery robots, so read the current category instructions and explain that the object is an autonomous delivery device, where it is located, and whether the clear pedestrian route is blocked.
When a curb ramp or accessible route is blocked
Say exactly which access feature is affected. A robot that leaves some room on a straight pavement may still block a curb ramp, tactile crossing surface, doorway, or turning area. Mention the feature by name and explain whether a person using a wheelchair or mobility aid would have to enter the road, reverse, or take a longer route.
Use the ordinary city obstruction channel even when you are not eligible for a special accessibility process. Where the city offers a dedicated barrier or access request, submit that as an additional route when its eligibility and instructions fit your situation. Los Angeles provides one example of such a process; other jurisdictions may not.
Do not move the robot to create an accessible path. A device can restart, move unexpectedly, contain a hot or sharp component, or be positioned in a way that creates another hazard. A clear description and photograph from a safe distance give officials evidence without putting you or others at risk.
What not to do
- Do not push or drag it. Alexandria’s guidance expressly prohibits pushing a personal delivery device.
- Do not block it in retaliation. Placing an object around it can create a second obstruction and may prevent the operator or officials from recovering it.
- Do not tamper with controls, panels, sensors, cargo, or cables. Interference can damage the device, create liability questions, or make it harder to determine what happened.
- Do not follow it into traffic. If it begins moving, let it go and report the original location and time.
- Do not confront another person over the device. Use the official route and describe conduct you observed rather than escalating an argument.
- Do not publish private information from labels or photographs. Share identifying details with the reporting authority only as needed for the complaint.
Routine obstruction versus immediate danger
Routine obstruction
Use 311, a blocked-sidewalk form, a right-of-way service, or the local personal-delivery-device channel when people can remain safe while passing or waiting. Include the complete location and evidence, then retain the case number.

Immediate danger or injury
If the robot is in a live traffic lane, causes a collision, traps someone, or is associated with an injury, use the urgent-response procedure for your location rather than relying only on a routine service queue. Tell the responder that an autonomous delivery device is involved and give the exact location. The reviewed city guidance does not establish one emergency number or one universal escalation process for every place.
Repeated obstruction
For recurring incidents, report each occurrence through the designated channel and reference earlier case numbers. A short log containing dates, times, locations, and photographs can help an agency identify a repeated operational problem without requiring you to approach the devices.
How to write the description
A concise, neutral description usually works best. You can adapt this structure without claiming a legal violation:

Replace the bracketed wording with facts that apply to your observation. If you do not know the operator or serial number, say so; do not guess. If the device moved, include the time you last saw it and where it was heading only if you actually observed that.
After you report
- Keep the confirmation number, email, or screenshot.
- Check whether the service allows an update or attachment after submission.
- If the obstruction remains, submit a follow-up with the new time and the original case number.
- If the city directs you to the operator, use the current contact shown by the authority or on the device, not an old directory listing.
- For an accessibility barrier, state the specific pedestrian feature affected and use any separate access-request process offered by the city.
The essential rule is simple: document the place and impact, send the report through the local authority’s current channel, add the operator route when instructed, and leave the device untouched.
