A private driveway or enclosed property is not the same as a public road; for normal Shillong traffic, wait until the registration and number plate have been issued.

Check the scooter and purchase file before you leave the dealer

The manufacturer’s published figures for the Mystery are a top speed of 45 km/h and above, up to 100 km of range and a 4–5-hour charging time for its lithium battery. Range is a manufacturer-listed maximum, not a guarantee for every Shillong route, load, temperature or riding style.
The manufacturer lists a starting price of ₹78,051 ex-showroom. “Starting” and “ex-showroom” do not mean the amount you will pay to put a plated scooter on the road. Registration, road tax, high-security registration plate (HSRP), insurance, accessories and any applicable subsidy adjustment can change the final amount.
Buy through an authorised dealer
Use an authorised Zelio dealer and request a written, itemised sale file. The invoice should identify the buyer, vehicle and price clearly enough for the transport and insurance records to match. If the dealer offers to handle registration, obtain a receipt or acknowledgement showing what was submitted and which office or workflow is being used.

2. Ask the dealer about the current Meghalaya workflow
Meghalaya’s transport procedure uses the state registration process and the relevant private-vehicle forms. A dealer may submit through the Vahan workflow where that service is offered. Because online and counter procedures can change, ask the dealer to identify the exact current route and confirm it with DTO Shillong before paying a service charge.
For a self-managed application, contact the Meghalaya Transport Department or DTO Shillong and ask for the current form names, document order, payment method, inspection requirement (if any) and acknowledgement process. Use the office’s current instructions rather than an old checklist copied from another state.
3. Submit the application and supporting file
Provide the invoice, insurance certificate, identity proof, Shillong address proof, photographs and the applicable registration forms. Ensure the chassis or vehicle identification details entered by the dealer match the scooter and invoice. Keep the submission acknowledgement or application number; it is the fastest way to ask about a delayed card or plate.
4. Pay registration, hypothecation and road-tax charges
Meghalaya states that registration and hypothecation fees are payable and that road tax depends on the sale amount and vehicle age. The available information does not establish a single fixed Shillong amount for a Zelio Mystery. Electric-vehicle treatment can also change under state policy, so request a written breakdown before payment.
Ask the dealer or DTO to separate these items:
- Registration fee.
- Road tax, including the basis used for the calculation.
- Hypothecation fee or endorsement, if the scooter is financed.
- HSRP charge.
- Dealer processing or facilitation charge, if any.
- Insurance premium and policy type.
Do not treat an online “on-road” figure as an official DTO demand. It may omit charges that are calculated only when the application is processed.
5. Wait for approval and the registration certificate
Do not ride in public traffic while the application is merely submitted or while a temporary dealer promise is pending. The compliance point is the completed registration, not the existence of an invoice.
6. Obtain the HSRP and number plate
Meghalaya’s published guidance says that HSRP is affixed for vehicles registered at DTO Shillong at the Commissioner’s Office, Sawlad. Confirm the appointment or collection instruction with the DTO or dealer. Check that the registration number and vehicle details on the plate and registration certificate agree before leaving.

7. Keep the completed file on the scooter
Carry the registration certificate or its legally accepted digital equivalent, the insurance certificate, the driving licence and any required identification while riding. Keep the original purchase and payment file safely at home, with readable scans available if a document is lost.

Third-party insurance is the minimum legal cover
For a Zelio Mystery, third-party insurance is the minimum required before public-road use. It covers the legal third-party liability component; it is not a promise to repair your own scooter after every incident. The policy must be valid when you ride, not merely purchased for a future date.
Buy the policy before delivery or before the first road trip, and check that the insurer’s certificate identifies the correct electric scooter and owner. Keep the policy number, insurer contact details and renewal date with the registration documents. Compare current electric-scooter insurance quotes in Meghalaya because premiums, taxes, add-ons and insurer availability change.
Comprehensive cover is optional
A comprehensive policy can add own-damage and theft protection alongside third-party liability. Whether the additional premium is worthwhile depends on where the scooter is parked, the theft and collision risk you accept, the vehicle’s value and the policy’s deductibles and exclusions. Read the wording for battery, charger, flood, fire, accessories and roadside-assistance treatment rather than assuming that every electric component is covered identically.
Third-party cover remains mandatory even if you decide that comprehensive own-damage protection is too expensive. Conversely, comprehensive cover does not remove the need for a valid licence or registration.

Record the policy expiry date and renew before it lapses. A registration certificate does not substitute for current insurance. If ownership, address or financing changes, ask the insurer whether the policy and registration records need an endorsement.
How much will a Zelio Mystery cost in Shillong?
There are two useful but different reference points. Zelio lists a starting ex-showroom price of ₹78,051. A ZigWheels listing updated in October 2026 showed ₹91,901, made up of ₹88,034 ex-showroom and ₹3,867 insurance. That listing displayed RTO and other charges as unavailable, so it is an indicative market listing rather than an official DTO Shillong invoice.

Before paying a deposit or balance, ask for one written “amount payable” sheet that separates ex-showroom price, registration, road tax, HSRP, insurance, hypothecation, accessories and any subsidy adjustment. This prevents an online estimate from being mistaken for a final Shillong price.
Meghalaya EV subsidy: what is known and what must be verified
The Government of Meghalaya announced on 18 November 2025 that it had launched an EV Subsidy Portal for electric vehicles registered in the state. The announcement asked owners to register on the prescribed portal within three months of the launch date and directed applicants to the Transport Department portal.
The existence of the portal does not establish that every 2026 Zelio Mystery purchase qualifies. The available announcement does not settle the current eligibility criteria, the treatment of this specific model, the amount of any benefit or whether the launch-window deadline has been extended. Verify the live rules at megtransport.gov.in before pricing the scooter on the assumption that a subsidy will be paid.
Questions to ask before relying on a subsidy
- Is the scooter registered in Meghalaya and in the applicant’s name?
- Is the Zelio Mystery, in the exact purchased variant, listed as eligible?
- Does the portal still accept applications for the purchase date?
- What invoice, registration certificate, bank details and photographs are required?
- Is the benefit applied by the dealer at purchase or reimbursed later?
- What happens if the application is rejected or the portal deadline has passed?
Save the portal acknowledgement, submitted documents and any approval or rejection notice. Do not subtract an unconfirmed subsidy from the amount you budget for registration and insurance.

Once the registration, HSRP, insurance and licence requirements are satisfied, complete a short handover check before regular Shillong riding:
- Match the registration number and chassis details on the RC, insurance certificate and scooter.
- Confirm that the insurance policy is active and note its renewal date.
- Carry a valid driving licence appropriate for the scooter.
- Wear a certified two-wheeler helmet and use the scooter’s lights, indicators and brakes correctly.
- Read the charging instructions and use the supplied charging equipment as directed.
- Plan around the manufacturer’s 4–5-hour lithium charging time rather than expecting a quick fuel-style stop.
- Treat the “up to 100 km” range as a maximum published figure and leave reserve for hills, traffic, passenger weight and weather.
- Keep emergency contacts, the insurer’s claim number and the registration details accessible.
A helmet and safe riding do not cure a paperwork gap. If the plate has not been issued, insurance has lapsed or the rider lacks the required licence, postpone the road trip and resolve the missing requirement first.

High-speed versus low-speed electric scooters
Buyers sometimes assume that every electric scooter avoids registration. That assumption applies only where a vehicle genuinely meets the applicable low-speed exemption; it does not describe the Mystery as presented by Zelio. The practical difference is substantial.

If a dealer describes a Mystery as “no registration needed,” ask for the legal basis in writing and reconcile it with Zelio’s own statement that a Mystery requires a driving licence, RTO registration and at least third-party insurance. Do not rely on a generic claim about another electric model.
Common problems and how to resolve them
The dealer quote has one unexplained on-road number
Request a line-by-line sheet. Separate ex-showroom price, insurance, registration, road tax, HSRP, hypothecation and dealer fees. If RTO charges are marked unavailable, contact DTO Shillong for the current calculation instead of accepting an estimate as final.
The policy has the wrong name or vehicle details
Ask the insurer to correct the certificate before registration submission. A mismatch can delay processing and complicate a later claim.

Use the acknowledgement or application number to ask the dealer or DTO Shillong for status and the HSRP fitting instruction. Do not treat submission as permission to ride publicly.
The scooter is financed
Tell both the dealer and lender at the start. Meghalaya identifies hypothecation fees, and the registration record may need the financier’s interest recorded. Confirm the endorsement before collecting the RC.
The subsidy portal will not accept the application
Check the current eligibility notice and deadline on the Transport Department portal. Keep screenshots or acknowledgement records, but do not assume that a technical submission error proves eligibility or guarantees payment.
