A steering-wheel lock may deter opportunistic thieves, an immobiliser can prevent an unauthorized start, and a tracker can help police locate the vehicle, but none guarantees prevention or recovery.
What cross-border car theft means for an owner
Cross-border theft is part of a wider transnational vehicle-crime problem. Public Safety Canada describes auto theft as “an increasingly transnational criminal phenomenon that requires international and cross-jurisdictional collaboration.” A stolen vehicle may be moved through several police jurisdictions, concealed in a shipment, or exported through a port before its owner has time to react.

That international dimension changes the practical goal. You cannot personally stop every export route or investigate a suspected theft. You can reduce the chance of an easy theft, increase the work required to start or move the car, create an earlier alert, and give police and your insurer usable information quickly.

The right combination depends on the vehicle, its keyless-entry system, where it is normally parked, the country involved, and your insurance policy. Ask the manufacturer or dealer which equipment is compatible and ask your insurer what security measures it recognizes or requires. No universal device standard or best product has been established for every market.

Use four security layers instead of relying on one device
| Layer | Primary job | Useful actions | Important limitation |
|---|---|---|---|
| Access control | Stops an opportunist from entering or using the car easily | Take the key, lock doors and windows, protect spare fobs, check that the car actually locked | Electronic signals can be jammed, and a careful thief may defeat ordinary locks |
| Visible deterrence | Makes the vehicle look slower or harder to steal | Use a properly fitted steering-wheel lock; consider security-rated pedal or gear-stick locks where compatible | A determined thief may remove or bypass a physical lock |
| Start prevention | Prevents the engine from starting without authorization | Use the vehicle’s factory immobiliser or a compatible, professionally installed additional immobiliser | Compatibility, installation quality, and insurer acceptance vary |
| Detection and recovery | Creates an alert or helps locate the vehicle after theft | Use an alarm or recovery tracker and keep its account, battery, and contact details current | A tracker supports police recovery; it does not guarantee that the vehicle will be found |
Apply the layers in that order: remove easy opportunities first, then add equipment that addresses the weaknesses of your particular car. A tracker should not be treated as permission to leave keys in the vehicle or ignore basic locking.
Lock the car and control every key
Take the key with you
Never leave the key or a spare fob inside the car, even when it is parked in a driveway or locked garage. Close every window and door, and confirm the vehicle locked before walking away. The National Highway Traffic Safety Administration (NHTSA) recommends locking all windows and doors and keeping valuables out of sight. Police.uk warns that an electronic signal can be jammed, so do not assume that a flashing indicator or familiar locking sound proves the doors are secure; manually check when practical.
Protect keyless-entry fobs at home
Keyless systems can respond to a fob that is still inside a house. Keep the main fob and spare away from exterior walls, doors, and windows, and place them in a screened, signal-blocking pouch when they are not being used. Police.uk recommends testing the pouch periodically—every few months is a practical interval—because its shielding can deteriorate or the fob may not be positioned correctly.
Some fobs provide a setting that disables wireless transmission while the fob is not in use. Use that function only if the manufacturer supports it and explain to other drivers how to restore normal operation. A pouch or sleep mode reduces relay-theft risk; neither makes the vehicle immune to other theft methods.
Keep identifying information separate from the fob
Do not attach your home address to a key ring that could be lost with the vehicle. Store the spare fob in a secure location and record the vehicle identification number (VIN), registration, and key-fob details somewhere accessible from outside the car. You will need those details if the vehicle disappears while you are travelling.

Choose parking that reduces opportunity
- Prefer a well-lit, staffed, or monitored location when one is available.
- Avoid leaving the vehicle for long periods in an isolated area, especially with luggage or equipment visible.
- Remove bags, electronics, documents, and charging cables from view; a thief cannot assess their value through an empty-looking cabin.
- When parking at home, use a closed garage if possible, but continue to protect the keys because a garage is not a substitute for key control.
- When travelling, note the exact parking location and keep a current photo of the car, including distinctive marks, in your secure records.
These measures are inexpensive and work regardless of the vehicle’s electronics. They also reduce the chance that a theft begins with a simple break-in or an unattended key.
Match an add-on to the job you need it to do
Steering-wheel locks and other visible barriers
A visible steering-wheel lock signals that the car requires extra time and equipment. Choose one that fits the wheel, does not interfere with airbags or controls, and has a security rating recognized in your market if your insurer uses ratings. Police.uk also identifies pedal boxes and gear-stick locks as security-rated categories. Store and use the device exactly as instructed; a poorly fitted lock can be less effective and may create a driving hazard if left attached.
Immobilisers
An immobiliser addresses the starting step rather than physical access. The factory system may already be effective, while an additional unit can add another authorization requirement. Before installation, ask the manufacturer or a qualified installer whether the unit works with your model, alarm, remote-start equipment, and safety systems. Ask the insurer whether installation must be certified and whether documentation is needed for a claim.
Alarms
An alarm can draw attention to an attempted entry or movement. Its value depends on whether people nearby can hear or respond and whether false alarms cause it to be ignored. Keep sensors calibrated and learn the disarm procedure so you do not accidentally disable the system when locking the car.
Trackers and recovery systems
NHTSA describes vehicle-recovery systems as using electronic transmission to help law enforcement reveal a stolen vehicle’s location. A tracker can therefore improve the information available to police, particularly if the vehicle is moved toward a storage site, port, or intermodal facility. It is a recovery aid, not a guarantee.

Before subscribing, check coverage in every country where you drive, the device’s power and battery arrangements, alert timing, data-retention terms, and who can access the location. Confirm what happens if cellular or satellite coverage is unavailable. Tell your insurer that a tracker is installed only if the policy requires or rewards it; do not assume an installed device automatically changes coverage.
How to select and install security equipment
- Identify the threat. Determine whether your main exposure is relay theft of a keyless fob, theft of the vehicle itself, a break-in, or long-term parking near a port or border.
- Check compatibility. Give the dealer or qualified installer the exact model year, trim, engine, key system, and any aftermarket equipment. Ask whether the device can affect warranty coverage, airbags, steering controls, or remote-start functions.
- Check local acceptance. Ask the insurer whether a particular category, security rating, installer, or certificate is required. Requirements can differ by country and policy.
- Prefer documented installation. Keep the invoice, installer details, serial number, subscription account, and operating instructions with your policy records.
- Test before relying on it. Confirm that a lock fits, an immobiliser prevents an authorized test start only as intended, an alarm triggers under the correct conditions, and a tracker reports the vehicle’s position. Do not perform tests that could damage the car or create a false emergency response.
- Maintain the layer. Replace batteries, renew subscriptions, update contact details, and retest a signal-blocking pouch every few months.
A device that is incompatible, installed incorrectly, or no longer connected can create false confidence. Compatibility and service availability matter more than a generic feature list.
Prepare before a theft occurs
Create a secure record that you can reach from another phone or computer. Include:
- registration number and issuing jurisdiction;
- VIN;
- make, model, year, colour, body style, and distinctive marks;
- recent photographs of the exterior, interior, wheels, and identifying damage;
- key and fob information, including whether a spare exists;
- tracker account details and the emergency process for sharing location data;
- insurance policy number, claims telephone number, and roadside-assistance contact;
- finance or lease information, if applicable; and
- copies of ownership documents stored separately from the vehicle.
Review the policy before travelling internationally. Check territorial limits, notification deadlines, exclusions, required security equipment, and what documents the insurer will request. NHTSA advises filing a claim within 24 hours, but your policy and local process control, so follow the written instructions for your jurisdiction.
What to do immediately if the car is stolen
- Move to safety. If the theft involved a confrontation, do not pursue the person or attempt to recover the car yourself. Call the local emergency number if there is an immediate threat.
- Report it to police promptly. Provide the registration, VIN, make and model, colour, identifying details, last known location and time, and whether keys were taken. Obtain the police report or case number; NHTSA notes that the number may be required for an insurance claim.
- Notify the insurer. Use the insurer’s claims channel as soon as possible and follow its instructions about keys, documents, finance companies, and personal property left inside.
- Share tracker information safely. If a live tracker shows a location, give the data or account access to police according to their instructions. Victoria Police advises owners to contact police when a stolen vehicle is actively tracked and not to track and confront suspects themselves.
- Protect accounts. Change passwords for tracker, connected-car, and roadside-assistance accounts if another person may have accessed your phone, keys, or credentials. Revoke old users and review location-sharing permissions.
- Record every contact. Keep the police case number, claim number, officer or agency names, dates, and instructions in one place. This prevents contradictory updates while multiple jurisdictions become involved.
What changes when the theft crosses a border?
Recovery is an agency-coordination problem. Public Safety Canada’s national action plan describes cooperation among the Canada Border Services Agency (CBSA), the Royal Canadian Mounted Police, local police, and international partners. It also describes CBSA as a coordination point for police seeking to locate tracked vehicles at marine ports or intermodal facilities.

Owners should not attempt to contact a foreign port, intercept a shipment, or cross a border to retrieve the vehicle. Give police the tracker location, shipping or travel information, and any documentation they request. The investigating agency decides which notices, border alerts, customs checks, and international channels are appropriate.
If the car is stolen while you are abroad
- Report the theft to the police service where it occurred and ask how to obtain a written report or case number.
- Notify your insurer using its international claims number or online process.
- Contact your country’s consular service if you need help communicating, replacing identity documents, or understanding local procedures; consular staff do not conduct vehicle recovery.
- Provide the police with the vehicle’s registration country, VIN, rental or finance information, and your planned travel itinerary if relevant.
- Do not publish a live tracker location publicly or visit it yourself.
Ignore ransom and “recovery” offers
If someone demands money or claims to have recovered the vehicle, do not agree to a criminal “business offer.” INTERPOL advises informing police rather than accepting such arrangements. Preserve messages, phone numbers, payment instructions, photographs, and account details as evidence. Do not send a deposit, disclose tracker credentials, or arrange a meeting.
What the recent figures do—and do not—show
| Figure | Scope and date | How to interpret it |
|---|---|---|
| More than 650,000 vehicles stolen | United States, 2025; NHTSA | A national annual count, not a worldwide total |
| One vehicle stolen every 48 seconds | United States, 2025; NHTSA | A national rate calculated from the 2025 U.S. count |
| 1,590 stolen vehicles intercepted | Canada, 2025; CBSA/Public Safety Canada | Vehicles intercepted by border authorities, not all vehicles stolen |
| 386 additional stolen vehicles intercepted | Canada, through April 2026; CBSA/Public Safety Canada | A partial-year count; it is not an annualized rate |
The Canadian enforcement figures indicate interception activity, not global prevalence or the total number of vehicles stolen. They also cannot be used to calculate the probability that a particular owner’s car will cross a border.
Common mistakes that weaken protection
- Relying on the lock button alone: a jammed signal can leave the vehicle unlocked. Verify the result.
- Leaving a spare fob near an exterior wall: keyless systems can be attacked through the home’s boundary.
- Buying an incompatible immobiliser or lock: fit, wiring, and safety-system compatibility are vehicle-specific.
- Assuming a tracker is an insurance policy: it improves information for police but cannot promise recovery.
- Confronting suspects: a live map is not an invitation to investigate. Let police handle the location.
- Waiting to report: delay reduces the usefulness of early location and border information.
- Failing to maintain subscriptions or batteries: a disconnected tracker or dead fob pouch is not an active layer.
- Publishing sensitive details: do not post the VIN, tracker credentials, home address, or live location publicly.
A practical maintenance schedule
| When | Check |
|---|---|
| Every time you park | Take the key, close windows, lock doors, verify the lock, and remove visible valuables. |
| Every few months | Test the signal-blocking pouch, inspect the steering-wheel or pedal lock, and check tracker and alarm operation. |
| Before a long trip | Confirm policy territory and claim contacts, update photographs and documents, test the tracker, and check account access. |
| After changing phones, keys, or drivers | Review connected-car permissions, remove former users, and secure every spare fob. |
| After an installation or service visit | Retain invoices and certificates and verify that the device still works with the vehicle’s normal controls. |
Quick checklists
Daily protection
- Key and spare fob are with you or shielded.
- Windows and doors are closed and verified locked.
- No valuables or documents are visible.
- Parking is as visible, staffed, or monitored as circumstances allow.
- Any physical lock is fitted correctly.
If the vehicle disappears
- Get to safety and call the local emergency service if necessary.
- Report the theft and obtain the case number.
- Notify the insurer within its required time.
- Send tracker information to police, not to suspects.
- Preserve messages and reject ransom or unofficial recovery demands.
Bottom line for cross-border risk
The most defensible strategy is layered and procedural: protect the keys, lock and park deliberately, add a compatible visible deterrent or immobiliser, maintain any alarm or tracker, and keep police and insurance information ready. Those steps make an easy theft less likely and a rapid, coordinated response more realistic without promising that any consumer device can defeat a determined international theft operation.
