A roadside inspection can examine records, equipment, cargo, and special materials; no checklist guarantees a passing result because the scope depends on the inspection level and the officer’s findings.
Know what the driver and carrier are responsible for
Federal guidance places the first responsibility on the driver before the vehicle moves: inspect the vehicle and be satisfied that it is in safe operating condition. In a combination vehicle, that judgment covers the power unit and every attached trailer. The inspection is a safety duty, not merely a formality completed when an enforcement vehicle appears.

The inspection an officer performs is separate from the driver’s pre-trip responsibility. A North American Standard Level I inspection can include both a detailed driver-record review and a systematic examination of the tractor and trailer. Other roadside levels have different scopes. The Commercial Vehicle Safety Alliance procedure revised April 2014 is useful for understanding a typical sequence, but it is a procedure guide rather than the complete, current out-of-service standard. The FMCSA Motor Carrier Safety Planner also directs carriers to the published regulations for controlling requirements.

Pass one: assemble the driver and trip records
Put documents where you can produce them without searching through a cab, phone, or dispatch system. Applicability varies by driver, vehicle, cargo, and operation, so carry the records that apply to your assignment rather than assuming every item is required on every trip.

License and medical qualification
- Carry the correct commercial driver license class and endorsements for the vehicle and operation.
- Have medical qualification documentation available when applicable, including a medical examiner’s certificate or a Skill Performance Evaluation document when one is required.
- Check that names, expiration dates, restrictions, and endorsements match the current driver and vehicle assignment.
Hours-of-service and trip records
- Keep the current record of duty status available in the required format.
- For drivers subject to the electronic logging device rule, make sure the ELD is functioning, connected to the correct vehicle, and able to display or transfer the records an officer requests.
- Retain supporting documents that substantiate duty status, such as applicable fuel, toll, shipping, dispatch, or location records.
Shipping and inspection paperwork
- Have shipping papers available when the load requires them.
- Keep the vehicle’s periodic inspection documentation current and on the vehicle. Federal guidance requires every commercial vehicle, including each segment of a combination vehicle, to undergo a periodic inspection at least once every 12 months.
- Review any prior roadside inspection report and any vehicle inspection report before departure.
Review a prior vehicle inspection report
If a previous vehicle inspection report lists a deficiency, the driver must review it and sign to acknowledge that the required repairs were made. Do not sign from memory or dispatch a vehicle while a listed safety defect remains unresolved. Keep the repair certification or other required documentation with the carrier’s records according to the applicable retention rule.
Pass two: inspect the tractor and trailer as one combination
Use a consistent walkaround rather than checking only the component that failed on a previous trip. Park in a place where you can see and be seen, set the parking brake, secure the vehicle against movement, and avoid walking into live traffic or between moving equipment. The CVSA procedure tells inspectors to select a paved, level site away from traffic and remain visible; for a driver, that is sound risk-control advice, not a statement that every inspection location creates a separate driver requirement.
At the tractor front
- Turn on the headlamps, turn signals, and other required front lamps. Check lenses, mounting, visibility, and operation.
- Inspect the windshield and wipers. Wiper arms and blades should clear the driver’s view, and the washer system should work when conditions require it.
- Look for cracked, loose, or obstructed components that could interfere with lighting or visibility.
Along both tractor sides
- Examine tires for damage, excessive wear, exposed fabric, improper inflation, and objects lodged in the tread or sidewall. Compare pressure with the applicable vehicle and tire specifications rather than relying on appearance alone.
- Inspect wheels, rims, hubs, and fasteners for cracks, distortion, missing parts, leaks, or signs of movement.
- Check the fuel tank area, mounts, caps, and lines for damage or leakage.
- Inspect the exhaust system for secure mounting, damage, and leaks that could direct fumes toward the cab or cargo.
- Verify that required side lamps and reflectors are present, clean, visible, and securely mounted.
At the tractor-trailer connection
- Check air lines and electrical lines for chafing, cuts, loose connections, kinks, or contact with the frame, tires, or moving parts.
- Inspect the driveline and surrounding components for damage or anything that could interfere with movement.
- Examine the upper and lower fifth-wheel components, including the locking mechanism, mounting, slide rails, and release handle.
- Confirm that the kingpin is engaged correctly and that the trailer is not resting on the tractor frame in a way that indicates an unsafe coupling.
- Make sure the tractor protection system and trailer connections respond correctly during the brake and air-system checks.
Along the trailer
- Walk the frame and body for cracks, loose parts, damaged doors, defective hinges, or conditions that could release cargo.
- Inspect trailer hoses, electrical connections, and exterior lamps for secure routing and damage.
- Check the trailer’s tires, wheels, rims, hubs, and fasteners using the same standards applied to the tractor.
- Inspect the sliding tandem and its locking pins. A partially engaged slide or unsecured mechanism can create a serious movement hazard.
- Look under the trailer for suspension, frame, brake, and air-system damage that is visible without entering a dangerous space.
At the trailer rear
- Test tail, stop, turn, and other required rear lamps. Clean lenses and remove cargo, straps, or debris that block them.
- Check the external antilock braking system malfunction lamp when the trailer is equipped with one.
- Secure any projecting-load lamps or flags required for the load.
- Recheck the rear doors, hinges, locks, and cargo securement from outside the trailer.
Give the brake and air checks special attention
Brake defects are among the most consequential findings in a roadside inspection. Include the service brakes, parking brake, trailer brake connections, brake components, brake adjustment, warning devices, and tractor protection system in the walkaround rather than treating the brake test as a quick pedal push.

Air-system observations
- Build system pressure according to the vehicle manufacturer’s operating procedure and watch for abnormal loss.
- Listen and look for air leaks at hoses, fittings, chambers, tanks, valves, and connections.
- Confirm that low-air warning devices activate as designed and that gauges behave normally.
- Operate the service and parking brakes in a controlled location. The vehicle should hold when the parking brake is applied and should not pull, release unexpectedly, or produce unusual noise during a service-brake application.
- Check brake adjustment and visible components for damage, contamination, missing hardware, or conditions indicating that professional service is needed.
Do not attempt a roadside repair that requires entering an unsafe position, working beneath an inadequately secured vehicle, or improvising a brake adjustment. Tag the defect, notify maintenance, and follow the carrier’s procedure for removing the vehicle from service.
Check steering, suspension, frame, and emergency equipment
Roadside preparation is broader than lamps and tires. Inspect steering wheel lash and steering components for looseness or damage that could affect control. Examine suspension parts, springs, axles, frame members, and mounts for cracks, shifted components, missing fasteners, or visible damage. Include the trailer suspension and frame, not only the tractor.
Verify that the horn works and that mirrors are clean, properly mounted, and adjusted for the driver. Check emergency equipment required for the vehicle and operation, such as fire extinguishing equipment, warning devices, and spare fuses or other required items. Keep equipment secured so it is available during an emergency and cannot become cargo inside the cab.

Pass three: secure cargo and prepare for special materials
General cargo
Inspect cargo before leaving the shipper and again after the first safe opportunity to stop. Confirm that the load is distributed so axle and gross-weight limits are respected and that the trailer remains stable. Check tie-downs, blocking, bracing, anchor points, curtains, doors, and edge protection for the type of freight being carried.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Replace damaged, cut, stretched, or incompatible securement devices.
- Make sure tie-downs cannot loosen, shift, or contact sharp edges without protection.
- Close and latch doors, curtains, and other containment systems.
- Recheck the load after changes in weather, road conditions, or loading configuration.
Hazardous materials and dangerous goods
When the load involves hazardous materials or dangerous goods, expect attention to both the paperwork and the physical condition of the shipment. Keep shipping papers in the required location and order. Verify that package markings, labels, placards, and vehicle markings match the material being transported and the quantity involved.
- Look for leaks, spills, damaged packages, open valves, and residue around closures.
- Confirm that placards and labels are visible from the required directions and are not covered by dirt, tarps, or equipment.
- Check that packages are stable and separated as required by the applicable rules and shipping instructions.
- Know the emergency information and instructions that must accompany the shipment.
Hazardous-material requirements can be operation- and material-specific. Use the current governing rules and your carrier’s written procedures rather than relying on a generic roadside checklist.

Make a clear dispatch decision when you find a defect
Separate cosmetic issues from conditions that affect safe operation, but do not self-clear a defect simply because the truck still moves. A safety-affecting defect must be repaired before dispatch or documented as not requiring repair under the applicable vehicle inspection-report procedure. If an officer places the vehicle out of service, it cannot operate again until the listed violations or defects are corrected.
Use a stop-and-escalate rule
- Stop the inspection when you find a condition that could affect braking, steering, coupling, tire integrity, lighting required for safe operation, cargo containment, or control of the vehicle.
- Photograph or describe the condition in the carrier’s maintenance system, following company policy.
- Notify the responsible maintenance or safety contact and obtain a repair decision from an authorized person.
- Do not move the vehicle on a public road unless the correction and any required release have been completed.
- Reinspect the repaired component and update the inspection or defect record before dispatch.
An emergency move, tow, or other limited movement may be governed by separate rules and carrier instructions. Do not assume that a short distance or an empty trailer makes an out-of-service condition permissible.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Know the post-inspection deadlines
Receiving an inspection report creates follow-up duties even when the vehicle is allowed to continue. Use a calendar or compliance system so the driver, maintenance department, and carrier do not treat the roadside stop as closed when the officer leaves.

The periods above come from the FMCSA Motor Carrier Safety Planner accessed in 2026. Passenger-carrier reporting can differ, and operation-specific rules may add requirements. Confirm the current regulation before applying the non-passenger DVIR summary to a different operation.
ELD preparation for drivers covered by the rule
An electronic logging device problem can become an enforcement issue separate from the truck’s mechanical condition. FMCSA states that a property-carrier driver who is required to use an ELD and is stopped without the required device may receive a citation and a 10-hour out-of-service period. FMCSA also describes a limited allowance to complete the current trip using paper logs after that period, subject to its conditions.
This consequence does not apply automatically to exempt drivers and does not make paper logs a general replacement for ELD compliance. Before departure, verify the device connection, driver login, carrier information, current date and time, malfunction status, and the ability to display or transfer records. Carry the instruction material and blank paper logs required by your operating procedure for an actual malfunction.
Use a final cab-side checklist before rolling
- License, endorsements, medical documentation, and restrictions match the assignment.
- RODS or ELD records are current, with supporting trip documents available.
- Shipping papers and hazardous-material information are present when required.
- Prior inspection reports have been reviewed, signed where required, and cleared through documented repairs.
- Headlamps, turn signals, marker lamps, tail lamps, stop lamps, reflectors, horn, mirrors, and wipers work and are visible.
- Service brakes, parking brake, air lines, warning devices, brake adjustment, and tractor protection system have been checked.
- Steering, suspension, frame, fifth wheel, kingpin, slide rails, driveline, and coupling connections are secure.
- Tractor and trailer tires, wheels, rims, hubs, and fasteners show no unsafe condition and meet applicable specifications.
- Fuel and exhaust systems are secure and free of dangerous leaks or damage.
- Trailer doors, body, frame, lamps, hoses, tandem locks, and cargo containment are secure.
- Cargo is distributed and secured for the route, with projecting-load flags or lamps installed when required.
- Emergency equipment is present, accessible, and secured.
- Every defect that could make the vehicle unsafe has been repaired or formally handled under the applicable inspection procedure before dispatch.
What to do during the roadside stop
Keep the cab orderly so requested records can be produced quickly. Follow the officer’s directions, identify the location of safety equipment and paperwork, and do not move the vehicle or disconnect equipment while an inspection is underway unless instructed. If an officer identifies a defect, ask what document records it and what restriction applies before leaving the inspection site.
After the stop, send the report to the carrier within the required 24-hour period even if the officer found no out-of-service condition. Maintenance and compliance staff should compare the report with the driver’s pre-trip findings, schedule repairs, complete the carrier certification, and store the record for the required retention period.
