Add every deadhead leg, depot movement, delay, grade, passenger-load effect, heating or air-conditioning demand, and time away from the depot. Then compare that duty cycle with the exact bus configuration’s validated usable range, reserve requirement, and the depot’s ability to fuel all returning buses before the next pull-out. Keep terminal layover, depot fueling, and schedule recovery as separate events unless the schedule actually brings the bus to a refueling point.
Published figures provide historical context rather than a guarantee for a bus, station, or agency. The U.S. Department of Energy (DOE) listed a 2015 fuel-cell transit-bus status range of 240–340 miles, and a 300-mile technical target for 2020. Its table also listed one fuel fill in under 10 minutes as a 2016/2020 target. Actual route performance and depot throughput depend on operating conditions, vehicle configuration, station design, queueing, and local procedures.

Start with the block, not the route label
Transit schedules often describe a line as a round trip of a certain distance. A bus, however, consumes fuel over a block: the sequence of pull-out, deadhead travel, revenue trips, terminal movements, layovers, depot returns, and any additional positioning required by the schedule. A 180-mile timetable can therefore demand more than 180 miles of usable range, while a shorter block with severe congestion, hills, winter heating, or long periods away from the depot can be the harder assignment.
Define the planning unit before selecting a bus or station. For each block, record:

- Revenue-trip distance and running time for every trip.
- Deadhead distance between the depot, terminals, garages, and relief points.
- Scheduled stops, terminal layover, recovery allowance, and expected dwell in traffic.
- Pull-out and pull-in times, including the latest practical return to the depot.
- Expected passenger load, wheelchair or bike-boardings, and standee levels where they affect mass and dwell.
- Grade, speed, stop frequency, road surface, and seasonal weather.
- Heating, ventilation, and air-conditioning operation, including extreme-temperature days.
- Any planned fueling event and the time available before the next pull-out.
Use representative conditions rather than the most favorable trip. A route that works only on a cool, lightly loaded Sunday is not a robust weekday block.
Segment unlike operating conditions
Do not average materially different work into one energy factor. Separate blocks or segments when terrain, traffic, average speed, passenger loads, climate-controlled dwell, or depot access differs. A flat suburban express trip and a stop-and-go urban trip may have the same mileage but very different hydrogen consumption and schedule reliability.
Build a duty-cycle data set the agency can defend
Use scheduling data, automatic vehicle location records, passenger counts, road-grade information, weather history, and depot logs. For a new service, begin with the closest existing diesel or battery-electric block, then adjust for the proposed vehicle’s mass, passenger capacity, and operating pattern. Mark each assumption as measured, estimated, or to be validated in service.

| Field | What to capture | Why it matters |
|---|---|---|
| Distance | Revenue miles, deadhead miles, depot circulation, and any contingency movement | Determines total work and whether the bus can return for fuel. |
| Time | Running time by trip, terminal dwell, congestion delay, depot travel, and pull-out deadline | Determines when fuel is needed and how much recovery remains. |
| Environment | Grade, temperature, wind, precipitation, and road conditions | Changes traction and auxiliary energy demand. |
| Load | Passenger and wheelchair loads by time of day | Changes vehicle mass and dwell time. |
| Operations | Driver changes, relief moves, dispatch holds, and exceptional work | Can add distance or consume the planned recovery margin. |
| Fueling | Required fuel, return window, dispenser availability, and queue position | Tests whether the station can support the block and the fleet simultaneously. |
Preserve the distribution, not just the mean. Record high-consumption trips, late returns, and long queues. The upper end of observed demand is usually more useful for reserve and station planning than an average that hides difficult days.
Translate the duty cycle into usable range
Range planning should use usable fuel under the representative duty cycle, less an explicit reserve. The calculation is conceptually:

Required usable range = block distance + expected operational variation + reserve.
Do not treat the vehicle’s advertised or laboratory range as the amount available for scheduled service. Reserve may cover an unplanned diversion, a late return, a station outage, or a bus that cannot immediately enter the dispenser. The reserve policy should be approved by operations, safety, and engineering rather than chosen as an arbitrary percentage.
What the DOE figures do—and do not—tell you
| Figure | Source context | Planning meaning |
|---|---|---|
| 240–340 miles | DOE table’s 2015 status range, attributed to L. Eudy et al., Fuel Cell Buses in U.S. Transit Fleets: Current Status 2015 (December 2015) | Historical evidence of the range reported for buses in that status assessment; not a specification for a bus purchased today. |
| 300 miles | DOE 2020 technical target in its transit-bus target table | A performance objective, not a product guarantee or a route-planning allowance. |
| One fill under 10 minutes | DOE 2016 and 2020 technical targets; the table notes that multiple sequential fills should be possible without increasing fill time | A target for the fill event itself. It excludes or may not cover queueing, maneuvering, station recovery, and the time needed for several buses. |
The status range and target are useful benchmarks when reviewing supplier claims, but they cannot establish that a particular bus will travel 300 miles on your blocks. Obtain current data for the exact length, tank configuration, passenger capacity, software, and climate package. Ask for results under a duty cycle that resembles yours, including reserve assumptions and the conditions under which the result was measured.
Compare evidence on equal terms
For every candidate vehicle, document whether the range is a laboratory value, a manufacturer estimate, a demonstration result, or an agency’s operational record. Record ambient temperature, HVAC use, passenger load, terrain, speed, and whether the number includes a reserve. A larger headline number with weaker or less comparable evidence should not outrank a lower number supported by local operating data.
Match blocks to a specific bus configuration
Once blocks are characterized, assign them to vehicles by usable range and operational risk. Start with the most demanding representative block, then test whether the bus can complete it while preserving the approved reserve and returning in time for fuel or the next pull-out.

| Usable range | What range is demonstrated for this exact configuration under the same duty-cycle conditions, and what reserve remains? |
| Passenger capacity | Does the tank and seating arrangement preserve the required capacity, including accessible spaces? |
| Fill interface and rate | What connector, pressure protocol, and station equipment are required, and is the stated rate sustained for the complete fill? |
| Depot throughput | Can the station fuel the number of buses returning in each window before pull-out? |
| Schedule recovery | How much terminal and depot recovery remains after realistic delays and fueling queues? |
| Evidence quality | Are reliability and range claims supported by comparable operating conditions and dated records? |
Current bus-model rankings cannot be established from the historical sources summarized here. Treat procurement data, local regulations, station availability, and current manufacturer specifications as items to verify for the agency and publication date.
Model refueling as a fleet schedule
A depot station is not planned for one bus in isolation. It must serve the number of buses that return in each time window, the order in which they arrive, the fuel each needs, and the time before each vehicle pulls out again.
Calculate the return-wave demand
- List every block’s expected depot-return time and latest acceptable pull-in time.
- Estimate hydrogen required for each return from measured or validated duty-cycle consumption, including the reserve policy.
- Group returns into short time windows, such as 15- or 30-minute intervals, and identify the peak group.
- Apply the station’s actual dispenser count, storage, compression, cooling, and production or delivery limits.
- Simulate the fueling order, including buses that arrive late, require different fill amounts, or must maneuver around another vehicle.
- Check that every bus reaches its assigned pull-out position by the required time, with an operational margin rather than a zero-slack plan.
The DOE target of one fill in under 10 minutes describes the fill target, not the complete depot transaction. A bus may wait to enter, align with the dispenser, complete authorization and connection, fuel, disconnect, and clear the lane. Sequential fills can create a queue even when each individual fill meets the target. Station downtime, reduced pressure, maintenance, and a late return can consume the same margin.
Use site-specific engineering
NewBusFuel’s guidance organizes large-scale depot planning around technology selection, fleet-scale requirements, stakeholder constraints, engineering design, and procurement. Its project described 13 large-scale station designs at 12 sites in seven European countries. Those figures identify the scope of that historical project; they do not establish current U.S. station performance or your site’s required capacity. Have qualified infrastructure specialists verify storage, compression, dispenser placement, vehicle circulation, hazardous-area controls, permitting, delivery or production logistics, emergency procedures, maintenance access, and expansion space.
Write the operating procedure as well as the equipment specification. It should state who releases a bus to the dispenser, how priority is assigned when several buses arrive, what happens during a dispenser fault, how a bus is removed from a blocked lane, and when dispatch substitutes another vehicle.

Keep layover, fueling, and recovery separate
Terminal layover is time between scheduled trips at a terminal. Schedule recovery is extra time intended to absorb normal variation. Depot fueling is a physical operation that occurs only where the bus can reach the station. These are different resources.
Build the block timeline
Show, in order, pull-out, each revenue trip, terminal layover, recovery, deadhead, depot entry, queueing, fueling, post-fuel movement, and pull-out. If a bus does not return to the depot during the block, terminal layover cannot be counted as fueling time. Layover can absorb a late arrival, but it does not add range.
For a bus scheduled to return for fuel, test the complete chain: latest plausible return, station entry, queue position, fill, exit, inspection or driver change, and the next pull-out. A plan that works only when the bus arrives exactly on time has no usable recovery.
Protect the right kind of margin
- Keep terminal recovery where delays actually occur; moving all margin to the depot may leave service exposed on the road.
- Keep a separate fueling margin for queueing and station variability.
- Do not spend reserve range to make up for a schedule that routinely misses the fueling window.
- Identify a contingency bus or alternate fueling path for station downtime.
Stress-test the plan before service
Run scenarios against the same block and station model rather than relying on one nominal case.
What’s actually slowing this PC down?

Range scenarios
- Peak passenger load and frequent stops.
- Hot or cold weather with sustained HVAC use.
- Heavy rain, wind, snow, or unusually low temperatures.
- Congestion that extends engine-on time and delays depot return.
- Detours, special events, road closures, or an extra deadhead.
Depot scenarios
- Two or more buses arriving in the same window.
- A late bus joining an established queue.
- Reduced station pressure or a dispenser taken out of service.
- A vehicle requiring a larger-than-planned fill.
- A blocked maneuvering lane or a driver change during fueling.
For each scenario, record block completion, reserve remaining, latest fueling completion, missed pull-outs, replacement-bus demand, and passenger-service impact. Reject or redesign blocks that fail only under conditions the agency should reasonably expect.

Validate assumptions with operating records
After a pilot or deployment, compare planned and actual data by block and by bus. At minimum, retain:
- Hydrogen dispensed and estimated consumption by trip and block.
- Start and end times for every fueling event.
- Queue duration, maneuvering time, and station faults.
- Actual return-to-depot and pull-out times.
- Missed pull-outs, substitutions, short turns, and late departures.
- Weather, passenger load, traffic, and unusual events associated with outliers.
NLR’s fuel-cell bus evaluation program is an example of independent deployment evaluation that publishes project reports. NREL’s AC Transit evaluation reported two fuel-cell systems above 25,000 hours as of April 2018. That is a dated result for a specific demonstration, not a current fleet-wide expectation. Use such reports to understand the type of evidence to collect, then rely on your own buses, station, and duty cycles for scheduling decisions. An FTA report on an articulated-bus demonstration can likewise provide historical operating context, but it does not replace local validation.
Common planning failures and corrective actions
Failure: assigning by nominal mileage
Symptom: A block fits the published route distance but regularly approaches the fuel reserve. Fix: Add deadhead, congestion, grade, HVAC, load, and contingency distance; then recalibrate with measured fuel use.
Free tools Windows power users keep installed
One-click scans. No signup required.
Failure: treating a target as a guarantee
Symptom: A 300-mile target is entered as the bus’s guaranteed daily range. Fix: Replace it with a current, configuration-specific usable-range value and a documented reserve under comparable conditions.
Failure: planning one bus at a time
Symptom: Individual fills meet the target, but a return wave creates missed pull-outs. Fix: Simulate all buses, their arrival order, station throughput, and the available window.
Failure: counting layover as fueling
Symptom: The schedule appears to have ample recovery, yet the bus cannot reach a dispenser during that time. Fix: Keep terminal layover and depot fueling as separate timeline events.
Failure: ignoring station disruption
Symptom: One dispenser fault or late delivery causes a cascade of substitutions. Fix: Define downtime procedures, priority rules, spare-bus coverage, maintenance windows, and an escalation contact before launch.
Implementation checklist
- Inventory every proposed block, including deadhead and depot movements.
- Segment blocks by terrain, traffic, load, climate, and speed where those factors differ.
- Obtain current specifications for the exact bus and document usable range, fill interface, capacity, and reserve assumptions.
- Collect representative operating data and identify high-consumption and late-return cases.
- Map each bus’s return-to-depot window and calculate peak fueling demand.
- Have infrastructure specialists validate station capacity, safety, circulation, and expansion assumptions.
- Build a timeline that separates layover, recovery, queueing, fueling, and pull-out.
- Stress-test weather, congestion, high load, late returns, queueing, and station downtime.
- Set dispatch rules for fueling priority, substitutions, and blocked equipment.
- Measure actual fuel, time, queues, reliability, and reserve after launch; revise blocks and station procedures as seasons, ridership, and service patterns change.
The strongest plan is therefore an operating model, not a mileage claim: a measured duty cycle matched to a specific bus, a fleet-level fueling schedule with real station limits, and deliberately protected recovery that remains available when conditions depart from the timetable.
