1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe reliable way to plan fleet charging is to work backward from real duty cycles, not from a preferred charger rating. Document every vehicle’s routes, payload, battery and dwell times; convert that operating profile into coincident electrical load; obtain a distribution-network assessment before ordering equipment; then phase a safe, interoperable site that can expand. Depot charging usually covers predictable return-to-base work, while journey or opportunity charging fills the gaps on long or tightly scheduled routes.
A sound plan answers five questions in sequence: how much energy each vehicle needs, when it must be available, how much power the depot can import, which charging hardware and software can deliver that power reliably, and how the investment will be paid for and expanded.

Start with the fleet’s duty cycles
Charging infrastructure is a consequence of vehicle operations. A truck that returns every evening has a different requirement from a van that runs two shifts, and both differ from a tractor-trailer that spends most of the day away from its base. The Institution of Engineering and Technology (IET) describes the link between duty or operation, vehicle specifications, battery capacity, efficiency, degradation, low-temperature effects and the charging solution as the starting point for depot design.

- Vehicle class, make or model, usable battery capacity and connector type.
- Typical and maximum route distance, elevation, traffic pattern and payload.
- Energy consumption assumptions, including heating, cooling, auxiliary loads and seasonal variation.
- Departure, arrival and layover times for each duty, including second-shift schedules.
- Required state of charge at departure, reserve policy and any battery-conditioning time.
- Number of vehicles, spare vehicles and expected fleet growth.
- Weather exposure and the battery-degradation assumption used in planning.
- Route exceptions: diversions, late returns, missed layovers, emergency dispatches and substitute vehicles.
Use measured telematics where available. If a route is not yet operated by an electric vehicle, document the assumption and test it with a conservative operating case rather than presenting an unverified energy-per-mile figure as fact.
Separate energy need from charging power
Energy is measured in kilowatt-hours (kWh); charging power is measured in kilowatts (kW). The fleet needs enough kWh between one departure and the next, but the depot needs enough kW to deliver those kWh during the available dwell window. A long dwell can make a lower-power connection practical, while a short dwell may require higher-power DC equipment or a different route plan.
As a timing illustration, the Welsh Government Energy Service stated in 2024 that a 50 kWh battery would take around seven hours to fully recharge from a 7.4 kW charge point. That is an example, not a universal truck result: real time changes with usable capacity, the vehicle’s charging curve, losses, temperature, state of charge and whether the vehicle can sustain the point’s rated output. The same 2024 guidance notes that 22 kW charge points may suit some heavy commercial vehicles and that return-to-depot operations can provide at least 12 hours of consistent downtime. Confirm the actual vehicle and duty cycle before applying either figure.

Model the departure requirement
For each duty, calculate the energy required from the previous return until the next departure. Add a defined reserve, charging losses, battery conditioning and a seasonal margin. Then test the most demanding realistic day rather than the fleet average. A useful worksheet has one row per vehicle duty and columns for:
- Arrival time and starting state of charge.
- Required departure time and target state of charge.
- Energy to replenish in kWh.
- Available dwell in hours.
- Maximum vehicle acceptance power.
- Assigned charger and bay.
- Whether the duty can be moved, delayed or covered by a spare.
This reveals whether the constraint is total energy, simultaneous power, bay availability or an operational rule such as “every vehicle must leave at 100%.” Adjusting a target state of charge or moving a departure by a few minutes can change the electrical design, but those changes must be approved by operations rather than assumed by an engineer.
Translate the schedule into depot load
Do not size a site by adding the nameplate rating of every charger and stopping there. Build an hourly or sub-hourly load model that reflects when vehicles are connected, how much power they can accept and how charging is controlled.
Calculate coincident demand
For each interval, sum the power actually available to vehicles, then include conversion losses and fixed site loads. Test at least these cases:

- Normal weekday with the planned dispatch sequence.
- Peak return period when many vehicles arrive together.
- Cold or hot weather when energy use and conditioning increase.
- Late-return cascade that compresses the next charging window.
- Future fleet phase with additional vehicles using the reserved bays.
- Communications or control failure in which chargers fall back to a defined safe behavior.
The resulting peak is the coincident site load, not the theoretical sum of every connector. It determines the import capacity, transformer, switchgear, protection and tariff exposure that the utility will evaluate.
Use managed charging as a design function
Managed charging schedules vehicles within their dwell windows so that energy is delivered before departure without every connector running at full output at once. The schedule can prioritize an imminent departure, a vehicle with a longer route, a battery below its reserve, or a duty that cannot be covered by a spare. It can also respond to an import limit, on-site generation or a time-of-use tariff.
Scheduling software is therefore part of the electrical design, not an optional dashboard. Specify what happens when a vehicle is unplugged, a charger loses communications, a driver overrides a schedule, or the site reaches its import limit. The fallback must preserve safety and operational priorities without silently exceeding the agreed connection capacity.
Answer “How many chargers do we need?” correctly
There is no universal charger-to-vehicle ratio. The count is the smallest combination of connectors, power and dwell capacity that passes every required duty in the operating model, including spares and exceptions. A fleet may need fewer high-utilization connectors if vehicles can be rotated through bays, or more lower-power connectors if every vehicle returns at once and must remain plugged in. Count bays, connectors, charger cabinets and vehicles separately; one power cabinet may serve multiple dispensers, and one vehicle may need a bay for its entire dwell.

Ask the distribution network operator (DNO) or utility for a capacity and connection assessment before final charger procurement or civil works. A preliminary conversation is not a connection offer, and an offer is not an energised supply. The schedule and cost can change when the network studies protection, fault levels, cable routes and reinforcement.
Information to request and verify
- Existing import capacity and spare headroom at the site.
- Required transformer, substation, switchgear and protection changes.
- Metering arrangement, connection point and export restrictions if generation or storage is planned.
- Connection charges, standing charges and any demand-related tariff components.
- Required land rights, easements, wayleaves and access for construction and maintenance.
- Permits, planning or environmental consents and the party responsible for obtaining them.
- Milestones from application and design through works, testing and energisation.
- Conditions for future expansion and whether reserved capacity is enforceable.
UK government work on commercial connections identifies seven action areas that should appear in the project plan: energisation; clearer connection offers; standing charges; forward-investment information for DNOs; land access and wayleaves; consenting; and monitoring and evaluation. Assign an owner and a decision date to each item.
Do you need a new transformer?
Only the network study can answer that for a particular depot. A site with spare capacity may support the first phase from its existing supply; another may require a new transformer, upgraded switchgear or a separate high-voltage connection. Even when a transformer is not needed initially, reserve physical space, cable routes and protection capacity for the planned later phase. Do not assume that a charger’s advertised output is available at the vehicle if the upstream connection cannot supply it.

Plan around the utility milestone
Make the energisation date a gate in the fleet-transition plan. A vehicle order, driver training or route conversion that precedes a usable connection needs a fallback: temporary charging at another depot, a contracted public or journey-charging arrangement, retained combustion vehicles, or a delayed duty conversion. Treat an unconfirmed connection date as a risk, not as a fixed project date.
Choose depot, journey and public charging roles
Most fleets need a combination of charging locations rather than one universal solution.
Depot charging
Depot charging is appropriate when vehicles return to a controlled site and remain there for many hours. Lower-power AC or moderate-power DC can refill batteries during an overnight or extended layover, reducing peak demand and simplifying driver interaction. It also gives the operator control over access, maintenance and energy scheduling. Design the depot for the full parking and traffic pattern, not just the electrical equipment: a charger that blocks a turning route is an operational failure.
Journey or opportunity charging
Journey charging is used away from the home depot when a duty cycle leaves insufficient dwell to recharge at base. It can be a public station, a customer site, a corridor location or a dedicated intermediate facility. Higher-power DC may be necessary, but the plan must include queueing, access rules, opening hours, payment or authorization, connector availability and the time required to position a heavy vehicle safely.
Use both in a phased network
The IET recommends considering depot and journey charging together, as well as charging-as-a-service, asset ownership and open-access models. Begin with depots serving the most predictable routes, then add journey capacity for routes that cannot meet their energy requirement from the first phase. Recalculate the network when route assignments, vehicle models or public-site reliability changes.
Select AC or DC and specify the equipment
AC charging
AC equipment generally suits long dwell periods. The vehicle’s onboard charger converts AC to DC, so the vehicle—not only the charge point—sets the practical charging rate. Verify the vehicle’s maximum AC acceptance, cable length, connector, bay geometry and whether multiple vehicles can share a circuit without violating the schedule.
DC charging
DC equipment supplies converted power directly to the vehicle battery and can deliver more energy in a shorter window when the vehicle supports it. It usually brings higher equipment, connection and demand costs, and the vehicle’s charging curve may taper power as the battery fills. Specify the energy and time outcome required by the duty rather than selecting the largest advertised rating.

Apply the relevant technical requirements
UK commercial specifications require charging equipment to comply with BS EN 61851. They define Mode 3 for AC and Mode 4 for DC, with output bands ranging from standard AC above 3.5 kW through rapid DC above 50 kW. Confirm the exact edition and any jurisdiction-specific requirements in the tender documents. The electrical supply must allow the charging equipment to operate at its full rated capacity, as stated by the Office for Zero Emission Vehicles.
For every proposed model, verify:
- Vehicle connector and communication compatibility, including the vehicle’s maximum accepted power.
- Simultaneous-output behavior when several dispensers share one cabinet.
- Cable reach, connector support, bay clearance and protection from vehicle strikes.
- Ingress, impact, temperature and weather ratings appropriate to the site.
- Emergency isolation, residual-current and overcurrent protection, earthing and fault indication.
- Accessibility, lighting, signage and safe cable-management arrangements.
- Serviceability, spare parts, firmware management and local or remote restart procedures.
Specify communications, interoperability and cybersecurity
A charger that delivers power but cannot exchange trustworthy data is difficult to schedule, bill, maintain or expand. Require documented interfaces and data ownership in the procurement contract.

Standards to address
The Joint Office identifies J3400, ISO 15118-2, OCPP and OCPI, along with metrology, vehicle-to-grid and Megawatt Charging System development, as important parts of the charging ecosystem. The applicable combination depends on the vehicle, charger, country and use case; list the required versions and conformance evidence rather than writing “standards compliant” without definition.
Operational functions
- Real-time status, power and energy telemetry for each connector.
- User or vehicle authorization and role-based access.
- Tariff, cost-centre and, where needed, customer billing support.
- Fault alerts, event history, remote reset and controlled firmware updates.
- Import-limit enforcement and integration with the fleet-management system.
- Exportable, machine-readable data with retention and deletion rules.
- Cybersecurity controls for accounts, certificates, networks, logs and vendor access.

Electrical capacity is only one part of a usable depot. The Office for Zero Emission Vehicles requires a new metered electrical connection, a dedicated safe route for cabling to installed chargers and cabling to future connection points. Build those requirements into the drawings before concrete is poured.
Reserve space and routes
- Transformer, substation, switchgear and metering clearances.
- Ducts, draw pits and spare conduits to future charger locations.
- Foundations and equipment plinths sized for the specified hardware.
- Drainage and flood protection around electrical equipment.
- Protective barriers, bollards and separation from reversing vehicles.
- Turning radii, swept paths, queue space and emergency access.
- Lighting, signs, bay numbering and accessible pedestrian routes.
The future locations should be ready for a later installer with minimal infrastructure work. That means more than drawing an empty bay: provide the route, duct capacity, termination point, earthing strategy and physical clearances needed for the later installation. Keep construction records so a future contractor can locate every duct and cable.

Build a whole-life cost and phasing model
Compare options over the period in which the fleet will use them, not by charger purchase price alone. The cost model should include:
- Vehicles and any battery or duty-cycle changes needed to use them.
- Chargers, dispensers, cabinets, software licences and communications.
- Transformer, switchgear, protection, metering and utility connection charges.
- Civil works, ducts, foundations, drainage, barriers, signs and reinstatement.
- Land, design, surveys, permits, legal rights and project management.
- Electricity energy charges, demand or capacity charges and standing charges.
- Maintenance, inspections, software support, connectivity and spare parts.
- Staff training, driver time, temporary charging and downtime contingencies.
- Future expansion, replacement and decommissioning.
The California Energy Commission’s I-710 blueprint illustrates why site selection and operating costs belong in the same model: it used truck-density and drayage-duty-cycle analysis to prioritize locations, combined site budgets with ongoing operating expenses, and modeled 40% zero-emission drayage by 2028 and 100% by 2035. Those are that blueprint’s planning scenarios, not a universal fleet mandate or forecast for another region.
Compare ownership with charging as a service
| Decision axis | Owned infrastructure | Charging as a service |
|---|---|---|
| Power and time | Direct control over charger selection, scheduling and duty-cycle optimization. | Provider defines or operates the equipment; confirm that power and dwell requirements are contractually met. |
| Grid exposure | Operator may fund connection works, reinforcement and demand risk. | Some connection and equipment risk may sit with the provider; verify what remains on the fleet’s balance sheet and bill. |
| Scalability | Operator can reserve ducts, switchgear and software capacity for later vehicles. | Expansion depends on the provider’s site plan, service levels and commercial terms. |
| Operations | Operator owns maintenance, uptime, tariffs and data decisions unless outsourced separately. | Define uptime, response time, maintenance access, tariff treatment and data portability in the service agreement. |
| Control and exit | Assets remain available after the initial contract, subject to maintenance and replacement. | Check contract term, termination rights, asset ownership at expiry and the ability to export charging records. |
Neither model is automatically cheaper. Compare the same duty-cycle result, connection scope, uptime commitment, tariff exposure, expansion rights and exit cost. Include a clear owner for every failure mode.

- Instrument the baseline. Gather telematics, route schedules, payloads, dwell times, vehicle specifications and seasonal assumptions.
- Run the duty-cycle model. Calculate energy, reserve, dwell and coincident load for normal, peak and exception days.
- Screen candidate depots. Check parking, traffic flow, land rights, environmental constraints, electrical room location and future space.
- Request the network assessment. Obtain capacity, connection scope, charges, milestones and conditions for expansion before fixing equipment quantities.
- Define the charging mix. Assign depot AC, depot DC and journey charging roles to specific duties, with a fallback for each uncovered route.
- Issue a performance-based specification. State energy delivered by departure, simultaneous-output behavior, interoperability, safety, cybersecurity, uptime and data requirements.
- Design the final and future phases together. Install the connection, ducts, foundations and protection needed for the approved phase while reserving the documented expansion path.
- Commission against representative operations. Run the actual dispatch sequence, not just a single vehicle demonstration, and record energy, power, alarms and departure readiness.
- Review after operating data arrives. Compare modeled and measured energy, dwell and peak demand, then adjust schedules or the next phase without compromising the connection limit.
Procurement and acceptance tests
Ask bidders to demonstrate, with evidence:
- Compatibility with every vehicle class and connector in the initial fleet.
- Output sharing when all proposed connectors operate simultaneously.
- Guaranteed availability, service-response times and planned maintenance windows.
- Cybersecurity architecture, account controls, patching and incident notification.
- Open interfaces, exportable data and integration with fleet-management systems.
- Warranty scope, spare-parts availability, local support and end-of-life treatment.
- Commissioning method, training, as-built drawings and operator documentation.
Acceptance testing should include a representative fleet schedule, communications loss, connector and vehicle faults, emergency isolation, import-limit enforcement, meter reconciliation, remote reset and recovery after a power interruption. Verify that every vehicle reaches its required departure state of charge without exceeding the agreed site limit. Record defects with an owner and retest date before final payment.
Keep a fallback for routes that are not ready
Electrification plans should identify duties that cannot yet be met because of range, dwell, payload, connection timing or journey-charger availability. Maintain an explicit contingency: reassign the duty, use a spare vehicle, charge at another controlled site, contract an approved en-route location, or retain a non-electric vehicle temporarily. Review the list whenever a vehicle, route, tariff or public charging site changes.
The practical result is a staged network: predictable return-to-depot work is served first; utility and civil works are sized for the next verified phase; journey charging is added where the duty cycle demands it; and software keeps power within the connection while protecting departure readiness. That sequence answers the fleet’s real operating requirement instead of guessing a charger count from vehicle numbers alone.
