How to Plan a Depot for Heavy-Duty Electric Truck Charging

Plan heavy-duty truck charging from real routes and dwell windows rather than a headline charger rating. This guide covers fleet data, power scenarios, utility screening, layouts, managed charging, tools, costs, permitting, and failure modes.

Plan the depot from the fleet’s duty cycle outward. Collect route mileage, payload and terrain patterns, vehicle energy use, return and departure times, dwell windows, and the number of trucks that may charge together. Use those facts to model energy and simultaneous power, then test the resulting load with the utility before fixing a charger rating or site layout. Overnight operations may suit lower-power charging; short turnarounds can require much higher output, and a multi-truck depot can create several megawatts of demand.

Start with the operating schedule, not a charger nameplate

A depot charger is successful only when every assigned truck receives enough energy before its next required departure without creating an electrical or traffic problem. The same vehicle can need very different infrastructure on two routes: a predictable overnight return allows a long charging window, while a vehicle that must turn around during the day may need high-power charging or a different operating assignment.

NREL says daily mileage and dwell time are central inputs for evaluating range and charging-speed needs, and that variability in those data matters for an individual fleet. Andrew Meintz, NREL chief engineer for EV charging and grid integration, summarizes the site-design issue this way: “The key challenge in EV site design is having a really good estimate of how much load the station is going to generate, where the site will be, and the size of the electrical load it needs to handle.”

That principle changes the order of work. First characterize the vehicles and schedules. Next create charging scenarios. Then ask the utility what the site can actually support, compare layouts and controls, and only afterward lock engineering, permitting, and procurement details.

Build a fleet duty-cycle data set

Assign one owner to collect operating data for every vehicle class and route. Use telematics where available, dispatch records where it is not, and document the quality of each data set. Averages alone can hide the peak day that determines infrastructure.

Record vehicle and route attributes

  • Vehicle class, model, battery configuration under consideration, and the vehicle’s charging connector and maximum accepted power.
  • Daily mileage by route, including the high-mileage days rather than only a fleet average.
  • Route profile, payload pattern, terrain, weather exposure, and traffic conditions that materially change energy use.
  • Measured or supplier-provided energy consumption, with the units and test conditions retained.
  • Return-to-depot time, required next departure, and the earliest and latest realistic arrival and departure for each route.
  • Number of vehicles assigned to each shift and the number parked at the depot at the same time.
  • Any midday stop, opportunity-charge window, driver change, or route that cannot tolerate a charging delay.

Separate dwell types

Put each charging opportunity into a schedule category. Predictable overnight dwell is different from a short midday turnaround, and both are different from trucks that return irregularly. Mark whether a vehicle is physically available for the entire window or may be moved, dispatched, or blocked by another truck. The charging plan must meet the departure deadline on the least-flexible routes, not merely the fleet’s average dwell.

Use a planning register

Input What to capture Why it changes the design
Route mileage Typical, high, and seasonal miles by vehicle Determines energy required between charging opportunities and exposes peak-day risk.
Arrival and departure Actual time ranges and hard departure deadlines Defines the available charging window and whether delayed charging is possible.
Vehicle population Classes, models, connector types, and accepted power Controls compatibility, port assignment, and achievable charging speed.
Concurrent parking Vehicles present by hour Sets the maximum number of trucks that might request power together.
Energy use Measured consumption and its uncertainty Supports a defensible energy estimate instead of relying on a headline battery size.
Operational exceptions Late returns, extra routes, maintenance moves, and reserve requirements Tests whether the plan survives real dispatch conditions.

Translate operations into charging scenarios

For each route, estimate the energy needed between its charging opportunities. A practical worksheet multiplies route miles by the best available route-specific energy-use value, then records the resulting energy requirement beside the available dwell window. Keep uncertainty visible: if consumption is only an estimate, model a range rather than silently turning it into a single precise number.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Estimate simultaneous demand

List which trucks can charge in each time interval. The number of installed ports is not automatically the number of trucks charging at full output. A depot may have fewer power-conversion units than parking spaces, or it may use controls that sequence vehicles. Conversely, a schedule with many trucks arriving together can create a high coincident load even when each truck’s individual requirement appears modest.

Compare port, power, and sequencing cases

Create at least three cases: a long-dwell case, a mixed case with some rapid turnaround, and a high-concurrency case that reflects the busiest arrival period. For each case, record port count, maximum output per port, expected concurrent charging, energy delivered before departure, and the resulting site peak. Include a contingency case for late arrivals or an extra route.

Scenario Operational pattern Questions to answer
Long overnight dwell Most trucks return predictably and remain parked for many hours. Can lower per-port power meet every departure deadline? How many ports are needed to avoid moving trucks?
Mixed duty cycle Overnight charging serves some routes while others need a midday or shift-change top-up. Which vehicles receive priority, and can the electrical system support the overlap?
Short turnaround Vehicles return for a limited window before dispatch. What power and connector capability do the assigned vehicles accept, and what utility upgrade follows from that coincidence?
Expansion case Additional trucks or routes are added later. Can switchgear, transformers, conduits, parking, and software expand without rebuilding the site?

Understand the range of charging power

There is no universal heavy-duty depot charger rating. NREL describes depot operations in which lower-power charging can work during long dwell, while rapid charging for shorter turnaround requires substantially higher output. Its 2025 discussion of the Megawatt Charging System (MCS) describes capability of up to 3.75 MW per connection. That is a stated system capability, not a recommendation that every truck or depot should be designed for 3.75 MW.

Use the vehicle’s accepted power, the energy that must be delivered, and the time available together. A connector capable of high output does not make a vehicle charge at that rate if the vehicle, battery temperature, state of charge, or charger controls limit acceptance. Conversely, selecting a low-output system for a route with a short fixed dwell can make the schedule impossible.

At the site level, multiply the charging cases by the number of trucks that could charge concurrently and add existing building or process loads. NREL and the Alternative Fuels Data Center note that several trucks or buses charging at one depot can create several megawatts of total demand. That combined demand, rather than an individual connector’s rating, is what drives much of the service and interconnection discussion.

Screen the site and involve the serving utility early

Prepare a preliminary load profile that combines charger demand, existing facility load, planned expansion, and any generation or storage you may consider. Show both the maximum possible load and the controlled-load case. Give the utility the operating assumptions, not just a requested service size, so its engineers can evaluate coincidence and protection requirements.

Use hosting-capacity maps correctly

Public hosting-capacity maps are useful for narrowing an initial site search. The U.S. Department of Energy reported 58 utilities and state agencies across 26 states, Washington, D.C., and Puerto Rico with published maps as of May 2024. Those maps provide a general indication of potential grid capacity; they do not approve an interconnection or answer whether a specific parcel can receive the proposed service.

For a candidate site, ask the serving utility about available service voltage and capacity, feeder and substation constraints, required studies, protection and metering, cost responsibility for upgrades, application steps, and the schedule for each decision. Confirm whether the proposed charging profile, managed-charging controls, storage, or onsite generation changes the interconnection study.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identify the utility questions before land purchase

  • What service capacity and voltage are available at the parcel today?
  • What load data and single-line information does the utility require for a preliminary screen?
  • Which upgrades could be assigned to the project, and how are their costs allocated?
  • What are the study milestones, deposits, construction dependencies, and realistic in-service dates?
  • Are demand charges, time-varying rates, export limits, or standby rules relevant to the proposed controls and resources?

Compare physical layouts and electrical architectures

Layout is an operating decision as much as a civil drawing. Place ports where the assigned trucks can enter, align, charge, disconnect, and leave without unsafe reversing or blocking another route. Check turning paths for the longest combination, trailer or body geometry, snow or weather conditions where relevant, and access for maintenance vehicles.

At high power, the equipment chain can include transformers, switchgear, distribution panels, power-conversion equipment, dispensers, connectors, communications, and protection. DOE identifies high-voltage and high-current devices, connectors, switchgear, grid-interface equipment, and modularity as challenges for high-power charging. Reserve space and cable routes for the equipment that an expansion case would require, even if the first phase installs fewer chargers.

Configuration comparison

Design axis Questions for the project team Evidence needed before selection
Port count How many trucks must be plugged in at once, and how many can be sequenced? Hourly parking and departure schedule, including exceptions.
Power per port What output do the vehicles accept, and how much energy must arrive during the dwell? Vehicle specifications and route energy measurements.
Centralized versus distributed equipment Would shared power-conversion equipment simplify control, or do cable distances and access favor distributed units? Site geometry, voltage-drop calculations, maintenance access, and expansion plan.
Parking and circulation Can every truck reach its assigned port without moving another truck? Scaled turning-path and swept-path drawings for the actual fleet.
Connector compatibility Can all current and planned vehicles use the connector and communication protocol? Vehicle acceptance limits and procurement specifications.
Modularity Can transformers, switchgear, conduits, and software grow with the fleet? Phased load forecast and utility confirmation.
Controls Can charging be scheduled, limited, paused, and measured by vehicle or group? Controller functions, communications architecture, and integration testing plan.

The reviewed sources do not establish one best physical arrangement. Local vehicle geometry, electrical design, land constraints, and utility requirements must determine the choice.

Make managed charging part of the initial design

Managed charging is not merely a software add-on. It affects the service size, switchgear, controls, communications, operating procedures, and the evidence you provide to the utility. DOE identifies load sharing, peak shaving, delayed charging, coordination with other site loads, storage, solar, and bidirectional power flow as approaches to consider.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the charging priorities

  1. Set a non-negotiable departure requirement for each route or vehicle group.
  2. Rank vehicles by departure time, route energy need, and operational criticality.
  3. Set a site power ceiling that respects the utility agreement and facility limits.
  4. Allocate available power among plugged-in vehicles while preserving the departure requirement.
  5. Allow the system to pause or defer flexible charging when building loads or grid conditions raise the site peak.
  6. Log the schedule, energy delivered, exceptions, and missed constraints so dispatch can audit performance.

Understand what optimization can and cannot prove

A DOE-listed 2024 study modeled a hypothetical California fleet of 100 medium- and heavy-duty battery-electric trucks across three utilities for 365 days. Its optimized schedule avoided more than 90% of on-peak charging, reduced peak load by 64–75%, and lowered variable energy costs by 54–64% compared with unmanaged charging. Those are modeled results for that fleet, utilities, tariff context, and year; they are not a forecast for every depot.

For your site, test the actual tariff, demand-charge rules, facility load, route deadlines, and charger controls. Include an unmanaged baseline so the value of controls is measurable, then test failures: loss of communications, a truck arriving late, a charger unavailable, or a utility limit lower than expected.

Use planning tools as inputs, then validate them locally

NREL describes its EVI-X suite as supporting charging-infrastructure planning from network to site scale. Its Heavy-Duty Electric Vehicle Infrastructure (HEVII) tool is intended for heavy-duty vehicle integration and infrastructure analysis, including fleet requirements, charging rates, and infrastructure placement. EVI-LOCATE is described as helping create deployment plans from site layout to cost estimates using inputs such as charger count, power levels, transformers, and service panels.

Plan engineering, permitting, and procurement as one schedule

High-power charging can require civil work, medium- or high-voltage equipment, protection studies, utility construction, communications, fire and electrical review, and equipment lead times. A U.S. Department of Energy Notice of Intent warns that deployments at major hubs, depots, or corridor sites can take more than 24 months in some circumstances because of site selection, utility work, permitting, interconnection, and equipment availability. Treat that as a planning warning, not a guaranteed timeline for your project.

Engineering package

  • Scaled site plan showing parking, turning movements, dispensers, equipment, clearances, drainage, and maintenance access.
  • Electrical one-line with service, transformers, switchgear, protection, metering, distribution, chargers, and any storage or generation.
  • Load calculations for unmanaged and managed cases, including existing facility demand.
  • Communications and control architecture, cybersecurity responsibilities, and local fallback operation.
  • Expansion provisions identified separately from first-phase equipment.

Permitting and approvals

Confirm the authority having jurisdiction, utility requirements, building and electrical permits, fire review, environmental or stormwater obligations, traffic and access approvals, and any right-of-way work. Requirements vary by location and change over time, so obtain current local interpretations rather than relying on a generic checklist.

Procurement checks

  • Specify vehicle connector and communications compatibility, accepted power, environmental ratings, warranty, service response, and spare-parts support.
  • Require suppliers to state what power is guaranteed at the vehicle interface and what conditions reduce output.
  • Define interoperability, data access, alarms, remote support, and manual recovery procedures.
  • Align delivery dates for chargers, transformers, switchgear, controls, and utility construction; the site is not complete when only the dispensers arrive.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Build a realistic cost and tariff model

Separate costs that scale with the number of ports from costs that arise because the site crosses an electrical threshold. Include utility service and upgrades, transformers, switchgear, distribution, civil work, chargers and dispensers, controls, communications, design, permits, commissioning, training, maintenance, and future expansion provisions.

NREL identifies electricity price and demand charges among the considerations in infrastructure financial analyses. Model the local tariff using the expected hourly load, not a flat energy price. Compare unmanaged charging, managed charging, and any storage or onsite-generation case only after verifying their capital cost, operating limits, interconnection treatment, and maintenance obligations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Follow a decision sequence that produces an approvable plan

  1. Define the service objective. Write the routes, vehicles, departure deadlines, reserve policy, and expansion horizon the depot must serve.
  2. Collect and clean fleet data. Resolve missing mileage, dwell, energy-use, connector, and concurrent-parking records before sizing equipment.
  3. Create duty-cycle cases. Include typical, high-demand, late-arrival, and future-fleet scenarios.
  4. Calculate energy and concurrency. Show the energy needed per vehicle, charging windows, simultaneous requests, and resulting site peaks.
  5. Screen candidate parcels. Check parking circulation, equipment space, access, existing electrical service, and public hosting-capacity information where available.
  6. Open utility discussions. Submit the load cases and ask for service, upgrade, study, cost, and schedule information.
  7. Compare layouts and controls. Evaluate port count, power, connector compatibility, centralized or distributed equipment, managed charging, and expansion.
  8. Run planning models. Use appropriate network or site tools, document assumptions, and reconcile results with vehicle and utility data.
  9. Develop engineering and approvals. Produce civil, electrical, controls, safety, permitting, and interconnection packages.
  10. Procure and commission in dependency order. Coordinate long-lead utility and electrical equipment with chargers, test communications and load controls, and verify every route can meet its departure requirement.

Troubleshoot common planning failures

The charger rating looks adequate, but trucks leave undercharged

Check whether the assumed dwell window was longer than the actual one, whether several trucks were charging concurrently, whether vehicle acceptance was lower than the connector capability, and whether the schedule reserved power for a later departure. Re-run the high-demand case with measured arrivals and departures.

The utility estimate is much larger than the charger list suggests

Reconcile the maximum simultaneous charging case with existing building loads, transformer loading, motor starts, storage controls, and unmanaged fallback behavior. A depot with many trucks can create several megawatts even when no single port approaches that level.

The preferred parcel appears favorable on a hosting-capacity map

Request a site-specific utility screen. The map is an early filter, not an interconnection approval; feeder limits, protection, voltage, upgrade responsibility, and construction timing still have to be established.

Managed charging misses a departure after a communications outage

Define a local fallback mode before procurement. It should preserve critical departures, enforce a safe site power limit, identify failed equipment, and alert dispatch. Test the fallback during commissioning rather than assuming cloud control will always be available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The layout works on paper but blocks operations

Recheck swept paths with the longest actual truck and trailer combination, arrival sequencing, cable reach, snow or weather constraints where applicable, and maintenance access. Demonstrate that a truck can reach, charge, disconnect, and leave without moving another vehicle.

Final approval checklist

  • Every vehicle class has a documented connector, accepted-power, route-energy, and departure requirement.
  • Typical, peak, exception, and expansion duty cycles have been modeled.
  • Port count, power per port, concurrency, and site peak are explicit and traceable to fleet data.
  • Existing facility demand is included with charging demand.
  • The serving utility has reviewed the proposed service concept, study path, upgrade exposure, and schedule.
  • Hosting-capacity-map information, if used, is labeled as screening information rather than approval.
  • Parking, turning, cable reach, equipment clearances, maintenance, and emergency access are shown on a scaled plan.
  • Managed charging priorities, power limits, fallback behavior, data logging, and integration responsibilities are specified.
  • Permitting, interconnection, equipment lead times, commissioning, and training are on one coordinated schedule.
  • Capital cost, energy cost, demand charges, maintenance, and expansion are evaluated under the local tariff and operating cases.

Because utility tariffs, interconnection rules, permitting, incentives, equipment availability, and adopted standards vary by location and change over time, treat the plan as a site-specific engineering and operations document. The strongest depot proposals show exactly how fleet schedules become electrical loads, how those loads will be controlled, and how the utility and authorities will approve the resulting installation.
