A robot’s ability to fit physically is not permission to occupy the pavement. Map the route people actually use, measure the remaining clear width around every fixed and temporary obstacle, assess pedestrian demand and vulnerable users, and set explicit conditions for yielding, blockage, breakdowns and monitoring. No source establishes a universal robot-specific clearance, so a site decision must be based on accessibility and real operating conditions rather than a single robot dimension.
Start with the pedestrian route, not the robot
The practical question is not simply “How wide should a pavement be for a delivery robot?” It is whether people can still move continuously, safely and independently when the robot, street furniture, shop activity, entrances, crossings and other pedestrians are all present. A route that accommodates a robot in an empty photograph may fail when a wheelchair user approaches a bin, when two people need to pass, or when a crowd forms outside a shop or transit stop.

Use accessibility as the baseline. England’s Department for Transport pavement-licence guidance, published on 2 April 2024, says footways and footpaths should be as wide as practicable and that, under normal circumstances, 2,000 mm is the minimum that should be provided. The same guidance identifies 1,500 mm as a potential minimum acceptable distance between two obstacles in most circumstances, where that should enable a wheelchair user and a walker to pass. Those figures are pedestrian-access benchmarks. They are not an allowance for a delivery robot and do not prove that a robot may operate within the remaining space.

Keep the route available in practice, not merely on a plan. Include blind and partially sighted people, wheelchair users, older pedestrians and anyone who cannot readily step into the carriageway or around an obstruction. Consider the cumulative effect of existing signs, bins, lighting columns, café furniture, parked cycles, temporary works, queues and ordinary pedestrian movement.
What the published width figures do—and do not—mean
Width requirements differ by jurisdiction and purpose. They should not be merged into one international robot rule.
| Jurisdiction and source | Figure | What it addresses | What it does not establish |
|---|---|---|---|
| England, Department for Transport pavement-licence guidance (2024) | 2,000 mm normal minimum; provide more where practicable | General footway and footpath width in pavement-licence contexts | No delivery-robot operating threshold |
| England, same guidance | 1,500 mm may be acceptable between two obstacles in most circumstances | Distance intended to let a wheelchair user and a walker pass | No permission to place a robot in that clearance |
| United States, U.S. Access Board Public Right-of-Way Accessibility Guidelines | 1,220 mm minimum continuous pedestrian access route | Technical minimum in the cited U.S. guidance | Not an England requirement and not a robot specification |
| United States, U.S. Access Board guidance | 1,525 mm by 1,525 mm passing spaces at intervals no greater than 61 m when the route is under 1,525 mm wide | Passing provision on a narrower pedestrian access route | Not a universal robot clearance or a rule for England |
The U.S. Department of Transportation’s 2021 state-of-practice report provides an operational warning rather than a dimensional standard: adding robots to relatively narrow sidewalks or high-volume pedestrian areas could create congestion. It also records concerns about obstruction and safety among older adults and people with disabilities. Treat that context as a reason to test the route and user experience, not as a substitute for a local accessibility assessment.

Use the following sequence for a proposed delivery route, a pilot application or a change in operating area. Record measurements and decisions so that a local authority, access group or operator can understand exactly why the route was accepted, modified or rejected.
1. Map the continuous route people actually use
Walk the entire proposed route in both directions. Mark the narrowest points, bends, changes in surface, building entrances, shopfront queues, bus or tram stops, crossings, dropped kerbs, tactile paving, cycle-parking areas, loading activity and places where people naturally pause or turn. Include alternative lines that wheelchair users or people with visual impairments may need to take; the apparent centre line of a pavement is not necessarily the accessible line.
Map connections rather than isolated blocks. A route that is wide enough between two buildings can still be unusable if a sign, delivery, queue or robot leaves no practical approach to a crossing or entrance. Note where a person would have to leave the pavement, wait in the carriageway or make a sharp detour to get past an obstruction.
2. Measure clear width after accounting for everything in the way
Measure the unobstructed pedestrian space, not the kerb-to-building distance. Take readings at every pinch point and wherever conditions change. Account for permanent objects and temporary uses: signs, poles, bins, planters, advertising boards, outdoor seating, parked cycles, construction barriers, delivery cages and queues. If an object moves during the day, measure the worst credible arrangement, not only the tidy morning condition.
Keep pedestrian width separate from robot width. The 2,000 mm and 1,500 mm England figures, and the 1,220 mm and 1,525 mm U.S. figures, describe accessibility arrangements in their respective contexts. None tells you how much room a particular robot needs to pass, turn, stop or be bypassed. Do not subtract an assumed robot dimension from a benchmark and call the remainder safe.

3. Describe pedestrian demand and user mix
Observe the route at the times when deliveries would occur, including school arrival and departure, commuting peaks, lunch periods, shopping hours, event dispersal and evening activity where relevant. A width that works on a quiet residential stretch may create repeated conflicts near a school, park, market, station, hospital or busy shopping frontage.
Record not only counts but interactions: people walking in groups, children changing direction, passengers waiting at a stop, customers queuing outside a shop, and pedestrians who need more time or space to pass. The U.S. Department of Transportation’s 2021 report specifically identifies narrow sidewalks and high-volume pedestrian areas as potential congestion settings, with obstruction and safety concerns for older adults and people with disabilities.
4. Check surfaces, edges and visibility
Inspect paving, drainage grates, utility covers, slopes, crossfalls, tactile surfaces, temporary plates, loose materials and kerb transitions. Note whether a person using a wheelchair, cane or guide dog can keep to the accessible line without being forced around the robot. Check sight lines at corners and entrances: a person emerging from a doorway may meet a robot before either can move aside.
These observations do not establish a technical capability for any robot model. They identify conditions that can turn a nominally adequate width into an obstruction or a surprise encounter.
5. Analyse interactions at entrances and crossings
Mark every doorway, driveway, side road, crossing and transit stop. People entering a building may step sideways or pause; people approaching a crossing may need to align with tactile paving and the dropped kerb. A robot that stops in front of a doorway or occupies the waiting area at a crossing can block access even when the through-route measurement looks acceptable.
For each location, ask where a person who cannot step around the robot would wait, and whether that waiting place remains outside traffic and clear of the accessible route. If there is no realistic answer, the route needs a different operating condition or should not be used.
6. Specify responses to blockage and failure
Before approval, require an operational answer to predictable events:
- What happens when pedestrians surround the robot or a queue fills the available space?
- How does the robot yield without stopping across a doorway, crossing approach or the narrowest point?
- Who is contacted when it is stuck, damaged, out of power or blocking the route?
- How quickly can an operator attend and remove it?
- What happens if a person using a wheelchair or a guide dog cannot pass?
- How are repeated stops, near-conflicts and complaints recorded and acted upon?
The available guidance does not prescribe one universal yielding, remote-assistance or removal protocol. Treat these as conditions to define locally and test before a trial begins.

7. Compare route options by outcomes
If more than one route is possible, compare each against the same criteria: continuous clear width and passing provision; pedestrian volume and user mix; obstacles and surface conditions; continuity to crossings, entrances and transit stops; and the local authority’s deployment controls, trial conditions and monitoring plan.
| Decision criterion | Questions to answer | Evidence to record |
|---|---|---|
| Continuous accessible width | Where is the narrowest clear section, and does it remain clear during the delivery period? | Measured widths, photographs or plans, temporary-use schedule |
| Passing provision | Where can people pass or wait without entering traffic or blocking an entrance? | Passing locations, distances between them, turning and waiting areas |
| Pedestrian demand | When are flows highest, and who uses the route? | Observation periods, queues, school or transit peaks, user mix |
| Obstacles and surfaces | Do furniture, paving, slopes or visibility create extra conflict? | Obstacle inventory, surface notes, pinch-point map |
| Connections | Can people reach every crossing, doorway and stop without detouring around a robot? | Entrance and crossing checks, accessible-line drawings |
| Control and monitoring | Who authorises the trial, sets conditions and responds to failures? | Local decision, contact route, incident log and review dates |
How narrow-pavement conditions change the decision
Quiet residential stretches
Lower pedestrian demand may reduce the frequency of encounters, but it does not remove the accessibility test. A single bin, parked cycle or doorway can leave no usable bypass. Verify the route at the times of delivery and after normal street activity has accumulated.
Busy shopping streets
Queues, displays, café seating and people stopping to look at windows can consume the space that a plan appears to reserve. High pedestrian volume is itself a reason for caution: the U.S. Department of Transportation report warns that relatively narrow, high-volume sidewalks can become congested when robots are added.
Schools, parks and family destinations
Children may change direction suddenly, and adults may walk in groups or push buggies. Map the approach and waiting areas, not only the frontage. If a robot cannot yield without stopping where people cross or gather, the operating window or route needs to change.
Transit stops and crossings
Passengers need room to wait, board, alight and reach the crossing. A route can fail at the stop even if its mid-block width is generous. Keep the accessible approach to tactile paving, dropped kerbs and shelters clear, and specify where a robot waits when a bus or crowd arrives.
Frequent doorways and driveways
Entrances create unpredictable movements and limited sight lines. Do not treat a doorway recess as spare robot space unless people can still enter and exit without passing between the robot and moving traffic or street furniture.
Can delivery robots block wheelchair access?
Yes, they can create a blockage if their position reduces the usable route or leaves no practical way around them. The issue is not limited to a robot standing still. A person may be unable to pass when the robot meets another pedestrian, stops to yield, turns at a pinch point or fails and remains in place.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Operating conditions to write into a trial or permit
A route assessment is incomplete if it only approves a map. Attach measurable conditions that protect the pedestrian outcome:
- Define the pedestrian route that must remain continuously clear, including entrances, crossings and transit approaches.
- Identify no-stop or no-wait locations such as the narrowest points, doorways, tactile paving and crossing approaches.
- Set a process for yielding when a pedestrian cannot pass, with human assistance available when the robot cannot clear the route.
- Set a response and removal process for breakdowns, loss of communication, damage or obstruction.
- Require recording of blockages, near-conflicts, complaints and requests for assistance, including the location and time.
- Review conditions when street furniture, construction, seasonal trading or pedestrian patterns change.
- Provide a clear public contact route so a person who is blocked does not have to negotiate with the robot.
These are prudent site conditions, not a nationally prescribed robot code. The responsible authority should state which are mandatory for the particular trial and how compliance will be checked.

Who decides whether delivery robots can use pavements?
Authority depends on the jurisdiction, the street and the legal basis of the proposed trial. In the United Kingdom, a July 15, 2026 parliamentary answer said local leaders would decide whether to trial pavement robots and shape trial operation. It also said that trials would examine impacts on pedestrians, particularly vulnerable groups, and that permanent regulations would require consultation and impact assessment.
“A key part of the trial will be understanding the impact on pedestrians, particularly the most vulnerable groups.”
“No permanent regulations will come into force without detailed public consultation and a full assessment of the impacts.”
That is a dated UK policy position, not a statement that every pavement in the UK is available to robots or that the same process applies elsewhere. Confirm the current local law, permit route, highway authority, accessibility duties and trial conditions before deployment. The U.S. Access Board figures are comparative technical guidance and are not governing authority in England.

| Record | Minimum content |
|---|---|
| Route identity | Street, side of pavement, start and end points, date and observation times |
| Clear-width survey | Measurements at the narrowest points, with fixed and temporary obstacles identified |
| Pedestrian conditions | Quiet and busy periods, queues, groups, school or transit activity, and users needing extra space |
| Connections | Entrances, crossings, dropped kerbs, tactile paving, stops and any necessary waiting areas |
| Risk controls | Yielding, no-stop locations, assistance contact, removal response and incident logging |
| Decision | Approve, modify or reject, with the measurable reason and review trigger |
Use the same record for every route option. This prevents a proposal from being approved because one attractive section looks wide while an unexamined entrance or crossing fails the accessibility test.
Common mistakes and how to correct them
“The robot fits, so the pavement is wide enough.”
Physical fit says nothing about passing, turning, sight lines or access to a doorway. Measure the continuous clear pedestrian route with all obstacles and normal activity present.
“The 1,500 mm figure is the robot allowance.”
In England’s 2024 pavement-licence guidance, 1,500 mm concerns the distance between two obstacles in most circumstances so a wheelchair user and walker should be able to pass. It is not a robot operating threshold.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems“The U.S. and England numbers can be combined.”
They come from different jurisdictions and contexts. Present them separately and apply the rule that governs the actual street.
“A quiet observation proves the route is safe.”
Repeat observations during peak pedestrian periods and after temporary uses appear. Congestion risk is greatest where demand is high or space is already constrained.
“A robot can stop anywhere to yield.”
A stop in front of an entrance, on tactile paving or at a crossing approach can be a blockage. Design no-stop locations and a human-assistance process before the trial.
“Local approval means permanent permission.”
A trial decision is limited to its authority, route and conditions. The July 2026 UK statement expressly distinguishes trials from permanent regulation and anticipates consultation and impact assessment.
How to decide whether to proceed
Proceed only when the route remains continuously usable for pedestrians under realistic conditions, the narrowest points and connections have been assessed, and the operator can respond when a person cannot pass. Modify the route or operating window when queues, furniture or transit activity consume the available space. Reject the route when a person who cannot step around a robot has no safe, dependable way through or no rapid assistance when the robot fails.
Explain the decision in measurable terms: clear width after obstacles, where passing is possible, what pedestrian demand was observed, how crossings and entrances remain accessible, which local authority controls apply, and how incidents will be monitored. Avoid a blanket claim that delivery robots are either safe or unsafe; the outcome depends on the particular pavement and the conditions imposed on its use.
