Turn through a median opening only when your state’s law, the road signs and signals, and the opening’s design all allow it. A gap in a median is not automatic permission to make a U-turn. At many reduced-conflict intersections, the intended movement is to turn right, continue to a signed opening, and make a U-turn there before returning to the road you need. If you cannot confirm that route is legal and safe, continue to the next lawful intersection, driveway, or parking area instead.
Why the answer depends on your location
U-turn rules are set mainly by state law and local traffic control, not by one nationwide rule. The same-looking median opening can be legal in one jurisdiction, restricted to certain movements in another, or prohibited by a sign or signal at that exact intersection. Road type also matters: a divided arterial, an interstate, and a frontage road may have different controls.

The Federal Highway Administration has warned drivers about this variation: “Because of the differences in State laws, please be aware of any laws that exist in your State regarding U-turns.” That statement is guidance about checking local law, not a nationwide authorization.
Before turning, identify the state and road, read every sign and signal governing the opening, and determine whether the crossover is surfaced and designated for turning. If the state or intersection is unknown, the only responsible answer is conditional.

Road type can change the answer
A route that is acceptable on a city arterial may be barred on an interstate or controlled-access facility. Kansas, for example, separately prohibits the described median turns on the interstate system. Washington’s rule addresses travel on a divided highway and lists specific exceptions for an opening, established crossover or intersection, subject to official control. These examples show why a driver should identify the facility before relying on a general U-turn rule.
Also distinguish a public median crossover from a driveway connection, farm entrance, emergency gate or maintenance opening. The pavement may look continuous enough for a passenger car, yet the opening may not be intended for ordinary traffic. A sign, gate, barrier, lane arrow or unusual curb treatment can signal that the facility serves a limited purpose.
What a legal median U-turn generally requires
Use this sequence before you cross the median. It separates legal permission from your separate judgment about traffic, sight distance and vehicle control.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Confirm the jurisdiction. Note the state, municipality and road classification. Check the current state driver manual and traffic code, then look for local signs or lane-control signals.
- Find the designated opening. Do not cross a raised curb, landscaped strip, barrier, double-yellow divider or other median feature unless the law and the roadway specifically provide a crossing. A random break, emergency access point or unpaved gap is not necessarily a public turning opening.
- Read the controls at the opening. “No U-turn,” “No left turn,” turn arrows, a median-use restriction, a signal phase or a police officer’s direction can override what the pavement appears to permit.
- Check that your vehicle can complete the movement. You need enough width and clearance to turn without mounting a curb, backing, stopping in a travel lane or entering a prohibited area.
- Yield and wait for a safe gap. A legal opening does not give you priority over approaching traffic, pedestrians or cyclists. Minnesota’s manual, for example, says a U-turn should not disrupt other traffic.
- Abort if any condition is uncertain. Continue to another intersection or use another lawful turning area rather than forcing the maneuver.
Read the whole approach, not just the gap
Look for advance signs, lane arrows and pavement markings before you reach the crossover. A sign several car lengths back may direct U-turning traffic into a particular lane or indicate that the opening is signal-controlled. Stop lines and yield triangles show where the crossing is governed. If a temporary sign, portable barrier or officer conflicts with the usual layout, follow the temporary direction.
Do not treat a green light for your through movement as permission to cross the median. A separate arrow, signal phase or posted instruction may be required. Conversely, a physically open crossover may be closed by a red arrow or a “No U-turn” sign. Wait where the lane markings tell you to wait; do not stop in a through lane or in the intersection while trying to interpret the layout.
Vehicle size and turning room matter
A crossover designed for ordinary cars may not accommodate a pickup with a trailer, a recreational vehicle or a long-wheelbase van. If the turn requires a three-point maneuver, backing, mounting the curb or stopping across opposing lanes, it is not an appropriate place to turn. Continue to a larger lawful area. The same caution applies when wet pavement, snow, darkness or glare makes the available width or lane edge difficult to judge.
How the right-turn-then-U-turn route works
Many divided roads use reduced-conflict intersections that remove a direct left turn across opposing lanes. When your left turn is blocked, the engineered route may be:

- Approach the intersection in the correct lane and obey the signal.
- Turn right onto the divided roadway when the signal and signs allow it.
- Stay in the proper lane and proceed to the next designated median opening or crossover.
- At that opening, obey its signal or yield signs, check all approaches, and make the U-turn only when permitted and clear.
- Travel back on the opposite side of the divided road and make the right turn or other movement that reaches your destination.
This pattern is an example of a designed intersection treatment described in Minnesota guidance. It is not permission to turn at every median gap. The opening must still be authorized, signed and usable for the movement you intend.
How to recognize the intended opening
- A paved crossover is aligned with both directions of travel and has a turning radius designed for passenger vehicles.
- Signs or lane arrows identify a U-turn, crossover or permitted left-turn movement.
- Signals, stop lines or yield markings control the crossing.
- The median has a mountable or cut-through section rather than a continuous barrier, but physical design alone is not proof of legality.
If the opening is signed only for emergency vehicles, transit, a particular direction, or a restricted time, follow that limitation. Never assume that an opening intended for a driveway, farm access or maintenance vehicle is a public U-turn point.
Compare the available routes
When you have a choice, compare each route on four separate questions. First, does the law and the posted control permit the movement? Second, is the opening designated for U-turns rather than another limited use? Third, is the maneuver part of the road’s reduced-conflict design, with appropriate signals and markings? Fourth, is there a lawful driveway, parking lot or later intersection that gives you more room and visibility? A route can be legal but still a poor choice if it forces a tight turn or creates a conflict.
State examples—and why they cannot be generalized
The following official materials illustrate different approaches. They are examples, not a substitute for the law where you are driving.

|---|---|---|
| California | The California Driver’s Handbook describes a divided-highway U-turn only when a center-divider opening is provided. It also says not to cross a dividing section, curb, strip of land or two sets of double-yellow lines to turn around. | Use only a provided opening and obey local signs. The handbook does not make every physical gap legal. |
| Washington | RCW 46.61.150 directs traffic to the right-hand roadway of a divided highway and bars driving over, across or within the median except through an opening, established crossover or intersection, subject to official traffic-control direction or permission. | The statute’s exceptions and any signs or officer direction at the site control your movement. |
| Kansas | K.S.A. 8-1524 bars a left turn or U-turn over, across or within an intervening space, barrier or dividing section except through an opening provided and surfaced for public turning. It separately prohibits such turns on the interstate system. | The cited legislature page reflects a 2019 codification. Check the current Kansas code and local controls before relying on it. |
| Minnesota | State driver guidance says not to make a U-turn if it would disrupt traffic and describes turning right, then using a designated opening at a reduced-conflict intersection. | The manual’s edition should be checked for currency; the route is an engineered example, not blanket permission. |
| New York | The DMV manual advises against a highway U-turn unless absolutely necessary and suggests a parking lot, driveway or other area for turning around. | This is New York guidance, not a nationwide rule. Any alternate area must be lawful and open to the public or to you. |
These examples also show the difference between a statute and a handbook recommendation. A statute can define where crossing a median is prohibited or excepted; a handbook can explain how to recognize a designated opening or urge drivers to avoid a highway turn unless necessary. Neither document answers for every city-owned road, construction zone or private access point. Check the current text and the controls visible at the exact location.
Legal permission is different from a safe opportunity
Even when a U-turn is allowed, you remain responsible for yielding and avoiding a collision. A wide opening can still have a blind approach, high speeds, a short sight line, pedestrians in the median, or traffic entering from a side road. Do not treat the right of way for a designated movement as a guarantee that other drivers will see you.
Do not proceed when visibility or space is inadequate
- Wait if an opposing vehicle, motorcycle or cyclist could reach the opening before you complete the turn.
- Do not stop diagonally across a lane while waiting for a gap.
- Do not use the shoulder, gore area, sidewalk or bicycle facility as a turning lane.
- Do not reverse to finish a turn. If the vehicle does not fit, continue to a larger lawful area.
- Allow for trailers, long wheelbases and wide vehicles that need more turning room than the opening provides.
Consider a different place to turn around
If the roadway opening is confusing, congested or prohibited, a later signalized intersection may be the best option. A public parking lot, driveway or other paved area can also work where the owner permits access and traffic controls allow you to enter and leave. New York’s manual specifically recommends those kinds of areas when a highway U-turn is not appropriate; the recommendation is state-specific, but the underlying caution is broadly useful.

Do not enter a business lot merely to avoid a detour if a sign bars public access or the owner has closed the driveway. An apparently convenient area must be open to you, connected safely to the roadway and free of signs that prohibit turning around. If no suitable area appears, keep driving until you reach a clearly controlled intersection.
A decision checklist for a blocked left turn
| Question | If the answer is yes | If the answer is no or unknown |
|---|---|---|
| Does current state law permit this type of U-turn? | Continue to the roadway-control check. | Do not turn; consult the state manual or code and choose another route. |
| Is this a designated, surfaced public opening or established crossover? | Check signs, signals and lane markings. | Do not cross the median or use an improvised gap. |
| Do signs, arrows, signals or an officer allow the movement? | Wait for the proper phase or gap. | Follow the restriction and continue to another location. |
| Can you complete the turn without disrupting traffic? | Yield and turn smoothly. | Wait or select a larger turning area. |
| Is another lawful turning area available sooner and safer? | Use it if the median movement is uncertain. | Continue until one is available; do not improvise. |
Run through the checklist before entering the opening, not after your front wheels are in the median. If you cannot answer one of the legal questions, treat the answer as no. If the legal answer is yes but traffic, sight distance or vehicle clearance is inadequate, wait or choose another location.
Common mistakes and how to correct them
“There is a gap, so it must be legal.”
Median openings can serve emergency access, maintenance, driveways, transit operations or a restricted traffic pattern. Correct the assumption by looking for a sign, signal, stop line and lane markings, then checking the state rule.
Crossing a painted or raised divider
Drivers sometimes cut across a narrow painted section or mount a low curb to avoid a detour. That can violate a statute or local restriction and creates a conflict with opposing traffic. Use the paved opening intended for public turning.
Making the U-turn at the wrong point in a reduced-conflict design
At some intersections, the crossover is set back from the side street. Turning immediately across a median defeats the design and may be prohibited. Follow the signs to the designated opening, even when it adds distance.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsIgnoring a temporary control
Construction signs, portable barriers, police direction and temporary signal timing can change the normal route. The temporary control governs while it is in place.
Confusing legality with priority
A permitted U-turn does not let you force traffic to brake or swerve. If the opening is clear legally but not practically, wait or use another route.

Relying on another state’s rule
A driver who learned a permissive rule at home may cross a median where the destination state prohibits it. The place where the maneuver occurs controls the question. Read that state’s current manual and code, and then check the local signs.

If you received a citation or had a close call, record the exact location, direction of travel, time, signs, lane markings and whether the median opening was paved. Photographing the layout from a safe, legal place can help you and a qualified local adviser understand which rule applies. Do not rely on a general internet summary when the question concerns a specific ordinance, road project or court case. Bottom line for drivers
When a median blocks a left turn, the legal solution is usually the route the roadway was designed to provide: turn right, follow the divided road, and use a signed, designated opening for a U-turn if state law and local controls permit it. Never cross an unmarked gap, barrier, curb or painted divider merely because it is physically possible. If you cannot verify the rule or complete the maneuver without disrupting traffic, continue to a lawful turning area and check your state’s current guidance for the exact road.
Frequently Asked Questions
Can I make a U-turn at any break in a median?
No. A break must be an authorized public opening or established crossover, and signs, signals or local rules may still prohibit the movement.
What should I do when a reduced-conflict intersection blocks my left turn?
Use the signed route, which may require a right turn followed by a U-turn at a designated opening farther along the divided road. Do not make an immediate unsignaled median crossing.

Is a legal U-turn automatically safe?
No. You must still yield, maintain visibility and avoid disrupting traffic. If the opening is congested, blind or too tight for your vehicle, continue to another lawful turning area.

Which state’s rule applies if I am traveling through another state?
The law and traffic controls of the place where the maneuver occurs generally govern. Check that state’s current driver manual and code rather than relying on rules from your home state.
Does a green light authorize a median U-turn?
Not necessarily. A green through signal may not permit a crossing. Follow the arrow, signal phase, stop line and signs that specifically govern the opening.
Can I use a driveway or parking lot to turn around?
Only when the area is lawful to enter, open to you and free of signs or controls prohibiting the maneuver. A private or restricted access point is not an automatic alternative.
Are U-turn rules the same on an interstate and a divided arterial?
No. Road classifications can have different restrictions. Some state rules separately prohibit median turns on interstate facilities, so identify the road type and check the controlling law.
What if my vehicle cannot make the turn in one movement?
Do not back, mount a curb or stop across opposing lanes. Continue to a larger, lawful turning area that provides sufficient clearance.
Can an emergency or maintenance opening be used by ordinary drivers?
Not unless signs, law and traffic controls make it a public turning point. Physical access alone does not establish permission.
The Bottom Line
Use a median U-turn only at a designated opening that state law and local controls allow. When a left turn is blocked, follow the engineered right-turn-then-U-turn route; otherwise continue to another lawful turning area rather than crossing an improvised gap.
