The exact learner age, permit, restrictions, required practice and test process depend on your jurisdiction. The UK details below are an example, not universal rules.
1. Check your local learner requirements before driving
Start with the licensing authority for the place where you will drive. Confirm the minimum age, learner permit or licence, eyesight and health requirements, vehicle category, supervision rules, learner plates, insurance and any required practice period. Do not assume rules from another country—or even another part of the same country—apply to you.
For the UK example, learners need a valid provisional licence. The Highway Code says: “Learners driving a car MUST hold a valid provisional licence.” It also requires learners to pass the theory test, if one is required, and then the practical test for the vehicle category before driving unaccompanied. There is no single worldwide minimum number of practice hours established here. Follow your local licensing authority’s requirements rather than relying on a generic hour target.

2. Choose a qualified instructor and set a learning plan
Professional lessons give you structured instruction and feedback. In the UK, the Driver and Vehicle Standards Agency (DVSA) advises starting with lessons before doing anything else. Use the first conversation to establish how the instructor will assess your progress and adapt lessons to your needs.
- Check the instructor’s registration or qualification under your local system. In Great Britain, instructors must be DVSA registered.
- Ask how they explain mistakes, track progress and decide when to introduce a new skill.
- Look for a clear focus on safe, independent driving—not only passing the test.
- Understand lesson costs, cancellation terms and how missed lessons are handled.
Agree on a small, practical goal for each session. For example, a lesson might focus on moving off and stopping smoothly, rather than trying to cover several unfamiliar maneuvers at once. The DVSA’s learning-to-drive guidance recommends lessons, studying the Highway Code, preparing for the theory test and booking the practical test when the instructor considers the learner ready.
3. Study the rules alongside your lessons
Use the current official road rules for your jurisdiction, not a test-preparation summary as your only reference. In the UK, study The Highway Code alongside lessons. A current print edition can be convenient, but the official online text is available too.

Connect study to what you see in the car: signs, road markings, junction priorities, speed limits, pedestrian crossings and safe following distances. This helps turn rules into decisions you can make while driving. Prepare for the knowledge or theory test required by your licensing authority and check its booking process and pass requirements.

The DVSA’s 2026 campaign reports that, in voluntary learner-driver survey responses collected from April 2024 to July 2025, respondents who had not taken driving lessons before their theory test were 16% more likely to fail its multiple-choice part on their first attempt. This is a survey comparison, not evidence that the absence of lessons caused the result or a prediction of an individual learner’s outcome. The campaign also reports that, in voluntary responses collected from July 2024 to April 2025, learners without prior lessons were 25% more likely to fail the driving test first time; this, too, is a survey comparison rather than a guarantee. Both figures appear on the DVSA campaign page.
4. Build vehicle control in manageable stages
Follow your instructor’s sequence and practise each new skill in a setting that leaves enough time and space to think. Early sessions commonly focus on getting familiar with the controls and developing smooth, reliable actions before adding more demanding traffic situations.

- Learn the controls, checks and basic cockpit routine.
- Practise moving off, steering, changing gears if applicable, braking and stopping.
- Build observation habits: check mirrors and surroundings, notice hazards and signal when appropriate.
- Progress to turns, junctions and other maneuvers as your control and observation improve.
Ask what you should practise between lessons and what still needs instructor support. If a task feels overwhelming, tell the instructor and return to a simpler setting rather than pushing into traffic beyond your current ability.
5. Widen practice gradually across roads and conditions
Increase difficulty based on demonstrated skill, not a calendar date. A well-planned progression might move from quieter roads to busier traffic, more complex junctions, higher-speed roads, unfamiliar routes and more challenging conditions. The specific order depends on your location, vehicle and instructor’s assessment.
Official UK supervisor guidance recommends choosing roads, times, conditions and maneuvers to suit the learner’s ability. Avoid busy periods until the learner is confident in heavier traffic. As skills develop, practise in daylight and, when appropriate, darkness; add weather challenges and independent route following only when the learner can handle them safely. Graduated licensing restrictions reflect the value of limiting exposure while inexperienced drivers gain experience. In a 2023 review, the US National Highway Traffic Safety Administration (NHTSA) associated the most restrictive graduated driver licensing programs it defined—with at least a six-month learner stage, a night restriction beginning no later than 10 p.m. and a limit of no more than one teen passenger—with 38% fewer fatal crashes and 40% fewer injury crashes among 16-year-old drivers. These are associations for that age group and policy definition, not a universal forecast or proof that any one restriction produces the same result everywhere. Private practice can add useful experience, but it should complement—not replace—professional instruction. Before arranging a session, ask the instructor which skills are ready for practice and choose a route, time and maneuver that match them. A supervisor who is unfamiliar with the learner’s current ability may choose roads that are too demanding or give conflicting advice.
UK example: private-practice checklist
- The learner has a valid provisional licence.
- The supervisor meets the UK eligibility rules: at least 21 years old and holding a full licence for at least three years for the relevant vehicle type.
- The vehicle is suitable, safe and insured for the learner and the planned use. Check the policy rather than assuming ordinary cover includes learner practice.
- The car displays the required L plates; D plates may be used in Wales. GOV.UK also says the car must be taxed, DVLA-registered and have a valid MOT when required.
- Consider an extra rear-view mirror for the supervisor. GOV.UK recommends one; it is not presented as a universal legal requirement.
- Set one session goal and select a route and conditions suited to the learner’s current ability.
Rules and equipment differ outside the UK. For example, motorway practice in England, Scotland and Wales is allowed only with an approved driving instructor in a dual-control car; a private supervisor cannot take a learner on a motorway. Northern Ireland has a 45 mph learner speed limit, while England, Scotland and Wales use the normal posted speed limits. Confirm the current rules in the relevant UK nation using the supervisor guidance and Highway Code Annex 3.

7. Prepare for the practical test when you are ready
Meet the test sequence and eligibility rules set by your local licensing authority. In the UK, pass the theory test before booking the practical driving test. The DVSA advises that the learner and instructor agree the learner is ready to drive alone before booking. Read the current local test guidance so you know what the test covers, what documents to bring and how to arrive with a suitable vehicle if required.
In the final lessons, ask your instructor to identify any remaining weak areas and practise them deliberately. A test date is not a substitute for readiness: the aim is to demonstrate safe, independent driving across the situations your local test assesses, then continue building experience after passing.
