In most cases, remove your personalized plate before handing over the car, report the sale to the DMV, and then either transfer the plate to another vehicle, place it in the state’s retention or storage system, or surrender it. The exact form, deadline, fee, and even whether the plate follows you or remains assigned to the vehicle depend on the state that issued it.
Do not assume that a personalized plate automatically belongs to its owner nationwide. California expressly treats special-interest plates as belonging to the plate owner, while Oregon warns that a custom plate left on a sold vehicle may remain assigned to that vehicle. The safest default is to remove the plate and complete the official DMV transaction before the buyer takes possession.
Quick procedure:
- Photograph and remove the plate or plates before delivery.
- Remove the registration sticker, tab, or windshield registration document where your state requires it.
- Complete your state’s vehicle-sale notification or release-of-liability filing.
- Transfer the plate to another eligible vehicle, retain or store it, release it to the buyer if expressly allowed, or surrender it.
- Pay any transfer, retention, renewal, or replacement fees and save every receipt and confirmation.
First, decide what you mean by keeping the plate
Keeping a personalized license plate can mean several different things. Your state may treat these as separate transactions:
- Keeping the physical metal plates: You remove them and keep them as a souvenir or for later use.
- Preserving the number or configuration: You keep priority over the characters, spacing, punctuation, and plate type even though the plate is not currently displayed.
- Transferring it immediately: You assign the plate to another vehicle that you own and that qualifies for the same registration or vehicle class.
- Retaining or storing it: The DMV holds the plate or keeps the configuration reserved until you acquire another vehicle, usually subject to a fee or deadline.
- Releasing it to the buyer: You give up your interest so the buyer can apply for the same plate, if the issuing state permits that procedure.
- Leaving it on the sold car: This is not a safe substitute for a transfer or release. Some states have a formal process that can accommodate it, but you should not rely on that without written DMV instructions.
A physical plate in your garage is not necessarily a legally assigned plate. Conversely, a state may preserve your plate configuration in its records even when you do not possess the original metal plate. Ask the DMV specifically whether you are preserving the physical plate, the plate number, or both.

What to do before handing over the car
1. Identify the issuing state’s rule
Search the DMV website for your state plus terms such as personalized plate transfer, custom plate retention, vanity plate after sale, or license plate surrender. The relevant agency is generally the state that issued the plate, not the state where the buyer lives.
Also confirm the plate category. A DMV may use different rules for personalized, vanity, custom, specialty, environmental, historical, military, livery, commercial, trailer, motorcycle, and general-issue plates. Consumers often use these words interchangeably, but they may represent different legal categories and fees.
2. Photograph and record the plate
Take clear photographs of both sides of both plates before removing them. Record the exact characters, spacing, punctuation, background, and plate type. Keep the photographs with the title, bill of sale, and DMV records. This is useful if a plate is lost, stolen, misread, or disputed later.
3. Remove the plates before delivery
Unless your DMV has given you a formal alternative, remove the personalized plates before the buyer, dealer, insurer, or towing company takes possession. New York specifically tells sellers to remove the plates and windshield registration sticker before selling or trading in a vehicle, and Texas gives similar instructions for plates and registration stickers. Do not simply hand the buyer your plate and assume that a bill of sale transfers it. If you want the buyer to have it, confirm that the state allows a release and complete the official release and application process.
4. Remove registration credentials where required
Remove the registration sticker or tab from the plate, and remove a windshield registration document if your state uses one. A buyer generally needs a lawful temporary permit or a new registration and plate to operate the vehicle. Ask the buyer or dealer what permit or replacement-plate process applies; do not leave your registration credentials behind just to make the car easier to drive home.
5. Complete the sale paperwork
Keep a signed bill of sale or purchase agreement showing:

- the vehicle identification number;
- the date and, where relevant, time of sale;
- the odometer reading;
- the buyer’s legal name, address, and contact information;
- the seller’s name and the names of all joint owners; and
- the plate number and the fact that the plate was removed, transferred, retained, released, or surrendered.
Ask a dealer in advance whether it will file any DMV paperwork. A dealer may handle title or registration work, but never assume it has completed your personalized-plate retention or sale-notification transaction.
After the sale: complete three separate DMV and insurance tasks
Plate retention and sale reporting are usually separate. Treat the following as three different tasks:
- Report the vehicle sale. This tells the state that the vehicle changed hands and may protect you from later tickets, tolls, towing bills, camera citations, or other liability.
- Transfer, retain, release, or surrender the plate. This controls whether the number remains available to you and whether the physical plate is legally assigned.
- Handle registration and insurance in the required order. Some states require active plates to be surrendered or deactivated before liability insurance is cancelled.
A sale notification does not necessarily transfer title, cancel the registration, or preserve a personalized plate. California expressly says its Notice of Transfer and Release of Liability protects the seller from later liability but does not itself complete the ownership transfer.
Do not cancel insurance solely because the vehicle has left your driveway. Contact your insurer and DMV, confirm the effective date, and follow the state’s sequence for surrendering or deactivating plates. New York, Florida, and Virginia all warn that cancelling insurance while active plates or registration remain on the record can lead to registration or driving-privilege consequences.
State-by-state examples and verified procedures
The table below covers states with verified procedures in the sources for this guide. It is not a substitute for checking your own state’s current DMV instructions, and it is not a complete 50-state directory. Deadlines and fees can change.

If you do not have a replacement car yet
Do not leave the plate attached to the sold vehicle just because you have nowhere to put it. Your choices may include:
- Formal retention: The DMV keeps the number reserved while you look for a vehicle.
- Physical storage: You keep the plates or the DMV stores them, sometimes issuing a storage receipt.
- Renewal during storage: Some states charge an annual retention or renewal fee even when the plate is not displayed.
- Expiration-based retention: Some states preserve the plate only until its current expiration date or for a defined period after expiration.
- Surrender: You return the plates and give up the number or configuration.
California is an example of annual retention. Delaware retains a tag only until its expiration date. New York allows personalized plates to be stored at many DMV offices, with the office’s storage policy controlling details. Washington requires transfer within 30 days after sale, and Utah requires immediate action after release of the vehicle and warns of configuration loss after six months beyond expiration.

You may be able to keep a physical plate as a souvenir after surrender or cancellation, but that does not necessarily preserve the number or make the plate legal to display. Ask whether the DMV requires the plate to be surrendered, cancelled, defaced, or merely kept off the road.
Choose the right option

Common mistakes and how to avoid them
Leaving the plate on the vehicle
The buyer may register the car with a plate that still appears in your name. Toll agencies, parking authorities, automated-camera systems, towing companies, or law enforcement may initially contact you. File the sale notification immediately, keep confirmation, and contact the DMV’s personalized or custom-plate unit. Washington specifically warns about these risks for plates connected to a vehicle the seller no longer owns.
If the plate was left behind, do not assume that physically retrieving it fixes the record. Ask the DMV whether it can be recovered, formally released, or reassigned. Do not mount it on another vehicle until the state records the transfer.
Cancelling insurance too soon
Some states tie insurance compliance to the active plate or vehicle registration. If you cancel coverage while the old plate remains active, you could face registration suspension, driver’s-license consequences, or other sanctions. Confirm the plate’s surrender or deactivation and the vehicle-sale filing before setting the insurance cancellation date.
Mounting the plate on the new car before approval
Ownership of the metal plate is not the same as legal assignment. Complete the DMV transfer first wherever the state requires an application, fee, inspection, or record update. This is especially important when moving a plate between passenger vehicles and motorcycles, trailers, trucks, commercial vehicles, or other registration classes.
Assuming the dealer handled everything
Get written confirmation of exactly what the dealer filed. Title work, registration, plate transfer, sale notification, and insurance are separate records in many states. If the dealer keeps the old plate or says it will be transferred, verify the result through the DMV and save the receipt.

Deadlines are state-specific and not interchangeable. Examples include California’s five-day sale notice, Oregon’s 10-day sale notification, Texas’s 30-day Vehicle Transfer Notification, Washington’s 30-day personalized-plate transfer period, Delaware’s expiration deadline, Utah’s immediate-action rule, and California’s annual retention-fee requirement.

Special situations
Dealer trade-in
Remove the plate before the dealer accepts the vehicle unless the dealer presents a state-approved process that says otherwise. Ask whether the buyer will receive a temporary permit or new plate. Keep the trade-in agreement and verify that your sale notification and personalized-plate transaction were completed separately.
Lease return
The leasing company may own the vehicle even though you paid for the personalized plate. Review the lease-return instructions and contact the DMV before surrendering the car. Remove or transfer your plate according to the issuing state’s rules, and do not assume the leasing company will preserve your number.
Insurance total loss or salvage
Remove or transfer the personalized plate before the insurer, salvage company, or towing contractor takes possession, if you can do so safely and legally. Tell the insurer that you are retaining the plate, complete the DMV transaction, and coordinate with any lienholder or lessor. A total-loss settlement does not automatically preserve the plate configuration.

A gift may be treated differently from an ordinary sale. Some states provide exceptions or special procedures for transfers between spouses, parents, children, or grandparents. California, for example, publishes family-transfer exceptions to some plate-release rules. Use the state’s gift and plate-transfer forms rather than relying on a verbal family agreement.
Out-of-state buyer
The buyer’s move to another state does not change the issuing state’s rules for your personalized plate. Remove and retain or surrender the plate under the issuing state’s process. The buyer must satisfy the destination state’s title, registration, inspection, temporary-permit, and plate requirements.
Joint owners
Check whether every registered owner must sign the retention, release, transfer, or surrender form. If the names on the plate record differ from the names on the replacement vehicle, the DMV may require additional documentation or may deny the transfer.
Different vehicle class
A plate assigned to a passenger vehicle may not transfer to a motorcycle, trailer, commercial vehicle, truck, or other class. Confirm the replacement vehicle’s class, ownership, and registration requirements before paying a fee or displaying the plate.

Lost, stolen, or damaged plate
Contact the DMV promptly and ask:
- whether a police report is required;
- whether one missing plate is treated differently from both plates missing;
- whether the same personalized configuration can be reissued;
- whether the DMV will issue a replacement number; and
- whether the missing plate must be reported before insurance or registration is cancelled.
Do not assume the number can always be recreated. California states that when both personalized plates are lost or stolen, the same configuration cannot be reissued on any plate type.
The vehicle was already sold with the plate attached
- File the state’s vehicle-sale notice immediately and save the confirmation.
- Contact the DMV’s custom, personalized, or specialty-plate unit and explain that the vehicle was delivered with your plate still attached.
- Ask whether the plate can be recovered, formally released, or reassigned, and what the buyer must do if the car has already been registered.
- Notify your insurer and toll or parking agencies if a charge arrives for a date after the sale; provide the sale record and DMV confirmation.
- Do not put the plate on another vehicle until the DMV confirms its status and records any required transfer.
This is an escalation path, not a universal legal remedy. The DMV record may need to be corrected even if you later get the physical plate back.
Final checklist
- ☐ Photograph both sides of the personalized plates and record the exact configuration.
- ☐ Check the issuing state’s current personalized-plate rule and deadline.
- ☐ Remove the plate or plates before the buyer, dealer, insurer, or tow company takes possession, unless the state expressly authorizes another process.
- ☐ Remove the registration sticker, tab, or windshield registration document where required.
- ☐ Complete the bill of sale with the VIN, sale date, odometer reading, and buyer information.
- ☐ File the vehicle-sale notification or release of liability.
- ☐ Transfer, retain, store, release, or surrender the personalized plate in a separate DMV transaction.
- ☐ Pay the required transfer, retention, renewal, storage, or replacement fee.
- ☐ Confirm that the replacement vehicle is eligible by ownership and vehicle class before transferring the plate.
- ☐ Do not display the plate on another vehicle until the state records the transfer where required.
- ☐ Handle insurance cancellation only after confirming the required plate and registration sequence.
- ☐ Save the DMV receipt, online confirmation, sale documents, photographs, and insurer confirmation.
- ☐ Make sure the buyer has a lawful temporary permit or replacement-plate arrangement.
Frequently Asked Questions
Can I keep my personalized plate as a souvenir after selling my car?
Often, but the issuing state may require you to surrender or cancel the plate, place it in retention, or complete a transfer first. Keeping the metal plate does not necessarily preserve the number or allow you to display it later. Ask the DMV whether it wants the plate returned, defaced, or stored.
Can I put my old personalized plate on my new car immediately?
Not necessarily. Many states require a DMV application, fee, or record update before the plate is legally assigned to the replacement vehicle. Confirm the new vehicle is in the same eligible registration class and complete the official transfer before displaying the plate.

Use the state’s retention or storage process if one exists. Check whether there is an annual fee, a storage receipt, an expiration deadline, or a limit on how long the configuration remains reserved. If the state has no retention option or requires surrender, you may have to return the plate and risk losing the configuration.
Does filing a release of liability transfer or save my personalized plate?
