For a permanent import, that normally means completing the applicable HMRC, customs, vehicle-approval and DVLA steps, then arranging cover before the car is driven on a UK road. GOV.UK’s instruction is explicit: “Insure your vehicle before you drive it on UK roads.”
Do not assume a policy for a similar UK-market model covers an imported version. Tell the insurer that the car is a grey import, provide its full identity and specification, and ask how its value, modifications, imported parts and exclusions will be handled in writing.

First establish what kind of import you have
“Grey import” describes a vehicle built for a market outside the normal UK distribution channel, but the insurance and registration route depends on how the vehicle entered the country and what happened to it before you bought it. Start by placing the car in one of these categories.

The permanent-import overview covers vehicles brought into Great Britain from anywhere and vehicles brought into Northern Ireland from outside the EU. It does not mean that every movement into Northern Ireland or every temporary visit follows the same sequence. If the vehicle’s status is unclear, resolve that with GOV.UK, HMRC or DVLA before selecting an insurance policy.

Complete the legal import route before regular road use
Insurance is one part of a chain. A policy does not make an unregistered, untaxed or unapproved vehicle legal to use on public roads. The order can vary with the circumstances, but the following checklists reflect the routes set out by GOV.UK.
Vehicle shipped to the UK for permanent import
- Make the import declaration. The declaration and customs process depend on the vehicle’s origin, destination and the way it was shipped.
- Pay any VAT and customs duty due. Keep the customs evidence because an insurer, DVLA or a vehicle inspector may ask how the car entered the country.
- Tell HMRC within 14 days. The permanent-import guidance specifies this notification period.
- Confirm vehicle approval. A vehicle not registered in the EU may require an Individual Vehicle Approval (IVA) or Motorcycle Single Vehicle Approval (MSVA), while other vehicles may use a certificate of conformity or another accepted route.
- Register the vehicle with DVLA. Submit the documents and approval evidence required for the individual vehicle.
- Tax it before use. Registration and vehicle tax are separate from insurance.
- Insure it before driving on a UK road. If the car is not yet identifiable by a UK registration number, ask the insurer whether it can arrange cover using the chassis or VIN and what conditions apply.
Vehicle brought in by its owner through a ferry or the Channel Tunnel
- Notify HMRC within 14 days.
- Make an import declaration where applicable.
- Submit a NOVA declaration. NOVA is the HMRC notification used for imported vehicles.
- Obtain the required approval. The correct inspection or evidence depends on the vehicle’s age, origin, construction and history.
- Apply for DVLA registration and tax.
- Arrange insurance before road use. Confirm the exact start date and whether the policy permits any necessary journey to an inspection or registration appointment.
These are not interchangeable “paperwork tips”: missing one step can prevent registration or leave you unable to use the car legally. Keep copies of declarations, customs receipts, approval certificates, invoices and the foreign registration record.
UK vehicle exported and later reimported
A car that was once registered in the UK and then brought back has a different GOV.UK process. Notify HMRC within 14 days, deal with any VAT or customs duty due, register and tax the vehicle with DVLA, and insure it before road use. GOV.UK states that vehicle approval is not required for this reimport route. Structural modifications can require additional supporting documents, so gather engineering or modification evidence before applying.

Check whether the car needs IVA, MSVA or another approval
Vehicle approval demonstrates that an imported vehicle meets applicable safety and environmental standards. It is often needed before registration and taxation, but “grey import” alone does not determine the answer.
Age and origin can change the requirement
- A vehicle first registered or manufactured more than 10 years ago might not need approval. “Might” is important: verify the individual vehicle’s route rather than relying on age alone.
- A vehicle not registered in the EU may need IVA or MSVA.
- An EU-registered vehicle may be eligible to use a certificate of conformity.
- A left-hand-drive vehicle may need a GB conversion IVA.
Use the live GOV.UK guidance for the vehicle’s exact first-registration date, country of prior registration, steering position, body type and intended destination. Approval exemptions, forms, fees and document requirements can change.

Do not buy a seriously damaged import assuming it can be registered later
GOV.UK says a seriously damaged vehicle cannot be registered or taxed. This includes vehicles identified by the originating authority as a “statutory write-off,” “scrapped” or “non-repairable.” Check registration feasibility before importing or paying for a salvage vehicle. An insurance quotation is not evidence that DVLA will accept the car.
What an IVA or MSVA does not do
Approval addresses the applicable construction, safety and environmental requirements; it does not set the insurance valuation, guarantee that replacement parts are available, or confirm that a policy covers every modification. Those issues must be agreed with the insurer separately.

Standard online forms are built around common UK-market registrations. A rare Japanese, American, European or other non-UK specification may not appear under the correct make, model, trim or engine. That does not prove that every comparison site or mainstream insurer rejects grey imports; it means you should not force the vehicle into an inaccurate selection.
Give the underwriter a complete identity pack
- UK registration number, if already assigned.
- Chassis or VIN number.
- Make, model, model code and year.
- Engine size, fuel type, power output and transmission.
- Body style, steering side and country of original manufacture or registration.
- Foreign registration documents and export paperwork.
- HMRC, customs, NOVA and approval records where relevant.
- Photographs or inspection reports if requested.
- A complete list of factory options, aftermarket parts and structural changes.
- Your expected annual mileage, storage arrangements, driver details and intended use.
Ask the insurer or broker to confirm in writing that the quote refers to this exact market version, not merely a UK-market equivalent with a similar name.
Use a specialist broker when a direct quote cannot identify the vehicle
A specialist imported-car broker is one practical route when an online system cannot match the vehicle. Adrian Flux advertises cover for Japanese and grey imports and describes options including agreed-value cover and modification cover. Those are commercial product descriptions, not a guarantee that every vehicle is eligible, that the price is competitive or that a particular claim will be paid. Acceptance remains subject to underwriting and the policy wording.

Contact more than one provider where possible, but compare the terms rather than collecting headline premiums. Tell each provider about the import status and every modification; withholding a material fact can create a coverage problem later.
Ask these questions before accepting a policy
- Vehicle identity: Is the exact market version, trim, engine, year and steering position shown on the policy schedule?
- Evidence: Which registration, VIN, approval, customs or inspection documents must be supplied, and by what date?
- Valuation: Is a claim settled at market value or an agreed value? If agreed value is available, what photographs, specialist valuation or purchase evidence supports it, and when must it be updated?
- Modifications: Are all declared modifications listed individually? Are imported or specialist parts covered, and are there repairer, sourcing or like-for-like replacement conditions?
- Cover level: Is the policy third party, third party fire and theft, or comprehensive? What exclusions, excesses and security conditions apply?
- Start and use: When does cover begin, and does it permit collection, testing or travel to an approval or inspection appointment?
- Registration changes: What must you tell the insurer when a chassis-number policy changes to a UK registration number?
Get answers in the quote, statement of facts or policy schedule where possible. A telephone assurance that is absent from the documents may be difficult to rely on in a claim.
Understand valuation: market value versus agreed value
Market value
Market-value settlement generally uses the vehicle’s value immediately before the loss, subject to the policy wording. An imported car may be difficult to price because there may be few comparable UK sales, different specifications, a limited parts supply or a strong enthusiast premium. Ask how the insurer will establish value and what evidence it expects you to retain.
Agreed value
An agreed-value option sets a figure, subject to the insurer’s conditions and acceptance of supporting evidence. A broker may offer this for some grey imports, but availability is not universal. Confirm whether the figure includes declared modifications, whether it is reviewed annually and whether a total-loss payment is reduced by any excess or other policy adjustment.
Build an evidence file
- Purchase invoice and import costs.
- Customs, VAT and duty records.
- Approval certificates and registration documents.
- Professional valuation or specialist inspection, if requested.
- Photographs showing condition and modifications.
- Receipts for major improvements and rare parts.
Keep the file current. A high purchase price alone does not guarantee that an insurer will agree to the same figure.

Declare modifications and imported parts precisely
Grey imports often differ from UK cars in lighting, emissions equipment, wheels, suspension, engine management, exhausts, bodywork and safety equipment. List factory differences as well as aftermarket changes. “Standard for this model” may still be non-standard for the UK market.
Ask whether the policy covers specialist or imported parts on a like-for-like basis, whether the insurer can choose an equivalent part, and whether a shortage or long shipping time affects settlement. Confirm any requirement to use an approved repairer, obtain prior authorisation or pay an additional excess for modified vehicles. Never assume an agreed value automatically includes every later modification; notify the insurer before making changes.

No market-wide grey-import premium or acceptance rate is established by the available official and broker material. Prices depend on the vehicle, driver, location, use, security, value and underwriting decision, so treat any individual quote as specific to that risk.
Common failure points and how to recover
The quote system cannot find the model
Stop before selecting a similar UK car. Call the insurer or a specialist broker with the VIN, full specification and import documents. Ask whether manual underwriting is available and request the exact vehicle description on the schedule.

The insurer offers cover only after registration
Ask whether it can provide a lawful policy for the necessary collection or inspection journey using the chassis or VIN. If it cannot, do not drive the vehicle; arrange transport or obtain a provider that confirms the permitted use in writing.

The vehicle has a salvage or write-off history
Check with DVLA and the relevant approval route before spending more on repairs. A seriously damaged vehicle classed as scrapped, non-repairable or a statutory write-off cannot be registered or taxed under the cited GOV.UK guidance.
The policy uses the wrong specification
Request a corrected schedule immediately. A model name that looks right can conceal a different engine, trim, power output or market version. Do not wait until a claim to disclose the discrepancy.
A modification was added after purchase
Notify the insurer before driving with the change. Keep invoices, photographs and engineering details, and obtain confirmation that the modification is covered.

The permanent-import GOV.UK overview specifically addresses vehicles brought into Great Britain from anywhere and vehicles brought into Northern Ireland from outside the EU. Registration, customs, approval and tax rules can differ according to the vehicle’s origin and destination. A process that worked for a Japanese import into England is not automatically the process for a vehicle entering Northern Ireland, and a temporary visitor is not automatically a permanent importer.
Use the current GOV.UK pages for your jurisdiction immediately before filing declarations or booking approval. Confirm any change in residence, ownership, registration status or intended length of stay with the relevant authority and insurer.
A practical document checklist
- Passport or other identity documents requested by the provider.
- Purchase invoice and proof of ownership.
- Foreign registration certificate and export evidence.
- VIN or chassis-number record and photographs.
- Customs, VAT, duty, HMRC and NOVA evidence where applicable.
- Certificate of conformity, IVA, MSVA or GB conversion IVA evidence where applicable.
- DVLA registration and tax confirmation.
- Modification list, receipts, valuations and inspection reports.
- Security details, storage address and expected mileage.
- Final policy schedule, statement of facts and endorsements.
Presenting a complete file makes it easier for an underwriter to identify the risk and for you to prove what was disclosed.
When the car is ready to drive
Before the first ordinary journey, verify that the import and registration route is complete, the vehicle is taxed, the policy is active for the correct registration or VIN, and every material modification is declared. Carry out the insurer’s required security measures and keep the policy documents accessible. If any item is unresolved, leave the car off public roads and use an authorised transport arrangement until the position is confirmed.
The safest sequence is therefore: classify the import, complete HMRC and approval requirements, establish DVLA registration and tax, obtain a vehicle-specific insurance policy, check the valuation and modifications in the documents, and only then drive on UK roads.
