How to Inspect a Used Car Before Buying It When You Can’t Visit in Person

You can reduce—not eliminate—the risk of buying a used car remotely by combining VIN and title checks, independent history records, a cold-start video walkthrough and a buyer-selected physical inspection.

By CarCody Team

You cannot fully inspect a used car through a screen. You can, however, reduce the risk of an expensive surprise by combining the VIN and ownership records, an independent history check, a live or recent walkthrough, and a buyer-selected mechanic who examines the actual vehicle where it sits. Do not send money until the identity of the car, the seller, the total price, the inspection findings, and the delivery and cancellation terms are documented.

The most important boundary is simple: a vehicle-history report and a polished dealer video are screening tools, not mechanical inspections. The Federal Trade Commission (FTC) states that “A vehicle history report is not a substitute for an independent vehicle inspection.”

As an Amazon Associate I earn from qualifying purchases.

What you can—and cannot—learn remotely

Remote due diligence answers different questions at different levels of confidence. Records can reveal reported title brands, insurance losses, salvage events, odometer entries and some service history. A video can show what the seller is willing to display at a particular moment. Only a physical inspection can evaluate the car’s actual mechanical, structural and safety condition with appropriate tools.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Method What it can establish What it cannot establish Best use
VIN and ownership documentation Whether the seller can provide a consistent VIN, title or dealer paperwork, mileage claim and ownership story That the physical vehicle is the one represented, or that it is mechanically sound Identity and fraud screening before you spend money
Vehicle-history report Reported title brands, salvage or insurance-loss records, some accident and odometer entries, and records from participating databases Unreported damage, uninsured losses, hidden mechanical faults, or a guarantee of a clean car Finding reasons to investigate further or walk away
Live video walkthrough Visible condition, startup behavior, warning lights, equipment operation and consistency with photos Underside, internal wear, intermittent faults, accurate paint or frame measurements, and a complete mechanical diagnosis Observing the car before booking an inspection
Independent physical inspection The condition of the actual car, likely safety issues and repair needs, when performed by a qualified mechanic Past damage that leaves no current evidence, future failures or a guarantee of reliability Decision-making before payment
Contract and delivery review Warranty status, negotiated promises, fees, delivery obligations and cancellation terms Whether the car will perform as promised if the paperwork is vague Preventing disputes after the sale

Use these layers in order. A serious problem in an early layer should stop the transaction rather than be rationalized by a later video or report.

  • OBDII Protocols and Car Compatibility: Many cheap scan tools do not really support all OBD2 protocols. AD310 scanner as it can support all OBDII protocols such as KWP2000, J1850 VPW, ISO9141, J1850 PWM and CAN. This device also has extensive vehicle compatibility with 1996 US-based, 2000 EU-based and Asian cars, light trucks, SUVs, as well as newer OBD2 and CAN vehicles both domestic and foreign. Step 1: Get the VIN, seller identity and complete price

Ask for the full 17-character VIN before discussing a deposit. Request the seller’s legal name, physical business address or private-sale contact details, a clear image of the title or the dealer’s Buyers Guide when applicable, the stated mileage, available service records and a written out-the-door price.

Match every VIN reference

Compare the VIN in the listing, title, history report, service invoices and seller messages. Ask for a trusted person near the car—or the inspection mechanic—to photograph the VIN plate visible through the windshield and the label on the driver’s door or door pillar. A matching number in paperwork is not conclusive: the National Insurance Crime Bureau (NICB) documents cloned-VIN scams in which a stolen or damaged vehicle is made to appear identical to a legitimate one.

Have the relevant state motor-vehicle agency confirm the title status, recorded owner, lien information and any branded-title notation. State procedures differ, so ask that agency what documents and lien releases are required for an out-of-state or remote transaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Demand a written total

The out-the-door figure should identify the vehicle price, documentation or dealer fees, taxes, registration, delivery, inspection cost and any add-ons. A low advertised price that becomes clear only after a wire transfer is not a bargain. Keep copies of the listing, messages and every promise about repairs, accessories, warranty coverage or delivery date.

  • Smog Check Readiness At A Glance – Use the I/M readiness function before a smog check or emissions inspection to see whether your vehicle’s monitors are ready. This OBD2 code scanner helps you confirm if recent repairs have brought the system back to a ready state, reducing the chance of failed inspections, retests, wasted trips, and unnecessary inspection fees
  • Works With Most OBD2 Vehicles – Compatible with most 1996 and newer U.S.-based OBD2 cars, SUVs, and light trucks, as well as many 2000 and newer EU/Asian OBD2 vehicles. Supports major OBDII protocols including CAN, ISO9141, KWP2000, J1850 VPW, and J1850 PWM. This automotive diagnostic scanner is designed for wide vehicle coverage; please check compatibility with your vehicle before purchase

Step 2: Run independent records and recall checks

The FTC directs consumers to vehiclehistory.gov, which lists providers approved for the National Motor Vehicle Title Information System (NMVTIS). NMVTIS-oriented reports can include title, insurance-loss and salvage information. Other commercial reports may add accident or repair entries, but the FTC does not endorse a particular provider.

Reconcile the report with the seller’s story

  • Compare every mileage entry with the odometer shown on the video, service invoices and inspection report.
  • Look for abrupt mileage changes, unexplained gaps, repeated registrations in different states or ownership changes that the seller cannot explain.
  • Check whether a title brand, salvage designation, total-loss record or insurance event conflicts with the advertised condition.
  • Ask for invoices supporting major maintenance claims rather than accepting a verbal statement that the work was “just done.”

Search open safety recalls by VIN through the National Highway Traffic Safety Administration’s recall system. A recall result does not by itself make a car unacceptable, but it tells you what repair is needed and whether the work is complete. Ask the seller or dealer for written confirmation of completed recall work.

Understand the blind spots

History databases depend on reports submitted by participating agencies, insurers, shops and other sources. NICB says its VINCheck results are based on records from participating member insurance companies. A flood-damaged vehicle may therefore have a clean title if it was uninsured or no claim was filed. Title washing can move a branded vehicle through jurisdictions that issue a less revealing title. A “clean” result means only that the searched records did not flag the car; it does not prove the vehicle has never been damaged or that its drivetrain is healthy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 3: Conduct a live, cold-start video walkthrough

Ask for a live call whenever possible, with the vehicle outside in daylight and the engine cold. A recent, carefully staged video can supplement the call but should not replace it. Tell the seller exactly what you want shown, and ask the person to move slowly rather than panning past problem areas.

Exterior and identity

  • Show the front, rear and both sides from several distances, including the roof and lower rocker panels.
  • Move the camera along each panel so dents, waviness, mismatched paint and overspray are visible.
  • Show panel gaps, door and hood alignment, glass markings, lamps and the VIN plate.
  • Open and close every door, the hood and the trunk or hatch.

Cold start and controls

  1. Before starting, show the instrument cluster with the ignition on. Warning lamps should illuminate for their self-test.
  2. Start the engine without warming it first. Show the exhaust briefly and the idle from inside and outside the car.
  3. Operate the headlights, turn signals, hazard lights, brake lights, climate controls, windows, locks, wipers, infotainment, cameras and driver-assistance displays that are part of the advertised equipment.
  4. Show the odometer and any maintenance or warning messages after startup.
  5. If safe and legal, let the seller drive a short route that includes braking, steering, acceleration and reversing. A video drive is an observation, not a substitute for a road test by the inspecting mechanic.

Interior, tires and storage areas

Ask for close views of seat bolsters, carpets, headliner, seat belts, pedals and the spare-wheel well. Compare tire-brand, size and tread condition across all four corners. Uneven wear can point to alignment, suspension or accident issues. Request a view under floor mats and around the engine bay, not just a polished exterior.

Step 4: Arrange a buyer-selected pre-purchase inspection

Hire a mechanic or mobile inspection service chosen by you, not solely the seller or dealer. The FTC says a mobile inspection may be an option when a dealer will not allow the car to leave the lot. Otherwise, ask whether the dealer will take it to a facility you select. A private seller should also allow a reasonable, independent examination.

Give the inspector precise instructions

  • Provide the make, model, year, VIN, advertised mileage and the seller’s claims about recent work.
  • Request a written report that identifies the vehicle by VIN, lists observed defects and estimates necessary repairs.
  • Ask for a scan of diagnostic trouble codes, a check for warning-light tampering, an inspection of leaks, brakes, tires, suspension, steering, drivetrain, cooling system and underbody, and a road test when safe.
  • Ask the mechanic to inspect suspected flood or structural damage and to distinguish urgent safety repairs from maintenance that can wait.

A safety inspection may be limited to legally required equipment. A mechanical pre-purchase inspection is broader; confirm what each service includes before paying. Request photographs of significant findings and keep the complete report with the purchase records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the written findings to set a price or walk away

Separate the estimate into immediate safety work, repairs needed soon and ordinary maintenance. Subtract realistic repair costs from your maximum price, including taxes, delivery and the inspection fee. If the mechanic cannot access the car, cannot verify the VIN or reports that the seller interfered with the inspection, treat that as unresolved risk rather than a clean result.

If a dealer refuses a buyer-selected inspection, FTC guidance advises considering another dealer. In a private sale, refusal is a reasonable walk-away signal.

Step 5: Check specifically for flood and water damage

Flood damage can be concealed, and a database may miss it. Examine the vehicle in person through the mechanic or a trusted local helper, especially if it has been in an area affected by severe weather.

Warning signs to document

  • Mud, sand or silt under seats, beneath the dashboard, around the engine components or in the spare-tire well.
  • Loose, stained, recently replaced or mismatched carpet and upholstery.
  • Water stains, mildew, mold, decay or a strong cleaning-product fragrance used to mask odors.
  • Rust on screws, brackets or connectors where water would not normally settle.
  • Moisture in seat-belt retractors, lamps, trunk cavities or other enclosed areas.
  • Electrical glitches, unexplained warning lights or accessories that work intermittently.

These clues are not a definitive diagnosis. Have the mechanic inspect wiring, connectors, modules, insulation and hidden cavities before you make a decision. Do not accept a seller’s assurance that a detail job removed all evidence.

Federal law generally does not give you a three-day right to return a car. A state law or the dealer’s written policy may provide one, but it must be verified before payment. Do not rely on a salesperson’s verbal statement.

Online dealer purchases

Read the delivery, acceptance, cancellation and return sections line by line. Confirm when risk of loss transfers, who pays transport, what happens if the car arrives materially different from the listing, and how many days you have to report a problem. Arrange the independent inspection before accepting the vehicle if the contract permits it, or clarify the remedy if inspection is only possible after delivery.

Private-party sales

Private sellers generally are outside the FTC Used Car Rule. The sale may be “as is” unless the contract says otherwise, and state protections vary. Verify the seller’s identity, ownership, lien release, title assignment, odometer disclosure and required forms with the state motor-vehicle agency. Never assume a private seller must provide a warranty or a return period.

Payment, delivery and anti-scam controls

Do not let urgency replace verification. NICB describes fake payment instruments and wire-transfer fraud in online vehicle transactions.

Before sending any money

  1. Independently call the dealer using a number obtained from its official state or business records, not only a number in a message.
  2. Confirm that the payment account name matches the verified seller or dealership.
  3. Prefer a payment method with documented protections and a written receipt; understand that a bank wire, instant transfer or cryptocurrency transaction may be difficult or impossible to reverse.
  4. Do not send a deposit because another buyer is supposedly arriving within minutes.
  5. Obtain a signed purchase agreement showing the VIN, price, fees, deposit treatment, delivery obligations and cancellation terms.

Do not release the balance until the title and lien paperwork, inspection outcome and delivery identity are consistent. For a shipped vehicle, document its condition at pickup and delivery, including photographs of the VIN, odometer and exterior.

A practical decision framework

Use the following sequence to decide whether to proceed, renegotiate or stop.

Finding Action Reason
VIN, title, seller identity and mileage all reconcile; independent inspection is satisfactory Proceed only after final contract and delivery review Major identity and condition questions have been addressed, but no used car is risk-free
Minor repairs documented by the mechanic; seller agrees to a written price adjustment Renegotiate with the repair estimate attached The cost and responsibility are explicit
History report shows a title brand, mileage gap or unexplained loss Pause and obtain state records and a more intensive inspection, or walk away The report has identified unresolved risk
Flood indicators, structural concerns or severe electrical faults Usually walk away unless a specialist documents the issue and the price and title status fully reflect it Hidden damage can remain expensive and intermittent
Seller refuses the VIN, basic documents, live walkthrough or buyer-selected inspection Stop the transaction You cannot independently verify the car or protect yourself contractually
Seller demands an unverified wire or pressures payment before paperwork Do not pay; report or block the contact as appropriate Pressure and unprotected payment are common fraud indicators

Remote inspection checklist

  • Full VIN received and matched to the vehicle, title and records.
  • Seller identity, address, ownership and lien status independently verified.
  • Written out-the-door price includes taxes, fees, inspection and delivery.
  • NMVTIS-oriented history report reviewed, with gaps and title brands explained.
  • Recall search completed by VIN.
  • Service invoices and mileage entries reconciled.
  • Cold-start live walkthrough completed in daylight.
  • Exterior, interior, tires, warning lights, engine bay and storage wells shown.
  • Independent mechanic selected by the buyer has physically examined the car.
  • VIN-identified written inspection report and repair estimates received.
  • Flood and structural concerns specifically assessed where relevant.
  • Buyers Guide, warranty, as-is language, return policy and delivery terms reviewed.
  • Payment route and deposit terms independently verified.

When to walk away

Walk away when the seller will not provide the VIN or ownership documents, the title and mileage story keeps changing, the physical VIN cannot be verified, flood or structural damage is concealed, the inspection is blocked, or payment is demanded before the contract is clear. A distant bargain is not a bargain if you must accept unknown identity, unknown condition and no practical remedy at the same time.
