Do not drive a truck after it has rolled over. First protect people from traffic, fire, leaking fluids, unstable equipment and hazardous cargo; call emergency services when any of those hazards or injuries are present. From a safe location, you may observe and report obvious damage. A qualified commercial-vehicle recovery and inspection professional must decide whether the truck, tractor, trailer and connected equipment can be repaired and returned to service.
A walk-around cannot prove that steering, suspension, frame, brakes, wheels, tires or coupling equipment are safe. Rollover forces can damage components that are hidden, loaded, misaligned or contaminated. The procedure below is therefore a scene-safety and reporting guide, not a do-it-yourself roadworthiness test.

What “inspect” means after a rollover
After a rollover, the word inspect covers two very different activities. Confusing them is how people get hurt or put a structurally damaged truck back on the road.

The cited public guidance does not establish a universal post-rollover checklist for clearing every truck. Truck design, powertrain, cargo, fire exposure, whether the tractor or trailer rolled, and local rules all affect the work. Treat the truck as disabled until qualified personnel document otherwise.

Protect people and the scene before looking at the truck
Call for emergency help when any serious hazard exists
Contact emergency services if anyone is injured or trapped, the truck is burning or smoking, fuel or other fluid is leaking, hazardous material may be involved, the vehicle is unstable, electrical hazards are possible, or the wreck is obstructing a roadway. Tell the dispatcher the truck’s location, direction of travel, whether a trailer or cargo is involved, visible fire or leaks, and any known hazardous cargo information. Do not approach close enough to investigate a suspected leak or cargo release.
Stay out of traffic and follow responder instructions
Move yourself and uninjured occupants to a safe area designated by responders. Do not stand in a travel lane, between the truck and moving traffic, downhill from a leaking vehicle, or beside a vehicle that could shift. Once emergency vehicles arrive, follow their instructions instead of attempting your own recovery or inspection.
NHTSA’s Move Over guidance tells approaching motorists to change lanes away from stopped emergency vehicles when possible, or slow down when a lane change cannot be made safely. That guidance is for traffic approaching the scene; it does not authorize you to enter the roadway or work around the truck.
Assume the vehicle can move or collapse
A truck resting on its side or roof can shift as cargo settles, tires deflate, suspension components spring back, or recovery equipment is attached. Keep clear of the downhill side, cab openings, suspended parts, broken glass and any gap where the truck could roll. Never enter a cab, climb onto the body, crawl beneath the vehicle or place yourself under a trailer unless trained responders have made the area safe and specifically direct you.

What you may observe from a safe position
The following is a limited observation list, not an inspection standard. Look only from a position that responders or the scene layout make safe. Do not touch, move, start, disconnect, jack, test or drive the truck to obtain any of these observations.

Photographs can help responders and fleet personnel if they can be taken without entering a hazard area. Do not delay emergency care, walk into traffic for a better angle, or disturb evidence and cargo to obtain a picture.
What not to do
- Do not start the engine. Starting can ignite leaked fluid, energize damaged electrical systems, worsen mechanical damage or move the truck unexpectedly.
- Do not test steering, brakes, parking brakes or lights. A control that appears to work does not prove that the corresponding system is intact.
- Do not drive around the block or “just to the shop.” Rollover damage can affect directional control, braking, tires, wheel attachment, frame alignment and coupling equipment without an obvious external clue.
- Do not crawl underneath, jack up or climb onto the truck. Recovery forces and unstable loads can change the vehicle’s position without warning.
- Do not handle leaking fluids, damaged batteries, cargo or exposed wiring. Unknown substances may be flammable, corrosive, toxic or electrically energized.
- Do not disconnect batteries or high-voltage components unless you are trained and authorized for that exact vehicle. Vehicle-specific emergency information and responder procedures apply, particularly after fire, submersion or damage to an electrified powertrain.
- Do not release a trailer, coupling device or load restraint yourself. The connection may be carrying unexpected loads, and releasing it can cause a second rollover.
Arrange professional recovery and inspection
Give the recovery provider complete information
Tell the recovery coordinator whether the tractor, trailer or both rolled; the direction in which each unit is resting; whether there was fire, submersion or hazardous-material involvement; the truck’s powertrain; the approximate cargo; and any visible leaks, exposed wiring or unstable components. Explain whether the unit is blocking traffic and whether responders have placed restrictions around it.

A heavy-duty recovery provider should select equipment and attachment points, control the load during uprighting, protect the roadway and coordinate with fire, police, environmental and cargo specialists when needed. Do not specify a tow point or lifting method from a casual walk-around.

Ask for a documented, vehicle-specific assessment
The inspection should be performed by personnel qualified for the truck type and governed by the applicable fleet, regulatory and jurisdictional requirements. The record should identify the vehicle, the rollover circumstances, the parts examined, defects found, repairs required, repairs completed and the person or organization authorizing return to service. If the truck is a combination vehicle, the tractor, trailer, fifth wheel, landing gear, air and electrical connections, cargo systems and other attached equipment may require separate attention.
Relevant decision factors include:
- Truck make, model, configuration and powertrain, including whether it is battery-electric, hybrid, plug-in hybrid or fuel-cell powered.
- Whether the event involved fire, smoke, water immersion, hazardous cargo or a secondary impact.
- Which side of the vehicle contacted the ground and whether the roof, cab, axles, wheels, frame or trailer structure were loaded during the roll.
- Evidence of frame or mounting deformation, wheel-end damage, suspension displacement, brake-system damage, steering damage or coupling misalignment.
- Whether cargo shifted, leaked, contaminated components or altered the center of gravity during recovery.
- What the local authority, employer, insurer and commercial-vehicle rules require before the unit can be operated.
Why a visible walk-around is not enough
Rollover loads travel through the steering, suspension, axles, frame, cab mounts, wheel ends, brakes and coupling hardware. Components can be bent, cracked, displaced or internally damaged while the tire and body panels still appear intact. A truck that starts and rolls under its own power may still have a steering linkage, brake connection, wheel attachment or frame problem.
The National Transportation Safety Board’s investigation of a Philadelphia combination-vehicle rollover and fire, published March 19, 2025, illustrates the limitation: severe damage prevented investigators from performing a functional inspection of the truck’s steering system. The lesson is not that every rollover causes the same damage; it is that fire and impact damage can make ordinary functional checks impossible or unsafe.

OSHA’s vehicle-inspection eTool says work vehicles should be inspected at the beginning of each shift and lists service brakes, trailer-brake connections, parking and emergency stopping systems, tires, coupling devices, seat belts, horn, steering, operating controls, safety devices, lights, reflectors, defrosters, windshield wipers and fire extinguishers. It also states: “All defects must be corrected before the vehicle is placed in service.”

That is useful context for the systems a qualified professional may evaluate, but it is an ordinary work-vehicle checklist, not a procedure for recovering or clearing a rollover-damaged truck. A post-crash assessment can require disassembly, measurements, specialized equipment, non-destructive examination, component replacement, alignment checks and documentation that a beginning-of-shift inspection does not address.

NHTSA’s emergency-response guides and rescue sheets provide vehicle-specific information for covered battery-electric, hybrid, plug-in hybrid and fuel-cell vehicles. They address responder concerns such as fire, submersion, fluid leakage, towing and storage, while rescue sheets summarize vehicle construction. These resources are intended for emergency responders and do not replace a general inspection procedure for every truck.
If an electrified truck has rollover, fire, flooding or visible high-voltage damage, keep away from exposed components and defer to trained responders using the guide for that exact vehicle. Do not assume that the absence of engine noise means the electrical system is de-energized, and do not place the vehicle in an ordinary storage area without the responder-directed precautions.

Make a factual report
Record the time and location, vehicle and trailer identification, direction of travel, rollover position, injuries, fire or smoke, visible leaks, cargo condition, traffic exposure, responder agencies and any movement that occurred after the rollover. Distinguish what you personally observed from what the driver, witness or responder reported. Do not label a fluid, component or defect unless a qualified person has identified it.

Use the fleet and employer process
Notify the carrier, employer, insurer or incident-management contact required by your organization. Preserve photographs, dash-camera footage, electronic records and cargo information as directed by the responsible authority. Do not authorize repairs, disposal of parts or release of the vehicle before the parties responsible for the investigation and claim have documented what they need.
Wait for documented clearance
The truck remains out of service until qualified personnel complete the required assessment and corrections. A visual sign-off by a driver or witness is not a substitute for the inspection, repair records and regulatory or employer approval that apply to that vehicle and location.
How official inspection programs relate to a rollover
The Commercial Vehicle Safety Alliance describes operational policies covering roadside and driver inspections, post-crash inspections, re-inspections, inspector certification, critical vehicle inspection items, evidence collection and out-of-service notices. Those policy areas confirm that post-crash work is part of a formal commercial-vehicle process, but they do not provide a single public, step-by-step rollover checklist for every truck. Follow the instructions of the authorized inspector and the rules in the jurisdiction where the crash occurred.
A concise decision sequence
- Protect life: call emergency services for injuries, fire, leaks, hazardous cargo, instability, electrical concerns or roadway danger.
- Protect the scene: stay out of traffic and collapse zones, keep others away and follow responder directions.
- Observe only from safety: note position, stability, fire or smoke, leaks, obvious damage, displaced wheels or cargo, and trailer or attachment damage.
- Report accurately: provide location, vehicle configuration, powertrain, cargo information and everything visibly observed or reported.
- Keep it stationary: do not start, test, jack, climb under, disconnect, tow or drive the truck without qualified direction.
- Arrange specialized recovery: use a heavy-duty provider able to manage the truck, trailer, cargo and any fire, hazardous-material or electrified-vehicle concerns.
- Obtain a documented technical assessment: require qualified personnel to identify defects, repairs and the authority for return to service.
A rollover is an emergency scene first and a maintenance problem second. The safe role for an unqualified observer is to protect people, identify visible hazards without approaching them and provide reliable information. The safe role for qualified commercial-vehicle personnel is to recover, inspect, repair and document the truck before anyone drives it again.
