If your car has disappeared, first determine whether it was towed, impounded, relocated, or repossessed. Use the city or county’s official vehicle-tow lookup with your license plate and state, if one exists. If the record is not there, allow for a reporting delay, then call 311 or the local police non-emergency line. Give the dispatcher your plate, state, vehicle identification number (VIN) if available, make, model, color, and the exact place and time you last saw the car.
Do not drive to a random tow yard. Before you leave, confirm who moved the car, the exact address, whether a police or agency release is required, the current charges, business hours, accepted payment, and the documents you must bring. The correct procedure is local: a city parking tow, private-property tow, police impound, emergency relocation, and lender repossession can all use different databases and release rules.

Start with these checks before assuming the car was stolen
Walk the block and check for relocation notices
Construction, street cleaning, parades, filming, snow operations, emergencies, and special events can cause a legal relocation rather than a tow for a violation. Look on the same block and adjacent blocks for temporary signs, barricades, posted notices, or freshly changed parking restrictions. Photograph any sign, including its wording, dates, arrows, and the time you found it. A relocated vehicle may be on a nearby street and may not appear in the same tow database used for enforcement removals.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCheck who normally had access to the keys
Ask household members, a valet, a repair shop, a parking garage, an employer, or a friend who may have moved the vehicle. If a lender, lease company, or rental company had a contractual right to recover it, the action may be a repossession and may not be listed in a municipal tow locator. If you believe the vehicle was stolen, contact law enforcement immediately rather than waiting for a tow record.

Record the facts you will need
- License-plate number and issuing state
- VIN, if you have the registration, insurance card, or title
- Make, model, year, color, and distinctive markings
- Exact parking location, date, and approximate time
- Any citation, warning, notice, or temporary sign you saw
These details let an agency distinguish your vehicle from another car with a similar plate or description.
Use the local official tow lookup first
Find the correct government page
Search the city or county’s official website for towed vehicle lookup, impounded vehicle, vehicle tow locator, or find my towed car. Add the name of the municipality where the car was parked. A locator normally covers only that government’s vehicles or the contractors working for it; it is not a national database.
New York City’s locator, for example, accepts a plate and state and can display the vehicle’s location, towing agency, and cost. San Diego states that its AutoReturn search is limited to city tows. A result in one city therefore does not establish that a vehicle moved by a neighboring city, private property owner, or state agency will appear there.
Enter the plate exactly as issued
Try the plate without spaces or punctuation if the form rejects the first entry, and select the correct state. If the vehicle has a temporary tag, dealer plate, or recently transferred registration, call instead of assuming a blank result means no tow. Keep the VIN ready; Fresno Police says plate or VIN information helps its search.
Allow for a posting delay
A tow may be in progress, waiting for an inventory entry, or traveling to the yard. NYC311 says its own system can take up to two hours to show a vehicle. That is a rule for that locator, not a nationwide standard. If the vehicle still does not appear after the local system’s stated window, move to a phone contact rather than repeatedly refreshing the page.
Choose the next contact by who authorized the move
The authorizing party determines where the record is kept and what releases the vehicle. Use this table to select the most efficient route.
| Likely situation | Who may have authorized it | First contact | What normally determines release |
|---|---|---|---|
| Parking or registration violation | Municipal parking or tow enforcement | City/county tow locator, 311, or parking-enforcement office | Payment and proof of identity/ownership; some jurisdictions also require an agency release |
| Private-property removal | Property owner, manager, or the owner’s contracted tow company | Posted tow sign, property manager, or local police/records office | Tow-yard payment and documents; local law may require a release or hearing route |
| Police or traffic impound | Police, sheriff, court, or another investigating agency | Police non-emergency line or the agency named on the notice | Agency authorization may be required before the yard can release the vehicle |
| Construction, event, emergency, or street operation | Municipality or emergency-management authority | 311, the city’s relocation line, or the local police precinct | Confirmation of the new location and any applicable charge or hold |
| Possible lender or lease-company repossession | Finance or leasing company | Lender, lessor, or law enforcement if the status is unclear | The finance company’s instructions and any legal or contractual hold; a municipal tow locator may show nothing |
These categories overlap in some places. Ask the agency to identify the authorizing entity and the reason code on its record instead of relying on a guess based on where you parked.

If the locator has no record, call 311 or police non-emergency
Use 311 when the municipality provides it
Tell the operator that the vehicle is missing and ask whether it was towed, relocated, or placed on an impound hold. Provide the plate and state first, then the VIN and vehicle description. Ask for the tow company, lot address, authorization number, reason, and the agency that can issue a release. Request the operator’s call or service reference number.
Use police non-emergency for an unlisted or uncertain move
Do not call the emergency number merely to locate a vehicle unless there is an immediate safety threat or an active crime. San Diego directs owners to police non-emergency when its city-specific AutoReturn search does not find a vehicle. The precinct where the car was parked may have a newer entry, a relocation record, or information about a private tow.
Ask for a records or towing unit when appropriate
If the general desk cannot identify the tow, ask which police records, auto-records, parking-enforcement, or municipal towing unit handles the address. Portland says its Police Auto Records can identify the company for a private-property tow. The responsible office may be different from the precinct that answers the first call.
For a private-property tow, inspect the sign and property records
Read the posted tow sign
At an apartment lot, shopping center, hotel, office, hospital, or other private facility, look at entrances and the space where the car stood. A compliant sign commonly names the tow company and a telephone number. Photograph the sign in place and note whether it was visible, covered, damaged, or missing. A sign may also identify hours, payment methods, or a release procedure.
Ask the property manager what was reported
Request the date and time the tow was ordered, the stated reason, and the company dispatched. Do not rely only on an employee’s verbal assurance that the car was removed; ask for a number or written confirmation that the tow company can match to your vehicle.
Call police or municipal records if the sign is absent
If there is no usable sign, or the number is disconnected, contact local police or the municipal towing/records office and ask which company reported or performed the removal. Give the exact property address and your plate. The agency may be able to identify the company even when the private lot’s sign cannot.
Find out why the car was moved
Parking or registration enforcement
Common municipal reasons include a parking restriction, street-cleaning schedule, expired meter, blocking a driveway or hydrant, standing in a bus or loading zone, abandoned-vehicle determination, or registration-related enforcement. The agency should provide the citation or violation code, the location, and the date and time recorded. Ask whether the tow was a direct enforcement action or followed an unpaid judgment.

Unpaid judgments or other administrative holds
Some jurisdictions use towing or immobilization to enforce unpaid parking judgments, registration obligations, or other administrative orders. The record may list a balance separate from towing and storage charges. Ask which office controls the hold and whether paying the tow yard alone will release the vehicle.

A crash, arrest, suspended-license matter, unlicensed driving, suspected crime, or evidence hold can send a vehicle to a police-controlled yard. Ask whether an officer, court, prosecutor, or another agency must authorize release. If the answer is yes, obtain the agency name, case or incident number, office location, hours, and the documents it requires before you travel.
Relocation for public operations
A relocation may occur without a conventional parking citation. Ask where the vehicle was moved, whether the city considers the move a tow or relocation, whether a fee applies, and how long the vehicle can remain at the new location before storage charges begin. Keep the photographs of signs and the original parking spot.
Possible repossession
A repossession is initiated by a lender or leasing company under the financing or lease agreement, not by a city parking officer. Call the lender’s official customer-service number from your contract or statement and ask whether it ordered recovery, where the vehicle is held, the balance or reinstatement instructions, and the deadline for collecting personal property. If you suspect an unauthorized recovery or a mistaken identity, ask law enforcement how to document the dispute; do not attempt to retrieve the vehicle by force.
Confirm every detail before going to the lot
Make one call to the agency or tow company that currently has the vehicle and write down the representative’s name, the date, and the answers. Verify:

Owner retrieving the vehicle
Bring government-issued photo identification, proof of ownership or lawful possession, current registration if available, and proof of insurance if the jurisdiction requires it. Take the keys. If the registration is inside the car, tell the yard before entering; some yards require staff to supervise access.

Someone retrieving it for the owner
Ask the yard exactly what authorization it accepts. It may require a signed letter, a copy of the owner’s identification, a power of attorney, or the owner to appear in person. Do not assume a family relationship is enough.
Police or court hold
Obtain the release from the agency named on the impound record before paying for a trip to the yard. Some cases permit direct recovery after the yard verifies documents; others will not release the vehicle until an officer, court, or records unit clears the hold. The local agency, not a general national rule, determines which path applies.
At the tow yard: inspect, pay, and document
- Present the requested identification and release paperwork before opening the vehicle.
- Ask for an itemized statement showing the tow date, storage start date, administrative fees, and taxes or other listed charges.
- Photograph the vehicle’s exterior, wheels, glass, bumpers, and interior before driving away. Record existing damage and missing property.
- Collect receipts, the release form, inventory sheet, and any citation or notice. Keep them with your photographs.
- Check that the plate, VIN, and vehicle description on the paperwork match your car.
- If the vehicle is unsafe or cannot start, ask what roadside or transport arrangements the yard permits and whether storage continues while you arrange them.
Do not sign a statement that says you agree with the reason for the tow if you are only acknowledging receipt. Ask what a signature means before signing.

Preserve evidence before signs disappear
Save the locator result, tow notice, citation, receipts, photographs, payment records, and messages with the property owner. Write a timeline while the details are fresh: where you parked, what signs said, when you returned, when you called, and who gave each instruction. Ask for copies of the tow authorization, inventory, photographs, and any violation record that local law makes available.
Ask for the local review or hearing process
Tell the responsible agency that you want to contest the tow or request a hearing. Ask for the form or online path, filing deadline, hearing location or format, evidence rules, and whether you must pay first to recover the vehicle. Hearing procedures and deadlines differ by jurisdiction; the agency handling the tow can give the applicable instructions. Missing a deadline can limit your review options.
Separate release from the dispute
In some places, the vehicle can be released while the legality or charges are reviewed; in others, payment or a release order is required first. Ask whether paying under protest, posting a bond, or another temporary arrangement is available. Keep proof of every payment and state clearly that payment is not necessarily an admission that the tow was lawful.

How charges and storage affect your decision
The sources do not establish a single national fee schedule. Charges depend on the city, tow company, vehicle type, reason for removal, and time in storage. Ask when the first storage day starts, whether weekends count, and whether a hearing or agency hold pauses or changes storage. If you cannot recover the vehicle immediately, ask the agency about the consequences of continued storage and any process for a payment plan, hardship review, or disposal notice. Do not assume these options exist; obtain the answer in writing from the responsible jurisdiction.

Special cases that often cause confusion
The car was borrowed
The registered owner may be the only person the agency will discuss in detail. Give the owner the plate, VIN, and your location, then ask what authorization is needed for you to recover the vehicle. The owner should contact the lender, insurer, or law-enforcement agency if a hold is possible.
The car is rented or leased
Call the rental or leasing company immediately. It may have a dedicated impound desk, may need to authorize release, and may charge contractual fees in addition to local towing and storage. Ask the company where the vehicle is, who may retrieve it, and how to return the keys.
The vehicle has an out-of-state plate
Use the state shown on the plate in the locator and provide the VIN if the system cannot match it. A local agency can still tow an out-of-state car, but registration and ownership documents may need extra verification.
Personal property is inside
Ask the yard and authorizing agency about supervised access and the inventory process. Take medication, identification, work materials, and child-safety equipment as soon as the rules permit. Photograph the contents you remove and request a receipt if the yard provides one.
A concise phone script
You can read this when calling 311, police non-emergency, a records office, or a tow company:
“My vehicle, a [year, make, model, color] with plate [number] from [state], was parked at [exact location] around [date and time] and is now missing. Please check whether it was towed, impounded, relocated, or reported by a private company. The VIN is [number] if needed. If you find a record, what agency authorized the move, what is the reason and case number, where is the vehicle now, what release is required, and what documents, payment method, hours, and deadline apply?”
Ask the representative to repeat the lot address and spell the company name. Record the call reference number and the time.
A practical decision tree
- Car missing: check nearby blocks, temporary signs, household or valet contacts, and whether a lender or rental company could have recovered it.
- Official locator available: search with plate and state; add the VIN if the form allows it.
- No result: wait through the local system’s stated posting window. NYC311 gives up to two hours for its own locator.
- Still no result: call 311 or police non-emergency where the car was parked. Ask for towing, relocation, impound, and private-tow records.
- Private lot: photograph the sign, call the property manager, and ask police or municipal records to identify the company if the sign is missing.
- Record found: confirm reason, authorizing agency, lot, fees, hours, documents, and release or hearing requirements before traveling.
- Dispute: recover evidence, request the local hearing or review instructions, and note the deadline.
Prevent a second tow or a wasted trip
- Read temporary signs after storms, construction, event setup, and street-cleaning changes.
- Keep registration, insurance, VIN, and lender or lease contacts accessible outside the vehicle.
- Photograph the space and nearby signs when parking in an unfamiliar private lot.
- Save the municipal towing and police non-emergency numbers for the places where you regularly park.
- After recovery, resolve the citation, registration issue, unpaid judgment, or property-management dispute that caused the removal.
The fastest reliable path is local: identify whether the move was a tow, impound, relocation, or repossession; search the responsible city or agency; wait only through its stated reporting window; then call the precise records or non-emergency contact. Confirm release conditions and costs before visiting the lot, and preserve evidence immediately if the removal appears improper.
