Check the car’s Vehicle Emissions Information (VECI) label, copy its complete test-group or engine-family number, and match that identifier to the California Air Resources Board (CARB) Executive Order for the exact model year and configuration. For an unregistered vehicle, also inspect the Manufacturer’s Certificate of Origin (MCO). The MCO should state the emissions standards and manufacturer. If the label, MCO and CARB record do not agree—or the label is missing—resolve the issue with the dealer or manufacturer before signing a purchase contract.
A trim name, a salesperson’s “50-state” description, a federal certification statement or a passing tailpipe test is not a substitute for checking the vehicle-specific emissions family and model year.

The three records that establish compliance
California certification attaches to a specific emissions configuration, not simply to a badge or model name. Use these records together:
| Record | What it tells you | When to use it |
|---|---|---|
| Vehicle Emissions Information (VECI) label | The test-group or engine-family identifier for the emissions system installed in that vehicle, along with required certification information. | Every new vehicle should have one in a visible location in the engine compartment, commonly on the underside of the hood. |
| Manufacturer’s Certificate of Origin (MCO) | The manufacturer and the emissions standards represented for a vehicle that has not yet been titled or registered. | Review it at the dealership before the first registration. |
| CARB Executive Order or E-Cert record | The certified model year, engine and evaporative families, vehicle models or configurations, fuel, control systems, category and applicable emissions-standard category. | Use it to verify that the identifier on the vehicle and paperwork is certified for the vehicle you are buying. |
The strongest verification is a match among all three. If one record is unavailable, ask the dealer or manufacturer to supply it rather than relying on a verbal assurance.

What California certification actually covers
CARB’s New Vehicle/Engine Programs Branch evaluates emissions-control systems and issues an Executive Order when the applicable requirements are met. Certification is broader than one laboratory or roadside tailpipe measurement. Depending on the vehicle and model year, the requirements can address:
- Exhaust emissions from the engine or propulsion system.
- Evaporative emissions from the fuel system.
- Durability of emissions controls over the vehicle’s useful life.
- On-board diagnostics (OBD) that monitor emissions-related components and detect faults.
- Required emissions labels and other certification documents.
- Emissions warranty obligations associated with the certified system.
An Executive Order is configuration- and model-year-specific. A manufacturer can certify several engine families, evaporative families or control-system combinations under the same marketed model name. That is why the family identifier on the vehicle is more informative than the trim name printed in an advertisement.
Step 1: Identify the exact vehicle configuration
Record the model year and make
Start with the model year shown on the vehicle and its paperwork, not the calendar year in which you are shopping. A vehicle sold in late 2026 could be a 2026 or 2027 model, and the applicable CARB record follows the certified model year.

Use the VIN when asking for help
Write down the complete vehicle identification number (VIN). The VIN helps a dealer or manufacturer retrieve the precise build and emissions configuration, especially when a model is offered with several engines, transmissions, fuels or body styles. The VIN does not replace the test-group or engine-family identifier; use it to obtain or confirm that identifier.
Do not infer compliance from the trim
Names such as “Sport,” “Hybrid,” “Long Range” or “Limited” identify marketing or equipment packages. They do not by themselves identify the certified emissions family. Two vehicles with the same trim name can have different powertrains or certification records.
Step 2: Find and read the VECI label
Open the hood and look for the Vehicle Emissions Information label in the engine compartment. CARB says compliant vehicles have a label in a visible location; it is often attached to the underside of the hood, although the exact placement varies by vehicle. If you cannot find it, ask the salesperson to show it to you rather than accepting an explanation that it is “in the paperwork.”

Copy the identifier exactly
Transcribe the complete test-group number or engine-family number, including letters, numerals, hyphens and suffixes. Photograph the label so you can compare it with the MCO and the CARB record later. A single omitted character can point you to a different family.
Check legibility and condition
The label should be readable and securely affixed. A torn, deliberately covered or illegible label prevents you from confirming the certified configuration. CARB’s FAQ states that vehicles lacking required information labels are not legal for sale in California. Ask the manufacturer to provide the correct replacement or written confirmation before purchase; do not install an aftermarket label yourself.
Distinguish the label from other under-hood stickers
Do not confuse the VECI label with a tire-pressure label, refrigerant label, tune-up decal or a generic federal emissions statement. The VECI label identifies the emissions family used for certification. If the sticker does not show a test-group or engine-family identifier, ask whether you are looking at the correct label.
Step 3: Review the Manufacturer’s Certificate of Origin
An unregistered new vehicle normally has an MCO rather than a title. Request to see the document before you complete the purchase. CARB says the MCO states the emissions standards and the manufacturer, and that this information can be cross-referenced with the applicable Executive Order.
Compare the MCO with the vehicle
- Confirm that the manufacturer and model year match the vehicle in front of you.
- Check that any emissions-standard wording is consistent with California certification.
- Ask the dealer to explain any notation that limits sale or registration to particular states.
- Compare the MCO’s identifying information with the VIN and VECI label.
An MCO is useful evidence, but it is not a reason to ignore a missing or mismatched VECI label. The physical vehicle, its paperwork and the CARB certification record should describe the same configuration.

Fields to verify in the record
| Executive Order field | How to use it |
|---|---|
| Model year | It must be the same model year shown on the vehicle and MCO. An order for another year is not a substitute. |
| Manufacturer | Confirm the certifying manufacturer, including any name used for the certified vehicle line. |
| Test group or engine family | Match the complete identifier copied from the VECI label. |
| Evaporative family | Check that the fuel-system or evaporative family is included for the vehicle’s configuration where listed. |
| Vehicle models and configuration | Make sure the listed model, engine, body style or other configuration covers the vehicle you are buying. |
| Fuel and control systems | Verify the fuel type and emissions-control technology correspond to the installed powertrain. |
| Emissions-standard category | Confirm that the category in the order is the California standard applicable to the vehicle and model year. |
| Production validity | An order is valid for production during the specified model year and does not automatically cover later or earlier production. |
If an identifier returns no result, check for transcription errors, alternate punctuation or a label that lists an engine family rather than a test group. If the number still cannot be matched, stop the transaction and ask the manufacturer or CARB for clarification.
Step 5: Apply the correct model-year rules
CARB maintains separate light-duty criteria-pollutant standards and test procedures for model years 2015–2025 and for 2026 and later. Certification-document pages also separate VECI-label specifications for 2015–2025 from those for 2026 and subsequent years.
Use the standards, test procedures and label guidance that correspond to the exact model year in the Executive Order. Do not assume that a label format, emissions category or test procedure used for a 2025 vehicle applies unchanged to a 2026 vehicle. When a vehicle is near a model-year transition, ask the dealer to identify the model year and provide the corresponding order rather than relying on the sale date.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesHow to handle “50-state” and federal-certification claims
Dealers often describe a vehicle as “50-state” or suitable for sale nationwide. That may be a useful shorthand, but it is not the verification record. Ask to see the VECI label and the MCO, then match the family identifier to the CARB order.
A federal emissions label, a window-sticker statement, an advertisement or a salesperson’s email may describe the vehicle generally without identifying the exact emissions family. Treat those materials as supplementary. The vehicle-specific label and CARB record control the compliance check.
What to do when the records do not match
Label and MCO disagree
Ask the dealer to pause delivery and explain the discrepancy in writing. Request a corrected MCO or confirmation from the manufacturer identifying the proper emissions family. Do not accept a promise that the paperwork will be fixed after registration.

Label and Executive Order disagree
Verify that you copied the identifier correctly and searched the right model year. If the mismatch remains, ask the manufacturer to identify the order that covers the VIN and installed configuration. Keep copies of the label, MCO and correspondence.

Request inspection by the dealer’s service department and a manufacturer-approved replacement or written certification. CARB says a required information label must be present for a vehicle to be legal for sale in California. If the dealer cannot provide the required information before purchase, choose not to complete the transaction until the issue is resolved.
The dealer says registration will sort it out
Registration is not a substitute for pre-purchase verification. A registration problem can delay delivery, create additional costs or leave you with a vehicle that cannot be legally sold or registered in California. Resolve the record mismatch before signing final paperwork.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What a smog check or scan tool can—and cannot—prove
A generic scan tool can read diagnostic trouble codes, and an emissions test can measure emissions under the test conditions used by that program. Neither one establishes that a new vehicle carries the California certification required for its exact configuration. CARB’s verification guidance points to the VECI label, MCO and Executive Order rather than a consumer scan tool.
For a new car, the relevant question is whether the certified emissions system and documentation match the vehicle. A car can have no current diagnostic code and still have the wrong certification record, while a certified car can display a temporary fault that requires repair. Use diagnostic testing for mechanical condition, not as a replacement for certification documents.
A practical dealership checklist
- Write down the model year, make and complete VIN from the vehicle you intend to buy.
- Open the hood and photograph the VECI label.
- Copy the complete test-group or engine-family identifier.
- Ask to inspect the unregistered vehicle’s MCO.
- Compare the manufacturer, model year and emissions wording on the MCO with the vehicle.
- Locate the CARB Executive Order or E-Cert record for the exact identifier.
- Check the listed vehicle model, engine or configuration, fuel, control systems and emissions category.
- Confirm that the order’s production model year matches the vehicle’s model year.
- Save photographs or copies of the label, MCO and matching order for your records.
- If any item is missing or inconsistent, obtain written clarification before paying a deposit or signing final documents.
Questions to ask the dealer or manufacturer
- “What is the complete test-group or engine-family number on this vehicle’s VECI label?”
- “Which CARB Executive Order covers this VIN and configuration?”
- “Does the MCO state California emissions compliance for this vehicle?”
- “Is this the California-certified configuration, or is it a different engine, fuel system or evaporative family?”
- “If the label or paperwork is being replaced, when will the corrected document be available?”
Ask for answers tied to the VIN and family identifier. A statement about an entire model line does not resolve a question about one vehicle.

Common mistakes that lead to a wrong answer
Checking only the model name
One model can include multiple certified configurations. Always obtain the family identifier from the vehicle itself.
Searching the wrong model year
Executive Orders are tied to production model years. Use the year shown on the vehicle and MCO, even when the purchase occurs in a different calendar year.
Accepting an incomplete identifier
Do not drop prefixes, suffixes or punctuation when copying the label. An incomplete number can produce a plausible but unrelated result.
Relying on a national sales claim
“Sold everywhere” and “50-state” are broad descriptions. Confirm the vehicle-specific record.
Assuming a federal label is enough
Federal certification and California certification are related but not interchangeable evidence for a California sale. Match the CARB record.
Waiting until after purchase
Resolve missing labels and mismatched documents before delivery, registration or final payment.
When CARB’s current record is the final authority
Certification records, label specifications and regulations can change. For a vehicle you are considering now, use the current CARB Executive Order or E-Cert entry for that vehicle’s model year and identifier. If the database entry, label and MCO leave an unresolved question, ask the manufacturer or CARB for a determination before buying. Without the model year and test-group or engine-family identifier, no one can reliably determine the status of an individual vehicle from the model name alone.

Bottom-line decision
Buy only after the VECI label, MCO and CARB Executive Order tell the same story: the same manufacturer and model year, the same test-group or engine-family identifier, and a listed configuration that covers the vehicle in front of you. A missing label or unresolved mismatch is a reason to pause the purchase, not a minor paperwork issue.
