Use the official fuel-economy figure for the exact model year, engine and transmission as your comparison anchor, then turn it into a range based on your routes, speeds, weather, load and local petrol price. The result should be a planning range and annual fuel-cost estimate—not a promise that one precise MPG or L/100 km figure will appear on every tank.
The most defensible estimate has three visible parts: the rating system and configuration used, the driving assumptions behind your adjustment, and the fuel price and annual distance used for cost calculations.

A six-step method that works before you buy
- Identify the exact candidate. Write down model year, engine or displacement, transmission and, where relevant, trim, drivetrain and wheel configuration.
- Record the official combined rating. Use the EPA combined city/highway value for a US-market car, or the official WLTP consumption value for an EU-market car. Keep the systems and units separate.
- Describe your real use. Estimate city, suburban and faster-road shares, typical speeds, congestion, hills, temperature, air-conditioning use, trip length, passenger or cargo weight and driving style.
- Check comparable road observations. Prefer repeated reports for the same engine and gearbox, with enough distance and a similar driving mix. Treat them as a distribution of observations, not a guarantee.
- Convert consumption into annual spending. Use your own distance and the current local petrol price, applying identical assumptions to every candidate.
- Report a range. Show a baseline, a lower-economy planning case and a higher-economy planning case, with the assumptions beside each number.
If no well-matched real-world dataset exists, keep the official figure as the anchor and say that a precise percentage adjustment is not established. A made-up correction is less useful than an explicit uncertainty range.
Start with the exact car, not the model name
A model badge can cover several powertrains with materially different consumption. The relevant match is the model year, engine, transmission and, where the rating changes, trim, driven wheels or wheel-and-tyre package. A manual and an automatic, or a small turbo engine and a larger naturally aspirated engine, should not share one assumed number simply because they have the same body style.

For a used car
Use the official used-vehicle rating lookup for the specific model year, make, model, engine and transmission. Do not replace that result with a brochure figure from another year or gearbox. If the database presents several configurations, copy the complete description into your worksheet before comparing prices or economy.
For a new car
Check the certification or label information for the exact powertrain being ordered. A headline “up to” figure may belong to a different engine, transmission, body style or wheel size. Record whether the value is city, highway or combined; combined is the most useful starting point for an overall comparison.
What the official number actually means
An official rating is a controlled, repeatable baseline designed to make vehicles comparable. It is not an individual’s guarantee. The US Environmental Protection Agency says its label tests include city driving, highway driving, cold weather, air-conditioning operation and fast acceleration or high-speed driving. The agency reviews the methods and says the estimates are correlated with real-world data, while also warning that driving, road and weather conditions can change the result.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →For consumers, the EPA’s Fuel Economy Testing and Labeling Questions and Answers says: “For consumers, the label value provides the best estimate of the fuel economy they are likely to experience in real world driving.” “Best estimate” is important: it describes a useful starting point, not a guaranteed tank-by-tank outcome.
How the US test cycles are combined
Automakers submit test data under specified procedures, and the EPA confirms approximately 15% of test results. The testing overview describes five cycles:
- city driving;
- highway driving;
- aggressive or high-speed driving;
- hot-weather driving with air conditioning; and
- cold-weather operation.
The combined result is weighted to represent average US use. The technical FAQ describes a 55% city and 45% highway assumption and uses harmonic averaging rather than taking a simple arithmetic mean of the city and highway MPG values. Harmonic averaging reflects fuel consumed over distance, so the lower-MPG portion has the appropriate weight.
These are US-market methods. They should not be presented as the EU’s WLTP procedure or mixed into a single unqualified comparison.

Why the label can differ from your dashboard
Your route may contain more stop-start traffic, steeper hills, higher speeds, colder temperatures, shorter trips, heavier loads or more air-conditioning use than the standardized schedule. Tyre pressure, roof loads, maintenance condition and acceleration also matter. The test controls those variables; your daily driving does not. That is why the label is a comparison baseline while your purchase decision needs a range.
Build a personal driving profile
Before looking at owner reports, describe the use the car will actually see. Write percentages or approximate weekly distances rather than relying on a vague “mixed driving” label.

- Road mix: city, suburban arterial, motorway or other faster-road driving.
- Speed: typical cruising speed and how often traffic forces acceleration and braking.
- Congestion: queueing, stop-start commuting and idling time.
- Terrain: hills, mountain roads, strong winds and unpaved surfaces.
- Climate: winter temperatures, heat, air-conditioning and defrost use.
- Trip length: frequent short cold starts versus longer journeys after the engine reaches operating temperature.
- Load: passengers, luggage, trailers and roof equipment.
- Driving style: brisk acceleration, late braking and high cruising speeds versus smooth, moderate inputs.
These details determine whether your likely result should sit near the official combined figure or toward a lower-economy case. They also let you reject an owner report that was collected under conditions unlike yours.
Use real-world observations without treating them as promises
Owner-reported fuel economy is most useful when it is repeated, distance-based and configuration-specific. Look for multiple observations from the same model year, engine and transmission, with a city/highway mix and climate similar to yours. A single impressive tank can reflect a downhill trip, unusually mild weather or a display that was not checked against fuel purchased.

How to judge the evidence
- Configuration match: exact engine, gearbox, drivetrain and relevant tyre or wheel setup.
- Distance: many tanks or a long-term log is more informative than one trip.
- Measurement method: fuel purchased and distance travelled is stronger than an unverified trip-computer snapshot.
- Driving match: similar traffic, speeds, temperature, terrain and load.
- Spread: use the cluster and its variation, not only the best result.
If the available observations do not match your candidate or route, do not convert them into a universal “real-world penalty.” Keep the official number as the anchor and widen the planning range instead.
Convert the estimate into annual fuel cost
Fuel economy and fuel consumption are inverse measures. For a fair comparison, use the same annual distance and the same current local petrol price for every car.
| Market or unit system | Calculation | What it gives you |
|---|---|---|
| US customary | Gallons per 100 miles = 100 ÷ MPG | Fuel consumed for each 100 miles |
| US customary | Annual gallons = annual miles ÷ MPG | Expected yearly petrol volume |
| US customary | Annual cost = annual gallons × local price per gallon | Yearly fuel spending |
| Metric | Annual litres = annual kilometres × (L/100 km) ÷ 100 | Expected yearly petrol volume |
| Metric | Annual cost = annual litres × local price per litre | Yearly fuel spending |
Gallons per 100 miles can be easier to interpret for spending because it rises directly with fuel consumed. The EPA label’s annual-cost and five-year comparisons are estimates based on the label’s printed annual-distance and fuel-price assumptions; they are not a personalised quote. Replace those assumptions with your own distance and the price you actually pay.
Illustrative calculation
Suppose two candidates are driven 12,000 miles per year. Car A is estimated at 30 MPG and Car B at 36 MPG. Car A uses 12,000 ÷ 30 = 400 gallons; Car B uses 12,000 ÷ 36 = 333.3 gallons. At an assumed petrol price of $3.50 per gallon for this illustration, annual spending would be $1,400 versus about $1,167, a difference of roughly $233. Change either the mileage or the price and the difference changes proportionally. This example demonstrates the method, not a forecast of current prices.
Test how sensitive the result is
Run the same calculation at a low, middle and high fuel price if prices in your area fluctuate. Do the same with annual distance: a 6,000-mile driver will not see the same saving as a 20,000-mile commuter. If two cars differ by only a small amount in official consumption, a modest change in mileage or petrol price may outweigh that difference. Showing those scenarios prevents a precise-looking five-year total from dominating the decision.
How to create a realistic range
Use a small worksheet with three scenarios. Keep the inputs visible so another person can reproduce the result.
| Scenario | How to set it | When it is useful |
|---|---|---|
| Higher-economy case | Official combined value or the better end of closely matched, long-term observations | Mostly steady speeds, mild weather, light load and longer trips |
| Baseline | Official combined value adjusted only where your profile and comparable observations justify it | Budgeting and like-for-like shopping |
| Lower-economy case | Lower end of matched observations, or a conservative planning value when conditions are harsher | Congested commuting, short trips, hills, cold weather, high speeds or heavy loads |
Do not present the three figures as laboratory precision. State the road mix, annual distance, fuel price, temperature assumptions and evidence behind each case. If the evidence cannot support a numerical adjustment, label the uncertainty qualitatively rather than inventing a percentage.

What EU evidence says about WLTP and road use
European Commission monitoring shows that official WLTP consumption and on-road consumption can differ, but the published results are fleet observations, not a correction factor for every individual car.

A Commission report published on 18 March 2024 found a 23.7% average real-world gap for petrol cars registered in the EU in 2021 when onboard fuel-consumption-monitor data were compared with WLTP type-approval values. The Commission described that initial dataset as preliminary and not broad or representative enough for firm conclusions.
Broader 2022 data collection
In a follow-up published on 26 July 2024, the Commission reported a 19.8% average gap for petrol cars registered in 2021 using broader 2022 data collection, and a 21.1% gap for petrol cars registered in 2022. Coverage had improved but still varied by manufacturer.
Those percentages establish that a fleet-level gap exists in the cited cohorts. They do not tell you that your particular car will use exactly 19.8%, 21.1% or 23.7% more fuel than its WLTP value. Vehicle design, software, route, climate, speed and driver mix all affect the result. Do not mechanically add one of these percentages to an individual purchase estimate.
Choosing between EPA and WLTP figures
Use the rating system that applies to the car’s market and registration documents. EPA MPG and WLTP L/100 km are not interchangeable labels for one universal test. If you are importing or comparing cars from different markets, first identify each test method, then convert units only after recording the original values. A converted number still carries the assumptions of its original test.

If a seller gives only a city or highway number, request the combined value or calculate costs separately for the actual route mix.
Compare two petrol cars on the same basis
| Comparison axis | Question to answer |
|---|---|
| Configuration | Are model year, engine, transmission, drivetrain and relevant trim or wheel details matched? |
| Rating system | Are both values from the same system—EPA with EPA, or WLTP with WLTP? |
| Use profile | Do the city, highway, speed, climate, terrain and load assumptions resemble your routes? |
| Evidence quality | Are owner observations repeated, distance-based and configuration-specific? |
| Cost inputs | Are annual distance and local petrol price identical for both cars? |
| Decision result | What is the annual fuel-cost range, not just the single headline figure? |
Never compare an EPA MPG value directly with a WLTP L/100 km value without identifying the systems and converting units appropriately. A number can look better simply because it was produced under a different test method or expressed in a different unit.
Common mistakes and how to correct them
Using the brochure’s best figure
Problem: the value belongs to another engine, gearbox, body style or test condition. Fix: retrieve the exact configuration’s official combined rating.
Averaging city and highway MPG arithmetically
Problem: MPG is not a linear measure of fuel consumed. Fix: use the published combined figure; the EPA’s combined calculation uses a 55/45 city-highway mix and harmonic averaging.

Applying one universal real-world discount
Problem: a fleet average or one owner’s result is treated as a law for every driver. Fix: use matched observations and show a range tied to your conditions.
Trusting a short trip computer reading
Problem: one journey can be dominated by traffic, weather, elevation or a favourable tailwind. Fix: prefer repeated fuel-and-distance records over many tanks.
Using the label’s cost as your personal bill
Problem: the label uses stated annual-distance and fuel-price assumptions. Fix: recalculate with your mileage and local price.
Hiding assumptions
Problem: a single number appears more certain than the evidence allows. Fix: show the rating system, configuration, route mix, annual distance, price and range beside the estimate.
Questions buyers commonly ask
Will I always achieve the official MPG or WLTP figure?
No. The official value is a standardized comparison estimate. Weather, traffic, speed, hills, load, tyre pressure, maintenance and driving style can move actual consumption higher or lower.
Should I use city or highway economy for my commute?
Use the combined figure as the starting point, then make the scenarios reflect your actual share of city and faster-road driving. A mostly congested commute should not be budgeted using the highway number.
Is one owner’s fuel log enough?
Usually not. One log may be useful as a clue, but repeated fuel-and-distance records from the same configuration and a similar route are stronger. Look at the spread of results rather than the best tank.
Can I subtract 20% from a WLTP result?
Not automatically. European Commission figures published in 2024 found average gaps of 19.8% and 21.1% for specified petrol-registration cohorts, while an earlier report found 23.7% in a preliminary dataset. Those are fleet statistics, not a guaranteed correction for an individual car.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhy use gallons per 100 miles instead of MPG?
MPG rises as efficiency improves, while gallons per 100 miles directly shows fuel consumed over a fixed distance. That makes it convenient for multiplying by annual miles and a petrol price.

What if the exact configuration has no owner data?
Keep the official rating as the anchor, describe the missing evidence, and use a clearly labelled conservative range based on your driving conditions. Do not manufacture a precise adjustment from a different engine or gearbox.
Pre-purchase worksheet
- Model year and exact engine recorded.

- Annual fuel volume and cost compared for every candidate.
This process gives you a defensible budget and a fair comparison while leaving room for the variation that standardized tests cannot eliminate.
Frequently Asked Questions
Will I always achieve the official MPG or WLTP figure?
No. The official value is a standardized comparison estimate, not a guarantee. Traffic, speed, weather, terrain, load, tyres, maintenance and driving style can change actual consumption.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Should I use city or highway economy for my commute?
Start with the combined value, then build scenarios that reflect your actual city, suburban and faster-road mix. Do not budget a congested commute with the highway figure alone.
Can I apply a 20% correction to every WLTP figure?
No. European Commission reports found cohort averages of 19.8%, 21.1% and 23.7% for specified petrol registrations, but those fleet statistics are not a universal correction for an individual car.
How much owner data is enough?
Prefer repeated fuel-and-distance records over many tanks from the same model year, engine and transmission, with conditions similar to yours. Treat the results as a range, not a promise.
Why calculate gallons per 100 miles?
It expresses fuel consumed over a fixed distance, so annual gallons and fuel cost can be calculated directly. The metric equivalent is litres per 100 kilometres.
What if no matching real-world reports exist?
Use the exact official rating as your anchor, disclose the evidence gap and present a clearly labelled planning range rather than inventing a precise adjustment.
The Bottom Line
For a credible pre-purchase estimate, match the exact model year, engine and transmission to the official EPA or WLTP rating, describe your routes and conditions, test any adjustment against comparable long-term observations, and calculate costs with your own annual distance and local petrol price. Report higher, baseline and lower cases. Official figures make fair comparisons; transparent assumptions make the budget realistic.
