Define the required power in megawatts (MW), energy in megawatt-hours (MWh), discharge duration, peak shape, response speed, availability, charging or fuel supply, lifetime cost, permitting risk and emissions boundary. A battery shifts electricity it has already stored; pumped-storage hydropower (PSH) shifts electricity by pumping water uphill; a gas peaker generates electricity from fuel. The best choice is the one that delivers the required reliability and grid services at acceptable lifetime cost and site risk.
Start with the grid need, not the technology
A defensible comparison begins with a defined reliability problem. “We need 500 MW” is incomplete unless you also state how many hours that output must last, during which hours, how often it is called, and what level of availability the system requires.

Separate power from energy
- Power (MW) is the instantaneous output or charging rate.
- Energy (MWh) is the amount that can be delivered over time.
- Duration (hours) is energy divided by power at the stated operating point.
A 500 MW, four-hour battery therefore needs 2,000 MWh of usable discharge energy before accounting for reserve margins, conversion losses, degradation and the state of charge required at the start of the event. A 500 MW plant with only 500 MWh available can sustain its rated output for one hour, not four. Comparing only the 500 MW nameplate would overstate its capacity value.

Use an hourly or sub-hourly load and net-load profile for the study area. Mark the hours when generation is short, the length of each shortfall, the expected frequency of events and any forecast uncertainty. An illustrative requirement might be a 500 MW shortfall that usually lasts two hours, occasionally lasts six hours, and is preceded by a steep 15-minute ramp. That profile points to a different solution than a 500 MW shortfall lasting 12 hours with a gentle ramp.

State whether the resource must cover the entire shortfall or only the most severe portion. If a battery is dispatched for energy arbitrage before the reliability event, its remaining state of charge—not its total installed MWh—determines dependable output.
What each resource actually does
Grid-scale battery storage
A battery stores electricity electrochemically and discharges it through power-conversion equipment. It can shift energy, provide reserves, respond rapidly to frequency deviations and follow dispatch instructions in seconds or faster, depending on the controls and interconnection. It does not create primary energy: every discharged MWh originated in an earlier charging cycle, less round-trip losses.
DOE’s 2024 resource-adequacy report describes typical current battery durations as 1–4 hours. That is a reported range, not a limit on every project; systems can be designed with more energy, but adding duration changes equipment, financing, degradation and site requirements. Battery capacity value depends on power, usable stored energy, state of charge during the net peak and the shape of the system peak.
Pumped-storage hydropower
PSH pumps water to an upper reservoir when electricity is available and releases it through turbines to generate later. The U.S. Department of Energy summarizes the concept this way: “PSH acts similarly to a giant battery, because it can store power and then release it when needed.” The analogy is useful for energy shifting, but PSH has different physical constraints: reservoir volume, hydraulic head, turbine rating, water management and hydrologic conditions determine duration and output.
PSH is a mature generation and storage technology capable of long-duration operation. DOE’s September 18, 2026 release on the U.S. Hydropower Market Report counted 22.23 GW of PSH generating capacity and 553 GWh of storage capacity—82.1% of utility-scale storage capacity under that report’s accounting basis. Those are U.S.-specific fleet figures, not a guarantee that a proposed site can reproduce the fleet’s duration or cost.

Gas peaker plants
A gas peaker uses natural gas in a combustion turbine or another generator to produce electricity when dispatched. It can continue running while fuel, equipment and environmental operating allowances are available, rather than exhausting a pre-charged MWh reservoir. Fuel-delivery constraints, pipeline pressure, maintenance, starts, minimum run times and local air-permit limits still affect dependable output.
EIA explained in a 2013 analysis that natural-gas combustion turbines cost more to operate than many other plant types but can respond quickly, making them useful for short-term demand increases, ramping and high-price periods. The article’s statistics are historical: it reported 121 GW of operating natural-gas combustion turbines and about 3% of U.S. electricity generation in 2012. It also reported off-peak capacity factors below 5% in most regions in 2012, with about 19% in Texas and the Northeast. Neither figure should be treated as a current national fleet profile.

| Emissions | Life-cycle result depends on chemistry, manufacturing, use and charging mix. | Depends on site and construction; cited NREL work found low average global-warming potential for closed-loop PSH only under specified assumptions. | Combustion emissions must be calculated for the turbine, fuel, run hours and applicable rules. |
A step-by-step method for an investment-grade comparison
- Define the service. Specify peak MW, energy MWh, discharge duration, response time, minimum availability, annual event count, recovery time and required operating life. Separate energy adequacy from contingency reserves and frequency services.
- Map the local net load. Use hourly or finer data to identify when the resource is needed. Record seasonal peaks, renewable over-generation, transmission limits and the longest credible deficit.
- Size each candidate physically. For a battery, state AC and DC power, usable MWh, beginning and ending state-of-charge limits, round-trip efficiency, degradation curve and augmentation plan. For PSH, state turbine MW, usable reservoir MWh, head, pumping load and hydraulic constraints. For gas, state turbine MW, heat rate, start time, minimum load, ramp rate, fuel-delivery assumptions and emissions controls.
- Test capacity accreditation. Calculate how much dependable capacity remains during the system’s risk hours. Do not assign a battery full credit simply because its inverter is rated at the target MW; test whether energy remains after earlier dispatches and whether multiple batteries reshape the net peak.
- Model operations. Co-optimize charging or pumping, energy dispatch, reserve provision, starts, minimum run times and state-of-charge recovery. Include extreme-weather cases and correlated outages rather than relying only on an average year.
- Use a common lifetime-cost boundary. Choose a price year and discount rate. Include interconnection, transmission upgrades, construction financing, fixed and variable O&M, replacement, augmentation, fuel, charging energy, decommissioning and salvage assumptions consistently.
- Value every service. Credit frequency response, spinning or non-spinning reserves, ramping, black start where technically available, congestion relief and renewable curtailment reduction only when the grid operator can procure and verify those services.
- Screen delivery risk. Compare land control, geotechnical or reservoir studies, water rights, fire and air permits, transmission queues, equipment lead times, community impacts and the consequences of delay. A low modeled cost is not decisive if the site cannot be permitted or interconnected on the required schedule.
Capacity credit and reliability are not nameplate ratings
EIA explains that a battery’s capacity credit depends on stored energy during net-peak hours. As more limited-duration batteries are added, they can move the system’s net peak into later hours when their state of charge is lower. The accredited value can therefore change as the portfolio changes.
Apply the same discipline to PSH. A plant may have substantial reservoir energy, but its dependable output depends on turbine availability, water levels, pumping schedules, transmission and environmental operating limits. A gas peaker’s apparent endurance is conditional on firm fuel, mechanical availability, pipeline performance and the ability to operate under its permit.

Reliability modeling should report both installed MW and accredited MW, with the test conditions shown. Include forced outages, maintenance, common-mode transmission outages, fuel interruptions and the duration of the modeled risk event.
Match duration to the shape of the peak
Short, sharp peaks
A one- to two-hour peak with frequent fast ramps can favor a battery or a gas peaker, depending on cycling economics, fuel and emissions limits. Batteries can respond rapidly and avoid combustion during the event, but repeated cycling consumes usable life and may require augmentation. Gas turbines can run beyond a fixed battery duration, but starts, fuel costs, emissions and minimum-load behavior affect the result.
Multi-hour and overnight deficits
Longer events increase the value of stored energy rather than inverter MW alone. PSH may fit when a suitable site, transmission and water arrangements exist. A battery can be designed for longer duration, but the comparison must include the additional energy modules, thermal management, degradation and replacement plan. A gas plant can cover a long event while fuel and equipment are available, with operating and emissions costs modeled explicitly.
Repeated renewable-shifting cycles
For daily or near-daily shifting, calculate round-trip losses, charging prices, cycling limits, degradation and the value of curtailed renewable energy. Pumping and battery charging both consume electricity; neither should be credited as new generation. Gas generation is not a storage cycle and must be evaluated with fuel and emissions consequences.
Response speed and ancillary services
Batteries generally provide the fastest control response, making them useful for frequency regulation, fast reserves and ramp smoothing. Their controls, inverter capability, interconnection settings and state of charge determine what is actually deliverable.

PSH can provide flexibility and reserves, but pumping and generating modes, hydraulic transients, minimum operating levels and reservoir conditions constrain dispatch. Its large energy inventory can support sustained output when a short-duration battery would be depleted.
Gas peakers provide dispatchable generation and can support ramps. Model start time, synchronization, minimum run time, minimum generation, ramp rate and hot-, warm- and cold-start costs. A resource that responds quickly in a specification may still be unavailable if it is in maintenance or lacks fuel.
Compare costs with levelized cost of storage—and with caution
DOE’s 2022 storage assessment uses levelized cost of storage (LCOS) to include charging energy and storage-specific costs such as augmentation and replacement. It evaluates additional 24- and 100-hour durations. That methodology is useful for structuring a study, but the assessment is dated and is not a current project quote or market price.

PSH projects
PSH needs suitable geography and reservoirs, substantial civil works, transmission and extensive environmental and regulatory review. DOE identifies site availability, permitting, development time and large initial capital as constraints. The 2026 U.S. fleet statistics demonstrate the technology’s scale, not the ease of developing a new plant.
Gas peakers
Evaluate air permits, gas interconnection and pipeline deliverability, water use, noise, setbacks, transmission and community acceptance. A turbine can be physically compact, yet fuel infrastructure or emissions limits can determine whether it is dependable at the required hours.
Environmental accounting must state its boundary
Combustion turbines emit greenhouse gases and local pollutants while operating. Quantify emissions for the specific fuel, heat rate, run hours, start profile, controls and applicable regulations; a generic grams-per-kilowatt-hour number can mislead.

Batteries have upstream impacts from raw-material extraction, cell manufacturing, transport, replacement and end-of-life processing. Operational emissions depend on the electricity used for charging. A battery charged from a high-emitting grid is not equivalent to one charged from surplus renewable generation.
DOE’s 2024 summary of an NREL study examined 39 preliminary designs from 35 proposed closed-loop PSH sites in the contiguous United States. Under its base scenario, which assumed renewable electricity, the study reported low average global-warming potential for closed-loop PSH compared with compressed-air storage, utility-scale lithium-ion, lead-acid and vanadium redox-flow batteries. That result is not a universal ranking of PSH, batteries and gas in every grid: reservoir construction, transmission, land disturbance, charging mix and operating assumptions can change the outcome.
Worked illustrative comparison
Consider a hypothetical service requirement of 500 MW for four hours, with a 15-minute ramp and two additional events later in the week. The requirement is 2,000 MWh of delivered energy per event, before reserves and losses.
- Battery case: size the inverter for at least 500 MW, then add usable energy, reserve headroom, round-trip losses, degradation and augmentation so 2,000 MWh remains available at the end of the study life. Test whether earlier price-driven dispatch leaves sufficient state of charge.
- PSH case: verify that turbine output is 500 MW and that usable reservoir energy covers four hours plus reserve and pumping losses. Check water levels, pumping windows, transmission and environmental operating limits.
- Gas case: verify 500 MW net output at the site conditions, start and ramp performance, firm gas delivery, permit limits and the fuel required for the event frequency. Include emissions and start costs in the dispatch model.
The example does not identify a universally superior technology. If the actual deficit lasts six to 12 hours, energy inventory and site feasibility gain weight. If the need is a sub-second frequency service, inverter controls may matter more than stored duration. If fuel delivery is constrained or combustion emissions are tightly limited, the gas option may lose value even when its nameplate is inexpensive.

Common comparison mistakes and how to correct them
- Comparing MW only: add MWh, duration and state-of-charge constraints.
- Assuming a battery has full capacity credit: model net-peak timing, depletion and portfolio effects.
- Treating PSH as geographically universal: screen topography, reservoirs, water, transmission and permits first.
- Using historical gas statistics as current facts: label EIA’s 2012 figures as historical and obtain current local fleet and fuel data for a real study.
- Using a single cost number: publish the LCOS boundary, price year, financing, utilization, replacement and fuel or charging assumptions.
- Counting charging or pumping as generation: include the electricity consumed and round-trip losses.
- Declaring an emissions winner without scope: state whether the calculation covers construction, fuel, charging mix, replacements, land and end of life.
- Ignoring non-energy services: value reserves, frequency response, ramping, congestion relief and curtailment reduction only where they can be delivered and procured.
Decision checklist
- Required MW, MWh and longest credible duration are documented.
- Peak hours, ramp rates and event frequency come from a local net-load profile.
- Accredited capacity is reported separately from nameplate capacity.
- Battery state of charge, degradation and augmentation are modeled.
- PSH reservoir, head, pumping, water and transmission constraints are modeled.
- Gas fuel deliverability, starts, minimum run time, emissions and permits are modeled.
- All three options use the same price year, discount rate, study life and cost boundary.
- Construction, interconnection, permitting and delay risks are explicit.
- Environmental results identify the life-cycle scope and charging or fuel assumptions.
- Sensitivity cases show how the decision changes with duration, utilization, fuel prices, charging prices and project delay.
Bottom line
Choose a grid-scale battery when fast response, modular deployment and short-to-moderate duration fit the local peak and the project can manage state of charge, degradation and charging costs. Choose PSH when a suitable site can support a large, long-lived storage asset and the grid values sustained energy and flexibility enough to justify lengthy development and high initial capital. Choose a gas peaker when dispatchable generation and long event endurance are essential and fuel, emissions and permitting risks are acceptable. A technology-neutral model—anchored in MW, MWh, duration, capacity credit, lifetime cost, site reality and clearly bounded emissions—is the only reliable way to decide.
