The only reliable way to compare public EV charging prices is to price the same charger, charging session and payment method at the moment you intend to plug in. A headline rate per kilowatt-hour can omit time, session, service, roaming, subscription, minimum or idle fees. Open the exact operator or mobility app you will use, record its pre-session tariff, add every applicable component, and compare the resulting total with other access routes.
Prices are not necessarily set by the company whose logo is on the charger. A site owner, charging-network operator and roaming or mobility-service provider may each affect what you see and pay. The price in one app can therefore differ from the station display or another app. The following method lets you compare those offers without assuming that any advertised “from” price applies everywhere.

What you are actually comparing
“Charging price” can mean several different things. Before comparing two offers, define the complete transaction:
- One physical station: the same site, charger ID and connector type.
- One charging scenario: for example, the energy you expect to take, the time you expect to remain connected and whether the battery will reach the station’s idle-fee threshold.
- One access route: the operator’s app, a mobility-service or roaming app, a membership card, or contactless payment.
- One time window: the tariff that is valid when you start, including peak or off-peak periods.
Changing any of these variables can produce a legitimate price difference. A comparison between a network’s own app and a roaming app is not fair if the apps are showing different stations, plans or billing rules.

Build the total cost, not just a kWh ranking
For a session, calculate:
total cost = energy charge + time or connected-time charge + session/service/guest/minimum charges + roaming or access fees + applicable idle, overstay or occupancy charges
A subscription fee belongs in the comparison when you are deciding whether to join a plan. It is a recurring cost allocated across the charging you expect to do during the billing period, not a fee that disappears because the per-kWh rate is lower.
Energy charges
The energy component is usually expressed per kilowatt-hour (kWh), but it is only one possible component. Multiply the tariff by the energy you expect the vehicle to receive. Use the amount billed by the provider, which can differ from the battery percentage change because of charging losses and the vehicle’s own measurement.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteTime and connected-time charges
Some tariffs add a price per minute or another time unit. Check whether the clock starts when energy begins, when the session is authorized, or when the car remains connected after charging. A low kWh price can be outweighed by a time charge during a slow session or a long stop.
Fixed and access charges
Look for session, service, guest, minimum and maximum charges. A minimum charge can make a small top-up disproportionately expensive. A roaming provider may add its own fee even when the station operator’s tariff appears unchanged.
Idle, overstay and occupancy charges
After the vehicle finishes charging, some sites charge for remaining connected. Congestion or occupancy fees may also apply while the location is busy. Check the trigger, grace period and rate before you begin; these are separate from the energy price.

Identify who sets and displays the tariff
Three roles can be involved:
- Site owner: owns or controls the parking location and may set site rules.
- Charging-network operator: runs the equipment and billing system and may publish the station tariff.
- Mobility-service or roaming provider: gives you access through its app or card and can present a different tariff or add its own fee.
ChargePoint’s driver guidance says its stations are independently owned and that station owners or roaming partners decide prices. It documents energy, connected-time, session, service, minimum, maximum, overstay and guest charges. Its guidance also warns that a roaming price in its app may differ from the price shown on the station; when you start the session through that app, the app price is the one used for billing.

Step-by-step method for a fair comparison
- Choose the exact station. Record the address, charger or stall identifier, connector, maximum power and the time you expect to arrive. Do not compare a generic network rate with a station-specific quote.
- Choose the charging scenario. Estimate energy needed, likely connected time and whether you can move the car immediately after charging. Use the same assumptions for every access route.
- Open each access route you could use. Check the operator’s own app, the roaming or mobility-service apps accepted at that site, and contactless terms if available. Note whether a membership or subscription is active.
- Capture the pre-session tariff. Save a screenshot or write down the displayed energy, minute, session, service, minimum, roaming and idle or occupancy terms. Include the currency, taxes where shown, and the tariff’s effective time.
- Check timing rules. Look for peak, off-peak, utilization-based or other time-of-day conditions. Confirm whether the rate is locked when you plug in or can change during the session.
- Calculate the expected total. Apply the same energy and time assumptions to every quote, then add fixed and access charges. Add a possible idle charge if your plan involves leaving the vehicle connected.
- Compare like with like. Put total cost, billing basis, access route, subscription allocation, timing and price disclosure side by side. Select the route that fits your actual stop, not the one with the lowest isolated kWh number.
- Recheck immediately before authorization. Tariffs can change by location, date, payment path and plan. If the final pre-start price differs from your notes, use the current price or choose another route.
Use a comparison table or spreadsheet
A simple table prevents a fixed fee or roaming surcharge from being forgotten.
| Field | What to record | Why it matters |
|---|---|---|
| Station | Address, charger ID, connector and power | Network rates are often site-specific. |
| Access method | Operator app, roaming app, card or contactless | The same charger can have different prices by access route. |
| Energy rate | Currency per kWh | Multiply by the energy you expect to receive. |
| Time rate | Currency per minute or other time unit; clock definition | Slow charging or a long stay can add materially to the bill. |
| Fixed charges | Session, service, guest, minimum or maximum | Small sessions can be affected most by fixed fees. |
| Roaming charge | Provider fee or different tariff | Third-party access may not use the station’s displayed rate. |
| Idle or occupancy rule | Trigger, grace period and rate | Leaving after charging can create a separate charge. |
| Timing | Peak/off-peak period and tariff validity | Prices can depend on when the session starts. |
| Expected total | Energy plus every applicable component | This is the figure to compare. |
Keep the evidence with the date and time. A tariff page is a snapshot, not a promise that the same amount will be available on a later trip.
Where to find the price before charging
Operator apps
Open the station’s detail view rather than relying on a network-wide “starting at” rate. ChargePoint says station-specific pricing is available in its app. IONITY says its app displays the applicable price for a location before a session. Tesla shows site prices and peak periods in its app or vehicle interface.
Do these 3 things before closing this tab:

Read the charger or parking-site display when it is available, but confirm which payment method the displayed tariff applies to. A station display may show the operator’s direct price while your roaming app bills under a separate agreement.

Roaming and mobility-service apps
Search for the exact charger inside the app you will use to start the session. ChargePoint explicitly notes that its roaming price can differ from the station display and from other third-party access. A roaming app’s price is not an error merely because it is different; it is a different offer that must be evaluated on its own terms.
Contactless payment
Check the terms presented at the terminal or on the operator’s pre-authorization screen. Contactless access can have its own guest or authorization rules, so do not substitute the operator-app tariff unless the provider says the methods are priced identically.
Account for peak, dynamic and locked-in rates
Some operators vary prices by time of day, utilization or forecast demand. Tesla says Supercharger prices differ by location, may be billed per kWh or per minute, and can include on-peak and off-peak rates. It describes dynamic pricing based on site occupancy and forecast demand. Tesla also says the rate is determined when the vehicle is plugged in and does not change during that session.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →That timing rule matters: compare the rate shown at plug-in, not a later rate seen while the car is charging. Other networks may use different rules, so verify the specific tariff’s start and end conditions instead of generalizing from Tesla or any other provider.
Compare subscriptions by break-even usage
A plan can reduce the variable kWh rate while adding a monthly or annual fee. To test it, estimate your charging volume during the billing period and calculate both totals:
pay-as-you-go total = expected kWh × pay-as-you-go rate + applicable session and time fees

subscription total = subscription fee + expected kWh × member rate + applicable session and time fees
The subscription is financially ahead only when its total is lower for your actual locations and access methods. If the plan applies only to selected sites, exclude sessions where it does not provide the member rate.
Illustrative break-even example
Assume, purely as an illustration, that a driver expects 180 kWh in one month. A pay-as-you-go quote is €0.59 per kWh, while a plan charges €11 per month and €0.39 per kWh. Ignoring other fees for this example, pay-as-you-go would be €106.20. The plan would be €81.20 (€11 plus €70.20), a €25.00 difference. If the driver used only 20 kWh, the plan would cost €18.80 versus €11.80 before other charges, so it would lose. Replace these illustrative values with the current rates for your stations; they are not universal provider prices.
IONITY illustrates the same principle: it offers app access without a monthly subscription as well as monthly and annual plans with different charging rates. Its advertised minimum rates depend on location and can change. Treat a “from” price as a floor for specified locations, not as a quote for every station.

Lower-powered public charging points
All applicable components must be clearly available, with kWh, minute, session and other components presented in that order. A tariff that lists only a kWh figure is therefore incomplete when other charges apply.
Mobility-service providers
Before an intended session, mobility-service providers must make session-specific price information available, distinguishing components such as e-roaming costs and their own fees. The regulation’s wording is: “Mobility service providers shall make available to end users, prior to the start of an intended recharging session, all price information specific to that recharging session.”
These requirements help you ask for the right information, but they do not create one EU-wide price or prevent networks from charging different rates at different sites.

Provider examples and what they teach
ChargePoint: station ownership and roaming differences
ChargePoint’s documentation emphasizes that independent station owners or roaming partners may set prices. It lists energy, connected-time, session, service, minimum, maximum, overstay and guest charges. When its app is used to bill a roaming session, its stated guidance is: “The price in the app is always what you will be billed.” Use that app quote for your calculation, even if a sign or another app shows a different amount.
Tesla: location, timing and congestion
Tesla says Supercharger prices vary by location and may use kWh or per-minute billing. Some sites have peak and off-peak prices, and dynamic pricing can reflect occupancy and forecast demand. The session rate is set at plug-in and does not adjust mid-session. Congestion fees may apply after charging or when the battery is at a high level and the site is busy. Check the site’s current rules before connecting.
IONITY: plans and location-dependent minimums
IONITY provides an app route without a monthly subscription and also monthly and annual plans. The charging rate depends on the plan and location, and advertised minimum prices can change. IONITY explains that its kWh price reflects energy, network development and site expenses. Its app is the place to verify the applicable location rate before charging.
Common comparison mistakes
- Comparing only kWh rates: add every time, fixed, roaming and idle component.
- Using a network-wide “from” price: confirm the exact charger and location.
- Mixing payment methods: price the operator app, roaming app and contactless route separately.
- Ignoring the subscription fee: allocate the recurring charge across the billing period you expect to use.
- Forgetting the clock: determine when time billing and idle billing begin.
- Assuming the station sign controls your bill: the access provider that authorizes the session may apply a different tariff.
- Using yesterday’s screenshot: recheck immediately before plug-in because tariffs can change.
- Assuming one country’s rule is global: EU disclosure requirements do not automatically apply elsewhere.
How to handle a price mismatch
- Stop before authorization if the pre-session quote is not the amount you expected.
- Confirm the charger ID and connector in the app match the physical stall.
- Check whether you are viewing an operator tariff while attempting to pay through a roaming provider, or vice versa.
- Read the tariff’s time, session, minimum and idle conditions; the difference may be an added component rather than a changed kWh rate.
- Capture the displayed price, date, time and session identifier.
- If the final bill conflicts with the tariff shown by the access provider, contact that provider first, because it processed the payment. Keep the station owner’s details available if the provider directs you there.
A decision framework for choosing between offers
| Question | What a favorable answer looks like | Warning sign |
|---|---|---|
| Is the total cost lower for the same session? | All energy, time and fixed components are included. | Only a headline kWh figure is shown. |
| Is the billing basis suitable? | Your expected dwell time does not create disproportionate minute charges. | A low energy rate is paired with an unknown time clock. |
| Is the access route clear? | The app or payment method you will use displays the exact tariff. | The quote is for a different app or membership. |
| Does a plan fit your usage? | Recurring fee plus member-session costs beat pay-as-you-go at your expected volume. | You charge too little or at locations excluded from the plan. |
| Is the rate valid at your arrival? | Peak rules and tariff timing are stated. | A location-dependent “from” price has no applicable site detail. |
| Can you see the price before starting? | The exact session quote is available in advance. | Fees appear only after authorization. |
What a complete pre-charge record looks like
For each candidate route, save one line containing the station and charger ID, access method, currency, energy rate, time rate and clock definition, fixed charges, roaming fee, idle rule, peak period, subscription allocation and calculated total. Add the date and time of the quote. This record makes a later comparison reproducible and exposes which component caused a difference.
There is no universally cheapest charging provider without a defined country, route, vehicle, station, session size and payment plan. A defensible choice is the access method whose current, station-specific total is lowest or most predictable for your actual stop, with every extra fee understood before you plug in.
