The cheapest car offer is the one with the lowest normalised, written amount payable for the same vehicle—not the quote with the biggest discount headline or the lowest EMI. Match the exact make, model, variant, fuel, transmission, registration location, invoice and delivery timing. Then compare ex-showroom price, tax treatment, every discount, exchange value, registration, insurance, add-ons, TCS and financing on separate lines. Ask the dealer to confirm eligibility and whether offers can be combined in writing.
Start with an apples-to-apples specification
Before comparing rupees, make both quotations describe the same transaction. A discount on a manual petrol car cannot be compared directly with a quote for an automatic, a different trim, a different model year or a car invoiced in another state. Write these details at the top of every quote:
As an Amazon Associate I earn from qualifying purchases.
- Make, model, exact variant and model year.
- Fuel type, transmission, seating configuration and factory options.
- Registration state, city and RTO.
- Expected invoice date and delivery date.
- Whether the car is physically in stock, in transit or a factory order.
- Cash purchase or finance, lender, loan amount and payment timing.
- Whether an exchange vehicle, Certificate of Deposit (CoD) or other eligibility document is being used.
If any of these differs, ask for a revised quote before judging the discount. A delayed invoice can change the applicable tax, registration charge, model year or campaign eligibility.
Use one comparison sheet for every dealer
Request an itemised quotation rather than a single “special price”. Enter each dealer’s figures in the same order and preserve the dealer’s wording. The following lines prevent most false comparisons.
#1 Best Overall
| Quote line | What to record | Why it matters |
|---|---|---|
| Ex-showroom price | Base price, applicable tax classification and invoice treatment | A lower headline price may reflect a different variant or tax basis. |
| Dealer or OEM cash discount | Amount, campaign name, expiry and conditions | Separate unconditional reductions from finance, exchange or scrappage incentives. |
| Exchange valuation | Price offered for your current car | A large exchange bonus can hide a weak trade-in valuation. |
| Exchange bonus | Bonus amount and eligibility | Do not combine it with the old car’s valuation as if both were a pure new-car discount. |
| CoD or scrappage incentive | State tax concession and OEM showroom amount on separate lines | Eligibility, timing and whether the benefit is additional vary. |
| Registration and road tax | RTO fee, road tax and any local statutory charge | These depend on the registration location and vehicle value. |
| Insurance | Premium, insurer, IDV, deductibles, add-ons and policy term | Two premiums are not comparable if cover differs. |
| Accessories and packages | Each item, price and whether optional or required | Unwanted accessories can consume the advertised discount. |
| Extended warranty and service package | Price, duration, coverage and exclusions | Keep optional ownership products out of the vehicle price comparison. |
| Handling, logistics and other dealer charges | Description, amount and whether mandatory | Ask the dealer to explain every unexplained line and confirm its legal basis. |
| TCS | Amount and calculation basis, shown separately | Tax collected at source is not a discount. |
| Finance | Loan amount, processing fee, rate, term, insurance requirements and total repayment | A lower EMI can still cost more over the full term. |
| Net amount due | Cash required at delivery, including all selected items | This is the practical number to compare after conditions are normalised. |
Have each dealer sign, stamp or email the final version. Keep the quote, tax invoice, payment receipts, insurance schedule and any eligibility certificates together.
Understand the GST change without applying a headline rate blindly
A Ministry of Road Transport and Highways Press Information Bureau release dated 12 September 2025 stated that the GST reforms were effective from 22 September 2025. Its headline summary described small cars at 18%, down from 28%, and large cars at a flat 40%, replacing the earlier 28% GST plus cess structure.
Those are category-level statements, not a substitute for checking the exact classification of a particular model. The release does not spell out every dimension, engine, seating or other condition that determines a vehicle’s category. Before accepting a quote, ask the dealer to identify the applicable classification and rate on the tax invoice and verify it against current official tax material.

If a dealer relies on an old table, request current written tax support and the exact invoice treatment.

Never compare “GST savings” with a dealer discount as though they were the same concession. GST changes the tax component of the transaction; a dealer or OEM discount reduces the quoted price under its own terms. Compare the ex-showroom figure and each discount as distinct lines, then calculate the final on-road amount. Do not subtract a tax reduction twice—once in the ex-showroom price and again as a separate saving.
Separate unconditional discounts from conditional incentives
Dealer and OEM cash discounts
Ask whether the amount is available to every buyer of the specified car or depends on a campaign, stock age, finance choice, exchange, employment category or registration date. Record the campaign’s end date and whether the amount is before or after tax. An offer that disappears when you choose outside finance is not equivalent to an unconditional cash discount.
Finance-linked discounts
Some dealers give a larger discount only when their arranged lender is used. Compare the discount with the lender’s processing charge, required insurance, interest rate, foreclosure terms and total repayment. A ₹50,000 discount can be economically inferior if the mandated loan costs more than that over its term.

Obtain two figures: the amount paid for your existing car and the promotional exchange bonus. Compare the dealer’s total offer for the old car with an independently available sale or purchase bid. A ₹75,000 exchange bonus may be offset by valuing your old car ₹90,000 below a realistic alternative. Treat the old-car valuation as a separate transaction, not as a discount on the new car.

Scrappage, Certificate of Deposit and state concessions
NITI Aayog’s report Enhancing Circular Economy of End-of-Life Vehicles (ELVs) in India explains that a Certificate of Deposit records transfer of ownership to a Registered Vehicle Scrapping Facility and can be used to claim incentives. The report said that, as of 1 September 2025, 21 States and Union Territories had declared motor-vehicle-tax concessions for purchases against a CoD, but implementation was uneven.
The report describes a model concession of 15% of motor-vehicle tax for transport vehicles and 25% for non-transport vehicles. It also discusses a 2025 rule offering up to 50% for specified vehicles made to older emission norms. These are not universal current entitlements. The applicable state authority, registration category, age or emission condition, certificate validity and purchase sequence must be checked for your location.
The same report discusses an announced OEM showroom discount range of 1.5% to 3.5%, approximately ₹10,000 to ₹24,500 on a ₹7 lakh car. Those figures describe the announcement discussed in the report, not a guaranteed offer from every manufacturer or dealer. Dealers may club multiple incentives, making it impossible to tell whether the CoD amount is genuinely additional.
Ask for four separate entries:
- State registration-tax concession against the CoD.
- OEM showroom discount linked to proof of scrapping.
- Any ordinary exchange bonus.
- The value and disposal terms for the old vehicle.
Ask whether the car must be scrapped before booking, before invoicing or before registration. Ask what happens if the certificate is rejected or the delivery date moves. Have the dealer state in writing that the CoD benefit is additional to other discounts, or state that it is already included.
Handle TCS as a tax collection, not a saving
Income Tax Department guidance under section 206C(1F) says that a seller receiving consideration for a motor vehicle valued above ₹10 lakh must collect 1% of the sale consideration from the buyer at the time of receipt. The amount should appear separately in the transaction documents.
Do not label TCS as a dealer discount or remove it from the vehicle price when comparing offers. Record the amount required in cash, retain the certificate and payment records, and use current official tax guidance for your own return and credit treatment. The eventual tax outcome can depend on the buyer’s circumstances; it is not identical for every purchaser.
Normalise the on-road amount
Registration and road tax
Registration charges and road tax depend on the state, RTO, vehicle type and often the vehicle’s value. A quote for one registration location cannot be compared with a quote for another without recalculating these statutory lines. Ask for the official fee components, not a single “RTO package” total.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesInsurance
Request the policy schedule or a detailed premium breakup. Compare insurer, IDV, own-damage and third-party cover, deductibles, consumables, zero-depreciation or other add-ons, roadside assistance and policy term. Ask whether you may arrange insurance independently. A cheaper premium with lower IDV or fewer protections is not an equivalent saving.
Accessories and ownership packages
Mark every accessory, extended warranty and service package as accepted or declined. Ask which, if any, is legally or contractually required. Compare the vehicle price with identical selections first; evaluate optional packages separately so a bundled mat, coating or service plan does not disguise the real discount.
Dealer charges
Ask the dealer to explain handling, logistics, documentation and similar charges line by line. Request written confirmation of whether each is mandatory and lawful for the transaction. If a charge cannot be explained, remove it from the comparison until the dealer provides a defensible basis.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare finance by total repayment, not EMI
For each financed offer, record the on-road amount, down payment, loan principal, interest rate, reducing or flat-rate method, term, processing fee, documentation fee, insurance or add-on requirements, monthly instalment, prepayment rules and total repayment. Compare the total amount paid to the lender plus all compulsory charges with the cash-purchase alternative.
Keep the finance calculation separate from the vehicle discount. A dealer may show a low EMI by extending the term or increasing the down payment. Conversely, a cash discount may be withdrawn for outside finance. Ask for two written versions of the same car: cash and financed, with identical insurance and accessories.
A practical step-by-step comparison workflow
- Define the target. Write the exact variant, fuel, transmission, colour or factory option, registration location and maximum delivery date.
- Collect at least two itemised quotes. Request the same assumptions and ask dealers to identify every conditional offer.
- Verify the tax line. Check the current GST classification and rate stated on the invoice; do not rely on a stale online table.
- Strip out non-comparable items. Align insurance cover, accessories, warranty, service plans, delivery timing and finance assumptions.
- Value the exchange separately. Compare the old car’s price with outside alternatives, then add any genuine bonus.
- Test scrappage eligibility. Confirm CoD acceptance, state concession, OEM amount, sequence and additionality in writing.
- Add statutory and tax collections. Include registration, road tax and TCS in cash due, but do not call them discounts.
- Calculate the net payable. Use the final written total after accepted options and all mandatory charges.
- Check delivery risk. Confirm manufacturing or stock date, invoice timing, odometer expectation, registration deadline and what happens if the price or campaign changes.
- Lock the deal. Pay only against a booking form or pro forma invoice that carries the agreed variant, price, discounts, charges, delivery promise and cancellation terms.
How to read a misleading “big discount”
- Large exchange bonus, low valuation: compare net value for the old car, not the bonus alone.
- Discount available only with dealer finance: compare interest and fees with the cash discount.
- Accessories included: remove unwanted items and recompute the payable amount.
- Different insurance: match IDV, deductibles and add-ons before comparing premiums.
- Old-stock clearance: check manufacturing month, warranty start date, registration timing and resale implications.
- “GST benefit” with no tax line: ask for ex-showroom price before and after tax, the classification and the invoice rate.
- Scrappage folded into one discount: require separate CoD, state-tax and OEM entries.
- Unexplained handling charge: ask for its legal and contractual basis before accepting it.
- Low EMI: calculate total repayment and all fees over the complete term.
- Verbal expiry pressure: ask for the offer’s written validity and the consequence if delivery slips.
Questions to send the dealer in writing
- What is the exact GST classification and rate for this variant on the proposed invoice date?
- Is each discount unconditional? If not, what document, finance product, exchange or registration condition applies?
- Can the discounts be combined, and which one replaces another?
- What is the independent exchange value of my old car before adding the bonus?
- Which CoD and state concession rules apply at this RTO, and is the benefit additional?
- What are the manufacturing month, stock location and latest possible invoice date?
- Which insurance, accessories and service items are optional?
- What is the basis of every handling, logistics or documentation charge?
- Is TCS applicable, what amount will be collected, and what certificate will be issued?
- For finance, what are the total fees, interest method, total repayment and prepayment terms?
- What amount is payable at delivery, and which later refund, credit or tax handling is the buyer expected to pursue?
When one offer is genuinely better
Choose the offer with the lower normalised amount due for the same specification and equivalent cover, provided its discount conditions, tax treatment, delivery date and documentation are acceptable. A higher written total can still be rational if it includes materially better insurance, a newer vehicle, a stronger warranty or a more valuable exchange outcome—but price the benefit separately rather than treating it as an invisible discount.
Recheck the calculation immediately before signing. GST classification, state registration tax, CoD concessions, OEM campaigns, TCS requirements and dealer inventory can change. The 21-State/UT figure and the scrappage discount range cited above are dated observations from 2025, not an October 2026 entitlement or price list.
