This U.S.-focused guide explains how to make dealer quotes comparable, spot conditions that can change the price, and decide which offer is genuinely lower. Taxes, registration costs, fee rules, incentives, and available vehicles vary by location and over time.

Start with the out-the-door price
A discount is only one part of what you pay to buy a car. The most useful starting point is each dealer’s written, itemized out-the-door (OTD) price: the total required price to purchase the vehicle, including mandatory charges and the taxes and registration costs applicable to you. Request it before visiting the lot or discussing monthly payments.

A written quote also gives you something concrete to check against the buyer’s order before signing. It is not a guarantee that every dealer will honor an offer, so confirm the quoted vehicle and terms and ask the dealer to explain any difference.

Do not judge an offer by how much it claims to take off the manufacturer’s suggested retail price (MSRP). MSRP is a suggested price, not necessarily the selling price, and a large apparent discount can be offset by required fees, products, or financing costs. The practical question is: what is the required total for the vehicle you want, under terms you can meet?
Make sure every quote is for the same vehicle
Two prices are comparable only when they refer to equivalent cars and deal terms. A difference in trim, equipment, vehicle condition, or incentive eligibility can matter more than the advertised discount.
- New cars: Match the model year, model, trim, included options and equipment. Ask for the vehicle identification number (VIN) or stock number when available, and confirm the quoted price applies to that specific vehicle.
- Used cars: Match year, model, trim, mileage, equipment, and condition. Compare vehicle history and disclosed damage or repairs; a lower price on a car in materially different condition is not an apples-to-apples deal.
- Availability: Ask whether the exact car is physically at the dealership and available for sale at the quoted price. The FTC advises shoppers to confirm availability rather than relying only on an advertisement.
- Offer terms: Ask whether the price depends on dealer-arranged financing, a trade-in, a qualifying buyer status, or another condition. Record any condition beside the quote rather than treating the advertised figure as unconditional.
For a used vehicle, consider an independent inspection. The FTC’s used-car guidance notes that inspection findings and estimated repair costs can help you negotiate. The inspection does not make two cars identical, but it can clarify why one vehicle is priced differently and what additional expense may follow purchase.

Email or message each dealership with the same request. A concise written request can reduce misunderstandings and make it easier to compare the responses side by side.
Please send your written out-the-door price for the [year, make, model, trim] vehicle, VIN or stock number [identifier]. Please confirm that this vehicle is available. Itemize the selling price, dealer discount, each manufacturer rebate or incentive, required dealer charges, taxes and title or registration costs, and any add-ons. Please identify which items are optional and state every condition attached to the price, including financing, trade-in, or buyer eligibility requirements. Please also state the date through which the quote and any incentive are valid.
Replace the bracketed information with the exact vehicle details; the template is a request, not a claim that every dealer calculates or labels charges identically. If you do not yet have a VIN, ask for a quote on a precisely specified configuration and request the VIN once the dealer identifies the vehicle. Quotes should be dated close to your purchase because inventory and incentive terms can change.

Ask for separate line items rather than a single “discounted price.” At minimum, seek enough detail to identify:
- Vehicle selling price before discounts.
- Dealer discount, shown separately from manufacturer rebates or incentives.
- Each rebate or incentive and its eligibility conditions.
- Required dealer charges and government taxes, title, and registration costs.
- Optional add-ons, each with its price and whether accepting it is required to receive the quoted price.
- The assumptions about trade-in, financing, or buyer qualification, if any.
Government charges depend on where the vehicle will be registered. A dealer may be unable to finalize them without your location or other details, so provide the relevant registration location and ask how any estimate was calculated. No universal tax or registration figure applies across U.S. buyers.
Compare the actual discount—not just the headline
A dealer discount is a reduction from the seller’s stated vehicle price. A manufacturer rebate is a separate incentive and may have eligibility rules. Keep those items distinct. A quote that combines them under one label can make the apparent dealer discount look larger than it is, while the total due still depends on required charges and taxes.
Normalize each offer by identifying the price you personally can receive. For every conditional reduction, ask what must be true to qualify. Examples include a specified buyer status, using the dealer’s financing, or trading in a vehicle. If you do not meet a condition, exclude that reduction from your comparison. If you may qualify, verify the requirement and whether you can document it before counting the incentive.
The FTC’s Automobile Industry Pricing Transparency FAQs address advertised prices, required fees, clearly disclosed conditional discounts, and advertising vehicles that are not physically available. Its guidance emphasizes that a displayed price should reflect what a consumer can pay under the terms stated. In March 2026, the FTC announced warning letters to 97 dealership groups about pricing practices, including conditioning advertised prices on dealer financing and requiring additional items that were not reflected in advertised prices. That enforcement action is context about the agency’s concerns; it is not evidence that every dealership uses those practices.

Look beyond whether the final number is called a discount. Check the total required amount, the conditions attached to it, and whether the price changes when you decline an unwanted product or choose different financing. The FTC advises consumers to consider walking away if a dealer will not provide or honor its written offer, and to report deceptive conduct.

Separate required charges from optional add-ons
Ask the dealer to identify which fees or products are required to buy the vehicle and which are optional. Do not assume an item is mandatory merely because it appears on a worksheet or has been installed on the car; ask whether you can decline it and still purchase at the quoted price. Conversely, do not remove a genuinely required charge from one offer while leaving comparable required costs in another.
Optional products can include service contracts and other add-ons. The FTC’s consumer tips explain that add-ons may be optional and can increase the amount you pay. An add-on bundled with a discount is not automatically a saving: compare the item’s itemized price, decide whether you want it, and ask for a quote without it. If the dealer says the quoted price requires buying a product, record that condition and compare the resulting required total with other offers.
For a clean comparison, use two figures when appropriate: the required out-the-door total, and the total if you choose any optional products. Keep unwanted products out of the baseline comparison. If an item is included in the quote but the dealer cannot or will not remove it, note that clearly rather than treating it as a discount.
Put offers side by side
Once you have the written quotes, compare the same categories in the same order. A simple table can expose a low headline price that depends on a condition you cannot meet, or a higher required total caused by fees or add-ons.

The table is a comparison tool, not a substitute for the dealer’s itemization. If an amount is missing, ask for it rather than assuming it is zero or that it matches the other quote. If a location-specific tax or registration cost is still an estimate, mark it as such and ask when it will be finalized.
Compare financing after the vehicle price
First establish the vehicle price and its required charges. Then compare dealer financing with any outside preapproval from a bank or credit union. The FTC advises consumers to compare financing offers and total cost; the Consumer Financial Protection Bureau (CFPB) notes that interest and optional add-ons can increase the amount financed.

For each loan offer, compare the annual percentage rate (APR), loan duration, down payment, and total payments over the full term. A lower monthly payment alone does not prove that a loan is cheaper: it may reflect a longer term, a larger down payment, or a different amount financed. Keep the loan comparison separate from the selling price so a financing offer does not mask a higher vehicle price.
Ask whether a manufacturer cash incentive and special-rate financing are separate alternatives or can be combined. Eligibility and the financial effect depend on the specific offer. Compare the amount financed and total borrowing cost for the offers available to you; do not count a rebate you cannot use, and do not assume a low advertised rate is available to every buyer.
The FTC’s “Financing or Leasing a Car” guidance and the CFPB’s “What factors into the price of a car or vehicle?” discuss incentives, financing, and the ways interest and optional products can affect cost. Neither establishes a universal best rate or discount target; those depend on the vehicle, location, current offers, and buyer’s qualifications.

Ask for the purchase price of the car even if the dealer has not appraised your current vehicle. Then obtain and compare trade-in offers as a separate transaction. This makes it easier to see whether an attractive trade-in allowance is paired with a higher purchase price.
Record the trade-in value, any amount still owed on the trade, and how the dealer applies those figures separately from the new vehicle’s OTD price. The tax treatment of a trade-in can vary by location, so ask how the quoted taxes were calculated and compare offers using the same assumptions. Do not use a dealer’s net “difference to pay” as the only figure: it can combine the new-car price, trade value, payoff, and taxes in a way that conceals each component.
Used-car comparisons need a condition check
A used car’s low price may reflect mileage, wear, history, or repairs, so compare condition as well as the quote. Review available history information and disclosures, and consider having an independent mechanic inspect the car before purchase. If an inspection identifies repairs, get an estimate and use the findings to decide whether to negotiate, proceed, or choose another vehicle.

The FTC’s “Buying a Used Car From a Dealer” guidance recommends considering an independent inspection; its findings and estimated repair costs can inform negotiations. Do not treat an inspection as proof that every future problem has been ruled out. Use it to understand the car’s present condition and likely near-term repair needs, then compare that information with the other vehicle’s condition and price.
Before signing: verify the offer survived the paperwork
When you are ready to buy, compare the buyer’s order and financing documents with the written quote. Check that the vehicle identity, selling price, discounts, required charges, optional products, and any conditions match what you accepted. If the final paperwork includes an unquoted item or changes the agreed price, ask for an explanation and a corrected itemization before signing.
- Confirm the VIN or stock number and that the price is for the vehicle you inspected or selected.
- Check that each discount or rebate shown is one you qualify for and that its conditions are stated.
- Review each fee and add-on; ask whether an add-on is optional and remove unwanted products where possible.
- Verify taxes and registration assumptions for the place where you will register the car.
- Compare the financing terms with the offer you selected, including APR, term, down payment, and total payments.
- Keep copies of the written quote and signed purchase documents.
If the dealer cannot explain a difference or will not honor the written offer, you can pause the transaction and walk away. The FTC’s consumer guidance recommends considering that option and reporting deceptive conduct.

What a fair comparison can—and cannot—tell you
A careful comparison can show which dealer currently offers the lowest required total for a specified vehicle under terms you can meet. It cannot establish a universal “good discount” percentage for every car buyer. The relevant amount changes with vehicle, location, inventory, incentives, timing, and buyer eligibility. The official consumer guidance cited here does not establish an average discount or promise a particular savings amount.
Use recent written offers, verify incentive terms with the dealer or manufacturer, and compare the total you can actually pay. Treat a discount as one component of the deal, not the verdict on it.
