For a U.S. purchase, compare the EPA Fuel Economy and Environment label for the exact model year, vehicle class, engine or powertrain, and transmission you are considering. Start with combined MPG or MPGe, then check consumption per 100 miles, personalized operating cost, greenhouse-gas and smog ratings, and— for an electric vehicle or plug-in hybrid—range, charging time, and the split between electric and gasoline operation. Use the vehicle lookup and comparison tools at fueleconomy.gov to adjust the estimate for your annual mileage, driving mix, and local energy prices.
This method tells you how to compare candidates; it does not produce one universally best car. The right choice depends on your shortlist, how far and where you drive, access to charging, local fuel or electricity prices, and how you weigh running cost against different kinds of emissions.

Start with an apples-to-apples vehicle match
Fuel-economy and emissions results are configuration-specific. Before comparing two numbers, record the information printed on each label or in the EPA lookup:
The Tool Desk

A model name can cover several engines, gearboxes, body styles, battery sizes, or drive systems. The EPA used-vehicle lookup asks for model year, make, model, engine, and transmission for this reason. If one candidate is a turbocharged all-wheel-drive version and the other is a front-wheel-drive version, their ratings should not be treated as interchangeable. Match the configurations first; only then compare efficiency.

Read the gasoline label in the right order
Use combined MPG for the first screen
Combined MPG is the quickest way to compare conventional gasoline vehicles. The EPA’s label methodology weights city driving at 55% and highway driving at 45% when it calculates the combined figure. That weighting is a standardized comparison tool, not a prediction of your exact route.
Use the combined number to sort a long list, but do not stop there. A driver whose week is mostly stop-and-go traffic should pay close attention to the city figure; someone who spends most of the week on motorways should examine highway MPG. The label’s reminder is simple: “your mileage will vary.” Weather, speed, traffic, payload, tire pressure, driving style, and maintenance can all move real-world consumption away from the estimate.
Check city and highway MPG against your own driving
Write down the city and highway values for each candidate. Compare the value that resembles your actual use rather than assuming every driver receives the combined result. If you know your approximate split, keep it beside the label while you compare. The EPA’s 55/45 weighting is fixed for the label; your personal split may be very different.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsPrefer consumption per 100 miles when cost matters
MPG is an inverse measure: a change from 20 to 25 MPG saves more fuel than a change from 35 to 40 MPG, even though both changes are five MPG. Fuel consumption per 100 miles makes the difference easier to see because a larger number means more fuel used.
For a gasoline vehicle, convert the label’s MPG to gallons per 100 miles with:
gallons per 100 miles = 100 ÷ MPG
For example, a hypothetical vehicle rated at 25 MPG uses 4 gallons per 100 miles, while one rated at 40 MPG uses 2.5 gallons per 100 miles. The example illustrates the comparison method; it is not a rating for a particular model.
Turn the label into a realistic operating-cost estimate
Understand what the printed annual cost means
The label includes an estimated annual fuel cost and, where shown, a five-year savings comparison. Those figures use the assumptions printed on the label, such as annual mileage and an assumed fuel price. They are useful for a consistent first comparison, but they are not a promise about your household bill.
Recommended Free Tools
Fuel prices change by location and over time. Your annual mileage may be much higher or lower than the label assumption, and your city/highway mix may not match the standardized test. Treat the printed amount as a common baseline, then personalize it in the EPA vehicle tools with your mileage and current local prices.
Calculate your own gasoline cost
- Estimate the miles you drive in a year, including commuting, regular errands, and predictable road trips.
- Choose the city/highway mix that best describes those miles.
- Use the matching MPG value, or the combined value if your mix is close to the label’s standardized weighting.
- Calculate annual gallons:
annual miles ÷ MPG. - Multiply annual gallons by the fuel price you actually expect to pay.
Suppose a hypothetical driver travels 12,000 miles and compares a 25-MPG car with a 40-MPG car at $3.50 per gallon. The first would use 480 gallons and cost about $1,680 for fuel; the second would use 300 gallons and cost about $1,050. Those are arithmetic examples, not current price claims or model estimates. Replace every input with your own mileage, route mix, and local price.

Compare savings over the period you will own the car
Multiply the difference in annual energy cost by the number of years you realistically expect to keep the vehicle. Keep this separate from purchase price, financing, insurance, maintenance, taxes, and depreciation. Fuel economy answers an operating-energy question; it does not by itself determine total cost of ownership.
Separate climate emissions from local air pollution
Greenhouse-gas score and tailpipe CO2
The gasoline label reports a greenhouse-gas rating and tailpipe carbon-dioxide emissions in grams per mile. The rating scale runs from 1 to 10, with 10 best. A better greenhouse-gas score indicates lower emissions on the label’s standardized use assumptions.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchUse the score and grams-per-mile figure to compare climate-related tailpipe output among the exact configurations you are considering. Do not treat the score as a complete climate assessment: it describes the vehicle’s use-phase tailpipe emissions under the label framework, not every emission associated with manufacturing, fuel production, or electricity generation.
Smog rating
The separate smog rating also runs from 1 to 10, with 10 best. It addresses exhaust pollutants associated with smog and local air pollution rather than the climate effect represented by greenhouse gases.
Read the two ratings independently. A vehicle can perform better on greenhouse gases while having a different smog result, and one number cannot stand in for both concerns. If local air quality is a priority, include the smog score as its own comparison column rather than averaging it mentally with the greenhouse-gas score.
Compare electric vehicles using MPGe, energy use, range, and charging
What MPGe does—and does not—mean
Electric-vehicle labels use MPGe, or miles per gallon equivalent, to put electricity and gasoline on a common energy basis. MPGe is an energy-equivalence comparison; it does not mean an EV burns gasoline or contains a gasoline engine. Read it alongside electricity consumption per 100 miles, which tells you how much electrical energy the vehicle uses.
For an EV, lower kilowatt-hours per 100 miles means less electricity required for the same distance. As with gallons per 100 miles, this consumption measure is often more useful for estimating spending than an inverse efficiency number alone.
Include range and charging time in the same decision
The EV label also shows driving range and charging time. A vehicle with excellent energy efficiency may still be inconvenient if its range does not cover your regular trips or if the available charging process does not fit your schedule.
- Compare labeled range with your longest routine day, not only your average commute.
- Check whether you can charge at home, at work, or at dependable public locations.
- Use the stated charging time as a planning input; actual time can depend on equipment, battery state, temperature, and charging power.
- Keep an alternative plan for occasional long trips if public charging is limited on your routes.

annual kilowatt-hours = annual miles × (kWh per 100 miles ÷ 100)

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Evaluate plug-in hybrids as two operating modes
A plug-in hybrid can use grid electricity for some miles and gasoline for others. Its label therefore requires more interpretation than a single MPG comparison.
- Record the electric consumption and electric range.
- Record the gasoline MPG for operation after the usable electric charge is depleted.
- Check the combined estimate and the assumptions behind it.
- Estimate how many of your annual miles you can realistically complete with regular charging.
- Price the electric miles and gasoline miles separately before combining them.
A plug-in hybrid’s result depends heavily on charging behavior. A driver who charges at home and makes short daily trips may use mostly electricity; a driver without regular charging may operate it more like a gasoline hybrid. Do not compare its headline combined value with a gasoline car without considering that difference in use.
Keep the emissions boundary explicit
“Zero emissions” on an EV label means zero tailpipe emissions while the vehicle is operating. It does not mean that no emissions occur anywhere in the energy system. Electricity generation can produce emissions, and producing fuels also creates emissions. The label figures discussed here do not provide a full life-cycle comparison.
For a fair shortlist, write the boundary next to each result: tailpipe greenhouse gases and smog pollutants for the vehicle label, plus a separate note that upstream fuel or electricity production is outside that figure. If broader life-cycle impact is central to your decision, consult the EPA’s separate tools rather than treating tailpipe data as a complete answer.
Use the right method for a used car
Find the original rating for the exact configuration
Use the EPA used-vehicle label lookup and match model year, make, model, engine, and transmission. A used car’s badge or trim name may not reveal every efficiency-affecting detail, so verify the configuration from the vehicle identification information and the listing.
Personalize the estimate
The used-vehicle tool allows adjustments for annual mileage, the share of city driving, and current fuel prices. Enter your own figures when possible. This produces a more relevant spending estimate than copying a generic annual-cost number from an old label.
Do not confuse an original estimate with a condition guarantee
The EPA says that, with proper maintenance, fuel economy changes little over a typical 15-year life and that the original estimate remains the best indicator of average gas mileage. That is a general agency statement, not a promise about a particular used car. Worn tires, incorrect tire pressure, mechanical faults, accident repairs, neglected maintenance, extreme temperatures, and driving habits can all affect actual consumption.
Use the rating to compare vehicles, then have the specific car inspected and track its fuel use after purchase. A large gap between expected and observed consumption is a reason to investigate the vehicle’s condition or your driving assumptions.

Build a comparison sheet for your shortlist
Put every candidate in one row and use the following columns. Keeping the units and boundaries visible prevents a favorable-looking number from hiding a different assumption.
| Comparison field | Gasoline vehicle | Electric vehicle | Plug-in hybrid |
|---|---|---|---|
| Exact match | Model year, class, engine, transmission | Model year, class, battery/powertrain, drive system | Model year, class, engine, battery, transmission |
| Primary efficiency figure | Combined MPG | Combined MPGe | Combined label estimate plus electric and gasoline figures |
| Consumption | Gallons per 100 miles | Kilowatt-hours per 100 miles | Electric and gasoline consumption separately |
| Use-pattern detail | City and highway MPG | Range and charging time | Electric range, charging time, gasoline MPG |
| Cost inputs | Annual miles and local fuel price | Annual miles and electricity price | Electric-mile share, gasoline miles, both energy prices |
| Climate measure | Tailpipe CO2 and greenhouse-gas score | Zero tailpipe emissions on the label; upstream generation is outside that figure | Tailpipe results depend on electric versus gasoline operation |
| Local-air measure | Smog score | Read the label’s tailpipe boundary | Consider operation in both modes and the label’s boundary |
Mark values that are not applicable rather than silently treating them as zero. For example, an EV’s zero tailpipe figure should not be entered as zero total energy-system emissions.

Common comparison mistakes and fixes
Choosing from MPG alone
Problem: MPG hides the size of the improvement and says nothing about your annual miles, local prices, range, charging, or emissions.
Fix: Add consumption per 100 miles, personalized annual cost, both emissions ratings, and the practical requirements of your driving.

Know the geographic limit of these figures
The labels and lookup resources described here are U.S. EPA materials. If you buy or register a vehicle elsewhere, use the official label and test data for that jurisdiction; definitions, test cycles, energy prices, and emissions reporting can differ. Do not transfer a U.S. annual-cost estimate directly to another country.
What a sound comparison can—and cannot—tell you
A disciplined comparison can show which exact configurations use less standardized energy, which are likely to cost less under your mileage and prices, and how their tailpipe greenhouse-gas and smog measures differ. It can also expose practical constraints such as insufficient EV range, slow charging, or a plug-in hybrid’s dependence on regular charging.
It cannot predict your precise fuel bill, guarantee a used vehicle’s condition, or provide a complete life-cycle emissions result from the label alone. Keep those limits attached to the numbers, and choose the vehicle whose efficiency, emissions profile, utility, and charging or fueling routine fit the way you actually drive.
