Ex-showroom price is the vehicle’s displayed price; on-road price is what you should budget to register and take delivery in your location. The difference usually consists of registration and road tax, insurance, number-plate charges, financing-related fees and other applicable local or dealer charges, less any valid discount. Because those additions depend on the state, city, vehicle, insurer and transaction, no single national percentage converts one figure into the other.
Use this working check: on-road total = ex-showroom price + each applicable registration and road-tax charge + insurance + other applicable charges − discounts. Treat it as an audit checklist rather than a universal tariff. Require an itemized quotation, then add every line yourself and ask the dealer to explain any difference between your sum and the stated total.

What the two prices actually mean
Ex-showroom price
Ex-showroom is the manufacturer or dealer’s published price for the car before the costs of putting it on the road in your jurisdiction. It identifies the vehicle price for a particular model and variant, but it is not the amount you normally need to pay to register and drive the car away. Confirm the exact fuel or powertrain, transmission, trim, model year and price date because a different specification can have a different ex-showroom figure.
On-road price
On-road is the transaction total after the applicable registration, road-tax, insurance and delivery-related charges have been added and any discount has been deducted. NEXA, a Maruti Suzuki India Limited retail channel, states: “The price shown on the website is the ex-showroom price, and the final Jimny on-road cost is calculated after adding charges like RTO registration, road tax, insurance, handling fees, and other local levies.” That wording explains why a website price cannot be assumed to be the final amount in every city.

| Figure | What it describes | What can change it | How to verify |

Why the gap changes from one buyer to another
Registration geography
Registration and road tax are jurisdiction-sensitive. The state and city where the vehicle is registered, not merely where you viewed it, determine which transport authority rules and rates apply. A Meghalaya transport-department example says private-car road tax depends on the sale amount; that example must not be transplanted to another state. Ask the dealer to identify the registering authority and use that authority’s current schedule.
Road tax and registration fees
Government registration guidance treats tax and registration as separate components that can vary with vehicle and registration details. Fees may also depend on the registration number selected and whether the registration record uses a high-security registration plate (HSRP) or a smart-card-related service. The exact amount is therefore not safely inferred from another buyer’s invoice or an online calculator that uses a different state.
Insurance cover
Insurance is an on-road component, but the premium is not a fixed national add-on. Compare equivalent cover, insured-declared value, add-ons, deductibles and policy duration. A lower premium may simply provide narrower cover or a shorter term. Put the insurer, policy type, duration and premium on the quote so two dealers are not compared on unlike policies.

Financing and hypothecation
A financed purchase can create a hypothecation entry and related fee. Meghalaya’s guidance identifies a hypothecation fee when a bank loan is taken. A cash buyer may not have that line. Compare financed and cash quotations separately, and ask whether processing, documentation or other lender charges are included in the vehicle quote or billed independently.
Plates, taxes and local charges
Some quotations show HSRP or other plate-related charges, transaction taxes and local levies as separate lines. A Haj Committee of India tender, for example, lists HSRP and TCS among possible mandatory-charge items using the qualifier “if any,” alongside insurance, registration and RTO tax. That demonstrates why a detailed quote can contain several distinct lines; it does not establish that every private retail buyer owes every line.
Optional products and discounts
Accessories, extended warranty and maintenance after free services are often presented separately from statutory charges. The same tender form separates those items and also shows a discount line. Do not allow an optional product to be folded into a single “on-road” number without a description, price and an explicit indication that you accepted it.

Step-by-step method for comparing the figures
- Identify the identical car. Record make, model, variant, engine or motor, fuel type, transmission, seating configuration and model year. A comparison is invalid if one quote is for a different trim or powertrain.
- Fix the price date. Write the issue date and validity period on each quotation. Manufacturers and dealers can revise prices, and a quote issued before a revision may no longer match the current ex-showroom amount.
- Fix the registration location. Record the state, city and registering office. Tell the dealer where the car will be registered and check that the quote does not use a neighbouring state’s tax schedule.
- Copy the ex-showroom line. Capture the exact amount and description, including whether the quote identifies a particular variant or edition. Do not add GST again merely because you see a tax reference elsewhere; first ask how the quoted ex-showroom figure is defined.
- List statutory additions separately. Create individual lines for road tax, registration or RTO fee, HSRP or plate charges, and any other government levy shown. Ask which authority sets each amount and whether it is a one-time payment or a recurring charge.
- Normalize insurance. Compare the same insurer coverage, policy duration, add-ons and deductible. If one quote includes a different policy, request a revised premium on the same basis before deciding which on-road total is lower.
- Adjust for the transaction. Mark a hypothecation fee or other finance-related amount only when a loan is used. Record TCS or another transaction-specific tax only when the dealer explains why it applies to your purchase and supplies the supporting rule or calculation.
- Separate choices from requirements. Put accessories, extended warranty, paid maintenance and upgraded insurance in an optional section. Keep discounts on their own line, with the condition or expiry date stated in writing.
- Recalculate the total. Add the ex-showroom amount and every applicable charge, then subtract the stated discount. Compare your arithmetic with the dealer’s on-road total. Have the dealer correct, remove or explain any unexplained difference before you pay a booking amount.
How to audit every line in a quotation
| Quotation line | What to ask | How to treat it in the comparison |
|---|---|---|
| Ex-showroom price | Does it identify the same variant, powertrain and price date? | Use as the vehicle-price starting point; do not treat it as the final payable amount |
| Road tax | Which state schedule and tax base were used, and is the amount current? | Required only under the registering jurisdiction’s rules; do not copy another state’s figure |
| Registration or RTO fee | Which registration service and office does it cover? | Keep separate from road tax so you can reconcile each amount |
| Insurance | What cover, insurer, add-ons, deductible and duration are included? | Compare only with an equivalent policy |
| HSRP, smart card or plate fee | Is the charge prescribed by the authority, and is it already included elsewhere? | Include once when applicable; avoid double counting |
| Hypothecation | Is a loan being used, and does the fee cover the lender entry? | Include for the financed transaction when applicable; omit from a cash comparison if it does not apply |
| TCS or similar transaction tax | Why does it apply, what rate or base was used, and is it refundable or creditable under the applicable rule? | Do not assume it appears on every purchase; require an explanation for your transaction |
| Handling or local levy | What service or government requirement does the amount represent? | Ask for a written description and challenge an unexplained charge |
| Accessories | Which items are included, and did you request them? | Place in optional costs, not in the statutory total |
| Extended warranty | What period and coverage are provided, and is acceptance optional? | Show separately so a base on-road comparison remains possible |
| Maintenance after free services | What services, period and exclusions are covered? | Keep separate from registration and delivery costs |
| Discount | Is it a manufacturer, dealer, exchange or finance offer, and when does it expire? | Subtract only the discount documented for your transaction |
| On-road total | Does it equal the sum of the listed lines after discount? | Recalculate independently and obtain a corrected quote if it does not |
Comparing two or more dealer quotations fairly
Put the quotations side by side only after making their assumptions identical. A lower headline total can result from a cheaper insurance policy, omitted registration charges, a different location or optional items being left out.
| Comparison axis | What must match | Common distortion |
|---|---|---|
| Vehicle identity | Model, variant, engine or motor, transmission and model year | One quote uses a base trim while the other uses a higher trim |
| Registration | State, city and registering office | Tax from a lower-cost jurisdiction is used to advertise a lower total |
| Quote date | Issue date and validity period | One quote predates a price or fee revision |
| Insurance | Cover, duration, insurer assumptions and add-ons | A reduced premium hides narrower protection |
| Finance | Cash or financed purchase and the same lender-related services | Hypothecation or processing costs appear in only one quote |
| Extras | Accessories, warranty and maintenance either included in both or excluded from both | One dealer bundles optional products into the total |
| Discounts | Offer type, eligibility and expiry | A conditional discount is presented as a guaranteed reduction |
| Arithmetic | Identical treatment of every line and discount | The stated on-road total does not equal the itemized sum |
What official guidance does—and does not—settle
Manufacturer price pages
NEXA’s explanation is useful for understanding the distinction: the web price is ex-showroom, while the final Jimny cost adds RTO registration, road tax, insurance, handling fees and other local levies. It describes the categories, not a nationwide rate card. Your dealer must still calculate the amount for your registration location and transaction.
Parivahan registration guidance
Parivahan’s registration material identifies fees and taxes and notes that details such as the selected registration number and HSRP or smart-card use can affect the amount. It also indicates that some document requirements may apply only in some states. Check the current instructions of the relevant transport authority rather than assuming every listed document or fee applies identically across India.

State transport rules
Meghalaya’s transport guidance illustrates the state-specific approach by linking private-car road tax to sale amount and identifying a hypothecation fee for a bank-financed vehicle. Use it only for a vehicle registered under Meghalaya’s rules. It is not an India-wide tax table.
Detailed institutional tender formats
The Haj Committee of India tender separates ex-showroom price, mandatory charges, other charges, extended warranty, maintenance, discount and total. Its mandatory-charge section includes items such as GST, HSRP, three-year insurance, registration, auxiliary charges, RTO tax, municipal corporate tax and TCS “if any.” This is a useful model for requesting itemization, not proof that a private buyer in every state owes the same list or insurance term.
Historical tax material
A 2017 GST Council agenda discussed ex-showroom prices in relation to assessable value and dealer margin. That document is historical. Do not use its old vehicle-tax figures to calculate a current purchase, and do not apply a past rate simply because it appears in an archived government document.

Taxes, discounts and the double-counting traps
Do not add GST twice
Before adding a tax line, ask whether the ex-showroom amount already incorporates the tax treatment used by the seller. A second addition can overstate the total. The correct treatment depends on how the dealer’s invoice defines the ex-showroom figure and how the specific tax is assessed.
Do not assume a discount changes every tax base
The treatment of a manufacturer or dealer discount for road-tax or another charge is not resolved by a generic comparison. Ask the registering authority or dealer for the applicable calculation and retain the written explanation. Show the discount as its own line instead of silently netting it against several charges.
Distinguish a one-time charge from a recurring cost
Registration, plates and many taxes are associated with putting the vehicle on the road, while insurance may have a stated policy duration and maintenance may cover a defined period. Label the period in the quote so the first-year on-road amount is not mistaken for the vehicle’s future annual cost.

Red flags and how to resolve them
- Single lump-sum quote: Request separate ex-showroom, registration, road-tax, insurance and other-charge lines.
- “Mandatory” accessories: Ask which authority requires the item and whether you can decline it. Do not accept a generic label without a description.
- Unidentified handling fee: Ask what service it pays for and whether it duplicates a registration or delivery charge.
- Different insurance terms: Obtain revised quotes with identical cover and duration before comparing totals.
- Missing location: Stop the comparison until the state, city and registering office are written on the quotation.
- Financing mismatch: Separate cash and loan totals and identify every lender-related fee.
- Arithmetic error: Send the dealer your line-by-line addition and request a corrected invoice or a written explanation.
- Old quote: Ask for a fresh validity date when the vehicle price, tax schedule or insurance premium may have changed.
Information you need before an exact total is possible
An exact on-road amount cannot be responsibly stated from the car’s name alone. At minimum, the calculation needs:
- the exact model, variant, fuel or powertrain and transmission;
- the registration state, city and registering office;
- the quotation or purchase date;
- the insurer, cover, add-ons and policy duration;
- whether the purchase is cash or financed;
- any selected registration number or plate-related service;
- accepted accessories, warranty or maintenance products; and
- the discounts and transaction-specific tax treatment documented for that buyer.
If any of these are missing, treat the displayed on-road number as provisional. Confirm the current amount with the relevant state transport authority and obtain the dealer’s itemized quotation before making payment.
A practical pre-payment checklist
- Confirm the vehicle identity and variant on the quotation.
- Check that the ex-showroom amount and quote validity date are current.
- Verify the registration state, city and office.
- Match road-tax and registration lines to that jurisdiction.
- Check insurance cover, insurer, duration and premium.
- Identify HSRP, smart-card, plate and other authority fees and ensure none is duplicated.
- Mark hypothecation and finance charges only when the transaction requires them.
- Separate optional accessories, extended warranty and maintenance from required charges.
- Confirm every discount, eligibility condition and expiry date in writing.
- Re-add all lines and reconcile your sum with the stated on-road total.
- Keep the signed quotation and supporting tax or fee explanation with your payment records.
Bottom line
Compare an ex-showroom figure with an on-road figure only after making the vehicle, location, date, insurance and transaction assumptions identical. The reliable answer is not a rule-of-thumb percentage; it is an itemized calculation that ties each registration, tax, insurance, finance and optional line to the buyer’s actual jurisdiction and choices.
