Choose the licence category and country first, then buy only a motorcycle whose documented power, power-to-weight ratio, displacement and restriction status fit that entitlement. In Great Britain, an A1, A2 or A licence sets different legal limits; a model’s engine size alone cannot establish that it is legal. Verify your actual licence codes and the motorcycle’s current manufacturer specifications before paying a deposit or riding.
Start with the licence, not the motorcycle
A beginner usually starts by looking at engine size, seat height or styling. The legal order is the reverse: identify the jurisdiction, confirm the rider’s exact entitlement, write down every limit attached to it, and only then compare motorcycles that pass those limits.

This matters because two motorcycles with the same displacement can have different rated power or power-to-weight ratios. A motorcycle advertised as a “125” is not automatically legal for every 125-cc entitlement. Restrictions can also apply to how a motorcycle was derived or restricted from a more powerful original vehicle.

The worked examples below use Great Britain because that is where the official category information is available. Northern Ireland uses different category arrangements, and other countries have their own systems. Treat the Great Britain figures as a jurisdiction-specific example, not a universal licence standard.

Great Britain motorcycle categories at a glance
GOV.UK identifies three main motorcycle categories relevant to choosing a beginner bike. The category, minimum age and route to entitlement determine the legal screen you must apply to a motorcycle.
| Great Britain entitlement | Minimum age or access route | Motorcycle limits stated by GOV.UK | Other entitlement included |
|---|---|---|---|
| A1 | 17 | Up to 125 cc; up to 11 kW; no more than 0.1 kW per kg | Not applicable |
| A2 | 19 by direct access, or after two years on A1 followed by the required practical test | Up to 35 kW; no more than 0.2 kW per kg; must not be derived from a vehicle with more than twice its power | A1 motorcycles |
| A | 24 by direct access, or 21 through progressive access after holding A2 for at least two years and passing the practical test | Motorcycles outside the A2 power and power-to-weight limits | A1 and A2 motorcycles |
These are Great Britain rules as described in current GOV.UK guidance. Check the regulator before buying because licensing rules and administrative details can change. GOV.UK also notes that a category label may not show every condition: a licence can carry additional restrictions, so use the official online licence-check service and read the restriction codes on the rider’s record.
What the A1 limits mean
A1 is not simply permission to ride any motorcycle with an engine marked 125 cc. The candidate must satisfy all three limits: displacement, rated power and power-to-weight ratio. A motorcycle that is within the displacement cap but exceeds either of the two power limits is not an A1 match.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat the A2 limits mean
A2 uses a power ceiling and a power-to-weight ceiling rather than a displacement ceiling. The motorcycle must also satisfy the derivation rule: a restricted A2 motorcycle cannot have been derived from a vehicle whose original power was more than twice the permitted A2 power. Ask the manufacturer or an authorised dealer for written confirmation of the original and restricted specifications when a model is sold in a derated form.
What the A category means
Category A is the unrestricted route in the Great Britain framework. The direct-access age and progressive-access route are different, so confirm which route produced the rider’s entitlement. Holding category A also covers motorcycles that fall within A1 and A2.
Why engine displacement is an incomplete filter
Displacement is the volume of the engine, expressed in cubic centimetres. It is only one possible legal criterion. Rated power describes the motorcycle’s output in kilowatts, while power-to-weight expresses output relative to mass. A regulator can use all of these measures at once.
For a candidate motorcycle, calculate the ratio as:

- Heavily cushioned and comfortable interior, Removable and washable;
- Beautiful glossy UV protective finish;
- Aerodynamic rear venturi-effect exhaust spoiler; DOT Approved; Meets Federal Motor Vehicle Safety Standard 218 (FMVSS 218);
Do not assume that a number in a sales listing is the number used for licensing. Confirm the rated power, the mass definition and the unit with the manufacturer’s current specification and your licensing authority. If a model has more than one output version, use the exact version and market specification that you intend to register.
Restriction status is a separate check. A motorcycle may be advertised as “A2 restricted,” yet the legal result depends on the restriction being approved or documented for that model and on its original power satisfying the derivation rule. Keep the original specification, restriction paperwork and any type-approval information with the purchase records.
A step-by-step buying method
1. Identify the jurisdiction
Write down the country and, where relevant, the territory in which you will ride and register the motorcycle. Rules can differ within a country. GOV.UK explicitly distinguishes Great Britain from Northern Ireland, so a Great Britain category example should not be applied automatically in Northern Ireland.
2. Verify the rider’s actual entitlement
Read the licence record rather than relying on memory or the category shown on an old training certificate. Use the official licence-check service, confirm the category, and record every restriction code or condition. If the record is unclear, ask the licensing authority before shopping.
3. Turn the entitlement into a written legal checklist
For Great Britain, copy the applicable displacement, power, power-to-weight and derivation limits into your notes. Also record the route and date by which the rider obtained the entitlement, because direct and progressive access have different age and test requirements.
4. Collect the exact motorcycle specification
For each candidate, obtain the current manufacturer specification for the precise model year, engine version and market. Record:
- engine displacement, where the entitlement uses a displacement limit;
- rated power in kilowatts;
- the mass and calculation basis used for the power-to-weight figure;
- whether the motorcycle is factory-built at that output or restricted from a higher-output version;
- the original power of a model sold in restricted form; and
- any approval or documentation needed to prove the restriction.
Save a copy of the specification page or technical sheet. Dealer descriptions can omit a figure that the licensing authority needs.
5. Test every legal condition, not just the headline number
Mark a candidate as eligible only when every applicable condition passes. For an A1 motorcycle, that means all three A1 limits. For A2, it means both numerical limits plus the derivation condition. For category A, verify that the rider’s entitlement is genuinely unrestricted rather than assuming that an age or training milestone automatically changed the licence.

6. Shortlist by use and physical fit
Only after the legal screen should you compare how a compliant motorcycle suits the rider. Define the main use in concrete terms: urban commuting, rural roads, longer trips, carrying a passenger, or occasional mixed use. Then sit on each eligible motorcycle and check reach to the controls, steering clearance, ability to support the machine securely at a stop, ease of moving it at walking speed, and whether the riding position can be maintained without strain.
These are fit checks, not substitutes for licence checks. A motorcycle that feels manageable but fails one legal limit is not a beginner option for that rider. Conversely, a legally eligible motorcycle that the rider cannot control comfortably is a poor practical choice.
7. Confirm the paperwork before paying
Ask the seller to identify the exact model designation, output version and restriction status on the sales documents. Match those details to the vehicle identification number and registration paperwork. If the seller cannot explain how the motorcycle meets the entitlement, pause the transaction and obtain written confirmation from the manufacturer, licensing authority or a qualified registration professional.
A comparison worksheet you can use
Use one row per exact motorcycle version. Do not combine figures from different model years or from an unrestricted and restricted version.
| Check | What to record | Pass condition |
|---|---|---|
| Jurisdiction | Country or territory where the motorcycle will be ridden | Matches the rules used for the licence |
| Entitlement | Category and restriction codes from the official licence record | Current and valid for the planned use |
| Displacement | Manufacturer’s figure for the exact version | Within the category’s displacement limit, if one applies |
| Rated power | Power in kW from the technical specification | Within the category’s power limit |
| Power-to-weight | Ratio and mass basis used to calculate it | Within the category’s ratio limit |
| Derivation | Original power and restriction details | Meets the category’s derivation rule |
| Documents | Specification, restriction certificate and registration details | Figures agree across the documents |
| Fit and intended use | Rider’s control-reach and use-case observations | Comfortable, controllable and appropriate for the planned riding |
Worked examples of the screening logic
Example: a 125-cc candidate for A1
Suppose a listing describes a motorcycle as 125 cc. That label starts the check but does not finish it. You must locate the rated kilowatt figure and the power-to-weight figure for the exact version. If either exceeds the A1 ceiling, reject the motorcycle for an A1 rider even though the displacement appears suitable. If both comply, retain it for the fit and intended-use comparison.
Example: an A2-restricted candidate
A motorcycle advertised as restricted for A2 must pass the A2 power and power-to-weight limits in its restricted state. You must also establish that its original vehicle was not above the derivation threshold. A seller’s statement that “the kit is fitted” is not, by itself, proof that the underlying model satisfies that rule; request the original-output documentation and the approved restriction information.
Example: a rider moving from A2 to A
Progressive access is not automatic merely because two years have passed. The Great Britain route requires the qualifying period and the practical test. Until the category A entitlement is recorded, continue to apply the rider’s existing A2 restrictions.

Once the legal list is clean, compare motorcycles in the context in which they will actually be ridden. Ask:

- 4 Helmet Sizes: S: 21.6-22 inch (55-56 cm), M: 22.4-22.8 inch (57-58 cm), L: 23.2-23.6 inch (59-60 cm), XL: 24-24.4 inch (61-62cm)
- Comfortable and Lightweight Material: Durable ABS shell and washable EPS lining. Chin gasket is removable
- Streamlined Aerodynamic Design: Reduce airflow and noise, keep air circulating in the helmet
- Quick Release: Quick release clasp for easy to wear
- Can the rider reach the brake, clutch and other controls without shifting position?
- Can the rider balance and steer the motorcycle at very low speed, including while turning?
- Can the rider move the motorcycle into a parking space without relying on a helper?
- Does the riding position remain comfortable for the planned duration?
- Will the motorcycle’s carrying arrangement suit the rider’s normal load or passenger plans?
- Is the motorcycle’s control layout familiar enough that the rider can concentrate on observation and road position?
Arrange a supervised sit-on or test opportunity through a properly authorised seller. Keep the comparison between motorcycles that already passed the legal worksheet; otherwise attractive but unlawful candidates can distort the decision.
Rules outside Great Britain
Northern Ireland
GOV.UK states that Northern Ireland motorcycle categories differ from those in Great Britain. A rider in Northern Ireland should use the Northern Ireland licensing authority’s current category definitions and restriction codes, not the Great Britain table above.
New Zealand
The New Zealand Transport Agency describes a separate Learner Approved Motorcycle Scheme (LAMS) framework. Its published search-result excerpt says that a rider on a learner or restricted licence may ride only a LAMS-approved motorcycle and identifies motorcycle choice as a topic. Because the agency page could not be accessed in the available material, no detailed New Zealand power, displacement or approval limits should be inferred here. Check the agency’s current LAMS list and the rider’s licence conditions before buying.
Everywhere else
Use the same sequence—jurisdiction, entitlement, legal limits, exact specification, then fit—but obtain the limits from your own regulator. Do not import the Great Britain numbers into another country, even when the licence letters look similar.

“Any 125 is legal for A1”
Why it fails: A1 also limits rated power and power-to-weight ratio.
Correction: Require all applicable figures for the exact motorcycle version and compare each with the A1 checklist.
Checking only unrestricted power on an A2 bike
Why it fails: The restricted output, the ratio and the original vehicle’s power all matter.

Relying on a category printed on an old document
Why it fails: Entitlements can carry additional restrictions, and a rider may have changed categories or conditions.
Correction: Check the current licence record and restriction codes through the official service.
Assuming age alone grants a higher category
Why it fails: Great Britain provides different direct- and progressive-access routes, with practical tests required on the progressive routes.
Correction: Confirm the route by which the entitlement was obtained and wait for the category to appear on the licence record.
Buying first and checking the documents later
Why it fails: A motorcycle can be difficult or impossible to return after registration, and a dealer’s shorthand may omit a decisive specification.
Correction: Complete the worksheet, reconcile the vehicle identification details and retain the technical and restriction documents before payment.
What the available evidence can—and cannot—tell you
The Great Britain rules provide a reliable legal framework for filtering motorcycles by entitlement. They do not establish a ranked list of beginner models, current prices, insurance costs, reliability, seat heights, weights, local stock or manufacturer specifications for a particular model. Those details vary by country, model year and version and must be checked separately when you have a specific shortlist.
