The vehicle must be registered for the first time in Croatia, and the grant is limited by both its VAT-inclusive price band and a 40% of eligible-cost ceiling.
Applications open on 21 October 2026 at 09:00 Croatia local time (CEST, UTC+2). They are handled in the order received and can close earlier if the allocation is exhausted, so checking your documents and vehicle offer before the portal opens is important.

Start with this qualification test
Use the following checklist for the Environmental Protection and Energy Efficiency Fund (FZOEU) call EnU-2/26, titled “Javni poziv za sufinanciranje energetski učinkovitih vozila za fizičke osobe.” This call is for private individuals. Tradespeople and companies are covered by the separate EnU-4/26 call and should not apply under these rules.

- You are an adult natural person resident in Croatia.
- You can provide every mandatory document in the required format and language.
- You have no overdue or unsettled obligations to FZOEU and have completed obligations from earlier FZOEU grants on time.
- You will contribute the part of the purchase price not covered by the grant.
- You are buying one new, road-homologated electric vehicle in category L1–L7 or M1.
- The vehicle will be registered for the first time in Croatia after you acquire it.
- The vehicle’s VAT-inclusive price falls within an eligible band.
- The purchase, eligible advance payment and registration fit the call’s dates and financing rules.
- You can submit through eFZOEU with NIAS credentials at the required significant-assurance level.
Failing one mandatory condition can make the application ineligible or incomplete. If your residence, citizenship, ownership structure or financing arrangement is unusual, obtain a written answer from FZOEU rather than relying on an informal interpretation.

Which FZOEU call applies to you?
EnU-2/26 is the 2026 public call for natural persons. It is the relevant program when you are applying as an individual for an electric vehicle for personal ownership or use. The title and rules are different from EnU-4/26, which concerns tradespeople and legal entities. Do not transfer applicant tests, vehicle categories or limits from the business call into a private-person application.
FZOEU published the EnU-2/26 call on 9 October 2026. The official fund information and the application route are available through fondovi.gov.hr. Check that site for any amendment or closure notice before submitting, because the call can end when its budget is committed.
Applicant eligibility: age, residence and obligations
Adult resident of Croatia
The main applicant test is that you are an adult natural person resident in Croatia. The call is intended for Croatian citizens/residents applying in their individual capacity, not for a company or other legal entity. The published material does not create a separate shortcut for applicants with unusual residency or citizenship circumstances, so ask FZOEU directly if your status does not clearly match the call wording.

You must be able to pay the portion of the eligible cost that the grant does not cover. The award is not automatically the headline amount shown in summaries: the actual payment is the lower of the category maximum and 40% of eligible costs. You must therefore arrange sufficient cash or permitted financing before the vehicle purchase and before requesting grant payment.
FZOEU debts and earlier grants
At submission, you must have no overdue or unsettled obligations to FZOEU. You must also have fulfilled prior FZOEU grant obligations within the required deadlines. An otherwise suitable vehicle does not cure an unresolved public-fund obligation.
One application and one vehicle
One person can receive support for one vehicle only under this call. After you finally submit an application, the portal does not allow changes or supplements, and that applicant cannot submit another application. Treat the first submission as final.

- L1–L7: electric mopeds, motorcycles, tricycles and quadricycles covered by these homologation categories.
- M1: electric passenger cars.
The vehicle must be new and homologated for road traffic in Croatia. It must be registered for the first time in Croatia after acquisition. Confirm the category shown in the dealer’s documentation; a marketing description such as “city vehicle” is not a substitute for the homologation category.
Electric bicycles are excluded
Electric bicycles, including pedal-assist bicycles, are explicitly outside EnU-2/26. An electric bicycle cannot be treated as an L-category vehicle simply because it has a motor.
Price must be checked including VAT
Use the vehicle’s VAT-inclusive price when deciding which band applies. A car that exceeds €62,500 including VAT is not eligible under this call, even if its propulsion is fully electric and it is otherwise road-homologated.
Grant bands and the 40% ceiling
The table shows the maximum published award. FZOEU pays no more than 40% of eligible costs, so the amount you receive can be lower than the category maximum.

How the lower-of-two-limits rule works
Calculate 40% of the eligible cost and compare it with the applicable euro maximum. For example, 40% of a €20,000 M1 car is €8,000, so the 40% calculation is below the €9,000 band maximum. On a €30,000 M1 car, 40% is €12,000, but the award remains capped at €9,000. For a €40,000 M1 car, 40% is €16,000, while the relevant band maximum is €7,000. For a €5,000 L-category vehicle, 40% is €2,000, below the €2,500 maximum.
These examples illustrate the formula; FZOEU determines eligible costs and the final award during assessment.
Purchase dates, advance payments and the implementation period
Do not complete the purchase too early
A vehicle that was fully paid before publication of the call is not eligible. An advance payment for a new vehicle can be eligible when it was paid no earlier than 1 January 2026. The call’s qualifying purchase costs run from its publication date through 31 March 2028, and the vehicle must be bought and registered within that implementation period.

Keep the payment date, invoice, order and registration evidence together. If a dealer has taken several payments, do not assume that every payment has the same eligibility treatment; retain the complete transaction trail for FZOEU’s review.
Application is not approval
Submitting an application does not itself authorize reimbursement. FZOEU assesses an eligible, complete application against the call conditions and available funds. A selected applicant signs a co-financing agreement before seeking payment. Do not treat the portal receipt as a promise that the grant will be paid.
Cash purchase, financial leasing and operating leasing
Cash purchase
A direct purchase can qualify when the vehicle, dates, category, price and documentation satisfy the call. You remain responsible for the amount not covered by the approved grant and for paying the dealer under the purchase contract.
Financial leasing
Financial leasing may qualify, subject to additional conditions. The repayment period can be up to five years. Before requesting grant payment, you must have paid the lease down-payment and installments in an amount at least equal to the grant. The remaining financial-lease obligations must be paid within five years of grant payment, and you must send proof of that repayment to FZOEU.
Operating leasing
Operating leasing does not qualify under the stated financing rules. If a dealer offers a lease, identify whether it is legally a financial lease or an operating lease before signing and obtain documentation showing the arrangement.
Documents to prepare before 21 October
The mandatory file set is specific. Prepare it before the portal opens so that a missing attachment does not cost your place in a receipt-order queue.
- Application form: complete the call’s XLSX application form.
- Residence certificate: provide a certificate issued no more than 30 days before submission.
- Signed declaration: sign the applicant declaration required by the call.
- Informative vehicle offer: obtain an offer that states the euro price, manufacturer, model, powertrain and vehicle category.
- Special power of attorney, if needed: when an authorized representative submits, provide a special authorization notarized by a public notary. The call says a special authorization issued to a lawyer does not require notarization.
Upload the application spreadsheet as required by the portal and submit the other documents as PDFs. Documents should be in Croatian and Latin script. A document issued in another language must be translated into Croatian and certified by a court interpreter.

Check the dealer offer line by line
The informative offer is not just a quotation for your own records. It must identify the manufacturer, exact model, powertrain, euro price and vehicle category. Ask the seller to correct an incomplete offer before submission; a brochure that omits the category or price may not satisfy the mandatory-document requirement.
Check document age and signatures
Count backward 30 days from the planned submission date for the residence certificate. Confirm that the declaration is signed and that a representative’s authorization has the correct form and notarization where required. A missing mandatory item can lead to rejection as incomplete.

How to submit in eFZOEU
- Set up access: make sure you can sign in with NIAS credentials at the significant assurance level required by the portal.
- Open the fund portal: reach eFZOEU through fondovi.gov.hr when applications open on Wednesday, 21 October 2026 at 09:00 CEST (UTC+2).
- Choose EnU-2/26: select the call for energy-efficient vehicles for natural persons, not the separate business call.
- Complete the XLSX form: enter your personal information and vehicle details exactly as they appear in your residence proof and informative offer.
- Upload the files: attach the spreadsheet and the required PDFs, including any translated or notarized documents applicable to you.
- Run a final consistency check: compare the price, manufacturer, model, powertrain, category, dates and applicant name across every file.
- Submit once: after final submission, the application cannot be changed or supplemented, and you cannot file a second application.
- Save the receipt: the system generates a receipt listing the entered information, uploaded files and server-recorded submission time. Keep it with your complete application record.
Applications are processed in order of receipt. A technically complete application submitted later can lose out if the available allocation has already been committed.

Assessment and agreement
FZOEU checks the application against the call and the available budget. If selected, you sign the co-financing agreement. Only then should you follow the agreement’s payment and reimbursement instructions. Continue preserving invoices, bank or leasing records, registration papers and proof of your own contribution.
Implementation deadline
The purchase and first registration must be completed by 31 March 2028 under the implementation period stated in the call. Missing that deadline can prevent payment even when the original application was accepted.
Two-year retention duty
After the grant is paid, you must retain ownership or use of the supported vehicle for two years. FZOEU may inspect the vehicle and related records. If you fail to meet the conditions, the fund can recover the full grant with statutory default interest.

FZOEU published a total allocation of €20 million for EnU-2/26 and expects to support approximately 3,000 vehicles. Those are program-owner estimates, not independently measured outcomes. The call also estimates an effect of 0.0333 PJ in energy savings and 3,000 tonnes of CO2 reduction.

The calendar-year end is not a guaranteed closing date. The call can close as soon as the allocation is exhausted, even if the year has not ended. Because applications are ranked by receipt time, preparing the form, residence certificate, declaration and vehicle offer in advance is a practical eligibility step rather than mere convenience.
Common failure points and fixes
“My vehicle is electric, so it must qualify.”
Electric propulsion alone is insufficient. Verify that the vehicle is new, road-homologated, in L1–L7 or M1, within the relevant VAT-inclusive price limit and being registered for the first time in Croatia.
“An e-bike should fit the L category.”
It does not. Electric bicycles and pedal-assist bicycles are expressly excluded.

Only an M1 car in the up-to-€35,000 band has a €9,000 maximum, and the 40% eligible-cost ceiling still applies. Cars above €35,000 move to the €7,000 band; L1–L7 vehicles have a €2,500 maximum.
“I can fix the application later.”
You cannot change or supplement the application after final submission, and you cannot submit another application. Resolve discrepancies before pressing the submit button.
“Any lease is acceptable.”
Operating leasing is excluded. Financial leasing can qualify only when the down-payment, installments and five-year repayment conditions are met.
“The portal receipt guarantees payment.”
The receipt proves what was submitted and when. It is not an approval. FZOEU still assesses eligibility, completeness and available funds, followed by an agreement for selected applicants.

- NIAS access works, and you are ready to submit at 09:00 CEST on 21 October 2026.
