Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →An imported SUV is ready for ordinary UK road use only when the correct import formalities, tax, vehicle approval, DVLA registration, vehicle tax and insurance are all complete. Foreign registration plates or a pass certificate from another country do not, by themselves, make a permanent import legal to drive here.
Start by identifying whether the SUV is a permanent import, a temporary visit of less than six months, or a reimport of a vehicle that was previously registered in the UK. Those routes have different requirements. If it is a permanent import, do not drive it on public roads until the applicable HMRC process, approval and DVLA steps are finished. The main exception is travelling to a pre-booked MOT or vehicle-approval test, as permitted by the official guidance.

Permanent import
This is the normal case when you have brought the SUV to the UK to keep, register and use here. You must deal with HMRC import reporting, any VAT or customs duty due, approval where required, DVLA registration, vehicle tax and insurance.

Temporary visit
A person who does not usually live in the UK and brings a vehicle for less than six months follows temporary-import rules rather than the permanent-import checklist. The vehicle may remain on its foreign registration while the visit qualifies, but the visitor must meet the conditions of that temporary regime. Do not use this category to avoid registering a vehicle that is actually being kept in the UK.
Reimport of a previously UK-registered SUV
If the SUV was previously registered in the UK and later taken abroad, use the reimport route. Vehicle approval is not required under the reimport guidance, but the vehicle must be registered and taxed again. The guidance says it should pass its MOT first and be insured before it is driven.
Use this legal-status checklist
| Question | What must be true for a permanent import | If the answer is no |
|---|---|---|
| Has the vehicle been reported through the applicable HMRC/NOVA process? | HMRC has processed the notification and any import VAT or customs duty due has been paid. | Complete the import declaration and settle the amount due before DVLA registration. |
| Does the SUV have acceptable approval evidence? | It has the approval document appropriate to its origin, or a verified exemption. | Apply for the required approval or establish the exemption before registration. |
| Is its condition acceptable? | It is not classified as a seriously damaged, statutory-write-off, scrapped or non-repairable vehicle that cannot be registered. | Obtain authoritative records and clarification; a prohibited classification cannot be cured by an MOT. |
| Has DVLA registered it? | You have a UK registration outcome and the original supporting documents have been accepted. | Do not use it for ordinary road journeys. |
| Is it taxed? | Vehicle tax is active for the UK registration. | Tax it as part of, or immediately after, registration as instructed by DVLA. |
| Is it insured for use in the UK? | A policy covers the vehicle and its actual registration/VIN circumstances. | Arrange valid insurance before driving, including any permitted trip to a test. |
Complete HMRC reporting and import tax
Notify HMRC within 14 days
For a relevant permanent arrival, tell HMRC within 14 days using the NOVA route that applies to the import. DVLA cannot complete the registration until HMRC has processed the application. Keep the acknowledgement and any reference number with the vehicle file.

Pay VAT and customs duty when due
The amount and even the need for payment depend on the vehicle’s origin, the route into the country and the circumstances of the importer. Great Britain and Northern Ireland can have different procedures, so use the instructions for the nation and trade route involved. Do not assume that a purchase invoice, foreign sales tax payment or temporary movement document removes UK liability.
Prepare evidence before submitting
- Foreign registration or title document.
- VIN or chassis number and a clear photograph of the identification plate.
- Purchase invoice, bill of sale and transport or customs paperwork.
- Date of manufacture and first-registration evidence.
- Import VAT or duty receipts, if charged.
- Any NOVA acknowledgement or HMRC correspondence.
Keep names, addresses, VIN characters and dates consistent across every document. A mismatch can delay processing or trigger a request for more evidence.
Check the correct approval pathway
Approval demonstrates that the SUV meets the technical requirements for registration. The route depends primarily on where it was registered and on evidence of conformity, not simply on where it was bought.
SUV not registered in the EU
The import-approval guidance directs an SUV that was not registered in the EU toward Individual Vehicle Approval (IVA). The motorcycle-only MSVA route does not apply to an SUV. An IVA inspection can examine lighting, mirrors, glazing, seat belts, emissions, noise, structural details and other construction features. Use the current IVA requirements for the exact vehicle rather than relying on a generic checklist.

SUV registered in the EU
A manufacturer’s European Certificate of Conformity (CoC) can provide the approval evidence. The document should identify the vehicle by VIN and match its specification. A translated summary, a registration card or an informal dealer letter is not automatically a substitute for the required conformity evidence.
EU-registered left-hand-drive SUV
An EU-registered left-hand-drive vehicle also needs a GB conversion IVA certificate. The conversion addresses the changes needed for use and registration in Great Britain; an EU CoC alone does not remove this additional requirement.
Vehicles more than 10 years old
A vehicle first registered or manufactured more than 10 years ago might be exempt from approval. The government wording is conditional: age is not an automatic waiver. Check the exemption rules against the SUV’s documented manufacture and first-registration dates, and retain evidence showing why the exemption applies.
Modified vehicles
Non-standard lighting, suspension, bodywork, seating, engine or steering alterations can change the evidence DVLA or an approval examiner requires. Declare modifications and provide installation or engineering documentation where requested. Do not assume that a modification legal in the source country is acceptable in the UK.
Investigate damage and write-off history before spending money
Registration and tax are unavailable for a vehicle classified as seriously damaged. Foreign records may use terms such as statutory write-off, scrapped or non-repairable; categories do not map perfectly between countries.
Check the source country’s registration or insurance authority, not only a seller’s description. Obtain the original classification, photographs, repair invoices and any inspection or export records. If the record indicates that the SUV is permanently barred from registration, an IVA appointment or an MOT will not change that status. Resolve the classification before paying for transport, conversion work or tests.
Register and tax the SUV with DVLA
Submit the registration application
Once HMRC has processed the import and the approval evidence is available, apply to DVLA using the imported-vehicle procedure. The stated registration fee is £55, in addition to vehicle tax. DVLA requires original foreign registration evidence and proof of approval; it can ask to inspect the SUV.

Send exactly the documents requested for the vehicle’s route. Include the CoC, IVA or exemption evidence, customs and NOVA material, proof of identity and address, and evidence of modifications where relevant. Keep scans or photographs of every original document before posting it.
Allow for an inspection
DVLA may arrange an inspection to verify the VIN, identity, build and condition. Make the vehicle available in the state described by the application. A missing VIN plate, inaccessible chassis number or unexplained alteration can prevent registration even when the paperwork appears complete.
Tax the vehicle
Registration and vehicle tax are separate legal requirements. Wait for the registration outcome, then tax the SUV using the UK registration and the correct tax class. A vehicle with a registration number but no active tax is not ready for ordinary road use.
Arrange insurance before any road journey
UK insurance must be in force before the SUV is driven on a public road. Confirm with the insurer whether cover is issued against the VIN, a temporary number or the newly allocated UK registration, and whether the policy permits travel to an IVA or MOT appointment. A foreign policy may not satisfy UK requirements.
When travelling to a pre-booked test, carry the appointment confirmation and use the most direct reasonable route. The exception allows travel to the booked MOT or approval test; it is not a general permission to run errands, commute or use the SUV for leisure before registration.
Permanent import, temporary visit and reimport compared
| Route | Typical facts | Core checks |
|---|---|---|
| Permanent import | The SUV is being kept in the UK. | HMRC/NOVA within 14 days where applicable, import taxes, approval or exemption, DVLA registration, vehicle tax and insurance. |
| Temporary visit | The driver does not usually live in the UK and the stay is under six months. | Follow temporary-import conditions; do not switch to this route if the vehicle is actually being established in the UK. |
| Reimport | The SUV was previously UK-registered and later exported. | Register and tax again, pass the MOT as directed, and insure before driving; approval is not required under the reimport guidance. |
Great Britain, Northern Ireland and vehicle origin
The country where the SUV enters the UK is not the only relevant geography. Great Britain and Northern Ireland can have different customs and reporting arrangements, and the vehicle’s prior registration area affects the approval evidence. Record the port or route, the nation where the vehicle will be registered, and whether it was EU-registered. If any of those facts are unclear, obtain the route-specific government instructions before filing NOVA or booking approval.
What to carry in a complete compliance file
- Foreign registration certificate or title, preferably the original.
- VIN, chassis and identification-plate photographs.
- Manufacture and first-registration evidence.
- Purchase invoice and transport documents.
- Customs declarations, VAT or duty receipts and NOVA correspondence.
- European CoC, IVA certificate or written evidence of an applicable exemption.
- Details and supporting invoices for steering, lighting, emissions or other modifications.
- Source-country damage, salvage or write-off records.
- MOT result where the route requires one.
- DVLA registration decision and UK tax confirmation.
- Insurance certificate showing the correct vehicle identity.
Keep the originals secure and carry copies when attending inspections. The VIN must be identical on the vehicle and every document; a one-character discrepancy should be corrected before submission.

Common mistakes that make an imported SUV illegal
Driving on foreign plates while waiting for paperwork
Foreign plates do not replace UK registration for a permanent import. Completing an MOT does not cure missing HMRC, approval, DVLA or tax steps.
Assuming an old SUV is automatically exempt
The over-10-year rule is a possible exemption, not a blanket one. Verify both the date and every condition in the applicable exemption.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesBooking the wrong test
An MOT checks roadworthiness at the time of test; IVA establishes approval for vehicles that need it. Choose the test based on the approval route, and book before making any journey that relies on the testing exception.
Ignoring left-hand-drive conversion
An EU CoC does not by itself satisfy the GB conversion requirement for an EU-registered left-hand-drive SUV.
Trusting a seller’s damage description
Terms such as “repaired” or “road legal” do not override a foreign authority’s non-repairable or statutory-write-off classification. Obtain the official record.
Sending copies when originals are required
DVLA can require original foreign registration evidence and approval documents. Sending incomplete or unauthenticated material causes avoidable delays.
Practical decision sequence
- Write down the SUV’s current location, intended length of stay, owner’s normal residence and any previous UK registration.
- Record the country of origin, EU or non-EU registration status, steering side, manufacture date, first-registration date and modification history.
- Check foreign registration and damage records before paying for conversion or transport.
- Notify HMRC through the applicable NOVA process within 14 days of the relevant arrival and pay assessed VAT or customs duty.
- Obtain the correct approval evidence: CoC, IVA, GB conversion IVA or a verified age-based exemption.
- Apply to DVLA with original documents and be prepared for an inspection; pay the £55 registration fee and any vehicle tax due.
- Confirm the UK registration and active tax, then arrange insurance that identifies the SUV correctly.
- Drive normally only after every applicable item is complete. Before that point, use the vehicle only for a pre-booked MOT or approval test where the law allows.
When can you safely say it is legal to drive?
You can treat a permanently imported SUV as ready for ordinary UK road use when HMRC has processed the import, all assessed tax has been paid, the required approval or exemption is documented, DVLA has registered it, vehicle tax is active and UK insurance covers it. If one of those conditions is unresolved, the safe assumption is that ordinary driving is not permitted.

Frequently Asked Questions
Can I drive an imported SUV to an MOT before DVLA registration?
Only for a pre-booked MOT, and only when the vehicle is otherwise insured and the journey falls within the legal testing exception. Booking an MOT does not authorise general use or replace approval and registration.
Does every imported SUV need an IVA?
No. An EU-registered SUV may use a matching European Certificate of Conformity, an EU left-hand-drive SUV also needs a GB conversion IVA certificate, and a vehicle first registered or manufactured more than 10 years ago might qualify for an exemption. A non-EU-registered SUV generally follows the IVA route.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Is a foreign MOT valid for UK registration?
A foreign roadworthiness certificate is not, by itself, proof of UK approval or registration. Follow the UK route applicable to the vehicle, including any required MOT, IVA or reimport steps.
What happens if an imported SUV is recorded as a statutory write-off?
A seriously damaged vehicle cannot be registered or taxed. Obtain the source authority’s classification before attempting approval; repair work or an MOT does not remove a non-repairable status.
Does an EU Certificate of Conformity cover a left-hand-drive SUV in Great Britain?
It can provide the EU approval evidence, but the guidance also requires a GB conversion IVA certificate for an EU-registered left-hand-drive vehicle.
