Short answer: first match the advertised figure with the official range for the same market, model year and vehicle configuration. Then look for a separately conducted test that names the tester, procedure, exact vehicle and test conditions. An EPA or WLTP number is a traceable standardized estimate, not proof that an independent organization drove that particular car in everyday traffic.
What “independently verified” should mean
Use independently verified narrowly. A source is independent only when it is distinct from the vehicle manufacturer, has actually tested or audited the particular range claim, and gives enough information to identify what was tested and how. A manufacturer’s brochure, press release or dealer listing that repeats an EPA or WLTP value is not a separate independent test.

Official figures still matter. They are produced under defined regulatory procedures and are usually the fairest starting point for comparing vehicles sold in the same market. They answer a different question from an independent road test: “What result did the vehicle achieve under the applicable approval or labeling procedure?” A road test asks what happened under the tester’s route, weather, speed, payload and charging assumptions.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Evidence you find | What it establishes | Is it an independent road test? | Important limitation |
|---|---|---|---|
| US EPA label or fueleconomy.gov entry | An official US range estimate for the identified model year and configuration, based on the EPA procedure. | No. It is regulatory evidence, not a separate outside test. | It is a standardized estimate for combined city and highway driving, not a promise of the distance every driver will achieve. |
| EU WLTP type-approval value | The range determined under the EU’s standardized approval procedure for the relevant type-approved vehicle version. | No. WLTP is an official test cycle, not automatically an independent publication road test. | WLTP and EPA use different procedures; their numbers should not be treated as interchangeable. |
| Named magazine, laboratory, consumer organization or other outside tester | What that organization measured under its disclosed protocol. | Potentially, if the organization is separate from the manufacturer and the tested vehicle and method are identifiable. | A result without route, weather, vehicle specification, start/end rules or other method details is difficult to evaluate. |
| Manufacturer claim such as “up to” a stated distance | The advertiser’s stated maximum or marketing claim. | No, unless it separately identifies a qualifying outside test. | The wording may describe a best-case configuration or test and may not match the official combined-cycle value. |
Follow this verification workflow
1. Preserve the claim exactly as published
Take a screenshot or copy the complete sentence, not just the number. Record the unit (miles or kilometres), the sales market, model year, trim, battery version, drive layout, wheel and tire size, and any wording such as “up to,” “estimated,” “combined,” “city,” “highway” or “summer conditions.” Note whether the statement appears in an advertisement, specification sheet, owner’s manual, press release or independent test report. A bare maximum is not automatically comparable with a regulator’s combined-cycle estimate.

2. Locate the official comparator for the same market
For a vehicle sold in the United States, search the US EPA electric-vehicle label text and EPA fuel-economy-label guidance. Use the model year, make, model and configuration that most closely match the claim. The label’s range is the approximate distance from a full charge in combined city and highway driving.
For an EU vehicle, identify the WLTP range for the exact type-approved version. The EU framework and its terminology are summarized by the Publications Office of the European Union. Do not convert an EPA value into an assumed WLTP value, or vice versa, and then present the result as a like-for-like check. They are generated by different cycles.
3. Classify the statement: official, independent or merely unsourced
“EPA-estimated” points to the US regulatory label. “WLTP” points to the EU type-approval procedure. An independent claim should name the testing organization and explain its method. A manufacturer press release that quotes its own EPA or WLTP number remains a manufacturer communication; repeating a regulatory figure does not create a second test.
If the advertisement gives a distance but no source, tester or procedure, you cannot establish independent verification from that statement alone. That is a provenance limitation, not proof that the number is false.
4. Demand a test record, not just a headline
A credible outside result should let you answer all of these questions:

- Who conducted the test, and is that organization separate from the manufacturer?
- What was the test date and location?
- Which exact model year, trim, battery, drive system, software version, wheel and tire setup was used?
- Was the vehicle tested on public roads, a dynamometer, a proving ground, or a combination?
- What route, average speed and speed range were used?
- What were the temperature, wind, precipitation, elevation and road-surface conditions?
- What payload was carried, and were heating, air conditioning, lights or other accessories operating?
- Did the test begin at a displayed 100% charge or a measured energy level, and what state of charge or shutdown rule ended it?
- Was the reported distance measured until the vehicle stopped, until a warning appeared, or by projecting remaining range?
These details are not bureaucratic trivia. They determine whether the result answers the same question as the advertisement and whether two tests can fairly be compared.
5. Compare conditions before judging a difference
Place the official and outside figures side by side only after checking cycle, vehicle and conditions. A dynamometer cycle at a controlled temperature is not the same experiment as a motorway drive in cold rain. Differences in speed profile, traffic, hills, wind, temperature, HVAC use, payload, wheel and tire equipment, battery state and end-of-test rule can all change the result.
The Federal Trade Commission’s US advertising rule specifically treats differences such as road versus dynamometer testing, average speed and speed range, hot or cold start, temperature, vehicle design and equipment as potentially material. Its requirements are discussed in 16 CFR Part 259, § 259.4.
6. Check US disclosure requirements when an ad uses a non-EPA result
For a US advertisement that quotes a result from a test other than the EPA procedure, FTC guidance says the ad should identify that it is a non-EPA test, name the source of the result, state the EPA estimate and disclose material differences between the tests. The EPA figure should receive substantially more prominence.
The regulation illustrates the issue with this sentence: “The XZY electric car has a driving range of 110 miles per charge in summer conditions according to our expert’s test.” The FTC presents it as an example of a non-EPA claim that can mislead when the advertisement omits the test basis, EPA comparator and differences in conditions. It is an illustrative regulatory example, not a real vehicle or manufacturer.

7. Ask for missing documentation
Contact the manufacturer, publisher or tester and request the test report, vehicle identification and configuration details. Ask specifically for the protocol, route or dynamometer settings, weather, payload, HVAC use, starting charge, end point and raw or logged distance. If those details are unavailable, report the claim as not independently verifiable from the cited material. Do not upgrade an unsupported number into a finding that the vehicle failed or passed a test.

How EPA and WLTP figures differ from independent testing
US EPA range
The EPA label is designed to give consumers a consistent estimate for a vehicle’s combined city and highway travel from a full charge. The EPA’s certification and fuel-economy information explains the regulatory framework. Match the label to the model year and configuration; a different battery, drivetrain, wheel package or software calibration may have a different official value.
Because the label is standardized, it is useful for comparing vehicles tested under the same US framework. It is not evidence that an independent organization drove the car, and it cannot predict every driver’s result in every season.
EU WLTP range
WLTP is the EU’s standardized type-approval procedure for determining vehicle performance, including electric range. It is intended to produce precise and comparable laboratory results within that procedure. A WLTP figure therefore has a traceable regulatory origin, but it is not automatically an independent real-world road test.
The European Commission explains the distinction plainly: “This cannot be achieved with a test on the road since external factors, such as ambient temperature, humidity, wind, and driving style, may influence the test results significantly.” That statement appears in the Commission’s FAQ on type approval of vehicles.

Use the WLTP value for the exact approved version and keep its European context attached. It should not be presented as an EPA-equivalent number for a US buyer.
The comparison axes that make a result meaningful
When two range figures exist, build a comparison using the following fields rather than comparing the headline numbers alone.
| Axis | What to record | Why it matters |
|---|---|---|
| Market and cycle | EPA, WLTP or another named procedure; country or sales region. | Different cycles and legal frameworks can produce different estimates for the same vehicle. |
| Vehicle identity | Model year, trim, battery, motor layout, software, wheel and tire setup. | Equipment changes aerodynamic drag, mass, rolling resistance and available energy. |
| Test organization | Name, independence from the manufacturer and any accreditation or laboratory role stated by the source. | Shows whether the result is an outside measurement or a manufacturer-reported figure. |
| Test environment | Laboratory or road; route, elevation, surface, traffic, temperature, wind and precipitation. | Weather and route conditions can materially affect energy use and distance. |
| Driving profile | Average speed, speed range, stops, acceleration pattern and traffic assistance settings. | High-speed driving and repeated acceleration generally impose different demands from a regulatory cycle. |
| Load and accessories | Occupants, luggage, trailer, HVAC, lights and other electrical loads. | Added mass and accessory consumption reduce the distance available from the same charge. |
| Start and finish | Starting state of charge, charging tolerance, warning threshold and shutdown or projection rule. | Two tests can report different distances simply because they use different endpoints. |
| Disclosure quality | Whether the advertisement names the official comparator and material differences. | Readers need enough context to avoid treating a best-case or non-EPA result as a general promise. |
How to interpret a mismatch
An independent test is lower than the official figure
That outcome does not, by itself, prove that the official label or advertisement is fraudulent. Check whether the outside test used higher speeds, cold weather, heating, a heavier load, different tires or a more conservative end point. A road test may be valuable precisely because it shows what happened under disclosed conditions, but it is still one set of conditions rather than a universal range.
An independent test is higher than the official figure
A higher result can reflect slower speeds, mild weather, favorable terrain, limited accessory use, traffic conditions or a different finish rule. It also may involve a configuration with lower energy demand than the one in the advertisement. Confirm that the tester measured actual distance rather than adding projected remaining range to distance already driven.
The advertisement says “up to”
“Up to” signals a maximum, not a typical outcome. Identify the configuration and test basis behind that maximum. If the claim does not name a cycle, tester or official comparator, mark the provenance as unknown and avoid comparing it directly with a combined EPA or WLTP value.

The claim uses miles in one place and kilometres in another
Convert units only after identifying the underlying cycle and configuration. A mathematically correct conversion does not make EPA, WLTP and road-test conditions equivalent. Keep the original unit and market visible in your notes so a converted number is not mistaken for a second official rating.
What current EU rule changes do—and do not—tell you
The EU source set includes Commission Implementing Regulation (EU) 2025/1706 and Commission Implementing Regulation (EU) 2026/1764. Regulation 2026/1764 is dated 13 July 2026 and published 22 July 2026; it amends rules concerning battery durability and electric-vehicle range at low temperature.
For a claim that specifically relies on this newer low-temperature regime, read the regulation and the vehicle’s type-approval documentation together. Do not assume that every earlier WLTP result already included the newer requirement. A regulation’s existence also does not establish that a particular model’s advertised number was independently road-tested.
A practical evidence worksheet
Use one row for the advertisement and one for every official or independent source. Leaving a field blank is useful: it shows exactly what the claim does not disclose.
| Field | Advertisement | Official source | Independent source |
|---|---|---|---|
| Range and unit | Copy exact wording. | Record EPA or WLTP value and unit. | Record measured distance and unit. |
| Market and model year | Country and date shown in the ad. | Match the relevant label or approval. | Record test location and vehicle year. |
| Configuration | Trim, battery, drive, wheels and tires if stated. | Confirm the label or approval matches. | Confirm the vehicle actually tested. |
| Method | Cycle or tester named? | EPA or WLTP procedure. | Road or dynamometer protocol. |
| Conditions | Any weather or “up to” qualifier. | Controlled procedure details available from the regulator. | Temperature, route, speed, payload, HVAC and endpoint. |
| Provenance | Source link or citation. | Official regulator record. | Named organization and report. |
| Disclosure gaps | List omitted material differences. | Note cycle limitations. | Note any missing test details. |
Illustrative checks
Example: an “up to” claim with no tester
Suppose a web page says an EV can travel “up to 300 miles” but gives no market, model year, configuration, cycle or test source. The correct finding is that the claim is not independently verifiable from that page. Next, identify the vehicle’s official EPA or WLTP value, then ask the publisher for the test report and conditions. Do not label the claim true or false solely because the number looks plausible.
Example: a named summer road test
Suppose an advertisement quotes a named expert’s summer drive. Check whether it identifies the EPA estimate, the tester and the material differences in weather, route, speed, vehicle equipment and endpoint. If it does, the result can provide real-world context. It still does not replace the official comparator or guarantee winter performance, motorway range or another driver’s result.
Example: different wheels and a different year
If an independent tester used a newer model year on smaller wheels while the advertisement describes an earlier trim on larger wheels, the figures are not a clean head-to-head comparison. Record the mismatch and describe what the test actually demonstrates instead of treating the difference as evidence of a defective label.

What you can responsibly conclude
- Independently verified: only when a separate organization tested or audited the identified claim and disclosed enough method and vehicle information to evaluate it.
- Officially rated: when the number comes from the applicable EPA, WLTP or other regulatory procedure; this is not the same as an independent road test.
- Partially supported: when a tester is named but key conditions, configuration or endpoint details are missing.
- Not independently verifiable from the material supplied: when the claim provides only a number or marketing phrase without a traceable source and method.
Use the official figure for a like-for-like market comparison, and use a disclosed outside test to understand how the vehicle behaved in particular real-world conditions. Keeping those evidence types separate is the most reliable way to judge an EV range claim without overstating what any single number proves.
