How to Check Whether an Electric Scooter’s On-Road Price Includes Insurance and Registration in India

An electric scooter’s on-road price is reliable only when the dealer itemizes ex-showroom cost, insurance, RTO charges, subsidies and extras, then supplies matching certificates and receipts.

Do not treat an advertised “on-road” number as proof that insurance and registration have been paid. In India, accept the price only when a dated quotation or pro-forma invoice separates the ex-showroom price, insurance, RTO taxes and registration fees, subsidies, and every optional charge. Before releasing the balance, match that breakdown with the insurance certificate, RTO receipts, final tax invoice, and eventually the registration certificate (RC) and number plate.

Electric-scooter prices change by city, variant, insurer, tax treatment, subsidy and dealer-selected extras. A verbal promise that “everything is included” is not documentation.

What “on-road price” should mean

There is no single India-wide electric-scooter registration tariff. An on-road total is a combination of charges that apply to your specific vehicle, buyer, location and insurance selection. TVS Motor Company describes its iQube on-road price as including the ex-showroom price, RTO registration and insurance, among other components. That definition is useful, but it does not make every dealer quotation complete automatically.

Use the term as a checklist, not as a guarantee. The written total should identify:

  • The exact model, battery or variant, colour and quotation date.
  • The ex-showroom price, including any charger and GST stated by the manufacturer.
  • Insurance insurer, policy type, policy period, premium and GST.
  • RTO road tax, registration charges, registration-certificate or smart-card fees and any other transport-authority item.
  • Any state or manufacturer subsidy, with its eligibility assumption and whether it has already reduced the total.
  • Handling, accessories, roadside assistance (RSA), finance charges and other optional items shown separately.

If a quote gives only one rounded amount, ask for this line-by-line version before paying a booking amount or balance.

Documents and line items to demand

Quotation item What to verify Why it matters
Ex-showroom Variant, city, date, charger inclusion and GST treatment It is the vehicle price, not evidence that insurance or registration has been purchased.
Insurance Insurer, policy type, policy period, premium, GST, policy number or cover-note number, IDV and deductibles A cheaper-looking total may omit own-damage cover or use different coverage assumptions.
RTO and road tax Road-tax amount, registration fee, RC or smart-card fee, receipt or acknowledgement RTO work is a separate government process; a dealer statement alone is not proof of completion.
Subsidy Amount, scheme or eligibility assumption, and whether it is upfront or later A quote can look lower because it assumes a benefit you may not receive.
Optional charges Accessories, handling, RSA, finance, extended warranty and any service package These should not be hidden inside an unexplained “other” figure.
Final documents Tax invoice, insurance certificate or cover note, RTO receipts, RC and registration mark They let you reconcile what was promised with what was actually issued.

Step-by-step: verify the quotation before payment

  1. Identify the exact vehicle and location

Record the variant, battery specification, colour, dealer outlet, buyer name and delivery city. Use the manufacturer’s current city-and-variant page as a benchmark, because TVS states that its on-road amount varies with variant, city, insurance, registration charges and applicable taxes. Save or print the page and quotation date; prices and subsidies can change after a booking.

  2. Separate ex-showroom from the total

Ask the salesperson to show the ex-showroom figure on its own line. Confirm what it includes, such as the charger and GST. Never infer that an ex-showroom number includes a policy or an RTO payment simply because it appears beside the words “on-road.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  3. Audit the insurance entry

Require the insurer’s name, policy type, term, premium and GST. Also request the policy number or cover-note number, insured declared value (IDV), deductibles and the proposed owner’s details. Third-party liability insurance is mandatory for a vehicle used on public roads. The Insurance Regulatory and Development Authority of India (IRDAI) advises comparing premium, deductibles, coverage and IDV rather than selecting only the lowest premium.

  4. Check who is insured

When the certificate or cover note is issued, verify the buyer’s legal name and address letter for letter. IRDAI says the registration and insurance should always be in the same name and address. Ask for a correction before delivery if the dealer has used a family member, company, old address or an incorrect spelling.

  5. Inspect RTO and road-tax lines

Require separate amounts for road tax, registration and RC or smart-card fees. Ask when the application will be submitted and which receipt or acknowledgement you will receive. Transport registration guidance requires a valid insurance certificate before registration processing, so the insurance document should exist in the registration file rather than being promised later.

  6. Test every subsidy assumption

Ask whether the displayed amount includes a central or state incentive, who qualifies, and what happens if the incentive is delayed, reduced or rejected. Get the answer in writing. Do not compare two totals until both use the same subsidy assumption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  7. Unbundle extras

Have the dealer list accessories, handling, RSA, finance processing, extended warranty and other services separately. Decline or remove an item you did not request, then obtain a revised total. A single “miscellaneous” line prevents you from knowing what you are buying.

  8. Reconcile before releasing the balance

Compare the quotation total with the payment request and the final tax invoice. Collect the insurance certificate or cover note and every RTO receipt at the same time. If an amount or document is missing, request a written correction and delay the balance until the documents and total agree.

How to read the insurance portion

Third-party liability versus own-damage cover

Third-party liability is the legally required protection for public-road use. A quotation can still contain a different level of protection depending on whether it includes own-damage cover, the policy period and the selected insurer. Two dealers can therefore quote different totals for apparently identical scooters without either arithmetic being wrong.

Ask the dealer to state the policy type in plain language and to provide the insurer’s schedule. Check the IDV, which affects the maximum payable amount for theft or total loss, and the deductible, which affects what you pay on a claim. IRDAI’s comparison guidance makes these factors more important than choosing a policy solely because its premium is lowest.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Policy term, premium and GST

The insurance line should show the premium and GST separately or clearly state that GST is included. It should also show the policy period. A five-year third-party component combined with one-year own-damage and one-year personal-accident cover will not be comparable with a quote using different terms.

Certificate and identity check

Keep the insurance certificate or cover note with the scooter’s documents. The name and address must match the registration record. If the policy number is not available on the quotation, obtain the number before delivery and verify that the certificate describes the correct make, model, variant and vehicle identification details.

How to verify RTO registration

Receipts are evidence; promises are not

Ask for the road-tax receipt, registration-fee receipt and registration acknowledgement when the application is filed. A dealer’s internal “RTO paid” stamp does not replace a transport-authority receipt. Keep copies of every document and note the submission date.

RC and registration mark

After processing, confirm that the RC is issued in the buyer’s name and address and that the registration mark on the scooter matches the RC. Transport registration guidance treats a valid insurance certificate as a prerequisite for processing, so an RTO delay should not be used as a reason to leave insurance documentation unresolved.

Why amounts differ by state and city

Road tax, registration fees and electric-vehicle exemptions vary by jurisdiction. No universal India-wide registration amount can be applied safely. Compare the dealer’s RTO figures with the relevant local transport-authority schedule for the delivery location, and ask the dealer to explain any exemption or concession shown as zero.

Worked example: a TVS iQube quotation

A manufacturer price display captured on October 13, 2026, shows how a quotation can expose its assumptions. The figures below are a live example, not a national tariff or a promise of what your city will charge.

Line item Displayed amount Detail shown
Ex-showroom ₹116,310 Includes charger and GST in the displayed example.
Insurance ₹6,524 Includes 18% GST: ₹2,131 first-year own damage, ₹3,862 five-year third party and ₹531 one-year personal-accident cover.
Taxes and other charges ₹1,550 Shown as a combined category in the example.
Smart-card or RC fee ₹136 Registration-certificate fee shown separately.
Registration ₹914 Registration line shown separately.
Handling ₹500 Dealer or transaction charge shown separately.
Displayed on-road price ₹119,384 Headline shown by the manufacturer’s price display.

Use this example to inspect detail, not to copy the amount. The visible components and the headline should be reconciled against the dealer’s final invoice rather than accepted at face value. Confirm which items are included in the manufacturer’s calculation, whether a subsidy is assumed, and whether your state or city applies different RTO treatment.

Comparison axis Questions to ask
Vehicle and date Are the same variant, charger, colour, city and quotation date being compared?
Insurance cover Do both include the same insurer type, policy term, own-damage cover, IDV, deductibles and personal-accident component?
RTO charges Are road tax, registration and RC or smart-card fees all present, or has one quote omitted them?
Subsidy Do both totals assume the same scheme, eligibility and timing?
Extras Are accessories, RSA, handling, finance and warranty items optional, mandatory or excluded?
Document status Has either dealer already produced the insurance certificate, RTO acknowledgement or receipt?

A lower total may simply omit own-damage cover, use a different IDV or deductible, assume a subsidy, or leave RTO work incomplete. Compare coverage and completion status, not just the final rupee figure.

Why a booking estimate can change

An indicative online or showroom estimate is not necessarily the amount on the invoice. Chetak states that its final amount is recalculated from the selected insurance plan, ex-showroom price, RTO charges and add-ons. It also warns that insurance-price changes can be adjusted at invoicing. This is why the quotation date, policy selection and final invoice matter.

Recheck the total immediately before delivery if the booking was made weeks earlier. Ask the dealer to identify every change rather than issuing a new unexplained total.

Common warning signs and the correct response

  • Only one rounded “on-road” number: request the five-part breakdown before paying more.
  • “Insurance included” with no insurer or policy term: ask for the certificate or cover-note number and schedule.
  • “RTO paid” with no receipt: request the transport-authority acknowledgement and later the RC.
  • Large miscellaneous or handling charge: require an itemized description and remove unauthorized extras.
  • Different names on insurance and booking: stop issuance and correct the name and address so they match the RC.
  • Price lower because of an unconfirmed subsidy: obtain written eligibility and clarify who bears the difference if it is not granted.
  • Dealer asks for balance before documents are ready: reconcile the invoice, insurance and RTO evidence first.

Final handover checklist

Before accepting delivery, keep a digital and paper copy of the following:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Dated, signed quotation or pro-forma invoice with the exact variant and itemized total.
  • Final tax invoice matching the amount you paid.
  • Insurance certificate or cover note showing the correct owner, address, vehicle and policy period.
  • Road-tax, registration and RC or smart-card fee receipts.
  • Registration acknowledgement and, when issued, the RC and registration mark.
  • Written confirmation of any subsidy and the amount credited.
  • Separate receipts for accessories, RSA, handling, finance or other optional services.

Retain these records even after the RC arrives. They establish what was paid, which coverage was selected and whether the dealer completed the registration work represented in the quotation.

When the figures still do not match

Send the dealer a written reconciliation request listing the disputed line, the amount on the quotation, the amount on the invoice and the document you expect. Ask for a corrected invoice or a refund of an unsupported charge. If the insurance certificate has the wrong identity, request endorsement or reissuance before using the scooter on public roads. If RTO evidence is missing, ask for the application acknowledgement and a clear completion date, then escalate through the dealer’s official customer-care channel or the relevant transport authority while keeping copies of your correspondence.

Prices, premiums, subsidies, state exemptions and dealer policies are volatile. The manufacturer and regulator information used here was captured on October 13, 2026; verify the current figures and rules at the time of purchase.
