Use the official VAHAN “Know Your Application Status” page to check progress with your application number, vehicle registration number and CAPTCHA. That result is only a progress check. A transfer is complete when the vehicle’s registration record shows the buyer as the registered owner. If the portal does not make that clear, confirm the record with the relevant State or Union Territory (UT) service or registering authority.
This distinction prevents a common mistake: treating a signed sale agreement, a fee receipt, a submitted form or a favorable-looking portal message as the final transfer. Those items can show that a transaction has started or moved through a workflow. They do not necessarily show that the registration database has replaced the seller’s name with the buyer’s name.

What counts as a completed ownership transfer?

Use two checks, in order:
- Look up the application on the official VAHAN status page.
- Confirm that the current registration details identify the purchaser as the registered owner. If the national portal does not display that result clearly, ask the relevant registering authority to verify the record and explain any remaining registration-certificate (RC) issuance or delivery step.
Think of the first check as tracking a case and the second as verifying the legal registration result. You need both when a buyer, seller, lender or insurer asks whether the transfer is actually complete.
How to check the application online
1. Open the official status form
Go to VAHAN 4.0 Citizen Services — Know Your Application Status. Use the government page rather than an unofficial intermediary. The national page is a lookup facility, not a promise that every State or UT uses identical labels or displays every local event.
2. Gather the identifiers before you start
Keep the application acknowledgement number available. The form asks for:

- The vehicle registration number.
- The CAPTCHA shown on the page.
The application number is the reference generated for the transfer transaction. A private tracking number, sale-invoice number or payment transaction ID is not a substitute unless the authority specifically tells you otherwise. Have the RC or another official vehicle document in front of you so the registration number can be copied accurately.
3. Enter the details exactly
Enter the registration number in the format accepted by the form. If the page rejects an entry, check for typing errors, spaces, or confusion between similar characters before submitting again. Compare the state code, number series and final digits with the RC. Repeatedly trying a different vehicle number can create more confusion, especially when the application was filed for a vehicle registered in another jurisdiction.
4. Complete the CAPTCHA and submit
Enter the characters displayed by the page and submit the form. If the CAPTCHA has expired or is difficult to read, refresh it and re-enter all fields rather than relying on an old image. A successful search should return the application information and whatever status wording the relevant service makes available.
5. Preserve the result
Save a screenshot or printout showing the date, application number and displayed status. Retain the acknowledgement and copies of the submitted forms with the vehicle papers. This material is useful when you contact the registering authority, but preserve it as evidence of application progress—not as proof that ownership has already changed.

How to interpret the status result
An application number is found
A returned result confirms that VAHAN can locate the application. Read the wording as a progress indicator. The national pages do not establish one universal set of status labels for every State and UT, so a label that appears conclusive in one jurisdiction may have a different operational meaning in another.
Record the exact wording, not just your interpretation of it. “Found,” “submitted,” “under process,” “approved” or another local phrase may describe different points in the workflow. The safest question is always whether the registration record itself has been changed to the buyer.

The application is pending or under process
Pending processing means the department has not completed all required checks or data entry. Do not treat the transfer as complete until the registration record itself shows the purchaser. If the portal gives a date or next action, keep it with your acknowledgement and follow the instruction issued by the responsible authority.
The application appears approved or processed
Even an apparently favorable application status should be matched against the current registered-owner details. The completion test is the owner name in the registration record, not merely the movement of the application through a workflow. If the buyer’s name is not yet visible, ask whether the approval is waiting for data entry, RC printing, dispatch or collection, and which event the local authority treats as final.

Recheck the application number and registration number exactly as issued. If the details are correct, ask the seller whether the transfer-of-ownership application was initiated and contact the registering authority for that vehicle. A missing result can reflect an unstarted, incorrectly entered, or State-specific workflow; the national page does not provide a single explanation that applies everywhere.
Do not immediately file a second application merely because a search failed. First establish whether the original application exists, whether it was filed under a different number, and whether the vehicle is being handled by a State or UT service with a separate display.
Confirm that the buyer is the registered owner
After checking the application, use the official vehicle or State/UT service available for the registration jurisdiction to view the current registration details. Compare the registered-owner name with the buyer’s identity documents and sale paperwork. The relevant record, rather than possession of the physical vehicle or RC, is the decisive practical check.
- Buyer’s name appears as registered owner: this is the practical evidence that the transfer has taken effect in the registration record.
- Seller’s name still appears: the record has not yet been updated, even if an application was filed or payment was made.
- Both names, an abbreviated name or a spelling variation appears: ask the registering authority to confirm whether the field reflects the purchaser and whether a correction is required. Do not assume a partial match is sufficient.
- The portal shows an unclear label or no owner information: ask the registering authority to confirm the record and whether an RC printing, dispatch, or collection step remains.
National VAHAN pages do not define a single RC-delivery event or status vocabulary for every State and UT. The authority responsible for the vehicle’s registration is therefore the appropriate source for a vehicle-specific explanation when the online display is ambiguous.
When contacting the authority, explain that you are asking two separate questions: “Has the registered-owner field been changed to the buyer?” and “If it has, is any physical or electronic RC issuance step still pending?” Separating those questions avoids mistaking delivery delay for an incomplete transfer, or an application approval for a completed record change.
What the seller and buyer must do
Seller starts the transfer-of-ownership process
VAHAN’s instructions place the seller’s initiation first. The seller reports the transfer and starts the relevant transfer-of-ownership (TO) transaction. The buyer then continues the transaction using the TO option in the VAHAN service. The service login is available at VAHAN 4.0 Citizen Services.
If the buyer is trying to proceed without a seller-initiated transaction, ask the seller to complete that first step and provide the resulting application or acknowledgement details. Do not assume that possession of the vehicle or a signed sale agreement has created a government application. The status lookup needs the official application number tied to the vehicle.

Both parties keep matching details
Names, addresses, registration numbers and application details should be consistent across the submitted forms and supporting documents. A mismatch can delay processing or require correction by the registering authority. Use the application number, not a private tracking reference, when checking the official status page.
Keep copies of the seller’s initiation, the buyer’s continuation, payment or tax receipts and any messages from the service. If the authority asks for clarification, being able to provide the same identifiers and dates helps it distinguish the transfer from another transaction for the vehicle.
Forms, deadlines and fees for a normal sale
For an ordinary sale, the national guidance identifies two principal forms:

The Ministry of Road Transport and Highways provides official downloads through its Parivahan forms page. Use the current form versions and follow any State/UT instructions attached to the transaction. A downloaded form alone is not evidence that the authority has accepted or completed the transfer; the application and updated owner record still have to be checked.
Same-State registration
For a vehicle registered in the same State, mParivahan states that the transfer application should be made within 14 days. Applicable fees and taxes are payable. This is the national guidance for the deadline to apply, not an automatic completion date.
Vehicle registered outside the State
For a vehicle registered outside the State, the same guidance gives a 45-day period. Inter-State cases can involve additional permissions, tax treatment or document checks, so confirm the exact process with the registering authority handling the vehicle.
These periods describe when the application is due under the cited national guidance; they are not a promise that the authority will update the record within that number of days. If a deadline has passed, do not infer that the application is rejected or complete. Ask the authority how to regularize the case and what fee or tax remains payable.
Documents you may be asked to provide
mParivahan lists the registration certificate, insurance, pollution-under-control (PUC) certificate, identity and address evidence, and other supporting items among documents that may be required. The page also indicates that some requirements can be State-specific.
Prepare clear copies of the documents requested by the relevant VAHAN service or registering authority. Do not assume that every item listed nationally is mandatory in every jurisdiction, and do not omit a document that your State/UT service specifically requests. If the authority asks for an item not visible on the national page, follow that jurisdiction’s current instruction.

Check that names and registration details on each document are legible and consistent. Keep the originals available if the registering authority asks to inspect them. The national list should be treated as a starting point; the service handling the particular registration determines what it will accept for that case.
Normal sale versus inheritance or auction
The Form 29/Form 30 process and the 14-day or 45-day timing apply to a normal sale. They should not be copied automatically for other ways of acquiring a vehicle.
Transfer after the owner’s death
mParivahan identifies transfers after an owner’s death as a separate category with different forms and rules. Obtain the applicable guidance before filing; a sale-transfer checklist does not establish the requirements for succession. Ask the registering authority which documents and forms apply to the deceased owner’s vehicle.
Transfer following a public auction
Public-auction transfers also use different forms and procedures. Confirm the auction-specific requirements with the registering authority rather than submitting an ordinary-sale application and assuming it will be converted. Keep the auction documentation and the vehicle’s existing registration details together when seeking instructions.

The seller never initiated the TO application
VAHAN’s sequence starts with the seller. Ask the seller to initiate the transaction through the Citizen Services portal and share the acknowledgement number. Once that exists, the buyer can continue with the TO option and later use the application number for status checks.
The application number and registration number do not work together
Check that you are using the application number generated for that vehicle and that the registration number is entered exactly as shown on the RC. If the pair still fails, contact the registering authority and provide the acknowledgement, vehicle documents and transaction date. Avoid creating a second application until the authority explains whether the first one is active.
Payment was made but the owner is unchanged
Payment confirms that a fee or tax transaction was attempted; it does not prove that the registered-owner field has been updated. Use the application result to identify progress, then request confirmation of the owner record from the authority if the seller’s name remains visible. Ask whether any unpaid fee, tax or document check is holding the record.
The status looks complete but no new RC has arrived
Ask the registering authority whether its record already names the buyer and whether RC printing, dispatch or collection is a separate step. Because national pages do not define one delivery event for all jurisdictions, the authority must explain the local workflow. A delayed physical document and an unchanged owner record are different problems and require different answers.

The portal is unavailable or gives an unclear message
Retry later using the official VAHAN page, retain the acknowledgement number, and contact the registering authority through the contact information provided by Parivahan Sewa. Describe the exact message, the vehicle registration jurisdiction and whether the buyer’s name appears in any current registration view. Avoid relying on an unofficial website that paraphrases the status without identifying the responsible authority.

The buyer and seller disagree about completion
Use the same objective test for both parties: check the application, then verify the registered-owner record. A private sale agreement can show the parties’ intention, but it cannot replace the government record for this status question. If the names or dates differ, provide both parties’ documents to the registering authority and ask which record controls.
Questions to ask the registering authority
When online information is inconclusive, give the authority enough detail to locate the case quickly:
- Vehicle registration number.
- Application or acknowledgement number.
- Date the seller initiated the TO transaction.
- Names of the transferor and transferee.
- The status wording shown by VAHAN.
- Whether the registration record now lists the buyer.
- Whether any RC printing, dispatch, collection, fee or tax step remains.
- Whether the vehicle is being handled under a State or UT workflow different from the national display.
Ask the authority to distinguish between an application being accepted, an application being approved and the registered-owner record being changed. Those are separate events in the practical verification process. Request the next action and the document or reference number you should retain if the record is not yet updated.
Final verification checklist
- Locate the application on VAHAN’s “Know Your Application Status” page with the application number, registration number and CAPTCHA.
- Record the exact status wording and keep the acknowledgement.
- Confirm the current registration details through the official vehicle or State/UT service.
- Verify that the buyer, not the seller, is named as registered owner.
- If that name is not visible or the status label is unclear, contact the registering authority.
- Ask separately whether RC printing, dispatch or collection remains after the owner record was changed.
- For a normal sale, check that Form 29 and Form 30, the applicable deadline and jurisdiction-specific documents have been handled.
- Remember the national timing guidance: 14 days for a same-State application and 45 days for a vehicle registered outside the State.
- If the transfer follows death or auction, obtain the separate applicable procedure instead of using the normal-sale checklist.
