Test the car seat at the belt path: hold it where the vehicle seat belt or lower-anchor strap passes through and try moving it side-to-side and front-to-back. It should move no more than 1 inch in either direction. That check measures how firmly the seat is attached to the vehicle; check the child’s harness separately. Follow both the car-seat manual and vehicle owner’s manual for the correct installation and locking procedure.
Before testing, confirm the installation method
Use the car-seat instructions and the relevant vehicle owner’s manual together. Check that the seating position is approved, identify the correct belt path, and confirm whether the seat should be attached with the vehicle seat belt or the lower anchors. NHTSA says to secure a seat with one method or the other, not both. If using the seat belt, its locking procedure varies by vehicle and may also depend on the seat; use a built-in lock-off only as the car-seat manufacturer directs. Install and tighten the seat
- Route the seat belt or lower-anchor webbing through the path specified for the child’s direction of travel. Keep the webbing untwisted.
- Buckle the seat belt or connect the lower-anchor connectors, then lock and tighten the system according to both manuals. NHTSA’s general tip is to press firmly on the seat while tightening; the exact technique depends on the seat and installation method.
- If using a seat belt, verify that it is locked in the way specified for your vehicle and seat. Do not assume that pulling the belt tight by itself locks it.
Do not add a locking clip, accessory, or tightening tool unless the relevant manuals call for it. The correct setup is specific to the seat and vehicle.

Perform the one-inch movement test at the belt path
Grip the seat at the belt path—the place where the belt or lower-anchor strap attaches it to the vehicle—not at the headrest or top of the shell. Move it side-to-side, then front-to-back. NHTSA’s guideline is: “It should not move side-to-side or front-to-back more than 1 inch when pulled at the belt path.” NHTSA’s installation tips

- Needs adjustment: It moves more than 1 inch in either direction at that point. Recheck the routing, locking and tightening against both manuals, then test again.
Movement at the top of the seat is not the one-inch test. A seat may move more there while still meeting the belt-path check; judge the attachment at the specified point.
Check the child’s harness separately
A secure vehicle attachment does not establish that the child is properly restrained. Buckle the child in and tighten the harness until extra material cannot be pinched at the shoulder. Position the chest clip at armpit level. NHTSA’s general guidance places harness slots at or below the shoulders for rear-facing use and at or above the shoulders for forward-facing use, but follow the car-seat manual if that model gives specific instructions. Confirm the checks specific to the seat’s direction
Rear-facing
Make sure the seat is reclined within the angle range permitted by its instructions. The recline check is separate from the belt-path movement test. NHTSA’s installation guidance

Connect and tighten the top tether when the seat and vehicle provide for it, following their instructions. The tether is an additional forward-facing check, not a substitute for a secure installation at the belt path. NHTSA’s installation guidance

If the seat still moves too much, get an installation check
Revisit the belt path, belt-locking method or lower-anchor connections, and tightening steps in the seat and vehicle manuals. If the seat still moves more than 1 inch at the belt path, or you are unsure whether the setup is correct, use a car-seat inspection station. NHTSA says certified technicians inspect seats free in most cases and can show caregivers how to install and use them; some locations offer virtual inspections.
