To check a U.S. import, identify the exact vehicle or part, determine its likely Harmonized Tariff Schedule of the United States (HTSUS) classification, establish the relevant country of origin, and then read the current HTSUS together with U.S. Customs and Border Protection (CBP) trade-remedy guidance. The ordinary rate shown beside a tariff number is not necessarily the total amount due: Chapter 99 duties, exclusions, preferential programs, taxes, fees, and entry-specific instructions can change the result.
There is no reliable one-line answer such as “cars are X%” or “parts from country Y are tariff-free.” Rates and measures change, and classification and origin depend on the merchandise and its production history. Use the live official sources for the item and the date it will enter the United States.

What determines whether a car or part is affected?
Tariff exposure is an outcome of several facts considered together. A listing that shows only a sale price and a shipping country usually omits the information customs needs.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Exact merchandise: A complete passenger vehicle, a heavy-duty-truck radiator, and a strut mount are not interchangeable tariff descriptions. For a part, function, materials, construction, and intended application can matter.
- HTSUS classification: The tariff number determines the ordinary duty rate and points to notes, exceptions, and related provisions. Similar-looking automotive parts can fall under different provisions.
- Country of origin: The place of shipment or final assembly does not automatically answer every origin question. CBP may reach one result for marking and another for applying additional duties.
- Additional measures: Chapter 99 provisions, trade remedies, exclusions, and special trade-program rules may apply in addition to the ordinary HTSUS line.
- Effective and entry dates: A measure in force when an entry is filed may differ from one that applied when the vehicle or part was ordered or shipped.
“Affected” can therefore mean more than a positive general rate. A product can have a general duty and no additional measure, a low general rate plus a Chapter 99 duty, an exclusion that removes a measure for qualifying goods, or preferential treatment under a trade program. The answer must be made for the specific item, origin, and entry date.

Information to collect before looking up a tariff
For a complete vehicle
- Make, model, model year, and vehicle type.
- Country where the vehicle was manufactured or assembled.
- Production records that identify where major components and processing occurred, if available.
- Commercial invoice, packing information, purchase contract, and the proposed entry date.
A vehicle description such as “2026 SUV from Canada” is a starting point, not a tariff classification or origin determination. Keep the vehicle identification and manufacturing documents together so the classification and origin analysis can be checked against the same facts.
For a replacement part
- Part number and a precise description of what the part does.
- Materials, construction, dimensions, and whether it is imported assembled or as separate components.
- Vehicle or equipment application, including whether it is designed for a passenger car, light truck, or heavy-duty truck.
- Bill of materials, supplier declarations, manufacturing locations, and descriptions of assembly or processing operations.
- Invoice, packing list, product drawings or photographs, and the intended entry date.
Do not rely on a retail listing’s country-of-shipment field as the country of origin. Ask the supplier for manufacturing and component information and retain the response with the entry records.
Step 1: Find the likely HTSUS classification
The United States International Trade Commission publishes the HTSUS. CBP administers entries and interprets and enforces the schedule. CBP’s general information explains that “The United States International Trade Commission (USITC), Office of Tariff Affairs and Trade Agreements is responsible for publishing the Harmonized Tariff Schedule of the United States (HTS).”
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsOpen the current USITC HTSUS and search by the product’s description and use. Start broadly, then read the complete heading, subheadings, legal notes, and statistical suffixes. For a part, do not assume that every item used on a vehicle belongs in one automotive-parts provision. A radiator, mount, lighting component, sensor, and wheel component may be treated differently because their functions and construction differ.
Read beyond the first search result
- Confirm that the wording covers the imported article as presented, not merely the vehicle on which it will be installed.
- Check whether the provision is for a complete article, a component, or a part of a particular machine or vehicle.
- Read section and chapter notes and any exclusions before accepting the apparent number.
- Record the full HTSUS number, description, general rate, and the date of the schedule you consulted.
If two classifications appear plausible, document why one better matches the merchandise and seek a CBP binding ruling when the value or risk justifies it. A classification chosen from a short product title without construction and function details is only a provisional hypothesis.
Step 2: Read the ordinary rate and every additional provision
The general rate beside an HTSUS subheading is only one part of the check. Read the Chapter 99 provisions and notes that the schedule or current CBP instructions associate with the item, origin, and trade measure. Also check special rates under an applicable trade program, exclusions, and product-specific requirements.
When the rate is ad valorem, a preliminary ordinary-duty estimate is the customs value multiplied by the applicable percentage. That estimate is not a final landed cost if another duty, tax, fee, or entry instruction applies. Keep each component separate in your worksheet rather than combining percentages into a single unsupported figure.

Why Chapter 99 matters
Chapter 99 provisions can impose an additional duty or provide an exclusion or other special treatment. A part may therefore show a modest ordinary rate while still being subject to a separate measure. Conversely, an exclusion may remove an additional measure only when the merchandise and documentation satisfy its conditions.
CBP’s ruling for a particular strut mount gives a 2.5% general rate for the item and classification discussed and also addresses an automobile-parts Chapter 99 provision. That is evidence that the ordinary tariff line and additional measures must be reviewed together; it is not a current rate statement for every strut mount or every imported part.
Step 3: Establish the relevant country of origin
List every meaningful production location: where components were made, where the article was assembled, and where processing occurred. Then determine which origin rule applies to the measure being checked. Country of shipment, the seller’s address, and the final assembly site may all be different from the origin relevant to a particular duty.
Marking origin and additional-duty origin can differ
CBP can analyze origin for marking separately from origin for applying additional duties. Its answer can therefore differ for the same article, depending on the legal question and the facts submitted.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →In ruling N357229, dated January 16, 2026, CBP described heavy-duty-truck radiators whose cores came from Mexico and whose other components came from China, with assembly in Canada. For that specific merchandise and production sequence, CBP determined Canada was the origin for marking purposes and Mexico was the origin for applying additional duties. The result does not establish a general rule that final assembly in Canada, or a radiator core from Mexico, always produces the same outcome.
Evidence that supports an origin analysis
- Supplier declarations identifying component manufacturing locations.
- Assembly instructions and a description of processing performed in each country.
- Bills of materials, purchase records, and production invoices.
- Documents tying the evidence to the exact part number or vehicle configuration.
If a supplier provides only a country name with no production detail, treat the origin conclusion as unverified and ask for more information before relying on it.
Step 4: Check CBP guidance that is live for the entry date
After reading the HTSUS, review CBP’s current trade-remedy pages and the Cargo Systems Messaging Service (CSMS) messages that CBP references for the relevant measure. Look for the effective date, covered products, country scope, Chapter 99 reporting instructions, exclusions, and required documentation.

CBP’s factsheet updated August 20, 2025 summarizes vehicle and auto-parts tariff measures at a high level and says detailed provisions and exemptions may apply. It is useful orientation, but it is too old to serve as the sole source for an October 2026 determination. Tariff measures and entry instructions can change after a factsheet is published.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Record the date you checked
Write down the HTSUS revision, CBP page or CSMS message, effective date, and planned entry date in your file. If the entry is delayed, repeat the check. The relevant date is tied to the measure and entry instructions, not simply to the date you placed an order.
Step 5: Apply the process to a complete car
- Define the vehicle: Record make, model, model year, vehicle type, assembly location, and the configuration shown on the commercial documents.
- Gather production facts: Obtain manufacturing and component-origin information when available, especially if a trade measure uses country-specific treatment.
- Search the current HTSUS: Locate the heading and subheading for the complete vehicle and read all notes and rates.
- Check Chapter 99 and programs: Determine whether an additional vehicle measure, exclusion, or preferential program applies to the vehicle’s origin and entry date.
- Match the entry documents: Ensure the invoice, classification, origin statement, and any Chapter 99 reporting information describe the same vehicle.
- Escalate uncertainty: For a high-value or unusual import, obtain a CBP binding ruling or professional customs advice before shipping.
Do not substitute a tariff rate for one vehicle type merely because another vehicle in the same seller’s catalog has that rate. Body style, propulsion, configuration, origin, and the applicable measure can change the analysis.
Step 6: Apply the process to a replacement part
- Describe the part’s function and construction: State what it does, what it is made of, and whether it is imported complete or assembled from components.
- Identify the intended application: Note the vehicle or equipment class and the manufacturer’s part number, without assuming the application alone controls classification.
- Trace each production stage: Record component countries, processing, and final assembly, then retain supplier evidence.
- Compare plausible HTSUS provisions: Read the legal notes and explanatory wording for each candidate and select the provision that matches the imported article’s actual characteristics.
- Review ordinary and additional rates: Check the general rate, Chapter 99 provisions, exclusions, and special programs together.
- Verify current CBP instructions: Check CSMS messages and trade-remedy guidance for the planned entry date and origin.
- Request a ruling if needed: Submit complete product and manufacturing facts so the ruling addresses the merchandise you will actually import.
A part number shared across markets does not guarantee identical origin or construction. Different factories, materials, or processing can produce a different classification or additional-duty result.
What the CBP examples do—and do not—show
| Example | Published facts | Rate or provision stated | Proper use of the example |
|---|---|---|---|
| Heavy-duty-truck radiators, ruling N357229 | CBP ruling dated January 16, 2026; radiator cores from Mexico, other components from China, assembled in Canada. | HTSUS 8708.91.5000; 2.5% general rate. CBP warned that additional duties, taxes, fees, or Chapter 99 provisions may also apply. | Illustrates item-specific classification and the possibility that marking origin and additional-duty origin differ. It is not a rate for all radiators or auto parts. |
| Particular strut mount, ruling N349664 | CBP ruling for the specific merchandise and facts described there. | 2.5% general rate and discussion of an automobile-parts Chapter 99 provision. | Shows why the general tariff line must be read with additional measures. It is a dated, item-specific illustration. |
| Vehicle and auto-parts factsheet | CBP factsheet updated August 20, 2025. | High-level summary; detailed provisions and exemptions may apply. | Use for orientation only, then confirm the live HTSUS and current CBP instructions for the actual entry date. |
CBP states in N357229: “The holding set forth above applies only to the specific factual situation and merchandise description as identified in the ruling request.” That limitation is important whenever a product appears similar to one described in a ruling.
How to document a preliminary tariff check
Create a worksheet for each vehicle or part rather than maintaining one permanent rate list. Include:
- Importer, seller, part number or vehicle identification, and a plain-language description.
- Candidate and selected HTSUS numbers, including the full statistical suffix.
- General rate and the HTSUS revision date consulted.
- Component, processing, assembly, and shipment countries.
- Origin conclusion for marking and, where relevant, the separate conclusion for additional duties.
- Chapter 99 provisions, exclusions, trade programs, or other special treatment considered.
- CBP pages, CSMS messages, rulings, and effective dates used for the check.
- Customs value assumptions and a separate line for each possible duty, tax, or fee.
- Open questions and the person responsible for obtaining supporting documents.
This record makes it easier to update the calculation if the entry date changes or a supplier changes production.

Common mistakes and how to correct them
Using the shipping country as the tariff origin
Problem: A package ships from a distribution center, so the buyer treats that country as the origin.
Correction: Trace manufacture, component sourcing, and processing. Ask which origin rule applies to the specific additional measure and keep evidence for the conclusion.
Applying a rate from a similar part
Problem: A radiator, mount, or other part looks like an item in a CBP ruling, so the importer copies its rate.
Correction: Compare function, construction, materials, part number, production facts, and entry date. A ruling applies only to the merchandise and factual situation described in the request.
Stopping at the general HTSUS rate
Problem: The importer calculates duty from the ordinary rate and ignores Chapter 99.
Correction: Read the associated Chapter 99 provisions, exclusions, and CBP reporting instructions before finalizing the estimate.
Relying on a dated summary
Problem: A 2025 factsheet is treated as the final rule for an October 2026 entry.

Correction: Use the current HTSUS and current CBP trade-remedy and CSMS guidance. Record the check date and repeat it if the entry is postponed.
Providing an incomplete ruling request
Problem: The request omits materials, component origins, or processing steps.
Correction: Submit a complete description and supporting production facts. The resulting ruling cannot safely be extended to goods that differ from the submitted facts.

Self-service checking is reasonable when the merchandise is clearly described, the origin records are complete, and no conflicting provisions appear. Escalate when the classification affects a high-value shipment, the part has several plausible headings, production spans multiple countries, an additional-duty origin differs from marking origin, or an exclusion’s conditions are difficult to document.
CBP can issue a binding ruling based on the facts presented. A customs broker or trade-compliance specialist can help assemble the entry data and identify unresolved issues, but neither a ruling nor professional advice applies automatically to a different model, part number, factory, material, or production sequence.
What can be concluded for an October 2026 import?
The official material available for this topic supports a checking method, not a universal tariff table. The 2.5% figure in the radiator ruling is the general rate CBP stated for radiators classified under HTSUS 8708.91.5000 in that January 16, 2026 ruling; CBP expressly warned that additional duties and other charges may apply. The 2.5% figure in the strut-mount ruling is likewise limited to that described item and date.
No comprehensive rate table for every car and replacement part was established as valid on October 13, 2026, and no broad statistic shows what share of vehicles or parts are affected. For a real shipment, the defensible answer is the one produced by matching the exact merchandise, HTSUS classification, origin evidence, current Chapter 99 and trade-program rules, and entry date.
