The authoritative way to check a car for an unrepaired safety recall is to run its 17-character vehicle identification number (VIN) through the National Highway Traffic Safety Administration’s free “Check for Recalls” lookup. Then enter the same VIN in the automaker’s official recall portal, because manufacturer systems can include service campaigns or newly posted information that is not yet in the federal database.
If either lookup shows an unrepaired recall, read the safety instructions, call an authorized dealer to confirm whether the car should be driven or towed, and arrange the remedy. A safety-recall repair is provided at no charge to the owner.

What an open recall means
A recall is a formal safety action, not a routine maintenance reminder. The National Highway Traffic Safety Administration (NHTSA) defines it this way: “A recall is issued when a manufacturer or NHTSA determines that a vehicle, equipment, car seat, or tire creates an unreasonable safety risk or fails to meet minimum safety standards.”

For a vehicle, an open or unrepaired recall means the campaign is still associated with that specific VIN in the database. The manufacturer has identified a safety defect or noncompliance, but the repair has not been recorded as completed for that vehicle. The remedy may be a repair, replacement, refund, or, in rare cases, a vehicle repurchase. Federal safety recalls must be remedied without charging the owner.

Do not confuse a safety recall with a service campaign, customer-satisfaction action, technical service bulletin, or ordinary maintenance notice. Those programs can be useful, but they may not appear in NHTSA’s safety-recall result and can have different eligibility or cost rules.
Locate the car’s 17-character VIN
Every vehicle has a unique VIN. You need the VIN, rather than only the model year, make, and model, to determine whether the particular car in your garage has an open campaign.
Check the vehicle
- Look through the lower-left corner of the windshield from outside the car. The VIN is normally printed on a plate visible from the driver’s side.
- Open the driver’s door and inspect the doorjamb or door-post label if the windshield plate is difficult to read.
- For a stored or non-running vehicle, use the registration card or insurance card. Both commonly list the complete VIN.
A normal modern VIN contains 17 characters. Copy every character carefully. A single transcription error can produce a “no results” response for the wrong vehicle or prevent the lookup from running at all. Compare the number on the paperwork with the plate on the car before relying on the result.
Run the free NHTSA VIN lookup
- Open NHTSA’s “Check for Recalls” page. Use the federal vehicle-recall lookup rather than a general web search.
- Enter the 17-character VIN. Paste or type the number exactly as it appears on the vehicle or ownership documents, then submit the search.
- Use a license plate search only when offered. NHTSA’s page may support plate lookup for the vehicle and jurisdiction. A plate search is an alternative route, but a VIN search remains the most direct vehicle-specific check.
- Save or print the result. Record the date, the VIN searched, any campaign number, the defect description, and the stated remedy. This is useful when you call a dealer or compare a later result.
A search by year, make, and model can show general recalls and safety information for that model. It cannot establish whether the specific car in your garage is affected, whether its repair is complete, or whether a previous owner already had the work performed.
Read the result correctly

The phrase “0 unrepaired recalls” is narrower than “this car has never had a recall.” The lookup does not display campaigns that were already repaired, so a zero result can mean the car had a recall in the past and the remedy was completed. It also does not guarantee that every manufacturer program is closed.

Check the automaker’s official portal as a second source
After the NHTSA search, run the same VIN through the vehicle manufacturer’s official recall page. Automakers maintain their own campaign records and may post affected VINs before they are reflected in the federal lookup.
Toyota’s owner portal, for example, accepts a VIN or license plate for Toyota, Lexus, and Scion vehicles and reports open safety recalls and service campaigns. Toyota states that the specified inspection or repair is performed at no charge to the owner. Mopar’s owner FAQ directs customers to its brand recall section, identifies the VIN plate below the windshield, and states that FCA US repairs a safety-recall issue without charge.

Use both systems when the result affects whether you drive, sell, insure, or restore the car. If they disagree, give the dealer the VIN and ask which campaign status and remedy apply to that specific vehicle.
What to do when the car has an open recall
1. Read the risk and interim guidance
The recall notice describes the defect, the potential consequence, warning signs, and the interim action recommended by the manufacturer. Some notices tell owners to stop driving immediately; others limit passengers, towing, charging, parking, or use in particular conditions. Follow that guidance even if the car has been sitting in a garage and appears to operate normally.
2. Call an authorized dealer
Contact a dealer for the affected make and provide the complete VIN and campaign number. NHTSA’s owner instruction is: “When you receive a notification, follow any interim safety guidance provided by the manufacturer and contact your local dealership to fix the recalled part for free.”

Ask these practical questions before moving the vehicle:

- Are parts available, or is the repair on back order?
- Does the notice prohibit driving, require towing, or impose another temporary restriction?
- Can the dealer arrange or reimburse towing under the campaign’s policy?
- How long will inspection and repair take?
- Will the dealer need the registration, proof of ownership, or a specific appointment type?
3. Keep the repair documentation
Obtain a repair order showing the VIN, recall campaign number, work performed, and completion date. Keep it with the title and maintenance records. The federal lookup may later show zero unrepaired recalls, but your repair order is the clearest proof of what was done and when.
Why a zero result is not a permanent all-clear
NHTSA’s result is useful but deliberately limited. Treat it as the current status of the federal safety-recall records, not as a complete history of every campaign connected with the car.
Newly announced recalls
When a recall is first announced, the manufacturer may not yet have identified every affected VIN. NHTSA adds VINs continuously, so a vehicle that returns zero today can appear in a later search. Recheck after receiving a manufacturer notice or hearing that a new campaign has been announced.
Recalls older than 15 years
The NHTSA VIN tool generally excludes safety recalls more than 15 years old unless the manufacturer offers broader coverage. A very old campaign can therefore be absent even when the vehicle’s manufacturer still recognizes it. Ask the automaker or an authorized dealer about older notices.

Already repaired campaigns
Completed recalls are not displayed as open recalls. A zero result does not tell you which historical campaigns were performed, which parts were installed, or whether the previous owner used a dealer outside the system you are checking. Request service records when buying the vehicle.
Non-safety campaigns
Software updates, customer-service actions, technical campaigns, and other non-safety programs may be listed only by the automaker. They can matter to reliability or resale value even though they do not change the NHTSA safety-recall count.
Small, specialty, and international vehicles
NHTSA lists exclusions for some small manufacturers, specialty applications, and international vehicles. Gray-market imports, unusual recreational vehicles, kit-built vehicles, and brands without a broad U.S. reporting presence may require direct manufacturer assistance. Do not assume that a federal zero result covers a vehicle outside the tool’s normal scope.

For a vehicle stored in a garage, the registration and insurance card are often easier to access than the windshield plate. If the paperwork is missing, contact the state motor-vehicle agency or the manufacturer’s customer service department with the ownership information available to you. A dealer may be able to identify the VIN from the vehicle and ownership records.
Do not substitute a year/make/model search for the VIN. That search can help you learn whether a model has had a recall or investigation, but it cannot establish the status of your particular car. If you have only a license plate, use NHTSA’s plate option when it is available for that vehicle and jurisdiction, then confirm the result with the manufacturer.

Set up alerts and a checking schedule
Recalls can be announced years after a car was built, and a vehicle can change owners several times. NHTSA offers the free SaferCar app and email alerts so you can receive notifications tied to the vehicle. Register the vehicle using the correct VIN and keep your contact information current.
Even with alerts enabled, NHTSA advises owners to check recalls twice a year. A practical schedule is once before a major driving season and once six months later. Run both the NHTSA and manufacturer searches, especially after buying a used car, moving to a new state, or receiving mail from the automaker.
Common mistakes that produce false confidence
- Searching only by model: A model-level result is not a VIN-level determination.
- Entering a partial VIN: The normal VIN is 17 characters; use the full sequence.
- Assuming “no results” means no history: Repaired recalls disappear from the open-recall result, and older or newly announced campaigns may be outside the current database.
- Ignoring a manufacturer portal: Service campaigns and brand-specific records may not appear in NHTSA.
- Driving before reading the notice: Some defects require immediate parking or towing, even if the car starts and moves normally.
- Paying for a generic VIN report as a substitute: A commercial vehicle-history report may describe title, accident, or registration events, but it is not the authoritative source for an open safety recall.
Why an OBD-II scanner cannot check recalls
An OBD-II scanner reads diagnostic trouble codes and some live vehicle data from the car’s electronic control systems. It does not query the manufacturer’s recall database, identify every safety campaign, or prove that a recall remedy was completed. A car can have no stored diagnostic code and still have an open safety recall.

A record-keeping checklist for a stored car
- Photograph or transcribe the VIN from the vehicle.
- Record the date of each NHTSA and manufacturer search.
- Save the campaign number, defect description, and interim warning.
- Write down the dealer’s advice about driving, towing, parts, and scheduling.
- Keep the completed repair order with the vehicle’s title and maintenance file.
- Set SaferCar or email alerts and repeat the two-source check every six months.
Following this process gives you a current, vehicle-specific answer without relying on a model-wide list or a diagnostic scanner. It also leaves an auditable record for the next owner if the car remains stored for a long period.
